Lan ke J/kuasa Hak & Kebebasan Parlimen...

Kelam kabut timbalan-timbalan menteri bersilat untuk menutup masalah 1MDB. Oleh kerana Timbalan Menteri telah dengan secara jelas berbohong kepada Dewan Rakyat mengenai 1MDB, hari ini saya telah memfailkan satu usul untuk merujuk beliau kepada JK Keistimewaan Dewan Rakyat.

MP PKR, Rafizi Ramli menuntut agar Timbalan Menteri Kewangan, Datuk Ahmad Maslan dirujuk ke jawatankuasa hak dan keistimewaan dewan kerana didakwa mengelirukan Dewan berhubung isu 1Malaysia Development Berhad (1MDB).

MP Pandan itu mengemukakan usul berkenaan dalam persidangan Dewan Rakyat pada jam 11.30 pagi ini.

Usul berkenaan akan diputuskan pada petang ini oleh Yang Dipertua Dewan, Datuk Seri Pandikar Amin Mulia.

Terdahulu, Rafizi dalam sidang medianya berkata Ahmad Maslan berdolak-dalik tentang surat sokongan kerajaan ke atas hutang 1MDB sebanyak RM9.6 bilion.

Dalams sidang media bersama MP Petaling Jaya Utara, Tony Pua, mereka mendakwa Ahmad pada hari Khamis lalu memberitahu Dewan Rakyat yang kerajaan tidak menjamin hutang tersebut.

Namun, harian Financial Daily The Edge sejak semalam lagi melaporkan bahawa Ahmad Maslan mengaku kerajaan mengeluarkan surat sokongan kepada 1MDB.

Menurut laporan itu, Ahmad menegaskan bahawa surat sokongan itu tidak menjamin hutang tersebut.

Mengulas perkara itu, Rafizi berkata jaminan yang dikelaskan sebagai liabiliti kontingen tidak dizahirkan dalam penyata kewangan negara bagi tahun berakhir 31 Disember 2013.

"Surat jaminan kini digunakan sebagai satu lagi instrumen untuk menyorokkan hutang negara," kata Rafizi pada sidang media di lobi Parlimen pagi ini.

Speaker Dewan, Tan Sri Pandikar Amin Mulia berkata beliau akan membuat keputusan berkenaan usul Rafizi esok atau pada hari Isnin akan datang.

Ini kerana beliau perlu mendapatkan penjelasan dan dokumen yang sepatutnya dari Ahmad.

"Saya akan menghubungi menteri untuk mendapatkan dokumen yang perlu daripada menteri," katanya. -

Sementara itu  speaker Dewan Rakyat, Tan Sri Pandikar Amin Mulia meminta Timbalan Menteri Kewangan, Datuk Ahmad Maslan supaya mengemukakan semua dokumen berhubung surat sokongan kerajaan kepada pemegang bon melibatkan hutang 1Malaysia Development Berhad (1MDB) berjumlah AS$3 bilion kepada Parlimen.


Dokumen-dokumen itu diperlukan bagi menentukan sama ada Ahmad telah mengelirukan Dewan Rakyat berhubung isu itu seperti yang didakwa oleh Ahli Parlimen Pandan, Mohd Rafizi Ramli.

“Saya boleh menolak isu ini dengan memutuskan bahawa timbalan menteri tidak ada niat untuk mengelirukan Parlimen. Saya boleh buat keputusan sekarang, tetapi ia mungkin tidak disenangi oleh pihak-pihak tertentu,” kata Pandikar ketika persidangan Dewan Rakyat pada Rabu.

Selain itu, Pandikar turut memberi jaminan kepada Rafizi bahawa beliau akan membuat keputusan berhubung perkara berkenaan secepat mungkin.

Terdahulu, Rafizi cuba mengheret Ahmad ke Jawatankuasa Hak dan Kebebasan Parlimen berhubung kenyataannya bahawa 1MDB tidak menerima surat sokongan untuk bon berkenaan.

Bagaimanapun, Ahmad menerusi kenyataannya menjelaskan bahawa surat sokongan dikeluarkan kerajaan kepada pemegang bon melibatkan hutang 1MDB berjumlah AS$3 bilion sama sekali bukan jaminan kerajaan/ - mStar.

PKR’s Pandan MP Rafizi Ramli today moved a motion to refer Deputy Finance Minister Ahmad Maslan to the rights and privileges committee for “misleading” the House over the 1Malaysia Development Berhad (1MDB) issue.

Ahmad Maslan told the Lower House last Thursday that the government never issued a letter of support undertaking a RM 9.6 billion borrowing by 1MDB.

But Pakatan lawmakers have made public the letter since then, before several financial dailies quoted Ahmad Maslan admitting the existence of the letter.

Rafizi moved the motion in the House today under Standing Order 36 (12) and 80A for lying in the Parliament.

Yesterday, he sent in his motion letter to the office of the speaker, Pandikar Amin Mulia.

Pandikar said he would make a ruling on the matter tomorrow or Monday, depending on the clarification given by Ahmad Maslan.

"I'll write to the deputy minister and I will ask him to submit all the relevant documents before I make a decision," he said.

Ahmad Maslan, while wrapping up the budget debate for the Finance Ministry last Thursday, categorically stated “the offer letter doesn’t exist”.

But he issued a statement on Saturday, two days latter, admitting the existence of the support letter but nevertheless insisting that he did not lie in the House as the support letter is still not considered a guarantee.

He had previously stressed that the government only guaranteed RM 5.8 billion of 1MDB’s borrowings, which stands at RM 42 billion to date.

Rafizi has claimed that 1MDB’s debt is now the second largest in the country, only lagging behind the federal government’s debt.- mk


Deputy Finance Minister ‘lied’, claims Rafizi...

Deputy Finance Minister Datuk Ahmad Maslan has allegedly "lied and misled" the Dewan Rakyat when he made an about-turn on issuing a letter of support to 1Malaysia Development Bhd (1MDB) after denying it in Parliament last week.

Pointing that this is tantamount to insulting the Dewan, Rafizi Ramli (pix) (PKR-Pandan) said Ahmad should be referred to the Parliamentary Rights and Freedom Committee based on Standing Order 36(12) and 80A, for the offence.

He had filed a motion to refer Ahmad to the Rights and Freedom committee on Tuesday.

Dewan Rakyat Speaker Tan Sri Pandikar Amin Mulia said he will make his ruling on the motion either today or next Monday after obtaining the reply from Ahmad.

He said that he has instructed Ahmad to give a written reply and explain the matter in detail.

Pandikar also added that Ahmad may not have intentionally misled the Dewan, thus he had asked him to clarify the matter.

In an immediate reply to Rafizi's motion, Ahmad denied lying or misleading the Dewan.

"The statement on the letter of support actually does not mean that there is no other support letter that gives explicit guarantee from the government other than RM5.8 billion.

"The effect of government guarantee is that if 1MDB cannot service its debt of RM5.8 billion, the bond holders can ask the government to repay the amount.

"That's the meaning of explicit guarantee," he told a press conference at the Parliament lobby.

Ahmad said the US$3 billion (RM10.02 billion) obligation stated in the letter of support does not have the same effect as government guarantee.

"1MDB has to restructure its assets. The loan is RM9.6 billion but the assets are RM51billion.

"The government only gave the letter of support because 1MDB can afford to pay. The guarantee must be gazetted," added Ahmad.

On Nov 6, Ahmad had said that the government had only given a guarantee of RM5.8billion to 1MDB when its debts amount to RM36.25billion.

"There is no letter whatsoever. There is actually no letter of support," he had said in his reply to Tony Pua (DAP-Petaling Jaya Utara).

However, Ahmad made an about-turn on Tuesday, when he reportedly admitted that the government had in fact issued a letter of support to 1MDB, in which the government will meet its RM10.02 billion obligations if 1MDB is unable to settle its debts.- thesundaily
