Debat bajet 2013 - Najib kecut teloq...

Kelibat Datuk Seri Najib Razak tidak kelihatan pada perbahasan Bajet 2013 oleh Datuk Seri Anwar Ibrahim yang bermula jam 11.30 pagi tadi.

Ini jelas menunjukkan ketakutan beliau berdebat dengan Ketua Pembangkang itu.

Malah ramai di kalangan Menteri turut memonteng sesi itu hari ini.
Tiada Menteri mahupun Ahli Parlimen (MP) BN yang bangun mencelah, kecuali MP Pasir Salak, Datuk Tajuddin Abdul Rahman.

Beberapa MP BN, antaranya Datuk Idris Haron (Tangga Batu) dan Timbalan Menteri Belia dan Sukan, Datuk Razali Ibrahim pula dilihat berada di luar Dewan ketika Anwar berucap.

Ketiadaan Najib menyebabkan beberapa MP BN terpaksa mempertahankan kelemahan Kerajaan Pusat, walaupun menggunakan maklumat yang salah.

Antaranya, berhubung isu ekonomi masyarakat Melayu Pulau Pinang dan pencapaian ekonomi Kerajaan Selangor.

Anwar berkata, sudah menjadi tradisi Menteri Kewangan untuk hadir ke Parlimen ketika sesi bahas belanjawan negara.

“(Sudahlah) debat tak berani, bahas dalam Parlimen pun tak sanggup.

(Akhirnya Menteri Kewangan) Suruh ‘backbenchers’ (Ahli Parlimen biasa) pertahan, sedangkan mereka tiada dalam kabinet kerajaan dan tidak tahu dasar (yang tepat),” tempelak Ketua Umum KEADILAN itu.

Baru-baru ini, Ahli Parlimen Permatang Pauh itu mencabar Perdana Menteri berdebat mengenai Bajet 2013.

Separuh ucapan Najib pada penggulungan Bajet 2013 Jumaat lalu mengkritik Pakatan Rakyat.

“Ayuh kita berdebat, Pakatan Rakyat lawan Barisan Nasional. Kamu kata kamu demokrat bukan,” cabar Anwar.

Beliau turut bersedia memberikan masa tambahan 10 minit kepada Najib jika berani menyahut cabaran itu.

Dalam sesi itu, Anwar juga menyentuh mengenai dasar-dasar kebajikan di negeri-negeri Pakatan.

Mengulas Bajet 2013, Ahli Parlimen Marang yang juga Presiden PAS, Datuk Seri Abdul Hadi Awang menyifatkan ia sebagai bajet politik semata-mata.

Katanya, pelbagai insentif diberikan dalam bentuk ‘one off’ kepada sasaran tertentu memperlihat tindakan kerajaan mahu menawan hati rakyat menjelang pilihan raya umum nanti.

Sementara itu, Ketua Parlimen DAP, Lim Kit Siang berkata, ucapan Najib ketika membentangkan Belanjawan 2013 lalu yang bertukar kepada ucapan pilihan raya membayangkan ketakutan Perdana Menteri.

“Ia jelas bahawa pembentangan Bajet 2013 menunjukkan Najib sangat tidak yakin dan dibayangi rasa fobia kerana merasakan ucapan belanjawan keempat ini merupakan ucapan belanjawan terakhir Umno dan BN di Parlimen.- keadilandaily

Anwar bidas Najib tak hadir bahas bajet...

Seperti dijangka Perdana Menteri Datuk Seri Najib Razak tiada dalam Dewan Rakyat ketika Ketua Pembangkang Datuk Seri Anwar Ibrahim mengambil tempat membahaskan Bajet 2013 pagi ini.

Anwar yang bangun membahaskan bajet itu hampir 90 minit pada sesi pagi ini hanya berdepan dengan celahan oleh pemimpin dan back-benchers BN lain.

Sepanjang membahaskan Bajet 2013 itu, Anwar yang juga Ahli Parlimen Permatang Pauh turut melontar beberapa persoalan kepada kerajaan khususnya kepada Najib.

Bagaimanapun lontaran persoalan itu cuba dijawab oleh back-benchers BN dengan angka dari jabatan statistik.

Antara yang bangkit mencelah semasa Anwar membahaskan bajet itu adalah Datuk Abdul Rahman Dahlan (BN-Kota Belud) serta Datuk Tajuddin Abdul Rahman (BN-Pasir Salak).

Anwar yang nyata kecewa dengan keadaan berlaku itu sempat membidasnya di hujung perbahasannya.

"Sebab itu dalam belanjawan, tradisinya bila kita hujah menteri kewangan (Najib) kena ada. Ini kita ajak debat tak berani, nak bahas di parlimen pun tak sanggup, kemudian suruh back-benchers sahaja pertahan.

"Dia tak pernah duduk dalam kabinet, dia tak tahu apa dasar. Dia hanya baca angka ikut jabatan statistik" katanya merujuk kepada back benchers.

Anwar akan menyambung perbahasannya selepas sesi rehat parlimen jam 2.30 petang ini.

Semalam, Anwar turut melontarkan cabaran kepada Najib agar hadir ke Dewan Rakyat hari ini ketika beliau membahaskan bajet.

“Saya cabar Najib hadir bagi mendengar ulasan saya mengenai Bajet 2013. Dia nak cakap (mencelah), saya bagi peluang untuk dia berhujah, barulah boleh jadi pemimpin.

"Ini huha huha depan geng dia, depan aku hang tak berani,” katanya ketika berucap di program Jelajah Merdeka Rakyat di Taman Medan semalam.

Beliau juga turut mencabar Presiden Umno itu untuk berdebat berkenaan ekonomi negara.- harakahdaily

'Cowardly' Najib and Cabinet try to head off Budget criticism with 'DISAPPEARING ACT'...

"Lazy" and "cowardly" were among the unflattering terms Najib and team received from the Malaysian public on Monday. The Prime Minister, who had last week unveiled a controversial and much-panned budget for 2013, was nowhere to be seen in Parliament.

Neither was his deputy nor other senior members of the Cabinet, perhaps knowing they would have to face up to a tough Q & A session from Opposition Leader Anwar Ibrahim and his Pakatan Rakyat coalition.

"The tradition is during the debate is for the Finance minister (Najib) to be here. But when I invite him to debate, he doesn't dare. Now, even in Parliament, he doesn’t dare show up,” Anwar, a former Finance minister, ticked them off in Parliament.

"He lets his backbenchers defend (the budget) but they have never been in the Cabinet. They don't know the figures and can only depend on the Departments of Statistics. The finance minister should give them some notes next time.”

Separation of powers: CEO should not also be CFO

Najib Razak, who is also Finance minister, was forced to unveiled a smaller than expected spending plan of RM249.7 bil, down 1.1% versus the previous year. Nonetheless, disregarding the clear signs of a shrinking trend in revenues due mainly to not having made sufficient productive investments in the past, massive loss of funds from corruption and leakages, Najib did not hesitate to unleash a host of short-term one-off election goodies to win the hearts and minds of voters. 

The country's 13th general election must be held by June 2013 and Najib is expected to dissolve Parliament within the next few months. Hence, the center piece of his Budget 2013 was a slew of cash handouts totaling at least RM3bil to families earning RM3,000 per month and a 1.5 month bonus to some 1.4 million civil servants.

Glaringly missing were macro-economic solutions to reform the fast-deteriorating economy. Since taking over the PM's job in 2009, Najib has put political survival ahead of tough decisions critical to reform Malaysia's critically-ill socio-economic landscape.

Anwar took Najib to task over these issues. He also called on the PM to explain why were women, especially housewives, left out of the Budget when Najib was also the Women's minister and had a duty to look after their interests.

Anwar also called for the separation of duties with the Finance minister's portfolio assigned to another individual other than the PM so as to avoid conflict of interest issues. The Chief Executive Office should not also grab the Chief Financial Officer's post, he said.

Speaker cuts short Anwar's speaking time 

Sad to say, there was no one of authority to take Anwar's questions. If Najib and his Cabinet had hoped that by snubbing Anwar and the federal Opposition, they could quell criticism over the Budget, they are likely to be wrong.

The situation for the BN worsened until the Speaker of the House was forced to cut short Anwar's Budget rebuttal, a move unprecedented in Malaysian parliamentary history. The move to limit Anwar's speaking time underscores Najib's nervousness over his Budget 2013 package - which many pundits have said was his last political 'bullet' to win GE13.

"It has backfired. People are already suspicious of Najib's Budget 2013. Everyone is calling it an Election Budget with nothing of substance to cure the economic ills. By not daring to come to Parliament and face up to the Opposition, they only prove they are cowards and there is something wrong that they cannot answer to and therefore have to hide. The facts are simply that they have run of out funds, ideas and solutions for Malaysia," PKR MP for Gopeng Lee Boon Chye told Malaysia Chronicle.

Backbenchers fail to 'protect' Najib's last bullet for GE13

Only backbenchers such as MP for Kota Belud Abdul Rahman Dahlan and Rembau MP Khairy Jamaluddin were left to hold the fort on Monday.

Abdul Rahman immediately got off on the wrong foot by insisting that the federal government was providing more money to all the states led by the Pakatan Rakyat than the revenue they collected themselves.

"You can question the numbers, but this is what the Department of Statistics is giving," Abdul Rahman said in his intervention.

Anwar minced no words in his reply that the statistics could easily be 'manipulated to lie'.

"It is not true to say that Selangor's revenue is less than its budget. It does not make economic sense. Where do you get the money?" asked Anwar, to which the Kota Belud MP had no reply.- malaysia chronicle

Najib's absence queried as Budget debate begins...

Opposition Leader Anwar Ibrahim took a swipe at Prime Minister Najib Abdul Razak’s absence in the Dewan Rakyat today, with his kick-off on the debate on the Budget 2013 proposals.

He was referring to figures cited by Abdul Rahman Dahlan (BN-Kota Belud) showing that the federal government was providing more money than the revenue collected in all states led by Pakatan Rakyat.

"You can question the numbers, but this is what the Department of Statistics is giving," Abdul Rahman (left) said in his intervention.

Anwar responded that statistics can be manipulated to lie.

"It is not true to say that Selangor's revenue is less than its budget. It does not make economic sense. Where do you get the money?" he asked.

Anwar started his 90-minute speech at 11.30am without the presence of any senior minister in the House and resumed for another 20 minutes after lunch break.

'No focus on just distribution'

In his speech, Anwar hit out at the budget for its over-emphasis on growth figures.

"The focus should not be merely on growth figures and the size of the economy. Household income is crucial because it is the measurement that determines whether economic growth is justly benefitted by all sectors of society," he said.

To prove his point, Anwar highlighted the Household Income and Basic Needs Survey 2009 released by the Department of Statistics, which found that the 20 percent richest segment in Malaysia controls 50 percent of economic wealth.

"At the same time, the poorest 40 percent only shares 14 percent of the economic cake," he said.

He also sought to position Pakatan's alternative budget apart from the government's budget, touting the opposition coalition’s plan to increase household income to ensure that people were truly benefitting from economic progress.

"Pakatan from the start has emphasised that national economic planning must shift from chasing equity and growth targets to the target for household income to have a minimum of RM4,000 within the first term of a Pakatan government," he said.

Anwar added while Pakatan had no problems with the one-off assistance given to the people such as the Bantuan Rakyat 1Malaysia (BR1M), it does not fundamentally solve the problem of rising cost of living.

"This creates a culture of dependency, concrete steps should be taken to allow people to move out of poverty altogether," he said.

He also hit out at the government for various tax break and perks given to corporations including the oil and gas sector but moved to slash subsidy for the common people.

"The prime minister only dares to stand up to the rakyat (to cut subsidy) but he does not dare to say not to big taukes (prominent figures)," he said.

Taking a page out of the premier's book during the budget speech, Anwar too, concluded his speech with a quote from Plato on justice.

"Justice implies superior character and intelligence while injustice means deficiency in both respects.

Therefore judge men are superior in character and intelligence and more effective in action. Injustice implies ignorance, stupidity, and badness," he said.- malaysiakini

Never mind if you hate the Oppositon Leader or you think he is dumb and stupid, but it's your duty to show up as PM. That is democracy, AND COURAGE. You have failed Mr PM.

ksn - The absence of the Finance Minister and other Cabinet Ministers to hear the opposition views of the budget is a disgrace and holding Parliament, consequently the voters who sent them there, in contempt. Even in Parliament, they dare not face the truth, challenges of critical analysis of the budget. Only uninformed backbenchers are there to hear who cannot understand. This is irresponsibility at it's worst. The only way to correct the situation is NOT to send them, the cowards, to the House again.

Muhammad Hafidz Abdullah - Najib penakut seperti anjing yang rajin menyalak dalam rumah saja apabila di luar pagar tak berani menyalak. Tapi ramai-ramai mungkin anjing in berani menyalak macam Najib di depan penyokonh UMNO/BN cukup berani mengutuk PR dan Anwar tetapi bila dicabar kecutnya. Kasihan Najib
