Anwar gesa dedah cukai 20 orang hartawan...
Anwar Ibrahim menggesa kerajaan agar mendedahkan kutipan cukai daripada 20 orang hartawan bertaraf bilionair di dalam negara.
Beliau antara lain menamakan mogul telekomunikasi, Tan Sri T Ananda Krishnan; anak bekas perdana menteri, Datuk Mokhzani Mahathir; dan Tan Sri Vincent Tan sebagai hartawan-hartawan tersebut.
"Saya mahu tahu daripada 20 bilionair di negara kita ini berapakah jumlah cukai yang kita kumpulkan?" Kata Anwar di Parlimen hari ini.
Beliau berkata demikian sewaktu menyokong Rang Undang-Undang Lembaga Hasil Dalam Negeri Malaysia (Pindaan 2014).
"Saya menyokong pindaan ini yang memberikan lebih autonomi kepada LHDN," kata Anwar.
Menurut Anwar, beliau mahu tahu jumlah tersebut kerana dakwanya, ada di antara golongan kaya di dalam negara mendapat kelonggaran dalam membayar cukai mereka.
"Tidak mudah bagi orang biasa bagi mendapat kelonggaran tapi ada maklumat di mana LHDN ditekan.
"Di mana orang-orang kaya, bilionair, boleh diberi kelonggaran, bayaran ansuran 18 bulan, umpamanya.
"Kalau ini cara yang konsisten diberi kepada semua, yang berhak, saya tidak masalah.
"Tetapi tentunya tidak boleh diberi pengecualian kerana perkara ini dari segi fakta pernah berlaku dan saya harap dengan perubahan ini, kita dapat jamin (LHDN) lebih efisien, lebih profesional dan autonomi bermakna ada tekad untuk melaksanakan (kutipan cukai) tanpa memilih kedudukan atau kekayaan seorang itu," kata ketua pembangkang lagi. - mk

Jumlah cukai yang dibayar oleh hartawan-hartawan negara tidak boleh
didedahkan kerana ia adalah rahsia di bawah Seksyen 138, Akta Cukai
Pendapatan 1967, kata Timbalan Menteri Kewangan, Datuk Ahmad Maslan.
"Lembaga Hasil Dalam Negeri terikat kepada peruntukan kerahsiaan maklumat percukaian individu di bawah Seksyen 138 Akta Cukai Pendapatan 1967 dan tidak boleh didedahkan amaun cukai individu sebenar yang dibayar oleh mereka.
"Selaras dengan Seksyen 138 Akta Percukaian 1967 menyatakan dengan izin, every classified person shall regard and deal with every clasified material as confidential.
"Jadi cukai pendapatan individu mereka yang terkaya itu kita tidak boleh dedahkan mengikut akta," kata Ahmad Maslan.
Beliau berkata demikian sewaktu menggulung perbahasan Rang Undang-Undang Lembaga Hasil Dalam Negeri Malaysia (Pindaan 2014) di Parlimen, petang ini.
Beliau memberi maklum balas kepada gesaan Ketua Pembangkang, Datuk Seri Anwar Ibrahim, tengah hari tadi.

MP Bayan Baru, Sim Tze Tzin bangkit dan memohon Ahmad mendedahkan jumlah keseluruhan cukai 20 orang individu terkaya jika jumlah cukai persendirian mereka tidak boleh didedahkan.
Ahmad memberitahu Sim beliau tidak mempunyai statistik yang diminta itu dan perlu memeriksa semula jika ia dibenarkan untuk didedah.
"Pada saat dan ketika ini, angkanya tiada.
"Kemudian... kalau tidak melanggar akta ya," jawab Ahmad kepada Sim.
Bercakap lanjut, Ahmad menegaskan bahawa LHDN bertanggungjawab melaksanakan kutipan cukai "tanpa pilih bulu", dan secara "sama rata" tanpa mengira sama ada individu itu orang terkaya atau tidak.
Beliau turut menidakkan dakwaan Anwar pagi tadi yang mendakwa sesetengah hartawan menikmati kemudahan ansuran untuk membayar cukai sehingga 18 bulan lamanya.
Menurutnya, bayaran cukai secara ansuran boleh dibuat apabila ia melibatkan audit percukaian dan taksiran cukai dibuat oleh kerajaan.
"Tanggungan cukai boleh dibayar secara ansuran mengikut kemampuan kewangan sebenar mereka apabila melibatkan taksiran tambahan setelah aktiviti audit cukai dan tafsiran cukai dijalankan," kata Ahmad yang juga merupakan MP Pontian.- mk

Reveal tax collected from Dr M's son, tycoons...
Opposition Leader Anwar Ibrahim has urged the government to reveal the
tax collected from 20 billionaires, including Dr Mahathir Mohamad’s son.
Apart from Mokhzani Mahathir (right), he also named business moguls with close ties to the former prime minister, including T Ananda Krishnan and Vincent Tan.
"I want to know how much in tax have we collected from the 20 billionaires," Anwar said in Parliament today.
He said this when expressing support for the Inland Revenue Board Act (Amendment 2014).
"I support the amendments, which give more autonomy to the Inland Revenue Board," he added.
Anwar said he wanted to know the amount as he claimed that the rich are given leeway from paying their taxes.
"It is not easy for normal people to get this leeway but there is information that IRB is pressured where the rich and billionaires are given the privilege of paying 18 months installments for example,” he said.
"I would not have a problem with this, if this is given to all those who are entitled.
"However, this exception cannot be given on grounds that this had happened before (the IRB being pressured) and I hope there is change to ensure the IRB is more efficient, professional and autonomous in collecting taxes without considering the status or wealth of someone," he added.
The Permatang Pauh MP claimed that many of these businessmen managed to increase their net worth over the years and asked whether the IRB is now brave to collect taxes from them without any disruption.
In explaining his experience, Anwar said he remembered that these rich people initially imposed pressure for taxes not to be collected on support from a minister.
"Hence, I want clear information whether the billionaires have abided by their duty to pay taxes according to the stipulated time and not be given the leeway as before," he added.- mk

Shhh! Billionaires' taxes are classified...
Taxes collected from billionaires cannot be revealed as this is classified information under Section 138 of the Income Tax Act 1967, Deputy Finance Minister Ahmad Maslan said today.
"The Inland Revenue Board (LHDN) is bound by this and cannot reveal the amount paid by them.
"In line with Section 138, it is stated that every classified person shall regard and deal with every classified material as confidential," he said.
Ahmad Maslan was responding to opposition leader Anwar Ibrahim who wanted to know the amount of tax collected from 20 tycoons.
Among others, Anwar had named the son of former prime minister Dr Mahathir Mohamad, Mokhzani, and business tycoons T Ananda Krishnan and Vincent Tan.
Meanwhile, Bayan Baru MP Sim Tze Tzin (left) called on Ahmad to reveal the total amount of the tax collected by the 20 individuals if their individual taxes cannot be revealed.
However, Ahmad told Sim he did not have the numbers and said he had to check whether it (the amounts of the individual taxes) was allowed to be revealed.
He then stressed that LHDN was responsible for collecting taxes without favouritism, regardless of whether the individual is the richest person in the country or otherwise.
He also refuted Anwar’s claim that some of the tycoons were given leeway to pay their taxes in instalments, with some given up to 18 months.
Ahmad said paying taxes in instalments is allowed when it involves tax audits and tax assessments made by the government.
‘It can be done in instalment according to their actual financial capacity, when it involves additional assessment after tax audits and tax interpretations are performed,” Ahmad, who is the MP for Pontian, added.- mk
