Ketua Pembangkang Datuk Seri Anwar Ibrahim menyifatkan "kepincangan" yang dinyatakan dalam Laporan Ketua Audit Negara mengaibkan kerana melibatkan aktiviti dan projek yang mensasarkan golongan berpendapatan rendah dan rakyat termiskin.
Antara projek itu, katanya, program pembasmian kemiskinan bawah bawah Jabatan Perdana Menteri dengan peruntukan RM691.52 juta pada tahun 2010 dan penyenggaraan jalan persekutuan (RM462.46 juta) yang diswastakan di Sarawak.
"Sungguhpun Datuk Seri Najib (Razak) mengumumkan pelbagai janji untuk menangani kepincangan kelemahan dan ketirisan, namun ternyata janji-janji tersebut masih belum terpenuhi," katanya.
Katanya, program pembasmian kemiskinan mengalami kegagalan 54.4 peratus daripada pencapaian objektifnya manakala projek jalan persekutuan itu pengauditan antara Ogos dan Disember 2010 mendapati secara umumnya keadaannya kurang memuaskan.
"Laporan Ketua Audit Negara 2011 mendedahkan dan menjadi bukti kegagalan dasar transformasi yang dirangka perdana menteri," katanya.
Katanya, Pakatan Rakyat tuntas menyatakan segala perubahan dan setiap reformasi sistem menyeluruh memerlukan iltizam politik yang jitu serta ikhlas demi manfaat rakyat Malaysia.
The numerous irregularities uncovered in Auditor-General's Report 2010 shows that the Najib administration's much-touted transformation plans are a failure, said PKR de facto leader Anwar Ibrahim.
He added that although Prime Minister Najib Abdul Razak made promises to tackle irregularities, weaknesses and leakages, it was clear that these promises could not be kept.
"The Auditor-General Report 2010 has proven the failures of the transformation policies which were planned by the prime minister," claimed Anwar in a statement yesterday.
He said that in contrast, Pakatan Rakyat has laid forth its complete plan for change and comprehensive systemic reforms.
Such reforms would require strong political will.
"Without commitment, effort and public participation to build up this country, whatever clever plans or policies will end up in failure," he said.
Was the delay part of conspiracy?
In what is now an annual affair, the Auditor-General's report had revealed cases of mismanagement of public funds, cost overruns for projects and over-priced government procurement among others.
The Parliament's Public Accounts Committee (PAC) will be probing four ministries and three government agencies soon based on irregularities listed in the report.

Onyourtoes - May be the Auditor General and his men and women have done a good job. But somehow, I still have a lingering inkling in my mind that all those disclosed are those that they chose to disclose. Remember the 20-80 rule? You see, they can disclose misdeeds in many programmes and projects but they just have to hide the most damning and the biggest abuse. The opposition must engage researchers and divide their MPs into groups to monitor specific ministers and agencies. Otherwise they are merely reacting to disclosures. My view is this: we only know what the audit report disclosed. Would the opposition know more than what is contained in the report?
