Musa Hassan dedah Phang arah polis lulus projek berkaitan APCO...

Tan Sri Musa Hassan mendedahkan, satu projek komunikasi Polis Di Raja Malaysia (PDRM) bernilai ratusan juta ringgit mempunyai kaitan dengan perunding perhubungan awam, APCO Worldwide – syarikat Israel untuk menggilap imej peribadi Datuk Seri Najib Razak dan kerajaan di mata dunia.

Kata bekas Ketua Polis Negara itu, ia adalah projek komunikasi Motorola dari sistem analog ke digital PDRM.

“Projek tersebut diperolehi pada akhir 2009. (Hal) Apco dulu,” katanya pada sidang media di sini hari ini.

Menurut Musa, bekas anggota penasihat Suruhanjaya Pencegahan Rasuah Malaysia (SPRM), Tan Sri Robert Phang(gambar,bawah) ‘mengarahkan’ pegawai polis untuk meluluskan projek tersebut.

 
“Saya tak tahu berapa jumlah projek. Tapi saya dimaklumkan oleh sumber-sumber tertentu bahawa projek komunikasi belum lengkap sepenuhnya, tetapi telah diminta untuk dikomisenkan (diluluskan) untuk beroperasi.

“Kalau pegawai komunikasi yang menjaga itu tadi tidak dikomisenkan, maka mereka tidak dibayar. Oleh itu dia (Robert) telah meminta untuk seorang pegawai yang menjaga komunikasi untuk komisenkan komunikasi itu,” katanya.

Jelas Musa, pegawai yang tidak dinamakan tersebut tidak mahu meluluskan sistem komunikasi itu kerana spekifikasinya tidak lengkap.

“Sebab itu, dia (Robert) telah mengugut pegawai ini – kalau komunikasi tidak diluluskan, pegawai itu akan ditukar 24 jam.

“Kalau seorang awam boleh mengugut pegawai polis untuk ditukar kerana tidak meluluskan projek tadi, siapa yang berkuasa dalam polis?” soalnya.

 

Musa berkata, pegawai tersebut dipanggil Ketua Polis Negara ketika itu, Tan Sri Ismail Omar untuk menandatangani, namun masih enggan. Akibatnya pegawai tersebut ditukar 24 jam dan diganti dengan pegawai baru yang menandatangani surat kelulusan tersebut.

“Ia berlaku lepas saya bersara,” jelas Musa sambil menambah isu tersebut telah lama dimaklumkan kepadanya.

“Ini salahguna kuasa yang perlu disiasat. Perkara ini dimaklumkan kepada saya oleh sumber polis.
“Kalau orang (Robert) macam ini boleh mengarah pegawai polis, bermakna dia berkuasa dalam pasukan (PDRM). Dia boleh serang orang lain yang dia tak suka,” kata Musa.

Pada April 2010, Ketua Umum KEADILAN, Datuk Seri Anwar Ibrahim mendedahkan, kewujudan perisik Israel dalam PDRM melalui satu kontrak dengan nama APCO 425.

 
Projek itu disubkontrakkan kepada syarikat bernama Asiasoft Malaysia. Dua pemegang saham dalam syarikat berkenaan ialah B System Sdn Bhd dan Asiasoft PLC.

Asiasoft PLC didaftar di Singapura, dikuasai oleh Asiasoft Global  PLC (dan) yang berpangkalan di Israel.-keadilandaily


 Musa - Orang luar lebih berkuasa dalam PDRM...

Bekas Ketua Polis Negara, Tan Sri Musa Hassan sekali mendedahkan bahawa campur tangan di dalam jabatan polis jelas wujud apabila terdapat orang awam lebih berkuasa dan membuat arahan kepada pihak atasan Polis di Raja Malaysia (PDRM).

Musa yang mendakwa bekas anggota panel penasihat Suruhanjaya Pencegahan Rasuah Malaysia (SPRM), Tan Sri Robert Phang yang mana sebelum ini pernah mengugut seorang pegawai tinggi polis berhubung dengan satu projek komunikasi di jabatan tersebut.

"Kes ini melibatkan seorang pegawai polis berpangkat Datuk dan juga memegang ijazah PhD yang mempunyai kepakaran dalam komunikasi.

"Beliau telah ditukarkan ke jabatan lain apabila enggan memenuhi permintaan Robert Phang untuk pentauliahan satu projek berkaitan komunikasi bernilai jutaan ringgit kepada sebuah syarikat yang melibatkan Robert Phang(kiri) pada tahun 2009," kata beliau pada sidang media di sebuah hotel di Petaling Jaya.

Musa memberitahu, pegawai tersebut telah ditukarkan ke ibu pejabat polis Bukit Aman, Kuala Lumpur oleh Ketua Polis negara Tan Sri Ismail Omar.

Kata beliau lagi, walaupun pegawai tersebut telah dipanggil oleh Ketua Polis Negara namun beliau tetap berkeras tidak mahu menandatangi surat pentaulihan itu dan menyebabkan beliau ditukar 24 jam.

Namun menurutnya, surat pentauliahan itu telah ditandatangi oleh seorang pegawai yang lain bagi tujuan pembayaran walaupun projek tersebut tidak siap sepenuhnya.

"Ini jelas berlaku salah guna kuasa dan segala maklumat yang saya perlolehi ini adalah dari sumber dalaman, tidak perlu saya nyatakan siapa termasuk siapa yang telah diarah pindah itu.

"Kita nampak dengan jelas inilah bukti yang menyatakan wujudnya campur tangan luar di dalam PDRM sehinggakan boleh mengeluarkan arahan tertentu yang menyebabkan keputusan luar biasa dilakukan," sambung beliau lagi.

Musa yang berkata demikian pada satu sidang media yang dianjurkan oleh NGO yang dikenali dengan nama Pasukan Bertindak Pemantau Jenayah Malaysia (MyWatch), yang mana beliau bertindak sebagai penaung.-harakahdaily

Phang had hand in cop's transfer, says ex-IGP...

In an apparent tit-for-tat response, ex-police chief Musa Hassan has accused former Malaysian Anti-Corruption Commission (MACC) advisory panel member Robert Phang of threatening a high-ranking police officer and having him removed from his post.

NONEMusa (left) said the police officer, who is a ‘datuk’ and a PhD holder, had refused to comply with a request to commission a multi-million ringgit project for a company in which Phang was involved in 2009.

The officer was later transferred out of the federal police headquarters in Bukit Aman, Kuala Lumpur, by current Inspector-General of Police (IGP) Ismail Omar, said Musa.

At a press conference called in Petaling Jaya today by the newly-established MyWatch - of which Musa is the patron - the ex-IGP was asked to respond to Phang's blog-post that his NGO is “bankrolled by underworld”.


NONEHe claimed that Phang (left), an independent advisor of Motorola Technology Sdn Bhd, had obtained a project for the company relating to the upgrade of the police communications system from the analog to the digital system in 2009.

“I was informed by sources that the police were asked to commission the project when it was incomplete. If the project was not commissioned, (the company) would not be paid.

“So he (Phang) asked a police officer to commission it, but that officer rejected this because it was incomplete.


He threatened the officer saying that, if he refused (to commission the system), he would be transferred.”

Ismail had also called the officer to sign documents to commission the system but the officer stood his ground, claimed Musa.

“The officer was then transferred within 24 hours. Another officer took his place and signed (the documents) so (that the company could) get the money from the project,” alleged Musa.


“This is abuse of power that should be investigated ... It shows that he (Phang) is very powerful in the police force. He can get anyone he dislikes to be transferred.”


‘Not retaliation’

Musa however refused to name the officer, apart from saying he is an expert in communication and technical matters.

“The victimised officer should make a report,” he said, adding that the Home Ministry should probe the case.

Musa denied that his allegation was in retaliation for Phang’s open criticism of him, and argued that he has been “forced to do so”.


NONEHe further claimed that, during his tenure as IGP, Phang had offered to be his advisor because he had been an advisor to a previous police chief, Hanif Omar (right).

“I said I didn't need an advisor because I can think for myself,” Musa said.

MyWatch chairperson R Sri Sanjeevan and advisor S Gobi Krishnan, who were at the press conference, demanded an open apology from Phang to the NGO within three days. Failing this, legal action will be instituted.

“We have a very very strong case against him. We have consulted our lawyers,” said Gobi Krishnan.

“That is very bad. If he has personal grudge against me. Come after me, not MyWatch,” added Musa.-malaysiakini


'Home Ministry sec-gen also interferes with police'...

After accusing Home Minister Hishammudin Hussein of meddling with police affairs, former inspector-general of police (IGP) Musa Hassan today made the same allegation against Home Ministry secretary-general Abdul Rahim Mohamad Radzi.

NONEWithout naming Abdul Rahim, Musa (right in photo) claimed that the ministry secretary-general has given direct instructions to certain police officers, creating confusion within the police force as to whose order should be followed.

"The secretary-general of the Home Ministry is issuing instructions to the police officers and telling them to report back to him.

"These people complain to me. They are confused," Musa told a press conference at a hotel in Petaling Jaya, which was called by newly-established NGO MyWatch, in which Musa is the patron.

Asked which secretary-general he was referring to, Musa replied, "the current (secretary-general)."

Musa last month accused Hishammuddin of interfering in the police affairs and giving instructions to junior police officers and a district police chief when he (Musa) was inspector-general.


No response from the government 

Musa noted that the government has not made any response to his allegations against Hishammuddin and that attempts by MyWatch to meet with the current IGP Ismail Omar on the matter have not been entertained either.

“I want to know the government’s response, but the IGP is very quiet... The IGP can discuss this with us, but he refuses to meet us and treats us like the enemy,” said Musa.

He also made a number of suggestions on improving the police force, such as the redeployment of manpower.

He said he had suggested, during his tenure as IGP, that the task of monitoring politics and politicians by the Special Branch be transferred to the Prime Minister's Department, but there was no follow-up on this.

Musa reiterated that his recent criticism against the police force and the government was not out of any personal grudge or disgruntlement because his contract as IGP was not extended in 2010.

He also said that he never demanding to be appointed as a special envoy to Brunei. It was an offer from the government, which he turned down.


NONEInstead, he accepted an offer, from a friend, to lecture at the Mara University of Technology (UiTM).

MyWatch adviser S Gobikrishnan (right), who was present at the press conference, said the NGO is neutral and not linked to PKR, although he and MyWatch chairperson R Sri Sanjeevan are PKR leaders.

“I can be a member of PKR, but MyWatch is neutral,” said Gobikrishnan.

He also announced that MyWatch would be expanding to state and district levels to assist the people to tackle crimes, adding that the NGO has obtained positive feedback from the people since its establishment.- malaysiakini
