Kenapa tak tambah kerusi Parlimen S'wak juga...


DAP mempersoalkan kewajaran tindakan Suruhanjaya Pilihan Raya (SPR) menambah jumlah kerusi Dewan Undangan Negeri (DUN) tanpa melakukan perkara sama terhadap kerusi parlimen.

Anggota parlimen Serdang Ong Kian Ming (bawah) berkata oleh kerana peningkatan jumlah yang layak mengundi dijadikan alasan untuk menambahkan kerusi DUN, perkara sama harus berlaku di peringkat parlimen.

Beliau membangkitkan sama ada ia tidak dilakukan kerana BN tidak lagi mempunyai sokongan majoriti dua pertiga dalam Dewan Rakyat untuk menambah kerusi parlimen.

“Jika kerusi parlimen baru dicadangkan, amalan persempadanan semula di seluruh Sarawak mungkin tertangguh kerana tersangkut di peringkat parlimen,” katanya.

SPR pada Rabu mencadangkan untuk menambah 11 kerusi DUN di Sarawak daripada 71 pada masa sekarang kepada 82 kerusi. - mk


EC bulldozing through new S'wak state seats...

DAP today questioned whether the Election Commission’s (EC) decision not to increase parliamentary seats in Sarawak is an attempt to bulldoze through the delimitation exercise to increase state seats before the next state election.

Serdang MP Ong Kian Ming questioned the rationale behind the EC move to increase the number of state seats but without increasing parliamentary seats.

He rationalised that if the increase in the voting population was used to justify the increase in state seats, the same rationale should be applied to parliamentary seats as well.

“One cannot help but suspect that the real reason why there were no parliamentary seats added is because this would require a constitutional amendment at the parliamentary level where the BN does not possess a two-thirds majority,” he said in a statement today.

“If new parliamentary seats were proposed, then the whole Sarawak delimitation exercise may be delayed because it may get stuck at the parliamentary level.”

The EC on Wednesday had proposed to increase the number of state seats in Sarawak by 11, from the current 71 to 82.

Meanwhile, Ong pointed out that with the exception of the 1968 and 1977 delimitation exercises, both parliamentary and state seats were added in the 1986, 1996 and 2005 Sarawak delimitation exercises.




The DAP parliamentarian said the non-increase in the number of parliamentary seats was a clear indication that the EC was not complying with democratic principles, but was instead bowing to political expediency.

“This shows the non-independence of the Election Commission and its failure to produce an independent, fair and transparent delimitation exercise,” Ong said.

Electoral watchdog Bersih on Tuesday said the EC’s redelineation maps for the Sarawak election were incomplete.

Bersih said the maps do not detail the borders of the voting areas, thereby causing confusion.

Bersih hit out at the Election Commission's (EC) response to a serious omission in the new delineation maps today saying the present information serves to obfuscate the process.

In a statement today, Bersih's steering committee said the EC's response to their complaint on Tuesday "leaves a lot to be desired".

"EC chairperson Abdul Aziz Yusoff (left) did not appear to understand our major contention that the maps did not feature boundaries of polling districts, an essential piece of information that can help voters ascertain whether there is gerrymandering," said Bersih.

"And we are certain, based on the EC’s record, that there would be plenty of that monkey business in its proposed electoral boundaries for Sarawak."

The coalition for clean and fair elections explained the information that the EC said was already included, was missing from the maps and placed elsewhere in a booklet that still did not show the boundaries.

"His claim that all details are in a booklet made available where the new electoral maps are being displayed is another deflection, for the details are not in the form of maps that show the boundaries of polling districts, but merely a list of polling districts in each constituency and the number of electors in them.

"This still doesn't help a potential objector identify where these polling districts are located with a constituency, to make a meaningful objection," said the group headed by chairperson Maria Chin Abdullah

Public consultation 'farce'

Hence, Bersih's steering committee said, by obscuring the polling district boundaries from the public, the EC is “making a farce” of the people's constitutional s.

“While we are happy to hear that the chairperson reportedly said they will be uploaded onto the EC’s website soon, again, however, we ask: how useful are such maps that do not show the polling district boundaries?” the committee said.

The Sarawak delineation exercise has come under increasing criticism, for example with Serdang MP Ong Kian Ming today questioning the rationale behind the EC's decision to allow parliamentary seats to remain the same while increasing the number of state seats.

“One cannot help but suspect that the real reason why there were no parliamentary seats added is because this would require a constitutional amendment at the parliamentary level where the BN does not possess a two-thirds majority,” he said in a statement today.

He said “the whole Sarawak delimitation exercise may be delayed” if the proposal gets stuck at the parliamentary level.

Ong said the increase in state seats without its logical increase in parliamentary seats was suspicious and asked if this was an attempt to "bulldoze" the state seat delineation through.

He said this is a clear indication that the EC was not complying with democratic principles, but was instead bowing to political expediency.

Sarawak is expected to hold its state election latest by 2016.- mk


UMNO tidak boleh dipercayai...

Idea menubuhkan kerajaan campuran atau perpaduan antara UMNO dan PAS tidak akan menjadi kenyataan, tegas Ahli Parlimen Kuala Terengganu, Datuk Raja Kamarul Bahrin Shah Raja Ahmad, kerana ”jangan kita jatuh dalam lubang yang sama”.

Walapun menyifatkan ia merupakan cadangan yang murni beliau berkata, UMNO perlu membuat penjelasan terlebih dahulu sebelum PAS boleh memberi pertimbangan yang serius.

“Pertamanya, UMNO memegang kuasa yang lebih luas dan besar di peringkat Kerajaan Persekutuan dan merekalah sepatutnya menunjuk inisiatif ikhlas yang boleh meyakinkan ahli-ahli PAS,” katanya mengulas cadangan mewujudkan kerajaan campuran PAS-UMNO di Kelantan.

Cadangan tersebut dikemukakan oleh Penerbit Sinar Harian, Datuk Hussamuddin Yaacub berikutan kemusnahan besar akibat bencana banjir baru-baru ini.

Raja Kamarul(bawah) juga menolak idea itu, dan PAS perlu mengambil contoh yang berlaku di Aceh selepas tsunami kerana dakwanya, sanggupkah UMNO memberikan autonomi dan royalti minyak kepada Kelantan.

Menurut beliau, Jakarta telah memberikan autonomi yang lebih luas kepada Aceh dalam mentadbir hal-ehwal dalaman wilayah itu selain royalti minyak yang tinggi.

Katanya, UMNO tidak berubah kerana perjuangan nasionalisme bangsa yang menjadi aliran parti itu selain sikap pemimpinnya korup tidak boleh diubah.

Beliau menggambarkan rasa tidak yakin dan percaya kepada UMNO sebagai rakan kongsi apabila mengatakan supaya, ”Berwaspadalah. Akibatnya kepada PAS pun akan menjadi sama seperti tahun 1970-an, sekali lagi diperdaya, lubang yang sama, tetapi jauh lebih besar dan lebih susah hendak keluar.”

Wakil rakyat PAS itu turut mempertikaikan kesanggupan UMNO memberikan kelebihan dan kemudahan kepada Kelantan seperti memindahkan loji penapisan dari selatan Thailand, membina benteng di tepi Sungai Golok dan lebuh raya.

“Situasi semasa rakyat Kelantan terutamanya menghadapi tekanan hebat bencana banjir adalah waktu UMNO ingin mengambil kesempatan pada ketika menghadapi kelemahan fisikal dan mental.

“Kepada mereka yang terpesona dengan konsep kerajaan perpaduan, sebelum kita mula bermimpi yang indah, lebih baik kita merenung realiti pahit yang selama ini dimanipulasi oleh UMNO,” kata Raja Kamarul.- fmt
