Krisis air wajarkan S'gor tamatkan segera konsesi SYABAS...

Kerajaan Selangor berpendapat gangguan bekalan air di Selangor, Kuala Lumpur dan Putrajaya mewajarkan perjanjian konsesi air dengan Syarikat  Bekalan Air Selangor (SYABAS) ditamatkan segera dan kerajaan negeri dibenar campurtangan dalam operasi air.

"Bagi mengelakkan gangguan bekalan yang lebih teruk serta menjamin kepentingan pengguna air, kerajaan Selangor berpendapat adalah wajar ketika ini perjanjian konsesi ditamatkan sekaligus dan Selangor dibenar melaksanakan 'step in' dalam operasi SYABAS.

"Kita yakin masalah ini hanya dapat diatasi jika kerajaan pusat bekerjasama dengan kerajaan negeri untuk mengambil alih perkhidmatan air seperti dihasratkan Akta Perkhidmatan Industri Air atau WSIA 2006," kata Menteri Besar, Tan Sri Abdul Khalid Ibrahim dalam sidang media selepas mesyuarat Exco petang ini.


Masalah ketiadaan air mula melanda sekitar Selangor dan Kuala Lumpur sejak 29 Disember lalu.
SYABAS dalam kenyataannya berkata ia berpunca daripada kerosakan pam di rumah pam Wangsa Maju dan Pudu Hulu Baru.

Menurut Khalid, kegagalan rumah pam di Wangsa Maju yang didakwa SYABAS berpunca daripada alat ganti Variable Speed Drive (VSD) adalah tidak berasas.


"Ini kerana sistem VSD memerlukan penyelenggaraan berkala sedangkan SYABAS tidak mempunyai sebarang kontrak penyelenggaraan berkala dengan pembekal VSD.


"Sebelum ini SYABAS hanya memanggil pembekal untuk penyelenggaraan apabila ada masalah timbul," katanya yang melawat rumah pam Wangsa Maju pada 7 Januari lalu.



Tambahnya, pemeriksaan kerajaan negeri dengan pembekal VSD juga mendapati SYABAS gagal mengenal pasti punca sebenar kegagalan operasi rumah pam Wangsa Maju.

"Menurut pembekal VSD, insiden "pump tripped" bukan kerana kegagalan VSD kerana ia adalah sistem pintar yang menerima maklumat dari luar seperti keadaan motor, pam, getaran, suhu dan lain-lain.

"Sekiranya parameter melebihi had yang telah ditetapkan dalam sistem VSD, maka barulah pam itu akan berhenti (tripped)," katanya sambil menambah kenyataan SYABAS bahawa alat ganti itu perlu diimport dari Finland tidak benar kerana ia boleh didapati dari China melalui perkhidmatan kurier.

Beliau turut mempertikai kenyataan bercanggah bahagian korporat SYABAS yang menyatakan masalah itu boleh diatasi dalam masa tujuh hari dan kenyataan pengerusi SYABAS yang menjangkakan ia berlarutan sehingga Tahun Baru China.

"Ia menunjukkan seolah-olah ada agenda tersembunyi untuk menimbulkan suasana panik dan seterusnya membangkitkan rasa marah di kalangan pengguna air di Lembah Klang kepada kerajaan negeri yang difitnah dan ditohmah sebagai punca masalah," jelasnya.-malaysiakini


 

Selangor bent on axing Syabas concession...

The 'tussle’ over control of water services in Selangor between the state government and the federal government has escalated, even as consumers in Cheras and Ampang face a lengthy disruption in supply.

NONESelangor Menteri Besar Abdul Khalid Ibrahim announced today that his administration wants to terminate the water supply concession with Syarikat Bekalan Air Selangor (Syabas).

“To prevent more serious disruptions and ensure the interest of consumers, the state government is of the view that it is now appropriate for the concession to be terminated, and for Selangor to be allowed to step into the operations of Syabas,” he told a press conference after the state exco meeting in Shah Alam.

“We believe this problem can only be addressed if the federal government cooperates with the state government over the takeover of water supply services as intended by the Water Service Industry Act 2006.”


Some areas of Kuala Lumpur and Selangor have been facing water disruptions since Dec 29, which Syabas blamed on pump failures in Wangsa Maju and Pudu Hulu Baru.

 'Pump failure is unfounded'

However, Khalid argued that the pump failure in Wangsa Maju, blamed on its variable speed drive (VSD), is unfounded.

“This is because VSD requires regular maintenance whereas Syabas does not have any maintenance contracts with the VSD supplier.

“Previously, Syabas only calls the supplier for maintenance only when there are problems,” said Khalid, who visited the Wangsa Maju pump house on Monday.
 

He added that a check by the state government and the VSD supplier also found that Syabas has failed to ascertain the true cause of the pump failure in the said pump house. 



 “According to the VSD supplier, the ‘pump trip’ incident was not due to VSD failure but because of an intelligent system that receives information such as motor status, pump, vibrations, and temperature.

“If the parameters exceed a certain limits in the VSD system, then the pump would be tripped,” he said.

He added that Syabas’ claim that the spare parts needs to be imported from Finland is untrue, because it can be obtained via courier services from China.

Khalid also questioned conflicting statements from Syabas’ corporate communications department that the disruption would be resoved in a week, and Syabas chairperson’s statement that it could last into Chinese New Year.

“It is as if there is a hidden agenda to sow panic and anger amongst water users in the Klang Valley against the state government, which has been slandered as the cause of the problem,” he said
