Wan Fayhsal’s Malay muslim PM demand...

A tall tale full of sound,
fury but little significance...

I think we should take Bersatu Youth chief Wan Ahmad Fayhsal Wan Ahmad Kamal’s request that Prime Minister (PM) Datuk Seri Anwar Ibrahim amend the Federal Constitution to make the position of PM exclusive to Malay Muslims as seriously as the police should take a drunk person’s report that his partner is trying to steal RM1 mil from their joint business which they have yet to start.

There is nothing real about the contention. It is fully the product of a hypothetical imagination. A non-Muslim is nowhere close to being the PM of Malaysia. It’s as Shakespeare says, “a tall full of sound and fury, signifying nothing”. All this talk about a non-Muslim being a PM started when Tan Sri Lim Kit Siang brought it up a few weeks ago.

We don’t know why Kit Siang brought up the topic – maybe he was just thinking freely and some things came out of his mouth in flow – but whatever his reason was, what Lim Kit Siang spoke about is a theoretical possibility, not a real possibility.

Sure, the next incoming Yang di-Pertuan Agong has named DAP secretary-general and Transport Minister Anthony Loke Siew Fook as one of the more capable ministers in the cabinet. Sure, DAP is the largest coalition partner in the ruling government. But despite all that, Loke couldn’t touch the PM’s position even if he tried to reach it with a pole and a ladder.


Theoretically speaking, it is possible that Tan Sri Tony Fernandes will quit his job as the boss of Air Asia and work as a waiter at a banana leaf restaurant in the next five years but realistically speaking, this will not happen.

At the end of the day, billionaires don’t work for the middle-class and in life; you are not able to order someone who is more powerful than you around for the majority will not accept the rule of a minority – even if legally and theoretically – it is possible for them to do so.

In Malaysia, Muslims form the biggest identity group. When it is time to choose a PM for the country, there is of course a chance that they might choose to elect a non-Muslim as the PM instead of one of their own but the question is why would they do that when they don’t have to, need to or want to?

At the end of the day, identity matters in the selection of a leader. Just because your neighbour is a more accomplished person than your father, it doesn’t mean your neighbour is going to lead your family. Your father will be the leader of your family, even if there are other people who could do the job better because only your father identifies with you and you can only identify with your father.

More than individual ability, organisational backing is the key to political power and strength. Even Tun Dr Mahathir Mohamad who ruled almost like a king during his first reign was reduced to the position of helplessness when he did not have the backing of BN and UMNO.

It is organisational backing that magnifies the skills of a leader to the point that it becomes a force to be reckoned with. Organisational backing however, is always given to the individual or individuals that the organisation can identify with.

If there is non-Muslim in Malaysia who thinks that they are so superior in skill and ability, that they think they can convince the Muslims to back them as the PM of the country, I think they are having a really nice dream.

When you have multiple identity groups occupying the same polity, the strongest identity group will always take the dominant position for they will always award the top leadership position in the polity to the individual that they can identify with.

Apa komen Wan Ahmad Fayhsal pasai ni...

If a minority group is exercising authority over a majority group in a polity that they both occupy, it’s either because an external power is involved or an apartheid-like system is in practice. Should the Muslims even attempt to amend the constitution to make the PM post available only to them? I actually think that the answer is no. The PM’s position is like trust in a relationship. If you have to demand it, you don’t have it.

That Wan Fayhsal is seeking Anwar to make the position of PM to be exclusive to the Malay Muslims is almost certainly a politically calculated move than it is a genuine request. Wan Fayhsal is likely just using an issue that Kit Siang raised to put Anwar in a “damned if you do, damned if you don’t and damned if remain silent” position.

If Anwar says that he won’t amend the constitution to make the position of PM exclusive to the Malay Muslim, he won’t be able to gain the Malay Muslim support he needs to gain. If he says he will make the PM position exclusive to the Malays-Muslim, he will lose the non-Malay Muslim support he has. If he stays silent, he will appear weak.

In response to Wan Fayhsal’s request, what I predict Anwar will do is stay silent and let everybody else respond to Wan Fayhsal beforehand. If Anwar jumps into the fray and has his say at all, it will only be after all the dust has settled.

By next week, this “amend the constitution to make the PM position exclusive to Malay Muslims” will disappear without a trace from our minds like a short rain on a hot day in May. – Nehru Sathiamoorthy

Legally not wrong, politically is quite impossible ...

No legal restrictions on 
non-Malay as PM, but..

Lawyer Haniff Khatri Abdulla concurs that there are no provisions in the Federal Constitution that prevent a non-Malay person from becoming the prime minister of Malaysia. He said that, however, certain quarters are against the idea out of fear that the position of Malays would be affected.

“Based on discussions and ideas given, many are mistaken that a prime minister who is not Muslim and non-Malay (would threaten four main factors). “The factors are the position of Islam as the official religion, the position of the Malay language as the official language, the special position of Malays as well as the position of the Malay rulers. “But the reality is, their concern is unfounded,” he said in a video posted to the YouTube account MalayaDailyCom.

Haniff explained that not many were aware that Article 159 of the Federal Constitution also stipulates that the aforementioned factors are not provisions that could be easily amended. Article 159(5) requires that a law, including federal law, not be passed unless the law is first approved by the Conference of Rulers. “If the Conference of Rulers doesn’t agree to it, then the amendment cannot be made,” he said.

Article 43(2)(a) of the Federal Constitution states that the only requirement for someone to be prime minister is that the person be an MP, who, in the Yang di-Pertuan Agong’s judgement, has majority support in the Dewan Rakyat.

However, Haniff also opined that prime ministerial candidates, regardless of race, should be an individual who is patriotic and proficient in the Malay language.“How can we have a prime minister that speaks ‘pasar’ Malay, or one that does not understand the main elements of the position of rulers?” he questioned.

Recently, DAP adviser Lim Kit Siang came under fire from pro-Malay groups and politicians after raising the possibility of a non-Malay being appointed as the prime minister. Lim has also been summoned by the police over this. - mk


Perihal Lim Kit Siang...

Bagi mereka yang bersikap terbuka, mengenepikan soal sentimen bangsa yang sempit, tidak akan merasa apa-apa salah pun kenyataan dibuat Lim Kit Siang yang mengatakan sesiapa sahaja termasuk bukan Melayu boleh menjadi perdana menteri negara ini. Kit Siang mengatakan begitu berdasarkan fakta dan tidak bertentangan dengan Perlembagaan negara, sambil memetik frasa berbunyi, "Yang diPertuan Agong boleh melantik sesiapa sahaja jadi perdana menteri asalkan mempunyai majoriti, sokongan," tanpa menyebut syarat-syarat lain dengan jelas.

Bagi Kit Siang kenyataan tanpa sandaran bersyarat itu membawa maksud sesiapa sahaja boleh dilantik menjadi perdana menteri. Tetapi kenyataan Kit Siang itu mudah ditafsirkan sebagai mengancam kuasa orang Melayu, lalu ia dibuat laporan polis menyebabkan pemimpin spiritual DAP itu telah dirakam percakapan oleh polis. Sebanyak 27 set soalan mengenai itu ditanya polis terhadap Kit Siang berhubung perkara itu yang dimasukkan dalam blognya. 

Bagi saya, tindakan melaporkan Kit Siang berhubung kenyataan itu dibuat oleh mereka (baca Melayu) yang takut kepada bayang-bayang sendiri, serta yang buta dan jahil mentafsir Perlembagaan negara ini serta yang tidak tahu nilai kekuatan diri dan bangsa. Mereka yang mengakui kepada hantu tetapi tidak pernah berjumpa pun dengan hantu.

Disebabkan kelemahan itu, ditambah rasa takut menghasut diri sendiri mereka melihat kenyataan kit Siang itu sebagai mengancam kuasa politik mereka dan kedudukan mutlak oraang Melayu di negara ini. Secara waras Melayu tidak perlu takut kepada sesiapa, atau mana-mana pihak sekali pun. Kit Siang tidak khilaf dalam soal ini, atau cuba menimbulkan sesuatu yang baru, tetapi Perlembagaan yang telah menyatakan syarat jelas tentang siapa berhak dilantik jadi perdana menteri. Beliau hanya menyebut dan mengulangi itu. 

Sekiranya kita waras dan faham perkataan berbunyi "sekiranya ada majoriti" itu sudah jelas dan nyata untuk tidak membimbangi apa yang Kit Siang lafazkan itu. Bahawa orang bukan Islam tidak mungkin dilantik menjadi perdana menteri. Kenapa? 

Bukankah ini yang PAS janji dulu...

Iya, realiti politik dan demokrasi di Malaysia ini orang bukan Melayu boleh sahaja memegang jawatan itu sekiranya mereka disokong oleh orang Melayu. Namun selagi orang Melayu tidak sedia menyokong orang bukan Melayu tidak boleh jadi PM kerana tiada majoriti. Apa yang Lim Kit Siang kata itu berdasarkan fakta yang jelas. Dimanakah kesalahanya?

Sebelum bangkit dan marah kepada kenyataan Lim Kit Siang yang dianggap menghiris jiwa itu, orang Melayu perlu menepuk dada sendiri apakah mereka sedia melepaskan kerusi nombor satu kepada bukan Melayu atau tidak. Sanggupkah mereka? Apakah mereka sedia mengenapkan majoriti kepada mereka?

Jika mereka tidak mahu, mereka sudah ada senjata untuk menyelamatkan kekuasaan mereka. Mereka harus mengguna dan memegang senjata berupa kunci itu sekemas mungkin untuk memastikan kerusi itu milik Melayu selamanya. Kunci atau senjatanya ialah PERPADUAN, Melayu perlu bersatu, tidak berpecah dan tidak mudah pula dibela oleh bangsa lain lain. 
Tidak sedia diperalat ataun dijual beli oleh  bangsa lain seperti mana berlaku di zaman kolonial dahulu. 

Kesimpulan tindakan ke atas Kit Siang itu mendedahkan kedangkalan cara kita berfikir, kita (baca Melayu) masih belum mengerti kekuatan dan rahsia yang ada kepada diri kita sendiri, belum mengenali diri sendiri, maka itu menyebabkan kita mudah ralat bila ada orang seperti Kit Siang bercakap demikian walaupun ia berlandas kitab hidup negara ini dan hanya merupakan sesuatu daripada seorang Cina tua yang cukup memahami akan lemah serta mudahnya Melayu melatah bila dicucuk pinggangnya.

Apabila ada laporan dan soal siasat keatas Lim Kit Siang bermakna beliau masih hidup, bertenaga dan mampu menimbulkan sesuatu bagi mengombak politik negara ini pastinya bagi kepentingan kaum mereka. 

Status dan permainan Kit Siang sama taraf dengan cara dan permainan politik bipola Mahathir Mohamad sahaja, dan dimana keadaan stail mereka berdua itu cuba pula diikuti oleh Tok Dor Hadi untuk menunjukkan dia masih berakal walaupun pandangan dan tanggapannya tentang sesuatu sudah tidak relevan lagi. - mso

Is the reshuffle an indication of ‘undercurrents’ in UMNO?...

 
Malaysian Prime Minister Datuk Seri Anwar Ibrahim’s decision to replace Umno deputy president Datuk Seri Mohamad Hasan as defence minister in his Cabinet reshuffle was a surprise, particularly as the person who takes over the role is Umno vice-president Datuk Seri Khaled Nordin.

Besides Khaled changing roles – he was previously Higher Education Minister – there are five new faces in Anwar’s Cabinet. They are Gobind Singh Deo (Digital), Datuk Seri Dzulkefly Ahmad (Health), Datuk Seri Johari Abdul Ghani (Plantation and Commodities), Datuk Seri Amir Hamzah Azizan (Finance Minister II) and Steven Sim (Human Resource).

Political analyst Associate Professor Dr Azeem Fazwan Ahmad Farouk said Mohamad’s “demotion” to Foreign Affairs minister could signal “something is happening in Umno”. “Don’t get me wrong. The Foreign Affairs Ministry is still an important position, but it is not a senior role, unlike the defence portfolio,” said Azeem, adding that there is more than meets the eye behind the move.

“I would have expected Tok Mat (Mohamad) (pix,below) to remain in defence or be moved to another ministry of equal importance. The Foreign Affairs (Ministry) is an ‘elitist’ ministry. He will not get much opportunity to speak to the grassroots, as he would have to spend time meeting diplomats and ambassadors. “I am surprised that Umno allowed this to happen… unless, of course, it is by design, to put Tok Mat in cold storage.”

Mohamad, who became defence minister a year ago, was recently accused of being involved in the Littoral Combat Ship scandal but denied any involvement in the deal as it happened before he took office.The allegations, which Mohamad described as “baseless”, surfaced in August. He added that it was an attempt to tarnish his reputation.


Azeem said that while Umno has no chance of making a comeback in the next general election, it still plays a vital role in Anwar’s so-called ‘unity government’. But not every member of the party is on board with the idea of working with Pakatan Harapan.

“There are strong undercurrents in Umno that are hard to read, but it is a well-known fact that many members are not happy working with Pakatan Harapan,” said Azeem, who pointed to the sacking of Umno Supreme Council member Isham Jalil on Dec 6 as an indication that the party leadership would not tolerate criticism.

Isham had been vocal about Umno’s leadership and blamed its president, Datuk Seri Ahmad Zahid Hamidi, for the party’s decline. Khaled had come out strongly for the decision to sack Isham, saying that the latter had “undermined Umno’s integrity”.

“And suddenly, Khaled has been rewarded with a senior government role, while the deputy president was moved to the Foreign Affairs Ministry,” said Azeem, director of the Centre for Policy Research, Universiti Sains Malaysia. “I will not be surprised if we see changes in the Umno leadership soon.”


Azeem, however, said that since Anwar had shuffled his deck, the people should give him time to implement his ideas.

“He spent a year appeasing the many parties in his grand coalition – or unity government as some called it – but the real work starts now,” said Azeem. “As I mentioned before, Anwar’s problem is that his party is weak, as it does not have many seats in Parliament.

“He had to be careful with his decisions. I feel he has made some cosmetic changes to the line-up, although he has brought in some good people. So, I hope it works out.”

Asked his thoughts on Sultan Ibrahim Iskandar’s interview with a Singapore newspaper, in which the Johor ruler said that he wanted to play a bigger role when he becomes Malaysia’s 17th Yang di-Pertuan Agong next month, Azeem replied: “I do not think the move (the Cabinet reshuffle) was in response to Tuanku’s comments. “The reshuffle was a long time coming, and it was a coincidence that it happened after our future king’s comments.” -  Graig Nunis 

Kerennge banyak dok kacau...

Aku diberitahu dah ada bisikan syaitan menghasut soal rombakan kabinet. Kononnya Timbalan Presiden UMNO, Mohamad Hasan, sedang dilemahkan oleh DS Anwar dan Zahid Hamidi dengan meletaknya sebagai Menteri Luar. Tapi bagi aku, ia sebenarnya memperkuatkan Tok Mat, bukan melemahkan. Aku nampak ini sebagai satu cara untuk menjadikan Tok Mat lebih dikenali di peringkat antarabangsa, sebagai persediaan untuk dia menjadi pemimpin utama.

Takkan nak jadi seperti Mahiaddin? Tak siapa kenal di peringkat antarabangsa. Sampaikan lepas dia jadi PM, terpaksa dia pula yang telefon pemimpin negara lain untuk perkenalkan diri. Sebab orang pemimpin luar tak peduli dia pun.

Atau pun jadi seorang pemimpin yang cuma dikenali di negara Syiah? Tehran bebas la nak keluar masuk tapi nak ke Arab Saudi tak lepas. Manakala negara pelabur tak kenal langsung. Jika begitu, siapa yang berani nak datang melabur?

Tapi DS Anwar tak jadi Menteri Luar pun? Ya, sebab DS Anwar dah dikenali dari usia muda beliau lagi. 1970an tu zaman gerakan mahasiswa. Ketika itu memang ramai anak muda yang menonjol. DS Anwar adalah salah seorang daripadanya. Dan sebab itulah Mahathir berusaha keras menarik DS Anwar ke dalam UMNO ketika itu.

Hari ini peluang menonjol seperti itu sudah tak banyak lagi. Situasi sudah berbeza. Maka sebab itu peluang sebegini perlu dicipta. Yang menghasut tu bukan tak tahu tapi dah syaitan, apa lagi kerjanya kalau bukan merosakkan manusia?

Ini peluang Tok Mat untuk kukuhkan nama di persada antarabangsa. Mungkin, andainya kerjasama Kerajaan Perpaduan melangkaui PRU16, Tok Mat bakal jadi TPM. Maka dikenali di peringkat antarabangsa adalah satu bonus untuk Tok Mat. - Raja Gelap II

PM Anwar’s new Cabinet...

Anwar’s new Cabinet choices 
display his strengthened political hand...

The immediate takeaway from Malaysia Prime Minister Anwar Ibrahim's first shake-up of his ministerial line-up since taking power over a year ago is that he is now firmly in charge. 
Compared to the first team that was based on compromises with partners in a unity government after an inconclusive general election, Mr Anwar assembled his new team this week with a mandate of more than a two-thirds majority in the 222-member parliament. 

His position has been further bolstered in recent weeks with five elected representatives from the opposition pledging support for his government, amid speculation of more to follow. The new line-up features five new ministers and the appointment of a trusted technocrat as second-in-command at the finance ministry, which Mr Anwar will continue to helm, reassignments and the return of several experienced hands to give the Cabinet more depth.

The original Cabinet, which had 28 ministers, now has been expanded to 31. On paper, the ministerial rejig by Mr Anwar is clearly aimed to better suit his pledge to spur Malaysia’s economy, which has slowed considerably after expanding 8.7 per cent in 2022.


The key seats...

The appointment of technocrat Amir Hamzah Azizan, who stepped down as CEO of the Employees Provident Fund (EPF) to take up the position of second finance minister, will provide the operational support at the ministry, while Mr Anwar can ensure that the management of the national cash register does not become open to the rent-seeking practices of the past that led to many financial scandals, such as the fiasco at state-owned 1Malaysia Development Bhd (1MDB).

The breaking up of the Communications and Digital Ministry, with seasoned elected Member of Parliament Gobind Singh Deo heading the newly minted Digital Minister, is a reflection of the government's determination to become more aggressive in the digitalisation of the national economy.  Fahmi Fadzil will continue to lead the communications arms, which Mr Anwar recently acknowledged needed more improvement, particularly in communicating national policies to the public.

Mr Anwar also broke up the Ministry of National Resource and Climate Change that was headed by a loyalist, Nik Nazmi Nik Ahmad, who will now lead the newly formed Ministry of Natural Resource and Sustainability.

Fadhillah Yusof, one of Malaysia’s two deputy prime ministers and a powerful politician from the Sarawak state, has been appointed to the new portfolio of energy transition and public utilities, while remaining in charge of the affairs of Borneo states that include Sabah.

Mr Anwar added depth to the new line-up with the appointment of Johari Abdul Ghani, a powerful politician from the United Malays National Organisation (UMNO), to the Plantation and Commodities Ministry that was previously headed by Mr Fadhillah.


Political dimension in UMNO selection...

There was also a strong political dimension to a set of reassignments involving ministers from UMNO, a key component in Mr Anwar’s coalition. Defence minister Mohamad Hasan, who is also UMNO deputy president, will be moved to the foreign ministry, replacing Zambry Abdul Kadir, who is moving to the higher education ministry.

Another UMNO stalwart Khaled Nodrin will leave the higher education ministry to take over the defence portfolio.The moves involving the UMNO ministers came as a result of some lobbying by the party president Ahmad Zahid Hamidi, who is also one of the deputy prime ministers in the current government.


UMNO is seeking to repair its scandal-scarred reputation among the politically dominant Malay community. Mr Ahmad Zahid has tasked Mr Zambry to lead the party’s political renewal plan and he appealed to Mr Anwar in recent weeks to move the UMNO politician to a ministry that would not require too much overseas travel, according to sources with knowledge of the matter.

When asked by journalists on the appointment of Mr Amir as second finance minister, Mr Anwar said that the finance ministry must have a "strong professional team" to ensure that the economy is on the right track. 

"The focus is on the economy and not to be sidetracked by political pressures," said Mr Anwar. 

Mr Amir Hamzah, (pix below) has shown enough competence and ability to manage the affairs of EPF in an impressive and satisfactory manner," he added. 

Mr Anwar also expressed hope that he would keep the same Cabinet line-up until the next national polls, which is due in 2027.

"I hope, god willing, that if the performance is good and satisfactory and there are no new pressures ... I don't think there will be any further changes and we have a clear runway for the next four years until the next general election," he said. 

Mr Anwar acknowledged that his government has faced "daunting issues" in communicating its policies to the public and that this was considered in his decision to split the Ministry of Communications and Digital. 

"The criticisms levied against us is that while policies are impressive, the (process) to disseminate information has not been that effective or satisfactory so there must be this focus," he said.

Mr Anwar added that the return of Dr Dzulkefly as health minister was because the government needed "experience and a stronger focus".

A swearing-in ceremony of the federal ministers is scheduled to be held at the Istana Negara at 3pm.Apart from taking the oath of office, loyalty and secrecy, the new members of the cabinet will also be awarded their respective letters of appointment during the ceremony.


Last month, Mr Anwar’s unity government celebrated its one-year anniversary. Mr Anwar has consolidated power to command a strong majority in parliament, giving him a clear runway to the remainder of his five-year mandate.

Rombakan kabinet dah diumumkan. Macam aku tulis sebelum ini, itu semata-mata hak PM. Tak semestinya ditukar kementerian kerana tak perform. Mungkin juga kerana ada orang lain yang difikirkan boleh buat kerja yang lebih baik. Selain daripada itu, walaupun lantikan kabinet ini hak prerogatif PM, tapi ini Kerajaan Perpaduan. Dah pasti PM perlu mendapat pandangan daripada pengerusi gabungan parti dalam kerajaan. Dah tentu setiap parti ada kuotanya.

Selamat kembali Dr. Dzul. Aku tahu Dr. Dzul ni orang yang kuat bekerja. Tapi harapnya tak ulangi kesilapan masa 22 bulan dulu, jadikan rakyat sebagai musuh. Boleh faham kalau dia benci rokok tapi bukan sampai jadikan perokok sebagai musuh. Harap Dr. Dzul boleh lebih matang kali ini. Secara keseluruhan, aku rasa barisan kabinet kini lebih baik. Perlantikan Armizan sebagai Menteri KPDN juga tepat kerana dia telah memangku tugas tersebut untuk beberapa bulan selepas pemergian Allahyarham DS Salahuddin Ayub. Pembangkang macam biasa tetap akan ada bunyi tak puas hati. Apatah lagi Hadi tak dilantik duta khas, nak puas hati macamana? Tapi kalau dibanding dengan kabinet PN dulu, waima Kabinet Bayangan sekali pun, jelas kabinet ini lebih hebat.

Biarkan pembangkang terus meroyan. Selain daripada meroyan, apa lagi yang boleh dorang buat? Masa jadi menteri dulu jadi pasu. Sekarang ni boleh pulak nak banyak komen. Komen pulak macam dia dulu hebat sangat buat kerja. Padahal masa dia la rakyat paling teruk menderita. - Raja Gelap II

Kenapa tuntutan e-Madani RM100 tunai anda ditolak...

6 sebab mengapa tuntutan percuma RM100 eMadani 
anda ditolak & mengapa anda perlu merayu...

Lebih 10 juta orang telah memohon untuk program eMadani – wang percuma RM100. Kredit e-dompet sekali sahaja telah menarik ramai pemohon sehingga apabila proses penebusan bermula pada 4 Disember, sistem itu serta-merta ranap kerana trafik yang tinggi. Sebagai contoh, Petronas Setel dan Maybank MAE, yang dipilih untuk inisiatif e-dompet buat kali pertama, dilanda isu teknikal.

Tidak seperti skim bantuan kewangan BSH (“Bantuan Sara Hidup” atau Bantuan Sara Hidup), di mana bantuan tunai dimasukkan terus ke dalam akaun bank, eMadani eWallet RM100 telah dikreditkan ke dalam salah satu daripada empat aplikasi dompet elektronik – Setel, MAE, Shopee atau Touch 'n Pergi. Oleh itu, terdapat sedikit keluk pembelajaran untuk pemohon yang"buta teknologi", terutamanya warga emas.

Walaupun kerajaan akan kehilangan kawalan ke atas corak perbelanjaan penerima dalam skim BSH, eMadani eWallet RM100 akan merekodkan setiap transaksi. Ini membolehkan kerajaan menganalisis dan melihat bagaimana wang itu digunakan. Sudah, ia dengan jelas menyatakan bahawa wang itu hanya boleh digunakan untuk "pembayaran runcit dalam kedai", yang bermaksud kedai fizikal yang menerima e-dompet anda.

Bukan sahaja anda mesti menggunakan RM100 sebelum 29 Februari 2024, jika tidak, sebarang jumlah yang tidak digunakan akan "burned" atau langsai, anda juga tidak boleh menggunakannya untuk membayar bil, prabayar atau pasca bayar, apatah lagi memindahkannya keluar daripada akaun e-dompet anda atau ditukar menjadi wang tunai. Ia bertujuan mempromosikan perbelanjaan e-dompet tanpa tunai kepada 1.8 juta peniaga fizikal, meningkatkan perniagaan kecil dan sederhana (PKS) tempatan dan membantu rakyat Malaysia di bawah kumpulan B40 dan M40.

Kira-kira 4 juta orang telah pun diluluskan permohonan mereka dalam masa kurang daripada 48 jam menunjukkan bahawa proses kelulusan telah dilakukan secara automatik oleh sistem, yang bermaksud satu set program komputer telah digunakan untuk melakukan pengesahan. Ini menjelaskan mengapa sesetengah orang mendapati permohonan mereka berjaya, manakala yang lain ditolak walaupun memenuhi syarat.


Menurut Kementerian Kewangan (MOF), terdapat kriteria yang perlu dipenuhi oleh rakyat Malaysia untuk layak menerima pemberian RM100:

1) Warganegara Malaysia

2) Berumur 21 tahun ke atas pada 2023

3) Penerima Sumbangan Tunai Rahmah (setakat 7 November 2023)

4) Mendapat RM100,000 atau kurang setahun berdasarkan rekod LHDN (setakat 15 Julai 2023)

5) Belum menerima kredit eWallet RM200 di bawah eBeliaRahmah

6) Telah menyelesaikan proses pengesahan e-dompet masing-masing

Jadi, berdasarkan kriteria sahaja, terdapat ramai pemohon yang layak ditolak. Menyedari perkara ini, kementerian kewangan telah menasihatkan mereka yang gagal menebus kredit eMadani RM100 untuk membuat rayuan. Berikut adalah beberapa sebab bodoh mengapa permohonan anda telah ditolak, sedangkan ia tidak sepatutnya berlaku pada mulanya.

Sebab 1 - Butiran Salah Seperti Nama Penuh Atau Nombor MyKad...

Nama penuh dan nombor MyKad (Kad Pengenalan) anda dalam aplikasi e-dompet anda mestilah sama dengan MyKad sebenar anda. Ya, wang itu tidak dikreditkan dengan serta-merta semasa pendaftaran. Selepas permohonan, anda akan menerima mesej yang mengatakan ia sedang diproses dan anda akan dimaklumkan jika berjaya (yang mengambil masa kurang daripada 24 jam walaupun apps mengatakan boleh mengambil masa sehingga 5 hari).

Dalam tempoh pemprosesan ini, sistem akan menyemak, mengesahkan dan mengesahkan maklumat yang anda serahkan terhadap pangkalan data. Atas sebab yang jelas, jika nama penuh dan nombor kad pengenalan anda tidak sepadan dengan MyKad sebenar anda, sistem akan menolak permohonan anda secara automatik. Ia mungkin ralat taip atau aksara khas (seperti @, &, *) yang tidak boleh diproses.Sistem akan menolaknya.

Setakat sistem berkenaan, anda boleh menjadi penipu (scammer) atau orang asing jika identiti anda tidak dapat disahkan. Terdapat orang yang cuba menipu sistem, berharap terdapat kelemahan kerana logik pengaturcaraan yang lemah atau kekurangan ujian atau pengesahan. Berita baiknya ialah, selepas anda menyerahkan semula maklumat yang betul, rayuan anda kemungkinan besar akan diluluskan.


Sebab 2 - Tidak Mengisytiharkan Cukai Pendapatan 2022...

Jangan memandang rendah kepentingan memfailkan cukai pendapatan anda, walaupun anda memperoleh terlalu sedikit untuk dikenakan cukai yang anda fikir tidak penting sama ada anda mengisytiharkan atau tidak. Setakat LHDN (Lembaga Hasil Dalam Negeri atau Lembaga Hasil Dalam Negeri), ia tidak tahu sama ada anda dikenakan cukai atau sebaliknya sehingga anda melakukan e-filing pendapatan tahunan anda.

Dalam erti kata lain, walaupun Lembaga Hasil Dalam Negeri (LHDN) berkata individu yang berpendapatan minimum RM34,000 setahun bersih selepas ditolak KWSP perlu membayar cukai, mereka yang berpendapatan kurang daripada angka itu juga perlu membuka fail cukai. Tanpa "fail cukai pendapatan" anda untuk membuktikan bahawa anda tidak dikenakan cukai, LHDN / LHDN menganggap anda tidak membayar cukai pendapatan - atau cuba mengelak cukai.

Walau bagaimanapun, terdapat hujah yang sah mengapa ada yang tidak mengisytiharkan cukai pendapatan 2022 mereka. Bagaimana mereka boleh mengisytiharkan cukai pendapatan 2022 mereka sedangkan mereka baru memulakan pekerjaan pertama mereka pada 2023, bukan? Malangnya, mengikut kriteria kelayakan, anda tidak layak walaupun baru mendaftar sebagai pembayar cukai tahun ini (2023) dengan pendapatan tahunan di bawah RM100,000.

Sebab 3 - Tebus Berbilang Kali Menggunakan E-Dompet Berbeza...

Agensi kerajaan Malaysia terkenal dengan ketidakcekapan dan ketidakcekapannya. Begitulah cara rasuah dan ketirisan berlaku pada mulanya. Setiap kakitangan kerajaan kelihatan tidur di tempat kerja. Program eMadani eWallet RM100 memberi peluang keemasan untuk mempermainkan sistem, dengan ada yang berharap untuk mendapatkan RM400 dan bukannya RM100.

Jika anda menuntut RM100 setiap satu pada keempat-empat platform berbeza – Setel, MAE, Shopee dan Touch ‘n Go – mungkin ada peluang bahawa semua permohonan akan diluluskan dan horray, anda lebih kaya RM400. Walaupun tiga daripadanya gagal, sekurang-kurangnya anda akan mendapat minimum RM100. Selain itu, tiada sekatan yang mengatakan anda tidak boleh memohon kepada kesemua empat penyedia e-dompet, jadi tidak ada salahnya mencuba.

Strategi salah!! Mereka yang pintar yang cuba menuntut lebih daripada sekali melihat permohonan mereka ditolak. Oleh kerana keempat-empat platform tidak disepadukan antara satu sama lain, ia mewujudkan persepsi yang boleh anda gunakan secara berulang-ulang. Walau bagaimanapun, sesetengah orang mungkin telah memohon lebih daripada sekali untuk meningkatkan peluang kejayaan, bukan cuba menipu. Walau apa pun, sistem akan menolak – secara automatik – sebarang percubaan untuk menuntut kredit eMadani tambahan daripada e-dompet lain.



Sebab 4 - Sebelum ini telah menerima RM200 Melalui “eBeliaRahmah”...

Pada Jun tahun ini, kerajaan mengumumkan peruntukan RM400 juta untuk program “eBeliaRahmah”. Belia Malaysia dan pelajar sepenuh masa di institut pengajian tinggi boleh memohon eWallet RM200 mereka untuk membantu mengurangkan beban kewangan mereka. Ia adalah program yang sama seperti program eMadani, tetapi hanya untuk belia berumur 18 hingga 20 tahun.

Satu-satunya perbezaan ialah bantuan kewangan “eBeliaRahmah” boleh ditebus daripada tiga e-dompet iaitu Boost, Setel dan Touch ‘n Go. Walaupun penerima “eBeliaRahmah” tidak layak ke pusingan ini, ia tidak menghalang mereka daripada mencuba nasib untuk program eMadani RM100. Sesetengah yang pernah menerima eBeliaRahmah sebelum ini mungkin berpendapat bahawa mereka telah menamatkan pengajian dan mula bekerja.

Sesetengah yang berumur 20 tahun tetapi berusia 21 tahun pada 2023 mungkin juga menganggap mereka layak. Walau bagaimanapun, selagi anda telah menerima kredit eBeliaRahmah, anda tidak layak untuk program ini. Butiran peribadi anda akan disahkan melalui pangkalan data Jabatan Pendaftaran Negara (JPN) dan Lembaga Hasil Dalam Negeri Malaysia (LHDNM) yang disediakan oleh kementerian berkaitan.

Sebab 5 - Tidak Pernah Memohon Bantuan Kerajaan Atau Kemas Kini Pendapatan Terkini...

Sementara pemohon yang tidak memfailkan cukai pendapatan akan ditolak, Timbalan Menteri Kewangan Steven Sim berkata mereka yang tidak pernah memohon bantuan kerajaan atau mengemas kini pendapatan terkini mereka dengan LHDN juga akan ditolak. Ini bermakna suri rumah, pesara dan mereka yang tidak mempunyai pendapatan mungkin ditolak untuk mendapatkan kredit eMadani RM100 hanya kerana kerajaan tidak dapat mengesahkan kelayakan mereka.

Sekali lagi, LHDN / LHDN amat sensitif terhadap rekod cukai lapuk anda, yang mungkin tidak menggambarkan tahap pendapatan semasa anda dengan tepat. Walau bagaimanapun, anda harus merayu jika anda mempunyai justifikasi atau alasan yang kukuh bahawa penolakan itu harus dikaji semula. Sudah tentu, ia tidak berbaloi dengan masalah demi RM100 jika anda sengaja mengelak daripada membayar cukai pendapatan.


Sebab 6 - Anda Bukan Warganegara Malaysia...

Anda mestilah warganegara Malaysia untuk menikmati kredit eMadani RM100. Butiran peribadi anda akan disahkan melalui Jabatan Pendaftaran Negara (JPN). Oleh itu, sekiranya status kediaman anda tidak dinyatakan sebagai warganegara Malaysia atau anda bukan pemegang MyKad, permohonan anda akan ditolak secara automatik. Begitu juga, jika nombor IC anda tidak wujud atau tidak lagi sah dalam rekod JPN, permohonan anda akan ditolak.

Untuk menutup kelemahan, seperti apabila Rosmah Mansor - isteri keji kepada bilionair bekas Perdana Menteri Najib Razak, juga dikenali sebagai Imelda Marcos dari Malaysia - dengan lucu diluluskan untuk menerima RM800 di bawah bantuan tunai Bantuan Prihatin Nasional (BPN) pada 2020 , program eMadani telah melaksanakan pemeriksaan yang lebih ketat untuk menghentikan ketirisan yang tidak masuk akal.

Keutamaan rayuan akan diberikan kepada mereka yang menerima Bantuan Tunai Rahmah (STR) atau “Sumbangan Tunai Rahmah”, yang telah memanfaatkan 8.7 juta orang. Jika anda salah seorang penerima STR, kemungkinan besar rayuan anda akan berjaya. Jika anda telah berjaya menebus kredit eWallet RM100, pastikan anda menghabiskan semua wang RM100 sebelum penghujung Feb 2024. - FT


The never-ending complaints 
about eMadani application rejections...

Since its rolled out on Dec 4, there have been complaints about the RM100 eMadani initiative. The complaints range from elderly people having difficulties registering via apps or those facing outright rejections upon application even though they earn much less than RM100,000 a year.

The eMADANI is an initiative from the government for eligible beneficiaries with an annual income below RM100,000.This programme is estimated to benefit approximately 10 million Malaysians in the form of RM100 in e-wallet credit that can be used for purchases in brick-and-mortar businesses through participating e-wallet service providers.

Yet, not everyone is happy with the initiative. Some find it too little, while others are asking when the M40 will get help while the government plans to eradicate subsidies that benefit the M40 group.DAP Facebook page posted a list of ‘bantuan’ kerajaan that are earmarked for the year 2024. And this too was met with hostilities and rejections from social media users.


For Facebook user Tkk Tan these are all short-term aid initiatives. He wants to know what the government has in store for a long-term solution.

Palestine envoy slams 
US veto on Gaza ceasefire...

Palestine's United Nations envoy Riyad al-Mansour slammed the UN Security Council’s failure to adopt a draft resolution seeking a humanitarian ceasefire in Gaza yesterday, Anadolu Agency reported.

The United States vetoed the resolution co-sponsored by nearly 100 UN member states. It received the support of 13 Security Council members. The United Kingdom, which, like the US, is a permanent council member with veto power, abstained.


Mansour (above) called the failure "beyond regrettable" and "disastrous".

"Instead of allowing this council to uphold its mandate by finally making a clear call, after two months, that atrocities must end, the war criminals are given more time to perpetuate their crimes. How can this be justified? How can anyone justify the slaughter of an entire people?" he said.

Mansour reiterated his call for a ceasefire, saying "every further day means lives lost, people killed at an unprecedented pace in modern history”.


The draft resolution called for all parties to the conflict to adhere to international law, particularly the protection of civilians, demanded an immediate humanitarian ceasefire and called on UN secretary-general Antonio Guterres to report to the council on the ceasefire's implementation.

The United Arab Emirates, which introduced the draft, said it worked to expeditiously complete the resolution due to the mounting number of dead over the 63-day war. Over 17,000 people have been killed in Gaza, according to official figures from Gaza authorities.

Women and children constitute about 70 percent of all those who have died, with more than 46,000 others wounded. Roughly 1.8 million Palestinians have been internally displaced. - Bernama-Anadolu
