Syed Husin kicks up dirt on turncoats........

A gambling addict, a government position lobbyist and a contract hound.

These were what PKR deputy president Syed Husin Ali  revealed about the PKR lawmakers who left to become “BN-friendly” independents over the past year.

He was coy, however, about naming names when delivering his wrapping up address in the party's sixth annual congress in Kota Baru this evening.

“There is one, who was a gambling addict. He would go visit karaoke bars every night, had debts all over town including those with loan sharks,” he said.

“He had also wanted a high position in the state government. He made such a big hue and cry when he didn't get it, until the prime minister's aide called him gave a new party constitution (to set up his own party) to fight (Penang chief minister Lim Guan Eng).

“He was called to the disciplinary committee and he apologised to me personally. But just one day after that, he leaves the party,” he said.

Defector wanted to be KDEB CEO

Moving onto another defector, Syed Husin revealed that this man wanted to be the CEO of Kumpulan Darul Ehsan Berhad (KDEB) - an investment arm of the Selangor state government- which comes with a RM120,000 a month in salary.

“At that time the Sultan of Selangor did not agree to it, and (the turncoat) became furious with the party and the ketua umum (PKR de facto leader Anwar Ibrahim),” he said.

He also revealed that Anwar, who is also the Selangor economic adviser, had to arrange for a committee to interview him anyway, but one of the committee member had strong objections.

“It turns out that this committee member knows this party leader's entire history. (The turncoat) also told me that he was ready to earn only RM1. But he only told me this after his application was rejected by the committee.

“Why not tell the committee during the interview itself,” asked Syed Husin.

He continued his tirade against this former party leader, saying that they used to be close.

“But every three months, when he is in the mood, he will start picking fights with ketua umum. But I knew about it. Every time he sends me an SMS, I will record it,” he said.  This leader who was referring too is believed to be a former high-ranking party leader who was not an elected representative.

Defected when contracts not given

The party number two also kept the crowd fixated in speech when he also revealed that an MP who had defected thought that he could have all the riches in the world as a lawmaker.

“I knew him, even before he joined the party. At that time, he was already rich with all his logging contracts, but he thought he could be richer as an MP.

“When he could not get what he had wanted, he started cursing at ketua umum in public. In his anger, it was easy for some to approach him and offer to him. So he left and betrayed the party even more,” said Syed Husin.

The veteran politician, who was the former head of the party's disciplinary board, sounded the delegates, urging them to be more disciplined.

“(The defections) would not have happened if we were disciplined and committed. I hope that all members, and leaders are fully committed to the cause of the party,” he said.

A total of 10 lawmaker have defected from the party, including five MPs, since early 2009.

The rakyat should be wary of Najib too......

Prime Minister Datuk Seri Najib Razak said the public must evaluate wisely every promise made by Datuk Seri Anwar Ibrahim, because the Parti Keadilan Rakyat (PKR) advisor merely wants to achieve his ambition to become prime minister.

Najib said the public must recall the big lie made by Anwar when he spread the word that a new government was to be formed on Sept 16, 2008.

“He (Anwar) has made all kinds of promises, because he wants power. I hope the people will be wary about his promises,” he said when met by reporters, here today.

He was commenting on the latest promise by Anwar that he would create the post of Deputy Prime Minister II who would be chosen from among the DAP leaders if the opposition pact were to win in the next general election.

The promise is perceived to be a political gimmick by Anwar in an effort to continue to get the support of the Chinese community. Anwar’s latest promise was carried by a local Chinese newspaper on May 26.

Najib said: “The people must be careful because his promises may not be necessarily fulfilled. Sometimes he says something to the Malays, while telling the Chinese something else.

“It’s up to the people. What’s important is that the people cannot accept every promise wholesale because he (Anwar) knows that he cannot fulfil them,” said Najib.

He said the public should also realise that Anwar is losing influence among the opposition leaders.

Be wary of Najib's promises

THE public must evaluate wisely every promise made by Prime Minister Najib Abdul Razak because the Umno president merely wants to achieve his ambition to stay in power and his party Umno to rule forever.

The public must recall the big lie made by Najib when he spread the word that 1Malaysia is to unite all as Malaysian first and race second but he agrees with his deputy that the Malays must come first. Today, Najib is facing electoral defeat and he wanted to be close to the non-Malays especially the Chinese while conveniently forgetting the time when he joined the protest that called for the keris to flow with Chinese blood.

The "1Malaysia People First Performance Now" is perceived to be a political gimmick by Najib in an effort to regain the support of the Chinese community and non-Malays.

The people must be careful because Najib's promises may not be necessarily fulfilled. Sometimes he says something to the Malays, while telling the Chinese something else.

It's up to the people. What's important is that the people cannot accept every promise wholesale because Najib knows that he cannot fulfil them all.

The public should also realise that Najib is losing influence among the non-Malays, especially the Chinese and his coalition partners are in tatters. The above is my response to Najib's call to the public to be wary of promises made by Anwar.

Yes, Mr Prime Minister, we are very wary of Anwar but we are also very wary about you and Umno. Have you and Umno/BN kept all your promises since ruling for 53 years? Even you cannot make good your "1Malaysia, People First Performance Now" rhetoric. So please do not try to be smarter than the rakyat.

Anwar - the millionaire turncoats......

As expected, PKR de facto leader Anwar Ibrahim revealed nothing much about the lawmakers who had defected, but vowed that he would release the information one at a time.

"I will expose them soon, little by little, like how I exposed the Lingam tape," he said at a ceramah in Tanah Merah, Kelantan last night, referring to a video clip of the shamed lawyer caught having a telephone conversation with former chief justice Ahmad Fairuz Sheikh Abdul Halim on judicial appointments. But curiously, he dropped the name of Bagan Serai MP Mohsin Fadzli Samsuri who quit the party on March 3 to become a 'BN-friendly independent', but stopped short of elaborating more.

“I will expose these rogue lawmakers who had betrayed the rakyat's trust and had resigned for a few million ringgit. For example, Bagan Serai. Trust me, I have the evidence,” he said.

Anwar had yesterday released a statement saying that PKR would soon reveal that defecting MPs were offered RM2 million and multi-million ringgit government contracts.

Crowd there for Nik Aziz

Despite the presence of Pakatan Rakyat top guns at last night's ceramah, including DAP supremo Lim Kit Siang, it was PAS spiritual adviser Nik Aziz Nik Mat who enthralled the crowd of nearly 10,000. It was clear that the mainly ketayap-wearing supporters were there for Nik Aziz, who is also the Kelantan menteri besar, but the other Pakatan leaders did their level best to keep the crowd entertained.

Anwar also attempted to play to the gallery of rural Malay folk who had filled up an entire football field, but appeared to have momentarily lost the crowd when he began talking about the multi-billion ringgit subsidies for the independent power producers (IPPs).

He also spoke on his oft-used issues that would traditionally tug the Malay heartstrings such as Apco and its links with Israel as well as poverty. But the recent uproar over the slashing of subsidies has proven to be fodder for the opposition leader, who charged that Minister in Prime Minister's Department Idris Jala's prediction that the country could become bankrupt by 2019, was due to corruption and mismanagement by the BN government.

“First they take away the Kelantan oil royalty, and now they want to take away the subsidies meant to alleviate the poor.

“The Umno government has no problems with stopping subsidies for essential goods, and yet they give out sports-betting licences,” he lamented.

Defending DAP

In his 45-minute speech, Anwar also tried to address the doubts and perception of the Malay voters that working with DAP would make the other Pakatan partners un-Islamic.

“The Penang chief minister Lim Guan Eng had yesterday announced that he would ban sports betting in his state,” he said.

“Here is a non-Muslim banning what is haram, whilst it is a Muslim prime minister who allowed it.”

Calling the perception of "un-Islamic" as lies perpetuated by Umno, Anwar said that in Lim's two and a half years' tenure as Penang CM, he had given aid to Islamic religious schools when former prime minister Dr Mahathir Mohamad had, at one point in office, stopped aid to madrasahs.

1Malaysia bakal bankrap, tapi adik Najib 1Malaysia salah seorang terkaya........

Dalam keadaan gempaq kononnya gomen Najib 1Malaysia nak tarik balik subsidi gomen kepada rakyat, dan jika tak tarik subsidi ini nanti negara 1Malaysia akan jadi bankrap macam Greece.

Tiba-tiba majalah Forbes Asia pula mengumumkan perangkaan bahawa jumlah kekayaan 40 orang terkaya di Malaysia telah bertambah sebanyak 42%, berikutan perkembangan ekonomi negara.



Menurut "Malaysia Rich List 2010" yang diumumkan oleh Forbes Asia, jumlah kekayaan 40 orang terkaya di Malaysia telah bertambah dari USD 36 bilion pada tahun 2009, kepada USD 51 bilion pada tahun ini, malah memecah rekod USD 46 bilion yang dicapai pada tahun 2008.

Menurut Forbes Asia, pertumbuhan kekayaan secara keseluruhannya orang kaya di Malaysia ini selari dengan pasaran saham yang melonjak 32% sepanjang 12 bulan yang lalu, dan kadar pertambahan nilai mata wang ringgit yang melambung 11% pada masa yang sama.

Robert Kuok kekal sebagai orang terkaya di Malaysia, dengan harta bersih bernilai USD 12 billion pada tahun 2010, USD 3 bilion bertambah jika dibandingkan dengan tahun lepas. Robert Kuok kekal pada kedudukan orang terkaya di Malaysia sejak Forbes Asia mula menyusun senarai ini pada tahun 2006.

Ananda Krishnan pula menyusul di belakang, sebagai orang kedua terkaya dengan harta bersih bernilai USD 8.1 bilion, pertambahan USD 1.1 bilion berbanding tahun lalu.

Muka baru yang berjaya memasuki senarai 40 terkaya termasuklah adik beradik Shahril Shamsuddin dan Shahriman Shamsuddin dari Sapura Group, berkongsi ranking ke-23 dengan jumlah kekayaan USD 270 juta.

Selain daripada itu, tiga orang terkaya yang terkeluar dari senarai ini, kembali semula pada tahun ini. Antaranya, adik Perdana Menteri 1Malaysia, Nazir Razak tersenarai semula dengan USD 145 juta pada kedudukan ke-32.

Malaysia akan bankrap jika rakyat pilih BN/UMNO lagi.......

Malaysia menghadapi risiko menjadi negara Greece kecuali rakyatnya menelan hakikat pahit bahawa pengurangan subsidi akan menyaksikan harga petrol, makanan, elektrik dan beberapa barang keperluan tidak dapat dielakkan.

Menteri di Jabatan Perdana Menteri, Datuk Seri Idris Jala, yang juga ketua pegawai eksekutif Unit Penyampaian dan Pengurusan Prestasi (PEMANDU) - sebuah badan yang ditubuhkan bagi mengurangkan bebanan subsidi negara sambil menerangkannya kepada rakyat berkata hutang negara akan meningkat 100 peratus daripada keluaran dalam negara kasar menjelang tahun 2019 jika pemberian subsidi diteruskan.

Subsidi kini merupakan 54 peratus daripada KDNK negara. Namun semua cadangan pengurangan subsidi berkenaan belum dilulus atau dipersetujui oleh kerajaan.

"Kita tidak mahu menjadi seperti Greece, akhirnya," kata Indris merujuk kepada ahli Kesatuan Eropah itu yang hutangnya menyebabkan ketidak-tentuan pasaran antarabangsa.

Malaysia membelanjakan 15.3 peratus daripada perbelanjaan persekutuan bagi menampung subsidi pada bajet 2009 yang menyaksikan defisit berada pada peringkat tertingginya dalam dua puluh tahun. Menurut Idris, Malaysia juga perlu mengikuti perkembangan terkini arah aliran pengurangan subsidi global.

"Bayangkan, rakyat Somalia sendiri kena bayar harga yang lebih tinggi untuk petrol berbanding rakyat Malaysia," katanya pada Hari Terbuka Makmal Rasionalisasi Subsidi di Pusat Konvensyen Kuala Lumpur, hari ini.

Menurut Idris, budaya subsidi mempunyai kesan negatif, dengan subsidi kerap dinikmati mereka yang tidak berhak selain tertakluk kepada ketirisan dan penyalahgunaan dan pada masa yang sama menggalakkan gangguan pasaran selain menggalakkan penggunaan berlebihan hasil daripada lebihan pengeluaran.

Beliau berkata, kira-kira 97 peratus daripada subsidi Malaysia diagihkan secara asas "menyeluruh". "Ia diberi kepada setiap orang tanpa mengira paras pendapatan, sebagai contoh, memberi subsidi untuk pendidikan rendah, menengah dan tinggi, perkhidmatan perubatan, petrol, gula dan minyak masak, selain bantuan kebajikan dan elaun," katanya.

En.Idris Jala, Somalia adalah negara pengimport minyak jadi tak hairan kalau rakyatnya terpaksa bayar dengan harga yang tinggi. Malaysia disamping mengimpot minyak, ia juga mengekspot minyak berkualiti tinggi. Duit minyak tu pergi ke mana? Royalti minyak untuk Kelantan pun Najib tak mau bayar.

Langkah pertama mengurangkan subsidi adalah dengan menaikkan harga minyak petrol. Harga petrol akan dinaikan 15 sen antara Jun-Dis 2010, diikuti kenaikan 10 sen setiap enam bulan antara Jan 2011-Dis 2012 dan jumlah kenaikkan yang kecil bagi tahun-tahun berikutnya.

Harga petrol yang rakyat kena bayar adalah........

2011 - RM2.16
2012 - RM2.20
2013 - RM2.34
2014 - RM2.52
2015 - RM2.60

Kenapa ugut rakyat nak tarik subsidi, walhal jumlah subsidi setahun bagi rakyat baru RM 3.4 bilion saja.

Sebaliknya gomen sanggup bagi subsidi kepada IPP(independent power producers) yang dimilikki oleh syarikat kroni adalah berjumlah RM 13 bilion setahun!!

Apakah jadah semua ini? Perkenal Judi Bola,laksanakan GST,naikkan harga petrol,tarik subsidi atas barang-barang keperluan rakyat,jual tanah KTMB Tanjung Pagar,Kranji dan Woodlands seluas 271 hektar dan terima 7 hektar sebagai ganti, tubuh syarikat usahasama M-S Pte.Ltd. pada nisbah 60%-40% atas tanah milik kita 100%(biul betul), dsbnya......membuktikan GOMEN TAK ADA DUIT!!!!!

Betul kata Idris Jala, Malaysia akan bankrap sekiranya rakyat pilih BN/UMNO lagi pada PRU ke-13 nanti......

Sime Darby - Musa Hitam must come clean.........

Ipoh Timur parliamentarian Lim Kit Siang today challenged Sime Darby Chairperson Musa Hitam to come clean on the RM1 billion loss that the company reportedly incurred in the Bakun hydroelectric project.Lim said that Musa Hitam should make the report of the Sime Darby task force public on the cost overruns of its energies and utilities division tomorrow, in particular the Bakun hydroelectric project, at a media briefing on the group's financial results for the third quarter of the year in Kuala Lumpur.

"He should not withhold any information from the Malaysian public, as they are the ultimate shareholders of the GLC conglomerate," added the DAP parliamentary leader.

What Malaysians want, said Lim in his blog posting, is not a second-hand account but the full report of the Task Force on its energies and utilities division's difficulties and challenges, especially with regards to operational efficiency and project management. Citing one estimate putting the total cost overruns at RM1.7 billion, Lim also challenged Musa to confirm if rumours that the government has agreed to reimburse around RM700 million to the group to help cover its Bakun losses are true.

"Musa should know that for the first time in his public career, his reputation for credibility, accountability, transparency and integrity is on the line, with commentators castigating him and the Sime Darby Board members as having zero integrity and zero credibility," sniped Lim.

The veteran politician said that Musa should be able to understand not only the concerns of the company's shareholders, but also the disgust and anger of the public.



Underperforming blue chip

Lim pointed out that it is no small thing for a blue chip stock to be transformed overnight from "overperform" to "underperform".

Sime Darby stock was the top loser on the local bourse after news of the Bakun losses were made public.

"GLC (Government-Linked Company) is gaining a new meaning fast - "Government-Losing Concern" - thanks to Sime Darby!" quipped the Ipoh Timur MP.

Lim would have probably wanted Musa to answer for Sime Darby's losses at news briefing. However, Musa is not scheduled to speak at the event.
The group's acting president and group chief executive Azhar Abdul Hamid will be presenting Sime Darby's financial results.

Sime Darby announced a shocker on May 13 when its president and group chief executive Ahmad Zubir Murshid was asked to step down over the losses that the group sustained. Yesterday, the Malaysian Anti-Corruption Commission has announced that it is launching a probe in the Sime Darby's losses.


'Najib too must answer'

Shifting his aim, Lim then set his sights on Prime Mnister Najib Abdul Razak over the Bakun fiasco."The responsibility on public accountability and transparency does not rest solely on Musa's shoulders but also on that of the Prime Minister, Najib Abdul Razak," said Lim.

He added that the government's GLC Transformation Plan includes a GLC Transformation Manual, with key performance indicators and initiatives.

Lim questioned how Sime Darby could be saddled with such astronomical losses if it had followed the guidelines to improve board effectiveness, manage procurement and improve operations.

"Or hadn't Sime Darby followed the manual and its multi-coloured books?" asked Lim, poking fun at the colourful GTP transformation manuals.

Lim urged Najib to present a White Paper on the Sime Darby fiasco when Parliament reconvenes on June, explaining in particular what this means to the ten-year GLC Transformation Plan started in 2004.

"Either way, both Musa and Najib owe the Malaysian public full and satisfactory explanations," concluded Lim.

As an ASN/ASB account holder, I know that PNB is a major shareholder in Sime Darby and I think its fair the gomen set up an independent committee to re-audit the company accounts over the last few years.

I do hope PNB would not use the Sime Darby loss as an excuse to pay lesser ASN/ASB dividends and bonus this year.

Serahan 2 blok telaga minyak,Tanjong Pagar dan Judi Bola.......

Satu suruhanjaya diraja perlu dibentuk bagi menyiasat beberapa tindak-tanduk kerajaan yang didakwa sebagai pengkkhianatan kepada negara.Ahli parlimen Shah Alam, Khalid Samad berkata pengkhianatan kerajaan itu termasuk soal pemberian lesen judi bola sepak dan penjualan tanah milik Keretapi Tanah Melayu Berhad di Singapura.

Khalid juga mahu supaya siasatan ke atas penyerahan dua blok petroleum di Sarawak kepada Brunei.

"Kena tengok siapa yang terlibat, apa hujah dan alasan mereka, kenapa mereka setuju dengan keputusan tersebut.

"Sedangkan mereka tahu (keputusan) ini akan merugikan negara. Mereka perlu didakwa (atas tuduhan) mengkhianati negara," katanya dalam sidang media di pejabatnya hari ini.

Beliau memberi alasan, banyak kesangsian boleh dilihat dalam ketiga-tiga kes tersebut.

"Kita khuatir ada (urusan) bawah meja, ada (rundingan) sebalik tirai yang sebabkan ianya dipersetujui.

"(Kelihatan) seolah-olah ada kepentingan untuk pembuat keputusan itu sendiri.

"Kita perlu siasatan bebas dijalankan, mungkin ke peringkat suruhanjaya diraja," katanya lagi.

Beliau juga mempersoalkan sama ada keputusan berkenaan itu dibuat oleh kerajaan atas nasihat daripada firma rundingan perhubungan awam luar negara yang dilantik kerajaan, Apco.

"Adakah ini yang mampu dilakukan hasil daripada nasihat Apco?" soalnya.

Tiada perbincangan

Khalid juga berkata tidak ada satu pun keputusan itu yang dibincangkan oleh kerajaan bersama dengan ahli parlimen. Menyentuh soal penjualan tanah KTMB pula, beliau berkata tidak ada apa-apa penerangan diberikan oleh kerajaan sebelum urusniaga itu dipersetujui kedua-dua pihak.

"Akhirnya ia sudah dipersetujui, sedangkan ia bukan harta kerajaan secara mutlak, ia merupakan harta rakyat dan negara.

"Bagaimana mereka boleh serahkan begitu mudah tanpa melibatkan satu perbincangan lebih menyeluruh berhubung apa yang mereka lakukan dan apa yang mereka ingin capai.

"Walapun kita faham bahawa Khazanah (Nasional Bhd) diberi saham sebanyak 60 peratus, dan Temasek (Holdings) hanya 40 peratus dalam soal pembangunan tanah itu, akhirnya, manfaat lebih besar akan diperolehi oleh pihak Temasek (dan Singapura).

Jelasnya lagi, Singapura mendapat lebih keuntungan daripada urusniaga tersebut, berbanding Malaysia.

"Hakikat bahawa kita diberikan tanah ganti, sebahagian daripada tanah ganti itu adalah kawasan perjudian Singapura.

"Mungkin ini menunjukkan Malaysia ini dan kerajaan Umno dan BN begitu komited untuk penbangunan budaya judi," katanya lagi.

Malaysia sudah kehilangan kedaulatan dan maruah setelah Pulau Batu Puteh kembali kepada Singapura . Dan sekarang, dua telaga minyak dan tanah KTMB.

Kenapa tanah 271 hektar ditukar dengan tanah 7 hektar dengan begitu mudah saja? Itu menunjukkan betapa cerdiknya pemimpin UMNO termasuk Najib,bila berunding dengan pemimpin Singapura!!

Persoalan saya adalah kenapa serah 40% hak tanah KTMB tersebut sedangkan tanah pajakan 999 tahun adalah 100% hak kita? Bukankah perjanjian 1918 adalah berkaitan dengan pajakan tanah KTMB selama 999 tahun yang tamat pada 2917.

Jadi apakah jadah Najib minta KTMB keluar daripada tanah tersebut pada 2011?

Bukankah perjanjian itu perlu mendapat kelulusan dari Parlimen?

Pemimpin-pemimpin Singapura bukanlah bodoh berbanding dengan pemimpin kita yang hanya mahu lihat keuntungan jangka pendek serta dapat menguntungkan kroni-kroni mereka saja sedangkan isu-isu sebenar diketepikan............

Jangan lupa tentang skandal Sime Darby yang kerugian sebanyak RM9 bilion. PNB adalah pemegang saham terbesar dalam Sime Darby. Apakah dividen dan bonos ASN/ASB tahun ini kekal pada tahap yang sama atau berkurangan?

Anwar's balancing act........

PKR may have the Chinese votes in their pocket but the recent Hulu Selangor by-election defeat proves that it has yet to win over rural non-Chinese voters. And just as the BN cannot consider Sabah and Sarawak as their "fixed deposit", PKR has to concede that it cannot rely purely on Chinese votes to guarantee victory in any election.

In this second and final part of a Malaysiakini exclusive interview, PKR de-facto leader Anwar Ibrahim reveals the shift in the party's attention towards capturing the rural Malay votes.

The opposition leader is not overly worried despite the downhill trend in Malay support, stressing that a conservative, rural Malay voting bloc does not necessarily translate to an impenetrable Umno fortress.

"I'm not worried. Yes, I was not satisfied with Hulu Selangor, but it's not something that deeply disturbs me," said Anwar.

"People have a short memory on that because even in 1999, there was a swing within the Umno hardcore members (towards PKR)," he said.

But 1999 was 11 years ago. And the general election then, though not a tsunami compared to the 2008 general election, was purely driven by Anwar's remarkable sacking as deputy prime minister and subsequent imprisonment based on trumped-up sodomy charges.

Sowing grassroots

However, Anwar says that it is time for a change in party strategy, albeit in baby steps. Moving away from the mammoth rallies in the urban areas, where crowd-pullers like himself and DAP parliamentary leader Lim Kit Siang easily shore up thousands of appreciative ears, Anwar's new strategy is to go micro. He will be intensifying and increasing small gatherings in each kampung, where even a simple kenduri is enough.

"We need to do much more in the Malay heartland. We have to address the issues like the small-scale economy, poverty, unemployment, and identifying with their faith as Muslims," he said.

"We admit that we did not put in enough effort to be with (the Malay voters). We go to the urban and suburban areas, and we can articulate issues that the urban folk are comfortable with, like the judiciary, social justice and human rights," he said.

However, he said that there are forces working against them, saying that logistics in the kampung will always be a perennial headache.

"It's difficult to get space. Unless we have a private space like a Markas PAS (PAS centre), where can we (find a place to) ceramah in Felda areas? Sometimes we are barred outright (by locals).

"But we shouldn't find excuses. We should move on."

Still, it is a riddle only a capable politician can solve.

PKR will have to find a way to placate Malay voters by changing the perception that the party is not doing enough to fight for Malay rights, while at the same time keeping the traditionally fickle and issues-driven Chinese voters happy.

Through the course of the interview it is clear that while Anwar repeatedly stated that he is not taking the Chinese support for granted, he has to contend with the landmine of securing Malay trust and how the two will balance up.

Silver lining

Anwar brightened, almost jubilantly, when he spoke of Pakatan Rakyat and PKR's chances in East Malaysia.

"We have major support in Sarawak," he said.

He added that the party's strategy of giving almost complete autonomy to the state party leaders is working out quite well.

"Let the Sabah and Sarawak leaders craft (their policies). And then (the central leadership) will just come down and strengthen (our case with) national issues," he said.

However, PKR has had their share of East Malaysia troubles, for example the well-documented spat over Sabah involving Peninsular personalities Azmin Ali and Zaid Ibrahim, which ended in Zaid taking a six-month leave in October last year. Concurrently, Azmin's appointment as the state chief drew ire from the locals, forcing him to withdraw and hand the position to native Sabahan Ahmad Thamrin Jaini.

Despite the troubles, Anwar believes that the recent DAP victory in the Sibu by-election is a barometer of changing sentiments. He adds that this change is apparent even to the ruling party.

BN's weakening grip

"When (Mahathir Mohamad) was prime minister, he almost never went there (to East Malaysia). Even I as DPM would only spend half a day. Now the prime minister himself spent four days in Sarawak just because of Sibu.

"It is an important message that they are weakening," he said.

Despite the lofty political talk, a keen Anwar observer will recognise that since the Sept 16, 2008 government takeover farce he is keeping his cards close to his chest. Gone are the days of thumping tables and heralding a takeover of Putrajaya. Instead, he is travelling the 'safe' route using general terms, such as "prospects are good", and that he is "confident of East Malaysian support".

With heavy expectations resting on his shoulders, the opposition leader should know that success lies in managing the balancing act of attracting the Malay voters without sacrificing PKR's multiracial appeal, and keeping the notorious and fiercely parochial factions in East Malaysia in check without upsetting the local warlords. - Regina Lee

Tanjong Pagar KTM land deal: Were we suckered.........

PKR de facto leader Anwar Ibrahim suspects national railway company Keretapi Tanah Melayu (KTM) may have been shortchanged in the recently concluded deal with Singapore to relocate its Tanjung Pagar station in the republic to Woodlands, also in the republic. The Malaysian government has hailed the deal as an amicable solution to a longstanding bilateral problem because the KTM land forgone would be replaced with six parcels of land.

However, Anwar believes that the land given in return would be less in value to what KTM has had to give up.

"We suspect that the value of the land exchanged, either in Marina South or Ophor Rochir, will not be equal in value to the KTM land," he said in a statement today. The Malaysian government has said that under the deal, the six parcels of land would be managed by M-S Pte Ltd, which is 60 percent owned by the Malaysian government's investment arm Khazanah Nasional. Anwar also alleged that the presence of Khazanah was just another way to mask an attempt to enrich government cronies.

The Permatang Pauh MP also questioned the wisdom of the move by the government to develop the six land parcels in Singapore as any future development will not stimulate the domestic economy.

"How many of our entrepreneurs, contractors or suppliers will actually be involved in the joint venture?" he asked.

'Table it in parliament'

Anwar, who is the Dewan Rakyat opposition leader, urged Prime Minister Najib Abdul Razak to explain the Points of Agreement between Malaysia and Singapore in Parliament during the coming June sitting.

"We want to know if Najib used the Point of Agreement of 1990, outlined by then finance minister Daim Zainuddin, which was never approved by the cabinet," said the former deputy premier.He added the prime minister should also explain if there have been any new developments in the dispute over the price of water being supplied to Singapore.

While acknowledging that a cordial diplomatic relationship with Singapore was paramount, Anwar said the recent KTMB deal must be reviewed as it involved Malaysian sovereignty and assets. These include the Tanjong Pagar rail station, parcels on land in Kranji, Woodlands and Tanjung Pagar as well as prime lands parcels tagged as '76-2 mk 16', '249 Mk 4' and '32-10 Mk 16'.

"We are worried that the understanding agreed to by Najib was made and announced in a rush without a proper study although the matter involved national interests and sovereignty and which goes contrary to the position of Najib's administration previously," said Anwar.

Anwar on PKR's frogs..........

Opposition leader and PKR supremo Anwar Ibrahim has a lot on his plate. Defections of the lawmakers, from his party, an average of one for every three months since the general elections in March 2008, have hogged the limelight recently. And then there is his second sodomy trial which is fast becoming a sordid caper, fit for an airport novel, with one lurid detail after another exposed in the open court.


People have said that the charismatic leader, still dashing at 62 years of age, has “lost it”, and that he is no longer his fiery self. But one thing which he insists is not bogging him down, are the defections, claiming that the worst is over, for now.

“From what we know, things are already under control. For those who were in cahoots with Umno, that phase has passed.

“But I can't say the same if the market price were to go up from RM2 million to RM5 million,” he said, alluding that the PKR lawmakers who have resigned were “bought over”.

Malaysiakini managed to catch up with the veteran politician and sat down with him in a interview as a prelude to the upcoming PKR congress in Kota Bharu set this weekend. Though having a packed schedule (this was his third press interview for the day, and it was only in the afternoon), Anwar also spoke about what to expect from the congress, the direction of the party post-2008, his trial and securing that elusive rural Malay vote. But grabbing the attention of the 40-minute conversation was the topic of defections, which, by his own admission, struck quite a blow to the party.

'Defectors not that significant'

“We know that the issue of defections were meant to attack us. And we also concede that the choice of representatives and candidates should be done more carefully the next time.

“In the past (during the 2008 general elections), there was not a big pool of talent of professionals, so we fielded whoever who was willing. So now we have to choose more carefully,” he said.

However, the fiery orator dismissed the turncoats, 10 lawmakers in total, who have gone as far as being labelled as “close confidantes” to the former deputy prime minister.

“Some say that they are close to me. I won't deny that I know them. I do see them, and talk to them. Like (Bayan Baru MP Zahrain Hashim) who was the first to say that he is close to me.

“I just do not comment about him, because that will just increase his worth. But the fact remains that I only see him twice a year, and I have not heard a word from him from 1998 to 2006 (when he was imprisoned). There were no letters, no greetings, nothing,” he said.

However, he did not touch on the resignation of Kulim-Bandar Baharu MP Zulkifli Noordin, who was one of his lawyers in his first sodomy trial, as well his former political secretary and Youth chief Mohamed Ezam Mohd Noor. Both were said to fiercely loyal to Anwar, until they left.

Anwar also maintained that those who had left, did not do so because of a “clash of personality”, nor was it the question of integrity.

“If a wakil rakyat really is compelled to leave, he would have gone down to his grassroots and the members and ask them what they thought of it. Instead, there were just secret deals with Umno, and the people know that,” he said, adding that the ground level support is still strong.

'Record the offers'

In fact, in face of alleged rampant trade-offs and party allegiance for sale, Anwar said that he has advised party supporters to carry voice recorders and tape conversations of people offering them money to defect.

“We already know that nothing is going to happen if we were to make a report with the Malaysian Anti-Corruption Commission. So might as well take this recordings and circulate it to the public,” he said.

But defections aside, Anwar suspects that the 2,000-strong delegates will be bringing up the issue of supposed factions in the party. He denies that there are any, but rumours are rife that there is an undercurrent of allegiance to different personalities.

“You're the one who say that there are factions. But I really don't see it that way,” he said.

But downplaying his role in the congress, saying that he genuinely does not know about the technicalities of the function, he said that he will be taking the back seat in opening ceremony on Friday morning, with an address by party president and his wife Dr Wan Azizah Wan Ismail.

“Let her talk. I will just listen, and then elaborate her speech at a ceramah later that night,” he said.

But whether he will have an iron grip over the proceedings in the two-day congress, it is still almost certain that the delegates from all over the country will be grilling the leadership on its directions, and regarding the defections, whether the worst is over, or would the exodus continue.- Regina Lee

Mula Batu Putih,kini tanah KTMB Tanjong Pagar pula......

Malaysia bersetuju memindahkan stesen Keretapi Tanah Melayu Berhad (KTMB) di Tanjong Pagar di Singapura ke Pusat Pemeriksaan Kereta Api Woodlands (WTCP) menjelang 1 Julai 2011. Malaysia akan juga menempatkan kemudahan kastam, imigresen dan kuarantin (CIQ) kereta apinya di WTCP.

Keputusan itu dicapai pada pertemuan Datuk Seri Najib Razak dan rakan sejawatannya dari Singapura Lee Hsien Loong di Hotel Shangri-La Hotel di Singapura.

Pada sidang akhbar bersama itu, kedua-dua pemimpin berkenaan berkata tanah yang akan dikosongkan itu akan dimajukan oleh sebuah syarikat usaha sama Malaysia-Singapura dikenali M-S Pte Ltd yang akan ditubuhkan sebelum 31 Dis tahun ini.

Syarikat itu melibatkan Khazanah Nasional Berhad dari Malaysia yang akan memegang 60 peratus kepentingan, dan Temasek Holdings Limited, cabang pelaburan kerajaan Singapura, yang akan memegang baki 40 peratus ekuiti dalam syarikat usaha sama itu.

Menurut satu kenyataan bersama, pertemuan Najib dan Lee banyak berkisar kepada Perkara-perkara Dipersetujui (PoA) mengenai tanah KTMB di Singapura yang menjadi penghalang kepada hubungan baik antara kedua-dua negara.

Tanah KTMB di Tanjong Pagar, Kranji dan Woodlands serta tiga keping tanah tambahan di Bukit Timah, yang kesemuanya berjumlah 271 hektar, akan diserahkan kepada syarikat berkenaan untuk dimajukan.

Menurut kenyataan berkenaan, tanah-tanah yang dimajukan itu boleh ditukar, berdasarkan nilai masing-masing, dengan tanah di Marina South dan Ophir Rochor di Singapura.

Kedua-dua negara akan membuat penilaian masing-masing, dan Lee dijangka melawat Kuala Lumpur dalam tempoh sebulan ini, dengan cadangan mengenai penukaran tanah itu untuk pertimbangan Malaysia.

SPRM, tapi bila I siasat you(Najib) masa depan I cam mana......

Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) mengesahkan bahawa siasatan sedang dijalankan ke atas Perdana Menteri, Datuk Seri Najib Razak berhubung "You help me, I help you" semasa kempen pilihan raya Sibu. Pelbagai pihak, khusus parti-parti pembangkang mendakwa kenyataan Perdana Menteri itu melanggar Akta Kesalahan Pilihan Raya.

Ketua SPRM, Datuk Seri Abu Kassim Mohamed memberitahu wartawan semasa sidang media di Petaling Jaya bahawa pihaknya telah menerima aduan berkenaan dan sedang menyiasatnya.

Pengarah siasatan SPRM, Mustafar Ali juga mengesahkan perkara itu kepada wartawan sambil berkata, suruhanjaya itu akan memanggil beberapa orang saksi untuk dirakamkan kenyataan mereka. Kedua-dua pegawai kanan SPRM itu menghadiri sebuah forum Transparency International berhubung pembaharuan politik kewangan di Malaysia.

Pada 17 Mei lalu, Pengerusi DAP Karpal Singh mendakwa Najib terbabit dalam 'pembelian undi' pada pilihan raya keci parlimen Sibu. Beliau merujuk kepada satu majlis di Rejang Park, pada 15 Mei seperti mana yang dilaporkan oleh akhbar harian bahasa Inggeris Sunday Eastern Times. Berikut petikan kata-kata Najib yang dipertikaikan itu yang dibuatnya dalam bahasa Inggeris.

“I want to make a deal with you. Can we have an understanding or not? The understanding is quite simple. I help you, you help me,” kata Najib.

Pada majlis ini, Najib menjanjikan kerajaan persekutuan akan memberi RM5 juta untuk projek tebatan banjir di Sibu jika BN menang pilihan raya berkenaan.

Sodomy II: Deja vu getting stronger...........

It is a tossup over which is the more distressing in the appellate phase of Anwar Ibrahim's cases – the rejection of his appeals per se or the prosaic assertions offered in support of rejection? Reading the opinion of the three-member panel that last Friday rejected Anwar's attempt for a stay of proceedings in the sodomy case against him in the High Court induced a sense of deja vu.

The opinion was a tissue of assertions, a characteristic of judgments that have emanated from the appellate courts since February when the courts held that the removal of Mohd Nizar Jamaluddin as menteri besar of Perak by the ruler was valid.

Last Friday, judge Sulong Matjeraie, who led a three-member Court of Appeal panel, held that the court found the ruling made by High Court judge Mohamad Zabidin Diah in not allowing for a stay of proceedings in the sodomy case against Anwar valid.

Anwar had applied for the stay after it was found that there were material contradictions between the statements made by his accuser, Mohd Saiful Bhukari Azlan, and the charge preferred against Anwar. His application was rejected by judge Mohamad Zabidin whereupon Anwar appealed the rejection.

Last week, the Court of Appeal dismissed his appeal, with justice Sulong declaiming thus:

"It does not dispose of the rights of the parties. It is not appropriate to grant a stay of proceedings pending disposal of appeal at the Court of Appeal.

"If the appellant succeed in the appeal, the learned trial judge can recall the witness (Saiful) at any stage of the proceedings before judgment, and he can be further examined."

Devoid of reasoning

If the law is a process of reasoning, it must partake as little as possible of assertion, in deference to argument and proof. An assertion is not an argument; it merely states something without adducing the buttress for it.

It's like the exchange between two adversaries who encountered each other on a narrow sidewalk. One was implacable: “I never make way for a fool.”

Tart was the reply: “On the other hand, I always do.”

Assertions, witty though they may be, do not an argument make. An argument has to deploy a proposition supported by a coherent structure of thought.

An argument is considered valid to the extent that the structure of thought on which it is based holds together.

The opinions emanating from our appellate courts in cases involving Anwar Ibrahim and the opposition Pakatan Rakyat are freighted with assertion than with reasoned argument. They undermine the very thing that the rule of law seeks to uphold, which is a democracy's capacity to order its public life by the moral truths that we can know by reason. - Terence Netto

Kedah Pakatan intact.........

Rumours of fresh polls in Kedah due to the defection of four of its assemblypersons were scattered in the wind last night when the quartet vowed publicly they would struggle with Pakatan Rakyat until, at least, the next general election.

At a rally held at state PAS headquarters in Kota Sarang Semut, they reiterated their loyalty to their parties, despite rumours circulating via SMS yesterday that they would snub the event.The event attracted about 2,000 supporters, and very many reporters, with some journeying from as far as Kuala Lumpur to cover the occassion.

Stating that they were “extremely distressed” by the countless phone calls by people wanting to know if the state would be dissolved, the quartet said they have rejected any further queries over the matter.

During their 15-minute presentation, many of their criticisms were aimed at the media and bloggers who had been highlighting the issue, especially after a similar situation occurred in Perak last year.PKR's Sidam assemblyperson Tan Show Kang, who was the first to seize the stage, warned reporters that this would be the last time he would answer questions about defections.

“Sorry, lah … if anyone from the media were to call me to ask me if I was going to jump, I will turned off the phone,” warned Tan, whose Bahasa Malaysia slang was so hilarious it drew incessant laughter from the mostly Malay-Muslim crowd despite his seriousness.

“If you keep asking the same thing over and over again, people do not want to hear, lah, it is like a broken record. How many times do I have to say I do not want to jump?” he queried.

Speaking in perfect Malay, Bukit Selambau PKR representative S Manikumar said calmly that his statements had often been twisted by the media, and he was made to look as if he was dissatisfied with the party and state leadership.

“When I was asked about defections, all I said was: 'If it happens, this should be analysed thoroughly. It could be because of the assemblyperson himself, problems with the leaders, or the state government.'

“But my words were twisted,” he lamented further.

“I am not publicity-crazy. I always discuss matters behind closed doors. We must learn to compromise, as many people threw their support behind me during the elections so that I could become their representative.

“But the media wants to sell its papers, so the news comes (out) that Manikumar wants to resign,” he explained.

Kulim (PKR) assemblyperson Lim Soo Nee, dubbed the most likely candidate to jump ship, complained that he was even woken up at 1am in the morning by a reporter who demanded to know if he was going to resign from PKR.

“This is madness. I have explained countless of times, but they (reporters) continue to ask. I am not going to entertain them anymore, because the more you entertain them, the more excited they become,” he said.

“I am most famously known as a (potential) 'frog' but this issue has been going on for a long, long time.

“We have a lot of work to do. Please, do not call me anymore about this,” he pleaded.

Reporters at the side of the podium, meanwhile, were seen smiling as Lim vented his frustrations.

Kota Darulaman assemblyperson Lee Guan also criticised the media for speculating that he would abandon his fellow-Pakatan colleagues, of whom he stands as DAP's lone representative.

“In the media (Chinese), we were even given grades - 1, 2 or 3 – and this was how the chances of us jumping ship or defecting was measured.

But luckily I was marked only 'grade 1',” he joked.

“This is an old-time story, because BN is no longer in power. It's been only two years, but they do not know how to be an opposition,” said Lim, an ex-army personnel.

Kedah PKR chief Ahmad Kassim, who was the second last person to speak before the event ended at 12 mid-night, warned that the state would not hesitate to take legal action against rumour-mongers for spreading lies.

“We have given them enough chances, but this is our last warning: Say the names of the persons who are going to defect, whether by SMS, blogs or whatever, and we will take action,” he threatened.

The night closed with Kedah Menteri Besar Azizan Abdul Razak making cynical references to humorous encounters with “frogs, monkeys and crabs.”

He advised reporters not to be fooled by the 'lies' spread by Umno.

“If Umno (acts) stupid (by spreading lies), do you have to be stupid, too?” he asked.

Azizan reiterated his stand that it would be silly to dissolve the state assembly, as PAS would still have a majority even if their PKR and DAP counterparts were to resign.

The wild rumours were still making their rounds in the northern state and beyond because Umno has yet to accept the reality of their defeat.

“In a democratic system, one loses or wins; since Merdeka, we have been losing, but we are patient. Now we've got a chance to rule, but Umno is using all kinds of immoral and shameless methods to bring us down,” he added.

Keengganan Perdana Menteri Datuk Seri Najib Tun Razak untuk memberi sebarang penjelasan mengenai judi bola sepak Piala Dunia 2010 mengesahkan lagi bahawa beliaulah ‘kepala besar’ kepada tindakan kerajaan melesenkan judi tersebut, kata Ahli Jawatankuasa PAS Pusat, Mohamad Sabu.

Najib enggan mengulas kecaman pelbagai pihak termasuk golongan agama terhadap tindakan kerajaan meluluskan lesen judi kepada Ascot Sports, yang dimiliki oleh jutawan Tan Sri Vincent Tan melalui Kumpulan Berjaya.

“Kita tidak akan membincangkannya,” kata Najib kepada pemberita selepas merasmikan majlis pecah tanah bangunan ibu pejabat sebuah akhbar harian yang menjadi penyebar fikiran Umno hari ini.Tindak-tanduk Najib itu boleh menyebabkan beliau dikenang sebagai Bapa Judi selepas bapanya sendiri, Allahyarham Tun Abdul Razak Hussein digelar sebagai Bapa Pembangunan, kata Mohamad.

"Tetapi, kita tidaklah terkejut kalau akhirnya Perdana Menteri digelar Bapa Judi sebab dalam kabinet hari ini pun ada dua orang cucu tauke judi.

"Orang yang sudah biasa dengan duit judi tentu tidak mempunyai sebarang masalah untuk memberi lesen kepada judi bola sepak Piala Dunia itu," katanya tanpa menyebut nama mana-mana tokoh.Mengenai kesan dari tindakan kerajaan memberi lesen judi bola sepak kepada syarikat yang dikuasai Vincent Tan itu, Mohamad berkata, hanya orang tidak berakal sahaja yang boleh mempersetujui perkara itu.

"Tak perlu ulas panjang-panjanglah, Cina MCA pun tak setuju," katanya merujuk kepada kenyataan Ketua Biro Pengaduan Awam MCA, Datuk Michael Chong.

The Bakun hydroelectric project promised to be the biggest power project with the cheapest electricity price.It could produce 2,400 megawatt, but Sabah and Sarawak needed just about 1,000 megawatts even in the 1990s. The question was what to do with so much electricity.

Bringing it to the Peninsular would need 600 miles of undersea cables. This has never been done anywhere . The longest was only 200 miles. It would cost as much as a power station in Peninsular Malaysia.

The Bakun hydro project was given to Sime Darby and Chinese partner at RM1.8 billion.Now the CEO has been dismissed because of cost overrun in the Bakun project amounting to RM900 million.

This was what Dr Mahathir said in his latest blog. It would cost as much as a power station. How much is that? RM 9 billion? Let's say this was the cost then. Plus or minus. Some portion for that person, another for this, another portion to be shared by decision makers, another for UMNO maybe- the cost of laying down the submarine cables amounted to RM 9 billion.The contract with a price tag was given to one company. Am not sure whether it was secured on an open tender basis or in TDM's(Mahathir) time, on a negotiated tender basis since that method cut short time and there was an urgency to draw down the excess capacity from Bakun.

So, readers will excuse me for saying, the leadership of our NEW UMNO who are controlling the levers of power are behaving just like Kassim Baba in my previous blog post. Loot this country clean.

What happened to the contractor who was persuaded to give up the undersea cables project? Aiyya, simple loh.. sap sap sue, he was recently given the Football Lottery licence. So allow me one expletive please- lu orang ingat ini puki lu punya amak punya negeri ka?

Daripada cara ulasan di atas nampak bahawa yang untung adalah tauke judi yang diberi lesen oleh Najib 1Malaysia kerana dia bayar ganti rugi kerugiannya dalam projek Bakun dengan kerjasama dengan Syarikat Sime Darby.

Ingat Amanah Saham Nasional Bhd adalah pemegang saham terbesar dalam Sime Darby. Jika Sime Darby rugi RM18 bilion dalam projek ini, aku yakin pulangan ASN/ASB bagi pelabur-pelabur yang majoritinya orang Melayu akan bertambah kurang.

Sedangkan tauke judi bukan sekadar dapat ganti rugi 9 bilion tapi dapat lesen untuk menjalankan judi bola selain daripada Sports Toto yang dimilikkinya.

Mana dia PERKASA jaguh, Senator Ezam Kotak,Pemuda UMNO yang melaung-laungkan Ketuanan Melayu? Kenapa Mufti-mufti UMNO dan Menteri Hal Ehwal Islam UMNO berdiam diri? Berdiam bererti mereka ini juga merestui apa yang gomen Najib 1Malaysia buat........

Kenapa lesen judi bola ini diberi....the gaming licence will just end up in the hands of UMNO's cronies, who will make huge 'donations' to Umno to finance their war-chest for GE13.'

Nampak jelas hubung kait antara Bakun,Judi Bola dan Sime Darby semuanya nak untungkan penyamun-penyamun UMNO........

Anwar's stay application to be heard today.......

The Court of Appeal has fixed to hear opposition leader Anwar Ibrahim's application for a stay over his sodomy trial. It will be heard at the Palace of Justice in Putrajaya today.

Anwar wants his appeal to get complainant Mohd Saiful Bukhari Azlan's statements to the police to be heard first. This follows the filing of the application by Anwar's lawyers on Thursday and Friday.

Kuala Lumpur High Court Judge Justice Mohamad Zabidin Mohd Diah had on May 12, dismissed Karpal's application to get Saiful's witness statement following a contradiction with the complainant's testimony regarding the charge in which Anwar is facing.

This comes after Saiful testified that the alleged incident was non-consensual, and this was similarly stated in his police report. However, Anwar is charged under Section 377b of the Penal Code for consensual unnatural sexual intercourse.

Lead counsel Karpal Singh, in applying for access to Saiful's statements to the police recorded by investigating officer DSP Jude Aloysius Pereira, had also moved to impeach the star witness. The difference between consensual under Section 377b and non-consensual (Section 377C) of the Penal Code, is that under the latter, there is a minimum jail term of five years. The maximum jail sentence for both sections is 20 years and in addition to that, the offenders are liable for whipping.

Justice Zabidin in dismissing Karpal's application, ruled the prosecutors had wide discretionary powers to charge a person under whichever section was deemed appropriate.

"I agree with solicitor-general II Mohd Yusof Zainal Abiden that despite the accused being charged under section 377b, the witness had testified that it (the sodomy) was non-consensual. It cannot be on the basis of a hunch to say that the witness testimony was opposed to what he had complained," Justice Zabidin had ruled.

Karpal then apply for a stay of the proceedings pending his application to appeal over the ruling. However, this was dismissed by Justice Zabidin, who instructed the cross-examination to continue.

During Saiful's cross-examination, the star witness related his meeting with Prime Minister Najib Abdul Razak, as well as calling the Inspector General of Police, Musa Hassan, to relate his problem. Saiful also testified that he had only rinsed his body after the alleged incident and did not wash his anus to protect the evidence.

Anwar's trial is scheduled to resume with continued cross-examination of Saiful on May 31.

Sah SPR takda teloq untuk bertindak ke atas Najib 1Malaysia.....

Suruhanjaya Pilihan Raya (SPR) tiada kuasa untuk menyiasat dakwaan DAP bahawa Datuk Seri Najib Razak telah menjanjikan peruntukan wang, yang disifatkan bertujuan mempengaruhi pengundi Sibu pada malam menjelang hari pengundian Ahad lalu. Sebaliknya SPR berkata, dakwaan ke atas Najib itu, yang janji-janji pilihan raya kecil dibuat atas kapasiti sebagai Perdana Menteri dan Menteri Kewangan, perlu dirujuk kepada Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) untuk tindakan.

Selain itu SPR berpendapat, di bawah Akta Kesalahan Pilihan Raya, yang secara umum menjurus kepada kesalahan dilakukan oleh calon atau ejen mereka, pihak-pihak lain yang membuat janji pilihan raya termasuk anggota Kabinet tidak boleh didakwa telah melakukan kesalahan menyogok atau melakukan rasuah pilihan raya.

“Kalau ada pihak hendak mengemukakan aduan kepada kami boleh, kami akan terima dan akan memanjangkan kepada pihak berkaitan iaitu dalam kes ini SPRM,” Timbalan Pengerusi SPR Datuk Wira Wan Ahmad Wan Omar.

“Kami tidak boleh melakukan siasatan sebagaimana perkara-perkara lain diperuntukkan dalam Akta Kesalahan Pilihan Raya... kami tiada kuasa (menyiasat).

“Ada perkara yang polis boleh siasat dan ada perkara yang kami boleh siasat.

“Tetapi perkara ini perlu disiasat oleh SPRM... terserah kepada SPRM menentukan tindakan susulan,” kata beliau ketika dihubungi The Malaysian Insider.
Oleh itu kata Wan Ahmad, terserah kepada SPRM untuk menyiasat perkara yang didakwa oleh Pengerusi DAP Karpal Singh Isnin lalu berhubung janji yang Najib pada kempen malam terakhir di Sibu Sabtu lalu.

“Itu pandangan Karpal, tetapi isu ini memang tertakluk kepada bidang tugas SPRM... perkara ini memang di bawah bidang kuasa SPRM, SPRM yang boleh menjalankan siasatan dan mengambil tindakan berkaitan,” katanya.

Sehari selepas keputusan pilihan raya kecil Sibu, peguam terkemuka itu mendakwa mendakwa Najib telah melakukan kesalahan di bawah Akta Kesalahan Pilihan Raya dengan menawarkan ganjaran bagi mendapatkan undi. Isu memancing undi dengan peruntukan kewangan dan projek juga menjadi tumpuan ketika pilihan raya kecil kerusi Hulu Selangor tiga minggu lalu tetapi ia menjadi ketara apabila Najib menggunakan perkataan “jika”.

Karpal yang juga Ahli Parlimen mendakwa Najib melakukan kesalahan ketika kempen pilihan raya kecil Sibu apabila pada Sabtu lalu mengatakan “saya membantu, anda membantu saya.”

Karpal berkata kenyataan Najib itu sesuatu yang tidak wajar dan harus disiasat oleh SPRM. Ia satu kesalahan di bawah Akta Kesalahan Pilihan Raya, dakwa Karpal sambil mendakwa ia telah mendorong pengundi pada malam menjelang hari pengundian, membuat perjanjian dengan mereka. Najib membuat janji itu saat-saat akhir sebelum kempen berakhir di kubu kuat DAP bahawa akan menyediakan peruntukan RM5 juta bagi projek mitigasi banjir di Rejang Park jika calon Barisan Nasional (BN) menang.

“Jika Robert Lau menjadi Ahli Parlimen pada hari Ahad, pada Isnin saya akan meminta supaya cek disediakan. Boleh kita buat perjanjian? Kita buat! Anda mahukan RM5 juta, saya mahukan Robert Lau menang,” kata Najib yang juga Pengerusi BN ketika kempen ceramahnya itu.

Karpal mendakwa kenyataan Najib itu sesuatu yang “memalukan” dan “tidak pernah berlaku” sebelum ini.

“Saya mahu Suruhanjaya Pilihan Raya menyiasat Perdana Menteri. Ia satu kesalahan yang serius. Ia sangat jelas. Beliau berkata ‘kita adakan perjanjian, jika Robert Lau menang, kami akan memberi anda RM5 juta’,” kata beliau dengan merujuk kepada peruntukan Seksyen 10 Akta Kesalahan Pilihan Raya.

Ketika mengulas lanjut mengenai Seksyen 10 Akta Kesalahan Pilihan Raya, Wan Ahmad berkata, peruntukan itu lebih bersifat umum yang mana ia menjurus kepada calon yang bertanding atau ejen-ejen calon, tetapi bukannya mana-mana individu lain termasuk dalam kes semasa yang merujuk kepada Najib yang merupakan Menteri Kewangan.

“Ini bererti berkemungkinan tidak bermaksud bidang kuasa Menteri Kewangan, yang mempunyai kuasa untuk menjanjikan, mengagihkan sesuatu projek pembangunan, bajet pembangunan yang skopnya luas melibatkan pelbagai, sebagai contoh projek saliran (mitigasi banjir) dalam kes di Sibu,” katanya.

Kata beliau, selaku Menteri Kewangan Najib mempunyai kuasa untuk membuat pengumuman projek pembanguan dan peruntukan bagi projek-projek berkenaan.

“Saya rasa itu yang dilakukan oleh kerajaan,” katanya.

Seksyen 10 undang-undang itu secara khusus merujuk kepada elemen penyogokan.

Ia mempunyai sembilan subseksyen. Subseksyen 10(a) berbunyi: “tiap-tiap orang yang, sebelum, semasa atau selepas sesuatu pilihan raya, secara langsung atau tidak langsung, dengan sendiri atau melalui mana-mana orang lain bagi pihaknya, memberikan, meminjamkan, atau bersetuju untuk memberikan atau meminjamkan, atau menawarkan, menjanjikan, atau berjanji untuk mendapatkan atau berusaha untuk mendapatkan, apa-apa wang atau balasan bernilai kepada atau untuk mana-mana pemilih atau pengundi, atau kepada atau untuk mana-mana orang bagi pihak mana-mana pemilih atau pengundi atau kepada atau untuk mana-mana orang lain, bagi mendorong mana-mana pemilih atau pengundi supaya mengundi atau tidak mengundi, atau yang secara rasuah melakukan apa-apa perbuatan yang disebut terdahulu oleh sebab pemilih atau pengundi itu telah mengundi atau tidak mengundi dalam mana-mana pilihan raya.”

Seterusnya Wan Ahmad merujuk kepada kes rujukan yang diputuskan pada 1981 yang memutuskan bahawa bukan menjadi satu perbuatan rasuah dalam definisi Akta Kesalahan Pilihan Raya, sebaliknya selaras dengan tugas kerajaan semasa untuk membawa pembangunan, memberi peruntukkan tambahan dan sebagainya kepada setiap rakyat tidak kira waktunya. Nas undang-undang yang dimaksudkan adalah kes membabitkan pilihan raya kecil Pengkalan Kota, melibatkan kes antara Teoh Teik Huat melawan Lim Kean Siew & Anor pada 1981. Kes itu dibawa ekoran kenyataan Menteri Kewangan ketika itu, Tengku Razaeligh Hamzah yang didakwa mengeluarkan kenyataan jika BN menang, beliau secara peribadi akan memberikan lebih banyak wang untuk pembangunan Pengkalan Kota. Insiden lebih tiga dekad lalu dilihat mirip situasi yang disaksikan di Sibu Sabtu lalu.

Tapi, SPR heboh seantero dunia pilihanraya dalam 1Malaysia adalah adil dan telus. Tak perlu badan pemantau dan badan pemantau yang ada pun dihalaunya, agar tipu muslihat SPR tak terdedah kepada orang ramai.

Sebenarnya, SPR hanya menjadi pak turut gomen saja, pasai gomen dok bayaq depa makan......

In Sibu, money doesn't talk.......

If Pakatan Rakyat's currency during election campaigns is ideals, promise of good governance and accountability, then BN's currency is plain cold hard cash. But if results of the Sibu by-election were anything to go by, pork-barrel politics ought to be brought to an end. This was particular evident in the voting district of Rajang Park, a Chinese majority suburb within the Pelawan state constituency.

On the eve of polling, Prime Minister Najib Abdul Razak told voters there during a rally that he would approve a RM5 million flood mitigation project to resolve frequent flood problems in the area. The caveat was that the project would go on only if BN's Robert Lau Hui Yew won the by-election.

"Let's make a deal. If you deliver me Robert Lau Jr on Sunday, I will sign the cheque on Monday," said Najib, to much applause from his audience. But as the results trickled out on Sunday, it was nothing short of shocking - voters there decided overwhelmingly to snub Najib's offer. Compared with the March 2008 general elections, DAP's votes in the Rajang Park voting district increased by 25%, to 1,608 votes while votes for BN dipped by 9.6%, to 772. Overall, DAP managed to double its majority in Rajang Park from 425 to 836.

Chinese uprising

This scenario starkly resembles that of the Hulu Selangor by-election last month, which saw voters from the Chinese majority Rasa voting district voting greatly in favour of the opposition despite a lucrative offer from Najib. Back then, Najib had offered RM3 million to refurbish the 81-year-old SRJK (C) Rasa, which was in dire need of repair. However, Najib later honoured this pledge. Overall, a cursory look at voting figures showed that DAP managed to secure a dramatic 7.4% increase in Chinese votes across the constituency, which help the party secure a wafer-thin 398 vote majority to win the seat.

Aiding the velocity of the shift against BN was an estimated 7.8% increase in Chinese voters turnout. This unprecedented phenomenon was most apparent in the Pelawan state constituency - one of the three state seats which make up the Sibu parliamentary constituency. In Pelawan, which has an 88.7 percent Chinese electorate, DAP saw its votes increase by 2,071 votes to 11,276. In contrast, SUPP saw a reduction of 266 votes to 5,807.

All round improvements

In total, DAP's majority in Pelawan increased by 2,337 votes to 5,469. The large majority gained in Pelawan was enough to make up for losses in postal votes and two other state constituencies. In the mixed state constituencies of Bawang Assan (Chinese, 62%, Iban, 33%, and Malay/Melanau, 5%) and Nangka (Malay/Melanau, 48%, Chinese, 30%, and Iban, 22%) SUPP beat DAP by 866 and 2,013 votes respectively. However, it must be pointed out that the trend of increased Chinese support for DAP was consistent in both Bawang Assan (519 votes) and Nangka (218).

Both Bawang Assan and Nangka have a sizeable Chinese electorate, at 62% and 30% respectively. Voting data also show that DAP has made inroads with Chinese voters in rural areas, particularly in voting streams for older voters. This includes the voting districts of Dassan, Bukit Lan, Ma'aw, Ensurai and Teku which all falls under the Bawang Assan constituency. This is a major breakthrough for DAP and the opposition because it is a long held belief that older voters are more inclined towards voting the incumbent than the opposition.

Melanau surprise

Surprisingly, DAP made marginal improvements in the Malay/Melanau vote, improving by an estimated 2.7% and thus securing 15% of the community's vote in total. Unexpected gains were clearly observed in the voting district of Ilir Nangka, comprising 86% Malay Melanau, where DAP's votes increased from 103 to 359. Ilir Nangka was one of the several places which saw a significant activity by their Pakatan partner PAS, who are expected to launch a branch in the area soon.

In general however, SUPP manage to ride on a bigger turnout of Malay/Melanau voters and thus easily nullifying any gains made by DAP. Among the Iban electorate, DAP was unable to make any inroads with support to have slid an estimated 2.6%. There are three voting districts with a 80% Iban make up - Rassau, Penansu and Bawang Assan - where DAP managed to secure only 23% of the votes cast. While it is a marginal reduction, DAP workers blame the BN's use of money and inaccessibility to Iban longhouses as factors in the dip.

Allah and 'Pek Moh'

Though East Malaysians are generally ambivalent towards national issues, the Chinese response towards DAP's 'Sibu for Change' campaign appears to be bucking this trend. At their nightly ceramah stages, DAP went on the offensive, charging BN with corruption, lack of good governance, perpetuating economic imbalances and denying Sarawak more oil royalties. DAP's also attempted to stoke anger towards the BN federal government over the latter's handling of the controversy over the use of the term 'Allah' by non-Muslims. Christians make up 53% of the Sibu electorate.

DAP's most prominent whipping boy was Chief Minister Abdul Taib Mahmud or 'Pek Moh' (White Hair) to Sarawakian Chinese - blaming him for poorly handling the state's economy and his alleged attempt at building a political dynasty. Local issues did not escape DAP as well, who zeroed in on the electorate's discontent over high renewal costs for leasehold licenses imposed by the state government. Even after Abdul Taib announced a substantial reduction of up to 70% to the leasehold license renewal, it was not enough to entice the Chinese majority.

Ultimately it was a case of too little, too late in Sibu as the Chinese registered their protests against poor governance and the BN's inability to solve decades-old problems plaguing Sibu. BN eventually fumbled over their own election strategy of continuing to harp on their promises of economic development, failing to read into the Chinese psyche that was fed up with unfulfilled promises of the past. - Wong Teck Chi and Joseph Sipalan

So if money cannot buy votes in GE 13, then UMNO is in trouble and let us keep it that away...........
