Najib laku penyelewengan anugerah projek Puspahanas...

Khalid: No development on Bukit Raja land allowed...

Opposition-run Selangor will not approve any development on the Bukit Raja Industrial region land bought by Boustead Holdings Berhad, from a firm owned by state Wanita Umno chief Raja Ropiaah Raja Abdullah.

“If there is any development and business dealing takes place on the land involved, it will be considered to be done without the knowledge of the state and the state government will not recognise it,” said Menteri Besar Abdul Khalid Ibrahim in a statement today.

Khalid said the state will only allow the construction of army training camps on the site, as was intended when the property was ceded by the state to the Federal Land Commissioner.

“We will not approve any form of development on the land except for the building of army training camps as was originally established, and even that can only be done after receiving the approval of the Selangor exco and the Selangor Economic Action Council (MTES),” said Khalid.

The decision was made by MTES which is chaired by the MB, following explanations given by officers from the state Land and Minerals Office and three district officers yesterday.

The meeting was also informed that the land which was specifically for building an army camp is still under the name of the Federal Land Commissioner and has not yet been transferred to any individual or company.

The property became embroiled in controversy when carpet trader Deepak Jaikishin, whose company Astacanggih Sdn Bhd provided the bond for the land acquisition, accused Raja Ropiaah’s Awan Megah Sdn Bhd, who was originally awarded the land by the government to build an army camp, of cheating him and sued the company.

Lembaga Tabung Angkatan Tentera (LTAT)-controlled Boustead announced that it will buy the land for RM160 million last week after announcing that it had bought over Deepak’s Astacanggih via a wholly-owned subsidiary for RM30 million.

Some have accused the GLC and the army trust funds invested in it of being used by political interests to buy out Deepak and rescue Raja Ropiaah from legal wrangles.

This is especially since Deepak was in the midst of revealing the alleged involvement of Prime Minister Najib Abdul Razak and his family in a purported cover-up of evidence and testimonies relating to the murder of Mongolian national Altantuya Shaariibuu.

Deepak made it clear that his legal troubles with Raja Ropiaah was one of the reason that he was making his allegedly damning disclosures.

Toothbrush maker financing Puspahanas...

Awan Megah, the company owned by Wanita Umno Selangor chief has not spent a single sen on the 2005 project and instead gained millions, said PKR.The multi-million defence project awarded to Awan Megah Sdn Bhd is fully financed by a company specialising in the manufacturing of toothbrushes, said PKR leader Rafizi Ramli today.

He said this meant that Raja Ropiaah, who owns Awan Megah, had not spent a single sen on the National Defence Education Centre (Puspahanas) project, despite having been given RM130 million and 223.33 acres of prime land in return for developing the centre.

Instead, he said, the Selangor Umno Wanita chief received multiple commissions for the project from three different companies – Deepak Jaikishan’s Astacanggih Sdn Bhd, Boustead Holdings Bhd (BHB) and toothbrush manufacturer GuppyUnip Sdn Bhd.

“It is clear that Awan Megah is just an ‘Ali Baba’ company – it has no activities, no capital and just works as a middleman to gain commission, much like the Perimekar company involved in the Scorpene scandal,” Rafizi told reporters at a press conference here.

As proof, the PKR director of strategy provided reporters with the latest summary of Awan Megah’s financial information from the Companies Comission Malaysia (CCM).

The documents revealed that Awan Megah had not conducted any financial activity since 1993, and was considered a dormant company. This was despite the fact that the then defence minister Najib Tun Razak had awarded the Puspahanas project to Raja Ropiaah in 2005.

Instead, copies of a private and confidental letter from the United Overseas Bank (UOB) to GuppyUnip showed it had approved a loan of RM79,250,000 for GuppyUnip in 2010.

The copy, which Rafizi distributed to reporters, said the purpose of the loans was for “issuance of financial guarantee favouring Awan Megah (M) Sdn Bhd”, “to pay Awan Megah Sdn Bhd” as well as to partly finance the “cost of earthwork and infrastructure costs on the subject property”, among others.

“This document proves Awan Megah is not going to spend a single sen on Puspahanas nor the development of 223 acres of land in Shah Alam. Everything would be covered by GuppyUnip,” said Rafizi.

“Worse still, the 223 acres of land is supposed to be for Awan Megah but the letter from UOB shows that GuppyUnip is covering the costs of the premium payment to the Selangor state government,” he added.

He said the bank document also revealed why the Puspahanas project was delayed for so long – it took five years for Awan Megah to find a partner which could provide it with the financial backing it needed.

Meanwhile, even the unfinished Puspahanas’ location remained a mystery to the public and Rafizi said he would attempt to visit the presumed construction site over the weekend.

“I heard that in the past five years, they have not managed to go beyond breaking the ground,” he said.

‘She won’t be able to escape’

Meanwhile, PKR Wanita chief Zuraida Kamaruddin questioned what happened to the millions given to Raja Ropiaah for the defence deal.

“Last Wednesday, I made a statement for Raja Ropiaah to come forward. What would be done with the millions, since it won’t be used to fund Puspahanas?

“To enrich her family? To enrich Wanita Umno? The culture of taking the rakyat’s money for their own personal use is prevalent in Wanita Umno,” she said.

Zuraida said that should Raja Ropiaah choose to keep quiet over the missing funds, it would be to the latter’s detriment as PKR Wanita would go all out to expose the scandals she was hiding.

“We expect her to keep quiet, the way [Wanita Umno chief] Shahrizat Abdul Jalil did [over the National Feedlot Scandal]. But she won’t be able to escape,” she stressed.

Rafizi also explained that the reason Awan Megah needed to pull in partners such as carpet dealer Deepak and GuppyUnip to finance the project was because it was a “shell company.”

“Awan Megah is only a shell company, it has no expertise in construction. In fact, it has not run any activity at all, as you can see in the CCM documents.

“That is why when it was awarded Puspahanas, it had to rope in another company as a partner to actually manage the construction. And this is how Deepak came in,” he explained.

Deepak had alleged that he paid a substantial sum of money to the family of Najib so that the then defence minister would allow him to come in as a party in the Puspahanas project.

In return for financing Puspahanas, he was promised the 223 acres of land, which was eventually never given to him. He then sued Raja Ropiaah for breach of agreement but had recently dropped the lawsuit.

Najib must answer

Rafizi said that the prime minister was responsible for the Puspahanas fiasco as it was he who awarded the RM100 million privatisation deal to Raja Ropiaah’s company.

He flayed Najib for apparently awarding the project through direct negotiation to a company that had no experience in construction.

“Direct negotiation is quite common among BN. But at the very least, award the tender to a company with a track record of construction. No open tender is bad enough but at least negotiate with those companies that have experience,” Rafizi pointed out.

“As a defence minister, Najib committed corruption and bribery when awarding a project worth millions to Awan Megah, which is not even a capable construction company.

“He can give any excuse or explanation for this, but that is what you call bribery. It is clear corruption to give the project to a company owned by the Selangor Umno Wanita chief,” he added.

He also said Najib was indirectly responsible for the fact that GuppyUnip – a company that was formed recently in 2009 – was now managing the Puspahanas project.

Rafizi said he would be lodging a report over the matter with the police and MACC on Monday.

The PKR leader also refuted Lembaga Tabung Angkatan Tentera (LTAT) chairman Admiral Mohd Anwar Mohd Nor’s claim that Astacanggih had no bank loan.

LTAT vehicle Boustead Holdings BHD had come under fire for purchasing an 80% stake in Astacanggih for RM30 million, as well as Bukit Raja land worth RM130 million from Awan Megah.

“Mohd Anwar was wrong when he says Astacanggih has no loan. It has a RM90 million loan which the LTAT will have to take over,” Rafizi said when asked to comment on the issue.

“Najib has to be answerable to the armed personnel.  These people struggle when they retire as they don’t receive pension; they just get receive a small compensation from LTAT.

“So if their money is not managed properly, then Najib must take responsibility for this.”-FMT

Najib Lantik Syarikat Ali Baba Dan Syarikat Pembuat Berus Gigi Untuk Membina Pusat Pengajian Pertahanan Nasional...

Awan Megah Sdn Bhd (“Awan Megah”) dianugerahkan projek penswastaan pembinaan Pusat Pengajian Pertahanan Nasional (“Puspahanas”) milik Kementerian Pertahanan melalui satu perjanjian bertarikh 8 Jun 2005 yang disertakan bersama.
agreementpg1

uob1

uob2

Disebalik perjanjian tanah Raja Ropiaah, Puspahanas masih belum berada ditapak..

Satu lagi pandangan bakal tapak.

The carpark near the Health and Higher Education ministries in Precinct 1 of Putrajaya, which is the only known point on a map for the Puspahanas project

Despite Raja Ropiaah’s land deal, Puspahanas not in sight...

Senator Datuk Seri Raja Ropiaah Abdullah might have settled her legal suit and sold hotly-contested land to Boustead Holdings Bhd (BHB) but questions remain whether the Selangor Wanita Umno chief’s firm has delivered a RM100 million defence education building to the government.

The National Defence Education Centre or Puspahanas project ground breaking was done on November 21, 2008 but the exact location of the building is a mystery, with the only known point on a map shown to be a carpark near the Health and Higher Education ministries in Precinct 1 of Putrajaya.

The unfinished Puspahanas is akin to an earlier scandal that engulfed Raja Ropiaah’s Wanita Umno chief, Datuk Seri Shahrizat Abdul Jalil, when her family was accused of using a RM250 million government soft loan for personal investment instead of the National Feedlot Centre (NFC) project.

There are no street signages in Putrajaya for the project, which her development company Awan Megah Sdn Bhd agreed to build in 2005 in exchange for some 80 hectares of land in Bukit Raja, Selangor and RM27 million.

The other mystery is how BHB could buy the Bukit Raja land as the government had stipulated the land couldn’t be sold by Awan Megah, which had earlier worked out a complicated deal with carpet dealer Deepak Jaikishan to finance the Puspahanas construction.

The controversial businessman had taken Raja Ropiaah to court when the deal fell through and she instead went into a joint-venture development with a plasticware maker.

His revelations before the civil suit, which was heard at the same time as the last Umno annual general assembly, later led to a settlement where his company, Astacanggih Sdn Bhd had its 80 per cent majority stake sold to a BHB unit for RM30 million.

Astacanggih has also proposed to buy Raja Ropiaah’s land for RM130 million, although the deal could not be secured earlier due to restrictions from the government, which had yet to receive the Puspahanas facility.

BHB yesterday cited expanding its landbank as the reason to buy into Astacanggih, adding today it was purely a commercial decision.

In a filing to Bursa Malaysia, BHB said economies of scale can be achieved by combining the land with the adjacent 283.28ha land held under Jendela Hikmat Sdn Bhd, which the Boustead Group and Lembaga Tabung Angkatan Tentera (LTAT) jointly hold a 60 per cent equity interest.

Based on its experience, BHB said it is confident the acquisition of the development land will be able to generate a return on development cost of 25 per cent from the RM160 million investment.

An artist’s impression of the Puspahanas project.

Deputy Defence Minister Datuk Dr Abdul Latif Ahmad declined to comment yesterday on the project, saying he did not have any information about the project that was first mooted in 1971.

At the groundbreaking ceremony in 2008, then Prime Minister and Defence Minister Datuk Seri Abdullah Badawi said it would also serve as catalyst for defence relations and cooperation among countries in the region and internationally in line with the government’s commitment to preserving regional and international peace.

“Realising this need, Puspahanas was conceived with the aim of providing ultra-modern and quality training facilities for ATM officers in military matters and national defence,” he said at the groundbreaking ceremony of the project in Precinct 1 here as reported by state news agency Bernama.

The project was to be completed in 2011 and also was to house the National Defence College (MPN) and the ATM’s Command and Staff Training College (MPTAT).

Earlier in 2006, then DAP national deputy chairman and Kepong MP Dr Tan Seng Giaw had urged the government to implement the project at its original site in Templer’s Park.

“Let us not simply relocate the project from near the Templer Park, Rawang, to Putrajaya. Doing so will mean cancelling the agreement and terrible implications,” he said in a statement then.

From 1972 to 1985, the government had proceeded with the land acquisitions. In 1980, the Armed Forces Conference approved the project. In 1993, the Armed Forces Defence College Board decided to privatise it. In 1996, the Defence Ministry applied to the Economic Planning Unit in the Prime Minister’s Department for the privatisation.

Dr Tan noted that in 1997, the Cabinet approved on principle the privatisation of the Puspahanas project to Awan Megah in return for the 223 acres of government land in Bukit Raja to be transferred to the company for commercial development.

In August 1997, then Armed Forces Chief, Jeneral Tan Sri Ismail Omar, said the Puspahanas construction work would begin at the end of 1997 and was expected to be completed in 2002.
However, there had been no development on the project subsequently. The Puspahanas project was originally meant for implementation under the Fifth Malaysia Plan and later postponed to the Seventh Malaysia Plan due to several problems.-malaysian insider

FGV share price inflated, EPF funds used...

The share prices of Felda Global Ventures Holdings (FGV) would have been lower if it not for the intervention of several institutions, including the Employee’s Provident Fund (EPF), claimed PKR de facto leader Anwar Ibrahim.

NONEAnwar (right), a former finance minister, said bank valuations showed that the share price was being artificially inflated, but did not name the banks involved.

“If we were to look at independent analysis such as from banks, the actual price is RM3.50 per unit.

“That price is held at RM4.62 due to intervention in the form of purchases from the EPF, the Retirement Fund Incorporated, and other institutions,” he said at a press conference today.

Anwar lamented that as palm oil and rubber prices are dropping, the government had done nothing to alleviate the lives of those dependent on these commodities.

Instead, he said FGV was listed on the stock exchange and settlers were sold 800 units of shares, but could not sell it for six months.

“The only ones who benefit (from the FGV listing) are cronies, including FGV’s chairperson and board of directors who got the shares for nothing and sell it early for a profit. Then the price drops,” he said.

He pointed out that since last year, crude palm oil prices has dropped 23 percent from RM3,225 per metric tonne to RM2,477 per metric tonne, while SMR-CV grade natural rubber prices has dropped 12 percent from RM10.87 per kilogramme to RM9.61 per kilogram.

Anwar pledged that once Pakatan Rakyat comes into power, it would form National Commodity Welfare Fund as a social security net.

palm oil palm kelapa sawit 201107He said the federal government would contribute RM100 million per year to the fund, which would in turn provide easy loans, educations aids, and other support for families whose livelihood depend on commodity prices, in event it drops below a certain level.

He also called for closer cooperation with Indonesia, noting that the combined palm oil production of Malaysia and Indonesia would amount to 85 percent of world production.

While conceding that the prices would be influenced by international market pressures, Anwar said, “We are part of the Organisation of the Petroleum Exporting Countries (Opec) after all. I am not suggesting a cartel, but a synergy between these two countries would help immensely in alleviating the problem.”

He added that he has proposed that Selangor Menteri Besar Khalid Ibrahim should head a taskforce to work out the details these policies and to engage with industry players, based on his role heading the now-defunct plantation company Guthrie Group Limited.

Najib's...Janji Ditepati Style...

No air time for Hadi, says Info Minister Rais...

Less than a week after giving the green light for PAS president Abdul Hadi Awang to explain his ‘Amanat Haji Hadi' (Haji Hadi's Message) over national TV, Information, Communications and Culture Minister Rais Yatim has shelved the plan.

NONEAccording to a Utusan Malaysia report today, Rais (left) has explained that the proposal to air the message will breach the fatwa issued by the Muzakarah committee of  the National Fatwa Council on July 24, 2002.

He said the fatwa had ruled that the message delivered by Abdul Hadi during a ceramah in Kuala Terengganu on April 7, 1981 branding Umno ‘infidel', is against Islamic teachings.

The fatwa, Rais claimed, prohibits Muslim from spreading, teaching, learning and practising the message apart from selling, printing, distributing, purchasing or possessing it, as it is against the benefit of Muslim community and the sanctity of the religion, as well as principles of Islamic preaching.

"Therefore the ministry and Radio Television Malaysia (RTM) are bound by the fatwa made by the Muzakarah committee of National Fatwa Council.

"As a conclusion, the forum cannot be held unless Abdul Hadi is ready to retract the message," he was quoted as saying.

The dispute surrounding the message delivered 32 years before was resurrected recently by Umno leaders and the pro-Umno media demanding Abdul Hadi to retract it as it has split the Muslim community.

Rais had earlier responded to Abdul Hadi's request, saying he could explain over the state-owned RTM if the content is suitable.

However, he had also said Abdul Hadi must submit an application to RTM and that other religious experts would join the show.

The proposal has received mixed reactions from Umno leaders and Muslim scholars.

In another related development, former inspector-general of police Rahim Noor told a forum aired on TV3 last night that Hadi’s message had burnt the spirit of leftists then in fighting against the government.

According to Berita Harian which carried a report on the forum, Rahim also claimed that one of the implications of the message was the Memali incident, which resulted in the deaths of 14 civilians and four policemen.

He claimed that police had obtained concrete evidence through investigations after the incident which found that booklets of Hadi’s message had been pasted on the walls of villagers’ houses.

“They managed to strengthen the ‘belief’ of the followers to the extent that they were willing to fight with the police because they thought the security forces were part of Umno and must be combated,” he was quoted as saying.- malaysiakini

Ketika ahli2 UMNO rayu Muhyiddin selamatkan UMNO, Deepak geram pasai Raja Ropiaah untung besaq...

Serang PAS habis-habisan sehingga PAS keluar Pakatan Rakyat. Kemenangan mutlak Pakatan bergantung sepenuhnya pada PAS. Jika PAS gagal tawan undi Melayu, Umno kekal menjadi kerajaan.

Sini tempat cari makan saya,” katanya sebelum beredar.-harakahdaily

“Kalau kata saya nak tutup mulut ... adakah saya tutup mulut sekarang?”

Deepak says poorer from LTAT land deal, Ropiaah made more...

Senator Raja Datuk Ropiaah Abdullah got the lion’s share of the LTAT land deal through her company Awan Megah Sdn Bhd, which was contracted to build a defence facility, carpet dealer Deepak Jaikishan said today

A unit of Boustead Holdings Bhd, owned by investment fund Lembaga Tabung Angkatan Tentera (LTAT), bought an 80 per cent stake in Deepak’s company Astacanggih Sdn Bhd for RM30 million as well as a RM130 million piece of land from Awan Megah last week.

It is not known what happened to the facility that was to be built by Raja Ropiaah’s company in exchange for the land.

“I think it’s unfair, it’s my land. I paid for it, I get pittance and she gets the lion’s share,” Deepak told a press conference here today.

“She got the appreciation (value) but I got nothing. I only got what I put in,” he said.

Deepak also noted that PKR’s plan to stop the deal by asking the Selangor government to sit on the land title transfer is ironic.

“If they had issued the land title then, I would’ve sold the land already by now,” he said.

Last Saturday, Rafizi alleged that a Boustead unit acquisition of Deepak’s company Astacanggih Sdn Bhd was an attempt to silence the businessman.

“This is worse than a bailout ... this is outright bribery to practically pay off and silence (Deepak),” Rafizi had told a press conference.

The PKR strategy director also accused Defence Minister Datuk Seri Ahmad Zahid Hamidi of abusing his power by spending public money through government investment fund Lembaga Tabung Angkatan Tentera (LTAT), which owns Boustead, to acquire the loss-making property development company.

The politician added that if the recent allegations made by Deepak over the murder of Mongolian model Altantuyaa Shaariibuu had not been considered serious, it was unlikely that LTAT would have proceeded with the buyout.

Deepak recently also exposed an alleged deal between Awan Megah Sdn Bhd, the company owned by Selangor Wanita Umno chief Senator Datuk Raja Ropiaah Abdullah, and the federal government for a parcel of land involved in the acquisition by Boustead.-malaysian insider.

Deepak denies giving Rafizi the 'diamond papers'...

Businessperson Deepak Jaikishan has denied knowledge of PKR directorof strategy Rafizi Ramli’s allegations earlier today that he had purchased custom jewellery for the prime minister’s wife Rosmah Mansor.

“I put it on record - I have never given it (the documents) to him. I have not given it to an intermediary to give it to him. That much I can promise you,” he told a press conference today.

The carpet trader also denied having ever seen the documents disclosed by Rafizi today, nor that he has any contact with him.

NONEHowever, he declined to comment if Rafizi's (right) allegations were factual, citing legal advice.

He said his lawyers would take “a day or two” to reply to Rafizi before continuing with his own exposés, and blamed Rafizi for derailing his plans to launch his book today.

“We want to see all the documents that he is talking about. We do not know what the documents are because he has (only) put one document there, and we want to see everything,” he said.

Responding to Rafizi’s challenge to explain the allegations, Deepak instead urged Rafizi’s party de facto leader Anwar Ibrahim to disclose the source and authenticity of the documents, and the latter’s intention of exposing them without his permission.

“The opposition leader should come forward. If he is really prime minister-material, he must have the courage. Don’t stand behind proxies (Rafizi), come forward.

“We will discuss this face-to-face, with or without the media,” he said.

No support from politicians

NONEIn addition, he expressed disappointment at politicians across the political divide for failing to support him, especially Anwar (left) for denying meeting him.

He claims that he had met with many senior government and opposition politicians, but all left him to fend for himself in his exposés.

“Everyone wants me to come forward and expose, but they hide behind other people. If you want to expose the truth, you must come forward... I have met them and they supported me.

“Today when the temperature has gone up to 200 degrees, everyone says, ‘Oh, there is 200 degrees heat, and a 350kph typhoon coming towards Deepak, stay away,’” he said, adding that he now has to rely on sleeping pills to fall asleep.

He said he was able to obtain legal representation for a hearing on Nov 29 because of the support, but is now alone again.

During the hearing at the Kuala Lumpur High Court, he was represented by PKR leaders N Surendran and R Sivarasa.

“I need some form of assurance. I need some form of consistency in which things are managed and exposed. Like today’s exposé by Rafizi, I honestly don’t know what he is talking about,” he said, while stressing that he is not interested in political mudslinging.-malaysiakini
