Gula murah - kalu BN juai OK, tapi kalu PR juai itu rasuah...

Suruhanjaya Piliihan Raya (SPR) menyifatkan jualan murah gula dan beras oleh Barisan Nasional (BN) semasa tempoh berkempen Pilihan Raya Kecil (PRK) Dewan Undangan Negeri (DUN) Sungai Limau tidak mengandungi unsur rasuah kerana pengundi masih diberi kebebasan memilih calon pilihan mereka.

Pengerusinya, Tan Sri Abdul Aziz Mohd Yusof (gambar), berkata tiada undang-undang pilihan raya yang berkaitan jualan murah dan kebenaran daripada Kementerian Perdagangan Dalam Negeri, Kepenggunaan dan Koperasi (KPDNKK) mesti diperoleh bagi mengadakan jualan tersebut.

“Tiada dalam undang-undang pilihan raya pasal jualan ini. Saya ingat perkara ini di bawah KPDNKK bagi memohon kebenaran mengadakan jualan murah atau jualan amal.



 “Apa yang saya tahu ia tidak melanggar peraturan. Saya tidak dimaklumkan mengenai perkara ini. Kalau dibuat jualan kepada orang ramai, tidak menjadi masalah tetapi jika dipanggil pengundi membeli dengan harga murah kemudian menggesa pengundi untuk mengundi calon tertentu, itu tidak dibenarkan,” katanya ketika dihubungi The Malaysian Insider.

BN pada Ahad lalu mengadakan karnival jualan murah di Bukit Besar iaitu sebuah kawasan yang terletak kira-kira 19 kilometer dari Bandaraya Alor Setar dengan satu kilogram gula boleh dibeli pada harga RM1 berbanding harga pasaran RM2.84 dan sekampit beras 5 kilogram dijual RM5 berbanding harga pasaran sebanyak RM13.


Orang ramai berebut-rebut membeli gula, beras dan milo yang dijual murah di karnival anjuran BN di Bukit Besar, Sungai Limau. Karnival jualan murah yang dianjurkan BN pada saat-saat akhir tempoh berkempen itu sedikit sebanyak mengundang kegusaran PAS untuk mempertahankan kerusi itu.
 

Abdul Aziz berkata, sesebuah pilihan raya akan dikira sebagai rasuah apabila pengundi diminta untuk mengundi calon tertentu dan pengundi tersebut pula menunjukkan bukti mereka mengundi calon tersebut.

Katanya, mereka yang datang untuk membeli di karnival jualan murah itu tidak dapat dipastikan siapa yang mereka undi dan kemenangan PAS membuktikan jualan tersebut tidak berjaya mempengaruhi pengundi.

“Kita pun tak tahu siapa yang hadir ke jualan murah tersebut dan siapa yang mereka undi. Jika ada unsur rasuah maka saya sendiri akan berhubung dengan Suruhanjaya Pencegahan Rasuah Malaysia (SPRM).

“Perkara ini serupa dengan memberi tambang balik kepada pengundi. Pengundi berhak memilih sendiri calon pilihan mereka. Saya tidak dengar ada yang berbicara tentang jualan murah. Bukit Besar majoriti pengundinya menyokong PAS. Majoriti besar dalam tiga kawasan di situ.

“Maknanya mereka tidak ‘termakan’ dengan perkara itu. Mereka beli sahaja namun undi tetap rahsia. Bukan ada orang yang tahu. Kita beri apa-apa pun, mereka ambil tapi tidak semestinya mereka ikut. Itu bukan rasuah," katanya.-harakahdaily

Cheap sugar, rice? in Sungai Limau,not a bribery says EC chief...

There was no element of bribery in the sale of rice and sugar at discounted prices by Barisan Nasional (BN) during the Sungai Limau by-election campaign period, said the Election Commission.

EC chairman Tan Sri Abdul Aziz Mohd Yusof (pic) said that despite these household goods being offered cheaply to Sungai Limau residents, they still had the freedom to vote for the candidate of their choice.

"There are no election laws regarding this. They (BN) would have had to obtain permission from the Ministry of Domestic Trade, Co-Operatives & Consumerism before selling the items at a discounted price," Abdul Aziz told The Malaysian Insider today.

 "What I know is, the act is not an offence. I was not informed of this. If it was sold to the public, it shouldn't be a problem but what is not allowed is if they had called voters to buy the items at a cheap price and then insisted that they vote for a certain candidate."

On Sunday, the eve of polling day, BN organised a shopping-like carnival in Bukit Besar, located 19km from Alor Star. It was packed as word spread that household essentials were being sold well below market prices.

And while the BN government recently removed the sugar subsidy that caused the price to go up, a 1kg packet of sugar cost RM1.00 at the carnival.  After the subsidy was removed the 1kg packet retailed at RM2.84.

A 5kg bag of rice, usually sold between RM18 and RM20, cost RM5 at the carnival.
 


Abdul Aziz said it was only considered bribery if voters were asked to vote for a particular candidate and the voters had to show proof that they had voted for the said candidate.

However, Abdul Aziz noted that PAS's victory proved that the cheap sale had not succeeded in influencing the voters.

"We don't know who came for the carnival and who they voted for. If there is any element of bribery, I myself will call the Malaysian Anti-Corruption Commission.

"This is similar to giving transport fare to voters. The voters are still free to make their own choice. The majority of the voters in Bukit Besar support PAS. This means that they were not swayed by the cheap sale.

"They bought the items but their vote is still a secret."

Abdul Aziz said voters will take whatever is given to them but it does not necessarily mean they will do what the giver wants them to do, in this case, vote for their candidate.-TMI
