Apa tindakan polis jika NGO tawar RM1,200 tampar PM...

“Bayangkan apa tindakan Polis jika ada enam NGO membuat demonstrasi tengah hari kelmarin dan menawarkan RM1,200 kepada sesiapa yang berani menampar Perdana Menteri Datuk Seri Najib Razak,” tanya Ahli Parlimen Gelang Patang, Lim Kit Siang.

Di samping itu, katanya dikemukakan bukti bergambar bagi tindakan itu, diikuti dengan tindakan melumur darah ayam ke atas sepanduk memuatkan gambar menteri-menteri Umno, termasuk Timbalan Perdana Menteri Tan Sri Muhyiddin Yassin.

“Kalau demonstrasi sedemikian terjadi, sudah tentu seluruh pasukan Polis Diraja Malaysia, diketuai Ketua Polis Negara Tan Sri Khalid Abu Bakar sendiri, akan mengerumuni 30 penunjuk perasaan daripada enam NGO terbabit dan semua mereka akan terus disumbat ke dalam lokap, disiasat dengan teliti dan dengan pantas didakwa,” ujarnya yang juga Ketua Parlimen DAP dalam satu kenyataan.

Ini, katanya kerana bukan saja melanggar Akta Perhimpunan Aman kerana tidak memberi notis 10 hari untuk perhimpunan tersebut, malah mereka juga akan didakwa kerana melakukan jenayah yang ‘menjejaskan’ demokrasi berparlimen menurut Akta Kesalahan Keselamatan (Langkah-langkah Khas) 1012 (Sosma), Akta Hasutan, Kanun Keseksaan, dan sebagainya, dan kemungkinan semua yang terlibat itu akan merengkok lama dalam penjara.

Kalau demonstrasi sedemikian terjadi, sudah tentu seluruh pasukan Polis Diraja Malaysia, diketuai Ketua Polis Negara Tan Sri Khalid Abu Bakar sendiri, akan mengerumuni 30 penunjuk perasaan daripada enam NGO terbabit dan semua mereka akan terus disumbat ke dalam lokap, disiasat dengan teliti dan dengan pantas didakwa, bukan saja kerana melanggar Akta Perhimpunan Aman kerana tidak memberi notis 10 hari untuk perhimpunan tersebut, malah mereka juga akan didakwa kerana melakukan jenayah yang ‘menjejaskan’ demokrasi berparlimen menurut Akta Kesalahan Keselamatan (Langkah-langkah Khas) 1012 (Sosma), Akta Hasutan, Kanun Keseksaan, dan sebagainya, dan kemungkinan semua yang terlibat itu akan merengkok lama dalam penjara.

Malah, kemungkinan enam NGO yang diwakili oleh 30 orang itu dengan pantas akan disumbat ke dalam “Black Maria” sehingga tidak sempat menyembelih ayam dan malah tidak sempat pun berhimpun kerana polis telah mendapat maklumat tentang rancangan mereka jauh lebih awal.

Tidak diragui lagi bahawa Cawangan Khas Polis Malaysia adalah antara yang terbaik di dunia di kalangan unit khas sejenisnya, berkat warisan penjajah British dan kedudukan istimewanya dalam hirarki polis dengan himpunan maklumat risikan yang dikumpul dengan tujuan utama melindungi rejim yang berkuasa sekarang, sedangkan dalam masyarakat yang benar-benar demokratik, perkara paling utama bagi polis ialah untuk memelihara demokrasi berparlimen dan hak asasi manusia.

Tidak masuk akal sama sekali jika polis tidak mendapat apa-apa maklumat tentang demonstrasi kelmarin sebelum wakil-wakil media cetak dan media elektronik turun memberikan liputan penuh tentang demonstrasi itu yang diisi dengan acara menyembelih ayam dan melumur darah – jika benar polis tiada maklumat awal, maka Cawangan Khas patut dirombak sepenuhnya dan malah pengarah Cawangan Khas sepatutnya dipecat.

Namun, saya tahu Cawangan Khas adalah cekap, bererti polis telah mendapat maklumat awal tentang demonstrasi yang dirancang oleh enam NGO yang menggelar diri mereka sebagai Majlis NGO Islam, terdiri daripada Pertubuhan Permuafakatan Majlis Ayahanda Malaysia (Permas), Pertubuhan Kebajikan Islam dan Dakwah (Pekida), Pertubuhan Kebajikan Insan Bakti Malaysia (Perkib), Persatuan Pengguna Islam Malaysia (PPIM) dan Martabat Jalinan Muhibbah Malaysia (MJMM).

Sehingga kini, Polis dan juga kerajaan Barisan Nasional membisu seribu bahasa tentang demonstrasi kelmarin yang melampau, menghasut, dan secara terbuka mengapi-apikan kebencian perkauman dan keagamaan untuk mencetuskan satu lagi peristiwa 13 Mei dalam negara berikutan video “Onederful Malaysia CNY 2014” yang mengkritik kegagalan dan kelemahan kerajaan Barisan Nasional tanpa mengaitkan mana-mana kaum atau agama.

Video Teresa didakwa anti-Melayu dan anti-Islam. Saya telah menjemput pihak yang membuat dakwaan sebegini untuk tampil secara terbuka menunjukkan di bahagian mana video itu anti-Melayu dan anti-Islam.

Jika mereka boleh menunjukkan ada bahagian dalam video itu yang anti-Melayu dan anti-Islam, saya secara terbuka akan meminta Teresa untuk mengambil tindakan yang wajar. Namun, sehingga kini belum ada siapa menyambut permintaan saya.

Paling menyedihkan, dua pemimpin MCA yang baru dipilih untuk memegang jawatan tertinggi, iaitu Presiden MCA Datuk Liow Tiong Lai dan Timbalan Presiden Datuk Dr Wee Ka Siong, seperti pemimpin-pemimpin MCA yang lain yang menurut jejak Barisan Nasional menyerang video Teresa, gagal menunjukkan di bahagian mana video itu anti-Melayu atau anti-Islam, tetapi mereka terus menggalakkan dan malah membantu protes puak ekstremis terhadap video Teresa.

Saya percaya semua rakyat Malaysia yang sihat akal fikirannya berhak untuk bertanya kepada KPN, Menteri Dalam Negeri, Perdana Menteri, serta pimpinan Umno dan MCA mengapa layanan berbeza akan diberikan jika ada enam NGO menawarkan ganjaran RM1,200 kepada sesiapa yang menampar Perdana Menteri dan melumur darah pada sepanduk bergambar Menteri Umno berbanding layanan yang diberikan terhadap enam NGO kelmarin yang menawarkan ganjaran RM1,200 kepada sesiapa yang menampar Teresa Kok dan melumur darah pada sepanduk yang memaparkan wajah pemimpin Pakatan Rakyat.

Sikap pilih bulu diamalkan oleh polis dan institusi utama negara, sedangkan mereka seharusnya bersikap tidak berpihak, saksama, dan profesional. Keadaan ini membuatkan rakyat semakin tidak yakin akan adanya urus tadbir yang baik, kebertanggungjawaban dan ketelusan di Malaysia.- harakahdaily 

What if an NGO offered RM1,200 to slap Najib...

Lim Kit Siang has taken the police to task for allowing several Muslim NGOs to openly kill chickens and delivered threats against an MP.

In a sternly-worded statement, the DAP leader charged that if any NGO had tried the same move against government leaders, the police would most likely have taken pre-emptive action and landed on them like "a tonne of bricks."

But in the incident at the heart of Kuala Lumpur yesterday, the media were even invited to witness the Muslim NGOS slaughtering chickens and smearing blood on a banner with the images of DAP and PKR representatives.

The NGOs also promised a reward of up to RM1,200 for those who slapped Seputeh MP Teresa Kok  and recorded the action

"Imagine what the police would have done if a clutch of six NGOs  had held a demonstration yesterday afternoon and offered RM1,200 reward to anyone who dared to slap Najib and provide photographic evidence of their action, followed by the slaughter of  chickens and the smearing of their blood on a banner featuring photographs of Umno ministers including Deputy Prime Minister Muhyiddin Yassin?," Lim (left) said in a press statement.

"If there had been such a demonstration, the entire police force led by the inspector-general of police Khalid Abu Bakar himself would have landed on the 30-odd demonstrators from the six NGOs like a tonne of bricks..."

According the Muslim NGOs, they are angry over "insults to the Malay leadership, the Yang di-Pertuan Agong as well as Islam and Malay dignity by a splinter of politicians, leaders and Chinese chauvinists",

They said they were retaliating against what they saw as attempts to undermine Malay leadership in the country by Kok's Chinese New Year video titled 'Onederful Malaysia CNY 2014' and also to last month's flash mob by Machang Bubuk assemblyperson Lee Khai Loon, where kangkung was stuffed into the mouth of a styrofoam effigy of Najib.

Besides Lim, other Pakatan Rakyat leaders as well as several NGOs have also condemned the move. Many called for protection for the Seputeh MO, whom they see as a victim of a misunderstood satire video work that has now garnered more than 350,000 views on YouTube.

DAP secretary-general Lim Guan Eng (left), whose image was also on the bloodied banner, said he was concerned that racists and fanatics may have been set loose by the incident.

"DAP is concerned for Teresa’s safety and will make the necessary arrangements, with her consent, to ensure maximum protection for her.

"However, no protection is foolproof when dealing with racists and fanatics, who will do anything for monetary gain.

"... While such acts and the burning of effigies and portraits of Pakatan leaders are common, these pro-Umno groups have taken an unprecedented step towards violence and hatred.”

'Real men do not beat women'

Guan Eng said no religion, nor any race nor real men, would approve the beating up of a woman.

"However as a man, I feel ashamed that another man can proudly and shamelessly call for a woman to be slapped and be rewarded for it.

"Real men do not beat women and violence should be taken out of public discourse and the political arena.

"Failing which, democracy fails and Malaysia would spiral downwards towards a dictatorship and an uncivilised society,” the Penang chief minister added.


PAS vice-president Tuan Ibrahim Tuan Man:

"I condemn the move as uncivilised and unIslamic.

"PAS regrets that provocative racism have gone overboard lately.

"The extreme action is not only causing an unharmonious situation in the country, it is also inviting negative reactions towards Islam.

"The act to slaughter chickens in a ceremony goes against Islamic teachings and should not be carried out - as if it is in line with syarak (Islamic laws) requirements.

"If you disagree with Teresa Kok's video, watch it together and point out the faults... (You can) express it with your tongue and brain, instead of carrying out uncivilised acts."

PKR vice-president N Surendran:

"Innocent animals were killed. This wanton, vicious and cruel act is a criminal offence under Section 44 of the Animal Act 1953.

"Under no circumstances can helpless and defenceless animals be terrified and slaughtered simply to make a political point, for the law prohibits it.

"Despite the public nature of this disgusting crime, there has been total silence and inaction by enforcement authorities and government leaders. Section 69 of the Animal Act 1953 allows police to arrest without warrant the members of the Muslim NGOs for cruelty to animals.

"By keeping silent, Prime Minister Najib Abdul Razak and his government are condoning the acts of these criminal groups. Umno and the BN must immediately stop supporting and encouraging these criminal pro-government NGOs and their unlawful acts.

"These groups are no different from the violent organised thugs who supported the fascist governments of Hitler and Mussolini in the 1930s.”



PKR’s Ampang MP Zuraida Kamaruddin:

“I am concerned that an increasing number of NGOs are assuming the identity of a religious entity to misuse religion as a tool to support violence and to strike fears in the people.

“There is no need for this as there are proper channels to address such disagreements.

“For RM500, is (Malaysian Muslim Consumers Group) PPIM asking mild-mannered Muslim women to become aggressive and start slapping non-Muslims?

“For RM500, is PPIM asking Muslim men to engage physically with a woman? Is RM500 a sum to justify violence and religious malpractice?”

Federal Territories PAS Youth vice-chairperson Nurul Islam Mohammed Yusoff:

“1Malaysia has failed. Such extreme actions can cause a lingering, bad sentiment and spark turmoil. What is the government’s attitude towards such provocation?

“We have noted that since the day after the results of the 13th general elections last year, the issues of race and religion have often been used. We don't want any parties trying to take advantage of the political situation now and drag the country into a situation as bad as May 13, 1969.

“The 1Malaysia aspiration established by the prime minister is seen to have failed to bring about harmony and the racial gap is seen widening." - malaysiakini
