Selepas pendedahan kontroversi skandal Pusat Fidlot Nasional (NFC), nama Tan Sri Ambrin Buang (gambar) mula dikenali rakyat Malaysia kerana berjaya mengesan kewujudan skandal berkenaan dalam buku audit tahunan kerajaan, Laporan Ketua Audit Negara 2011.
Program Wacana Sinar Harian hari ini bertempat di Shah Alam menampilkan Ambrin buat pertama kalinya di khalayak selepas Laporan Ketua Audit Negara 2012 dikeluarkan bulan lalu di Parlimen.
"Saya berani tampil hari ini kerana saya tidak melakukan sebarang kesalahan," kata Ambrin ketika ditanya pemberita selepas tamat program Wacana Sinar Harian bertajuk Laporan Audit Negara: Tiris atau Terlepas Pandang di Ibu Pejabat Karangkraf berkenaan.
"Ramai yang tidak tahu macam mana kita buat kerja. Audit ini neutral, kita bebas," kata Ambrin.
Kehadiran Laporan Ketua Audit Negara mula dinanti rakyat Malaysia selepas pendedahan kes NFC yang mengaitkan keluarga Ketua Wanita Umno Datuk Seri Shahrizat Abdul Jalil dan wang dana kerajaan bernilai RM250 juta.
Ambrin ketika wacana berkenaan berlangsung berkata, beliau menganggap audit umpama lagu "Kisah dan Taulada" nyanyian A. Halim, penyanyi yang terkena sekitar tahun 60-an.
"Kita audit kisah supaya jadi tauladan. Bayangkan kalau audit tak masuk, benda yang tak elok tu biar macam itu sahaja," katanya.
Beliau bagaimanapun mengingatkan orang ramai agar tidak terlalu terburu-buru menuduh isu yang dikeluarkan dalam Laporan Audit Negara sebagai penyelewengan ataupun rasuah.
"Kalau semua 160 kes yang disiasat Audit itu mesti rasuah, itu tak adil. Kita kena hormati undang-undang," katanya, merujuk kepada 160 kes yang disiasat jabatan berkenaan berdasarkan "sampling".
Ambrin menegaskan audit yang dilakukannya adalah berdasarkan nilai "value for monaey."
Beliau turut beberapa prosedur yang digunakan kerajaan yang mempunyai kelemahan selepas audit dijalankan, dan menggesa kerajaan meneliti prosedur tersebut untuk mengelakkan perkara sama daripada berulang.
"Prosedur kata satu hal. Kalau kita tak tukar prosedur tiap-tiap tahun perkara berulang. "Perkhidmatan awam kita dinamik," katanya.
Ambrin bersama-sama dengan Ketua Pesuruhjaya Suruhanjaya Pencegahan Rasuah Malaysia (SPRM), Pengerusi Jawatankuasa Kira-Kira Wang Negara (PAC) Datuk Nur Jazlan Mohamed, dan ahli Parlimen Petaling Jaya Utara Tony Pua dijemput sebagai panel.

SOALAN :- " Kisah penyelewengan dan ketirisan sepertimana Laporan Ketua Audit Negara 2012 ini bukan perkara baru ... tiap-tiap tahun di hidangkan dengan perkara yang sama ... namun saya lihat SPRM langsung tiada apa-apa siasatan terhadap individu-individu yang bertaraf jerung untuk di heret ke Mahkamah .. yang ada cuma ada kambing hitam saja ... sepatutnya dengan penyataan Ketua Audit Negara ini sudah cukup lengkap dengan bukti dan mudah bagi pegawai-pegawai SPRM buat siasatan ... bukti sudah terhidang di depan mata .. Soalan saya .. apa pandangan Tan Sri tentang perkara ini?

Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) tidak pernah menjalankan penyiasatan terpilih dan hanya fokus kepada kumpulan "kambing hitam", kata Ketua Pesuruhjayanya, Tan Sri Abu Kassim Mohamed.
Abu Kassim menegaskan "tiada jerung" yang mereka tidak siasat sekiranya menerima laporan, namun pendakwaan bukanlah di bawah bidang kuasa mereka, sebaliknya Jabatan Peguam Negara.
"Tiada jerung yang kita tidak siasat. Contohnya kes Kak Jat, kita dah siasat habis, tetapi tiada kes yang boleh mengaitkan beliau," katanya merujuk kepada isu Pusat Fidlot Nasional (NFC) yang mengaitkan Ketua Wanita Umno, Datuk Seri Shahrizat Abdul Jalil.
"Kalau setakai 'pakai kot' kita boleh tuduh, memang sedap. Kita ikut peraturan. Kes PKFZ kita telah tuduh," katanya merujuk kepada bekas Menteri Pengangkutan, Datuk Seri Ong Ka Ting yang telah dituduh di mahkamah terhadap isu Zon Bebas Cukai Pelabuhan Klang (PKFZ)
Patutlah penyelewengan Menteri tidak di ambil tindakkan rupa Menteri Kerajaan BN banyak yg bodoh maka kebodohan mereka tu mana boleh dakwa!!!
Abu Kassim turut menegaskan pihak ketua jabatan di setiap kementerian perlu mengambil tindakan terhadap perkara yang dibangkitkan oleh Laporan Audit Negara dengan melaksanakan saranan mereka.
"Kami ni orang luar. Takkan anak dengan bapak bergaduh kami perlu campur tangan," katanya ketika Wacana Sinar Harian bertajuk Laporan Audit: Ketirisan atau Terlepas Pandang di Auditorium Karangkraf, di Shah Alam.
Tegasnya lagi, SPRM tidak mempunyai kuasa apabila sesuatu kes dibawa oleh Laporan Ketua Audit sebelum dibentangkan di Parlimen, namun ketua jabatan tidak mempunyai sekatan.
"Mereka perlu ambil inisiatif itu," katanya.
Ketua Audit Negara juga jelasnya mempunyai kekangan untuk tidak boleh mendedahkan kes-kes berkenaan kepada pihaknya sebelum dibentangkan di Parlimen.
"Kami pun tahu sesuatu isu itu sama seperti rakyat biasa yang lain. Jadi apabila memulakan penyiasatan kami sudah terlambat," katanya.

'Zahid contradicts IGP, admits Penang 5 executed'...
Are
the authorities now caught in the web of their own lies and
contradictions? This is the question posed by PKR vice-president N
Surendran.
Surendran was referring to what Home Minister Ahmad Zahid Hamidi's said in a television interview yesterday in which Zahid admitted that the police deliberately gunned down five suspected criminals in Penang, without warning.
"Zahid made a stunning admission that the police believed the Penang five were armed and therefore decided to shoot them dead.
"Under Malaysian law, the police action of intentionally shooting them to death, allegedly because they were armed, amounts to premeditated, cold-blooded murder.
"The police can only shoot suspects if they 'jeopardise the lives of others'," Surendran said in a statement today.
The Padang Serai MP also pointed out that Zahid's version completely contradicted Inspector-General of Police Khalid Abu Bakar's take on the incident.
Khalid had earlier said that the suspects in the Sungai Nibong incident had opened fire on his men first, forcing them to return fire.
'Case now murder'
Zahid's version, Surendran said, was that the police decided to shoot first as the suspects were, according to police intelligence, armed.
"Which version is true? It appears that the authorities are now caught in the web of their own lies and contradictions.
"Zahid, the IGP and the government have much to answer for. They have cheapened the value of human life in this country, and they have encouraged criminality by the police force," he said.
In the light of Zahid's latest comments, Surendran said, both Zahid and Khalid must be investigated for hiding the truth about the murders, which is an offence under sSection 201 of the Penal Code.
Furthermore, he said, the shooting of the Penang five must now be classified as murder, and the case must be immediately reopened.
"In view of the seriousness of Zahid's admission, Prime Minister Najib Abdul Razak must immediately suspend him as home minister pending investigations," Surendran added.-malaysiakini
