Dokumen RM 2 juta wang rakyat ‘derma’ PRU-13 BN...




Setiausaha Agung PKR, Rafizi Ramli hari ini mendedahkan beberapa baucar bayaran yang didakwanya mengandungi maklumat terperinci bagaimana BN mendapat manfaat daripada RM2 juta wang pembayar cukai untuk membiayai kempen pilihan raya umum ke-13.

Pendedahan itu susulan dakwaannya semalam bahawa Kementerian Kewangan pada 2013 meluluskan jumlah itu sebagai "geran derma" kepada sebuah persatuan kaum India yang mesra-BN.

"Ia adalah satu rahsia terbuka bahawa BN telah menggunakan dana awam untuk kempen sebelum ini.

"Tetapi ini kali pertama kami mempunyai bukti dokumentari kuat tentang bagaimana wang telah disalurkan daripada Kementerian Kewangan kepada pihak ketiga dan kemudian digunakan untuk membayar perbelanjaan pilihan raya BN," kata Rafizi pada sidang media di ibu pejabat PKR, hari ini.

Antara lain, Rafizi mendakwa, bayaran berkenaan telah dibuat oleh persatuan itu untuk pelbagai acara BN yang berlangsung antara 29 Mac 2013, dan 29 Mei 2013.


Pilihan raya umum ke-13 diadakan pada 5 Mei, 2013.

Sementara itu, dalam sidang media yang sama ahli parlimen Kapar G Manivannan berkata pihaknya akan membuat laporan polis terhadap Datuk Seri Najib Razak dan dua pemegang jawatan dalam persatuan itu esok.

Dalam laporan polis itu, Rafizi berkata: "Apabila menteri kewangan yang diberi kuasa ke atas dana awam yang akan dipindahkan kepada pihak ketiga tetapi kemudian digunakan bagi manfaat kepada mereka (kerajaan atau pegawai awam), itu pecah amanah."

Beliau juga menegaskan bahawa persatuan itu juga bertanggungjawab untuk memastikan semua dana yang diterima, dibelanjakan dan digunakan mengikut piagamnya.

Malaysiakini tidak menyiarkan nama persatuan berasaskan kaum India itu sehingga mendapatkan maklum balas mereka.

Rafizi reveals documents on BN GE13 'donation'...

PKR secretary-general Rafizi Ramli revealed today several payment vouchers that he claimed detailed how the BN benefited from RM2 million in taxpayers' money to fund its 13th general election campaign.

This followed his allegation yesterday that the Finance Ministry had, in 2013, approved the amount as a "donation grant" to a BN-friendly Indian-based association.

"It is an open secret that BN had used public funds to campaign before.

"This is the first time we have strong documentary proof of how money was transferred from the Finance Ministry to a third party and re-directed to pay for BN’s election expenses," the Pandan MP claimed at a press conference at the PKR headquarters in Petaling Jaya.

Among others, Rafizi claimed, the payments were made by the association for various BN-linked events between March 29, 2013, and May 29, 2013.



The 13th general election was held on May 5, 2013.

Kapar MP G Manivannan, who was also present at the press conference, said based on these documents, he would lodge a police report tomorrow on criminal breach of trust (CBT) against Prime Minister Najib Abdul Razak and two office-bearers of the association.

On the police report, Rafizi said: "When the minister of finance authorised public funds to be transferred to a third party but it eventually benefits you (the government or public officer), that is CBT." 

He also stressed that the association was equally responsible to ensure all funds received are spent and utilised according to its charter.

Rafizi Ramli hari ini mendakwa BN mendapat manfaat daripada RM2 juta wang pembayar cukai untuk membiayai kempen pilihan raya umum ke-13.

Bercakap pada sidang media di ibu pejabat PKR, Rafizi mendakwa bahawa Kementerian Kewangan pada 2013 meluluskan jumlah itu sebagai "geran derma" kepada sebuah persatuan kaum India yang mesra-BN.

"Sekarang kita mempunyai bukti bahawa sebahagian daripada kempen BN dibiayai menggunakan wang pembayar cukai.

"Kesan (kes ini) lebih besar kerana ia membabitkan RM2 juta dana awam," dakwanya.

Dakwaan itu, katanya, adalah berdasarkan surat daripada Jabatan Perbendaharaan bertarikh 23 April, 2013, kepada presiden persatuan berkenaan.

Rafizi mendedahkan kandungan surat itu pada sidang akhbarnya bersama-sama dengan minit mesyuarat persatuan itu yang bertarikh 11 Mei 2013, di mana dicatatkan bahawa presiden didakwa mengakui menerima derma RM2.5 juta untuk tujuan pilihan raya.

Ditanya mengenai percanggahan RM500 juta itu, Rafizi berkata, beliau hanya boleh membuat kesimpulan bahawa terdapat sumber lain yang turut menyalurkan dana kepada persatuan itu.

2 million people's fund used to fund BN in GE13...

PKR secretary-general Rafizi Ramli alleged today that the Barisan Nasional benefited from RM2 million in taxpayers' money to fund its 13th general election campaign.

Speaking at a press conference at the PKR headquarters in Petaling Jaya, Rafizi claimed that the Finance Ministry had in 2013 approved the amount as a "donation grant" to a BN-friendly Indian-based association.

“Now we have evidence that part of BN’s campaign was funded with money from taxpayers.

“(This case) has a much larger legal repercussion because the RM2 million comes from the people's funds,” he claimed.

This information, Rafizi added, was based on a letter from the Treasury Department, dated April 23, 2013, that was sent to the president of the association.

More to be revealed later this week

He revealed the contents of the letter at the press conference, along with minutes of the association’s meeting dated May 11, 2013, where it was stated that the president had allegedly admitted to obtaining a donation of RM2.5 million for election purposes.

Asked about the RM500,000 discrepancy in the amount, Rafizi said he could only infer that there were other sources of funding for the association.

He also claimed to have in his possession invoices that detailed how the RM2 million was spent to support the BN's GE13 campaign - which he said would be revealed at separate press conferences this week.

"I want to focus on public funds.

"We can ascertain so far that the figure (on the alleged invoices) matches the expenditures which we will reveal at a later date," Rafizi said.
