Ahli Parlimen Gua Musang Tengku Razaleigh Hamzah mengambil pendirian tidak akan mengambil bahagian dalam perbahasan Bajet dan pengundian pada 26 November nanti. Pendirian itu kerana beliau menurut hati nuraninya mempersoalkan keabsahan Muhyiddin Yassin sebagai perdana menteri. 

Bagi Tengku Razaleigh kesahihan Muhyiddin diragui jadi Bajet dibentang kerajaanya juga meragukan. Atas prinsip itu Tengku Razaleigh tidak akan hadir ke parlimen.

Pendirian Tengku Razaleigh itu ditafsirkan dengan berbagai makna kononnya Muhyiddin akan berhadapan dengan masalah untuk meluluskan Bajet 2021. - mso

Hanya Cina buta saja sokong UMNO...

Kajian suku tahunan oleh Emir Research pada Ogos lalu mendapati bahawa Muhyiddin Yassin menikmati sokongan dua pertiga kaum Melayu sebagai perdana menteri, tetapi hanya 7 peratus orang Melayu yang menyokong partinya, Bersatu.

Tinjauan itu membabitkan 2,096 responden yang dipilih melalui teknik pensampelan pelbagai peringkat dan kaji selidik secara berdepan, yang mewakili semua 222 kawasan parlimen. Timbalan Ketua Menteri Pulau Pinang, P Ramasamy, membidas penemuan kajian Emir Research yang mendakwa majoriti responden berbangsa Cina menyokong Umno.

Dia mempersoalkan metodologi yang menyaksikan kesimpulan dibuat bahawa Umno adalah parti paling popular di kalangan kaum Cina Malaysia sementara hanya 17 peratus daripada mereka nya menyokong DAP.

Menurut Ramasamy penemuan bahawa Umno mendapat sokongan paling banyak di kalangan responden Cina dengan 25 peratus, diikuti oleh DAP pada 17 peratus dan MCA pada 12 peratus adalah luar biasa.

"Hasil tinjauan ke atas 2,000 responden itu benar2 pelik dan tidak dapat dibayangkan," katanya, sambil menambah bahawa ini menimbulkan pertanyaan mengenai cara penyelidikan dijalankan, motif di belakangnya dan siapa sebenarnya responden berkenaan.

"Apa yang dilakukan Umno sejak kebelakangan ini sehingga begitu disayangi oleh kaum Cina dan apa yang telah dilakukan DAP sehingga ditolak oleh kaum Cina?" soal Ramasamy.

"Umno masih musuh nombor satu DAP dan pada pilihan raya umum terakhir pada tahun 2018, DAP dan parti-parti sekutunya berhempas-pulas mengalahkan Umno dan BN. "Sebilangan besar kaum Cina menyokong DAP."

Katanya, meskipun sokongan kaum Cina terhadap DAP mungkin tidak sama seperti sebelum ini, namun dia percaya bahawa jika diberi pilihan antara Umno bersama BN dan DAP bersama Pakatan Harapan, dia yakin pengundi bukan Melayu untuk terus menyokong DAP. - mk

The Chinese and UMNO...

News portal FMT reported that Emir Research said via a statement that its survey findings "indicate that the Chinese community support for Umno is as high as its support for DAP, and not higher than as previously reported". Hence, according to Emir Research, it was not correct to conclude from its survey that support for Umno was higher than DAP among the Chinese. The think tank was responding to reports that said its survey of over 2,000 respondents put support for Umno among the Chinese community at 25% compared to 17% for DAP.

Emir Research went on to explain that given the margin of error, it was inaccurate to conclude that Umno enjoyed more Chinese support than DAP and "only when we observe a percentage difference of at least 10% we can conclude that such a large difference cannot be by chance." Therefore, according to Emir Research, "the more scientifically accurate way to interpret the observed results is that support for Umno is as high as that for DAP among the Chinese respondents".

In a nutshell, what Emir Research was saying is, Chinese support for Umno and DAP is "equal". Am I right to conclude this way? Anyway, the Emir Research "explanation" has not been "well accepted" by many. I say this not based on any detailed study or survey but on casual conversations with my circle of friends, especially my Chinese friends.

All brushed off the findings no matter what the clarification. A good number laughed it off and some reminded me that Emir Research is linked to Bersatu and is run by Datuk Rais Hussin "who is a Bersatu supreme council member and was appointed chairman of the Malaysia Digital Economy Corporation by the prime minister who is also Bersatu president". Thus, they bluntly opined that the survey "is biased".

While Rais' appointment as MDEC chairman is true, I corrected my friends that he is no more Bersatu supreme council member. He remains in the party as an ordinary member, though. Anyway, I am not about to agree with the findings of the survey. Neither will I dispute it. Political surveys and researches, as I understand, are based on a clear methodology with specific procedures used to identify, select, process and analyze information. Projections and predictions are made based on information obtained from focus groups and their response to a questionnaire. In short, the basis for their findings is always samples of target groups.

As far as the Emir Research survey is concerned, I am not privy to what methodology was used. Nor do I know who the target groups were. There were some 2,000 respondents. That we know. And as pointed out by readers giving their views in the comments section of a news portal, they suspect the respondents could be pro-MCA folks, if not party members themselves. Well, your guess is as good as mine!

Going by the clarification made by Emir Research, their findings showed the Chinese support for Umno is as high as their support for DAP. This I suppose was what the 2,000 survey respondents told the good people of Emir Research conducting the survey. Putting aside the survey participants (presumably Chinese), the big question to ask is do Chinese in general love Umno more than DAP? Or love both all the same? Equally?

To state the obvious, only the Chinese can answer that. I can't as I am not Chinese. However, I can list out briefly what the Chinese see in Umno. At least what I think they have seen and are seeing now. Actions and gestures of certain Umno leaders have hurt the feelings of the Chinese, in particular with regards to their fond reference to "pendatang". 

The same leaders said openly support of the Chinese (and non-Malays for that matter) was not needed for the party to win elections. But that was the Umno before the GE14 defeat. Present day Umno – there are still among their midst whose views of Chinese schools are well known. No elaboration needed.

Umno is in Muafakat Nasional with PAS to unify the "ummah". Needless to say, it's an alliance which gives top priority to Malays/Muslims. "Ummah" is Arabic for "community". But the word has become synonymous with the Islamic community. In Malaysia, it has always been referred to as the Malay/Muslim community.

Umno is not in Perikatan Nasional but many of its leaders are in the PN government (with PAS) which is seen as a Malay-Muslim administration. Not that this is not a good thing, but many actions taken thus far have made many a Chinese sit up and take stock of what's in store and what they "fear" is to come. Again I won't go into the specifics..

Top leaders in Umno now seem to be not in the same page with regards to the role and status of Muafakat Nasional and Perikatan Nasional. Some young leaders are now pushing for what is labeled a "progressive caucus" within Umno "to bring a new narrative that is more friendly towards the people". By "people", I take it to mean all Malaysians regardless of race and religion.

But a top Umno leader is suggesting the formation of a grand coalition. He named Malay and bumiputra parties to be in this grand coalition. To be fair to the leader, he did say non-Malay non-Muslim political parties could be included "as long as they are are opposed to Pakatan Harapan". Never mind the politics. Ponder what the proposal would bring to the community and to the country.

The list can get longer but enough said for now. Nevertheless, the things listed should be enough to answer (even for a little bit) whether the Chinese support Umno, the DAP or any other party for that matter.

I'll end with this quote from an Umno Youth leader taken from an article by MalaysiaKini columnist S. Thayaparan: "At the moment, Umno is perceived to be so conservative, an Islamist party, a party that propagates propaganda. This is what is clouding the party now. but Umno is not like that." It's up to you my Chinese friends to take that statement in total, partially or with a pinch of salt. - Mohsin Abdullah

In Mat Jargon we trust...

Dalam setiap Kabinet dan setiap Kerajaan mesti ada Menteri, Timbalan Menteri, Ahli Parlimen dsbnya yang membuat kenyataan yang dunggu dan tidak masuk akal. 

Kekadang Menteri atau YB hanya tersilap cakap atau kurang faham satu atau dua perkara saja.  Menteri atau YB dalam kategori 'dunggu setahun sekali' ini adalah sangat rare atau jarang dijumpai. Contohnya Menteri Kereta Terbang. Sejak isu kereta terbang sudah reda,  menteri itu pun tidak mengeluarkan sebarang kenyataan dunggu yang baru (kuda terbang ke)?  

Sewaktu pemerintahan BN dulu jaguh-jaguh dunggu jenis repeat offender ini termasuk Mat Maslan IQ 3.85, YB Kebinatangan, Stupid Nazri dan adalah satu dua karakter lagi. 

Dalam Kabinet PN pula terdapat juga beberapa Menteri, Timbalan dan YB yang sering membuat kenyataan atau ambil tindakan tanpa fikiran akal lojik yang akibatnya lebih memalukan Perdana Menteri Tan Sri Muhyiddin Yassin. Antara mereka ialah Menteri Kesihatan, Menteri Tik Tok, Menteri Wanita, Menteri Air dan Timbalan Menteri Sukan,Wan Ahmad Fayshal Wan Ahmad Kamal aka Mat Jargon.

Timbalan Menteri Sukan, aka Mat Jargon ni pula sering membuat kenyataan serong diluar bidang kuasa dan tanggungjawabnya. Yang latest ialah cadangan beliau suruh kerajaan cap duit kertas dan duit itu dibagi percuma kepada orang. Sebelum ini, Mat Jargon mengundang kegemparan awam apabila menyatakan dia boleh membantu ahli Armada dengan memberikan surat sokongan apabila mempunyai jawatan dalam parti dan kerajaan.

Cap Duit ini pernah dibuat oleh beberapa negara lain dalam dunia ini.  Contohnya Banana Money atau Duit Pisang yang dicetak oleh Jepun sewaktu mereka menduduki Malaya sewaktu Perang Dunia Kedua. Bila nilai matawang jatuh kita terpaksa beli sesuatu dengan harga yang mahal sebab nilai ringgit tidak lagi berharga..

Zimbabwe yang mencetak duit kertas yang berlebihan. Kerajaan Weimar di Jerman yang cetak duit kertas dengan banyak pasca Perang Dunia Pertama. Akibatnya nilai matawang mereka semua jatuh dengan begitu teruk  dan hyper inflation pula berlaku. Hyper inflation maksudnya kena bawa satu bakul wang kertas untuk membeli sedikit garam. dan ini bakal berlaku di Malaysia kalu cadangan T.Menteri Mat Jargon diterima. - Syed Akbar Ali

Speaking to BFM radio on Monday, the deputy minister said this can be coupled with forgiving debt to help the people.

“We can couple this (forgiving debt) with a helicopter money monetary policy, where the central bank can directly print money and give it to the people so that they can spend it.

“These are some measures that are quite doable, we just need an innovative policy from the central bank as well,” he said.

Helicopter money refers to a policy of printing a large sum of new money to be distributed among the public, to stimulate the economy during a recession.

Why risk Printing Money when it could cause Inflation? Printing Money also reduces the Value of your Currency. Does he know that? Don’t use this to score political points and they say also want to be a “smart alec”

Besides printing money, Wan Fayhsal in his BFM interview also highlighted efforts under Budget 2021 to create jobs and prepare people for an economic recovery next year. He added that the 12th Malaysia Plan will further outline the government’s efforts to help the people.

Meanwhile ex-PNB CEO, Jalil Rasheed (above) said such a policy would backfire on the economy.

“Printing money is not a solution for Malaysia. It drives down the currency value – it’s already weak enough – when you have too much in circulation.

“It’s like dividing your cake from 10 pieces to 20 pieces. Your portion becomes smaller,” he tweeted last night – without making any mentions to Wan Fayhsal.

Jalil said such a policy is likely only feasible in the US. This is as US currency is used for global trade, and more money in circulation will still be in high demand.

Ahli perniagaan dalam buruan Low Taek Jho, atau Jho Low, yang menjadi 'mastermind' dalam skandal 1MDB percaya dia tidak melakukan kesalahan dan hanya meminjam wang daripada 1MDB. Pengakuan Jho Low itu dibuat melalui rakaman perbualan telefon dengan bekas pegawai kerajaan di bawah pimpinan bekas perdana menteri Tun Dr Mahathir Mohamad yang didedahkan melalui sebuah dokumentari disiarkan stesen penyiaran Al Jazeera. Dokumentari bertajuk 'Jho Low - Hunt for a Fugitive' yang berdurasi selama sejam itu dimulakan dengan panggilan telefon antara Jho Low dan kerajaan Malaysia antara Mei hingga November 2018.(saksika videonya di bawah) 

Tegas Jho Low, dia hanya meminjam wang berbilion dolar berkenaan daripada 1MDB untuk dirinya. "Saya percaya saya tidak melakukan apa-apa kesalahan," katanya melalui satu rakaman perbualan telefon yang diperoleh secara eksklusif oleh Al Jazeera.  Tambahnya, wang tersebut dibelanjakan antara lain untuk membeli hartanah mewah di seluruh dunia, karya seni, jet peribadi, kapal layar besar dan arak mahal. 

Malah, Jho Low sedia memulangkan semula wang berkenaan, asalkan dia tidak didakwa di mahkamah. "Semua ini sebenarnya hanya pinjaman, secara langsung atau tidak langsung, tetapi, akhirnya, saya rasa, masanya telah tiba, kami mahu membantu mengembalikan semula aset ini. "Dan sebagai balasan atas kerjasama yang diberikan, kami mahu meneruskan kehidupan tanpa berdepan sebarang tuduhan," katanya. - DR

 

Sementara itu,pendedahan dokumentari khas oleh Al-Jazeera berjudul Jho Low: Hunt For A Fugitive di mana Jho Low mendakwa mantan Perdana Menteri Dato’ Seri Najib Razak yang berkuasa ke atas kelulusan semua transaksi 1MDB adalah bukti terbaru berkaitan penyelewengan wang 1MDB melibatkan dana hampir RM20 bilion. Jho Low juga mendakwa bahawa hampir RM4 bilion (AS$1bilion) telah dimasukkan ke akaun peribadi Najib yang merupakan satu tuduhan berat. Oleh  kerana Najib sering ‘flip flop’ tentang hubungan dengan Jho Low walaupun dia dituduh sebagai rakan sejenayah dalam skandal mega ini, maka Najib perlu mengheret Jho Low ke mahkamah jika ikhlas mahu membersihkan namanya daripada tuduhan ini. 

2. Apatah lagi, Jho Low menuduh pentadbiran Najib tidak mahu mendedahkan dokumen ketika mana dia berunding bagi penyelesaian tuntutan mahkamah 1MDB dan DOJ Amerika Syarikat seolah-olah misteri kehilangan Jho Low ini mungkin dilindungi oleh seseorang yang berkuasa. Pihak berkuasa terutama Polis DiRaja Malaysia dan SPRM harus menyiasat pendedahan ini supaya skandal kleptokrasi terbesar dunia ini disiasat sehingga ke akar umbi memandangkan ia melibatkan integriti dan maruah negara. 

3. Dakwaan Jho Low bahawa hampir RM 2 bilion (AS$500 juta) dibelanjakan untuk membeli barang kemas Rosmah Mansor juga amat mengejutkan. Pendedahan ini jika benar adalah satu pengkhianatan kepada rakyat dan negara kerana hutang 1MDB perlu dibayar oleh negara. Setakat ini, dianggarkan lebih RM14 bilion hutang 1MDB dibayar melalui kantung negara. Sudahlah kantung negara semakin tenat, rakyat kian menderita akibat tiada pembelaan kerajaan yang tuntas. 

4. Wang sebegini besar seharusnya boleh digunakan membantu PKS memajukan perniagaan mereka dan membantu mereka yang hilang pekerjaan terutama ketika kita berhadapan pandemik Covid-19 ini. Pembangunan infrastuktur rakyat seperti pembinaan 4 buah hospital besar dan 60 buah sekolah boleh digunakan jika jumlah wang ini tidak dibelanjakan untuk kemewahan diri. Pengkhianatan seperti ini tidak boleh dilupakan rakyat Malaysia yang ikhlas menolak pentadbiran kleptokrasi dalam PRU yang lalu. - Faiz Fadzil

'North of half a billion' spent on jewellery

An Al Jazeera has obtained key evidence, including recorded interviews with Jho himself (above), secured by the previous PH administration as they sought to negotiate with the prime fixer behind the 1MDB heist in order to return assets and pursue the major players in the scandal.

A fresh special investigative report by Al Jazeera - Jho Low: Hunt For A Fugitive - has shed light on the fugitive financier's desperate attempts to strike a deal with the Malaysian government and avoid going to jail over the multi-billion dollar 1MDB financial scandal.

The documentary, helmed by reporter Mary Ann Jolley, featured new phone recordings of Low Taek Jho in conversations with Malaysian authorities from May to November 2018 as he tried to strike a deal with Dr Mahathir Mohamad's newly elected Pakatan Harapan administration.

"I have gone from at least being able to meet people, but now I am in lockdown," said Low before going on to put the blame for 1MDB firmly on former prime minister Najib Abdul Razak, who was also finance minister at the time the scandal surrounding the sovereign wealth fund unfolded.

"I have no authority to make any decision… It's a pretty known fact that… all the approvals have to be approved by the minister of finance," he told his unidentified Malaysian contact.

Despite spending enormous amounts of money on properties, a private jet, a superyacht and lavish functions, Low maintained he did nothing wrong.

"I don't believe there's any wrongdoing. All these ultimately were loans, directly or indirectly, but, ultimately, I think the time has come, we want to assist in repatriating these assets back in return for cooperating and moving on with life without, you know, being prosecuted," he said in the recordings.

"I want you to convey if possible to Mahathir that I really believe the change in government does present a real opportunity to resolve these 1MDB-related issues. "I am committed to achieving that."

He then goes on to claim that Najib's wife, Rosmah Mansor, spent more than a half a billion dollars of 1MDB money on jewellery.

The US Department of Justice (DOJ) documents had detailed Jho Low's purchase of a US$27 million pink diamond for Rosmah, but in the recordings, he says there was much more.

"North of half a billion dollars' worth. That was a huge amount," said Low in reference to the value of the jewellery.

In July, Najib was sentenced to a total of 12 years' jail and fined of RM210 million on charges of abuse of power, criminal breach of trust and money laundering related to the misuse of RM42 million from SRC International Sdn Bhd.

His RM2.28 billion 1MDB corruption trial on four counts of abuse of power and 21 counts of money laundering has been vacated due to the extension of the conditional movement control order (MCO) in Selangor, Putrajaya and Kuala Lumpur until early December.

After laying the blame squarely on Najib, Low then fingered 1MDB's business partners in the United Arab Emirates (UAE).

"The reality is, Abu Dhabi people did take money. The discussion I left off with them is, look, whatever I settle with the US DOJ that is used to pay 1MDB bonds, you should all match the same amount, which is probably close to a billion dollars," he said.

In the course of the conversations, Low revealed that he was in China and even discussed the possibility of meeting Malaysian authorities in Hong Kong or Macau.  He's still travelling despite Interpol red notices 

But when Malaysia's 1MDB investigators attempted to set up a meeting in Macau, he had a change of heart and fled.

"Because of the whole warrant of arrest, you know, effectively the UAE folks didn't think it was safe, so I [have] just gotten into Dubai," he said of his attempt to enter the country.

Low then explained how the UAE was "ultra-paranoid" and it was going to be challenging for him to get any clearance to meet with investigators.

The report also highlighted the fugitive's ability to bypass international borders despite having had two Interpol Red Notices issued against him, an active US arrest warrant and several cancelled passports.

Al Jazeera says it has seen official flight clearance documents confirming earlier reports by Hong Kong-based Asia Times, that as recently as November 2019 Low flew from Bangkok to Dubai stopping off for three days in India's Ahmedabad. He was reportedly travelling using a passport from Grenada. - mk

Atok dah mabuk todi...

 

Anwar Ibrahim tak mampu tadbir negara ketika krisis, begitulah kata Mahathir seperti dilaporkan oleh media. Kenapa bekas perdana menteri itu masih mengeluarkan kenyatan seperti ini sedangkan dialah yang datang berjabat tangan dengan Anwar di mahkamah untuk membentuk gabungan PH sebelum PRU14?

Kenapa kenyataan yang bersifat gelisah, penuh dendam kesumat dan berhati kaldu ini masih diucapkan? Memerhati dengan rapat tingkah lakunya, saya dapat katakan bahawa Mahathir mempunyai sejenis penyakit "Anwar-o-fobia," iaitu sejenis penyakit kronik yang mana pesakitnya hidup dalam ketakutan terhadap manusia bernama Anwar Ibrahim. Pesakit bernama Mahathir ini tidak akan dapat tidur lena selagi Anwar mempunyai peluang untuk jadi perdana menteri, walaupun ia hanya satu peratus.

Kenapa Mahathir takut kepada Anwar? Mudah, kerana dia tak mahu ada orang yang lebih baik darinya memimpin negara ini. Selama ini dia dianggap sebagai perdana menteri yang hebat - sebagai jagoan, wira dunia ketiga dan pemimpin serba maha. Sudah tentu kewiraan itu nampak jelas jika dibandingan dengan Pak Lah, Najib Razak dan Muhyiddin Yassin. Namun jika dibanding dengan Anwar, kemungkinan tidak. Oleh sebab itu, Anwar harus dihalang daripada menjadi perdana menteri selagi hayat Mahathir ada.

Berbalik kepada kenyataan terbaru Mahathir bahawa Anwar tak berkeupayaan untuk mentadbir negara di saat krisis. Maksud Mahathir bahawa dialah orang yang paling layak berbuat demikian. Mari kita lihat sebahagian dari rekod Mahathir mentadbir negara ketika dalam krisis.

Dari segi ekonomi - pada krisis kewangan 1998, seorang ahli perniagaan telah mengalami kerugian besar dalam perusahaan perkapalan. Mahathir telah mengarahkan supaya wang negara berjumlah RM1.7 bilion digunakan untuk bailout syarikat tersebut.

Ahli pernigaaan yang dimaksudkan tidak lain dan tidak bukan ialah Mirzan, anaknya sendiri. Orang yang tidak mahu mengeluarkan wang negara bagi tujuan tersebut ketika itu ialah menteri kewangan, iaitu Anwar Ibrahim. Kerana itu Daim dilantik sebagai menteri khas untuk melaksanakan kerja-kerja tersebut.

Berapa billion lagi wang negara dihabiskan untuk membantu keluarga dan kroni Mahathir? Ruang ini tidak cukup besar untuk mengupas isu Empangan Bakun, Lebuhraya Plus dan Perwaja yang mempunyai cerita hampir sama. Apakah ini kriteria seorang kepala negara yang pandai mentadbir ketika krisis? Untuk selamatkan anak dan kroni?

Dari segi politik - pada 1988, ketika krisis kempimpinan Umno yang menyaksikan Mahathir hampir-hampir kalah kepada Tengku Razaliegh sebagai presiden dalam pemilihan Umno, dia menggunakan kuasa kuku besi untuk bertindak ke atas hakim-hakim yang mahu membicarakan kes tersebut

Ketua Hakim Negara keitika itu, Salleh Abas bersama lima hakim - Azmi Kamaruddin, Eusoffe Abdoolcader, Wan Hamzah Mohamed Salleh, Wan Suleiman Pawan Teh dan George Seah telah dipecat oleh Mahathir. Tindakan Mahathir tersebut menyebabkan kehancuran parah kepada sistem kehakiman negara dan ia gagal dipulihkan sampai hari ini. Hakim-hakim tersebut dipecat untuk menyelamatkan kedudukannya sebagai presiden Umno dan perdana menteri.

Apakah memijak kedaulatan undang-undang bagi menyelamatkan kedudukan sendiri dianggap sebagai kemampuan mentadbir? Sebelum itu, Oktober 1987, Mahathir juga menangkap 119 aktivis dan ahli politik di bawah undang-undang tanpa bicara ISA dalam Operasi Lalang. Dua akhbar bebas ketika itu - The Star dan Watan juga diharamkan.

Selepas itu, ISA terus digunakan Mahathr untuk menutup mulut pengkritik-pengkritik pemerintahannya. Tidak perlu jadi saitis roket untuk menyatakan cara kekuasaan kuku besi ketika krisis bukanlah ciri-ciri seorang pemimpin yang bagus untuk negara. Semua diktator di dunia menggunakan cara ini untuk mengekalkan kuasa

Dalam usahanya untuk menyingkirkan Anwar pada tahun 1998, Mahathir turut menyeret semua institusi negara untuk terlibat ke dalamnya. Jabatan Peguam Negara, hakim-hakim, polis, institusi pendidikan dan hampir kesemua jabatan kerajaan dikerah. Akhirnya institusi-institusi yang dulunya sangat bebas dan berwibawa bertukar menjadi lemah dan kehilangan jati diri. Ia menyebabkan mesyarakat turut menjadi lemah.

Zafrul's dropping threats...

DAP supremo Lim Kit Siang has not taken kindly to Finance Minister Tengku Zafrul Abdul Aziz's warning that civil servants may go unpaid if Budget 2021 is defeated. Lim saw that as a threat against the opposition which he said has bent over backwards to offer the government ways in getting Budget 2021 passed.

"Opposition MPs have been bending backwards so as to support Budget 2021 but the Finance Minister has taken advantage of the Yang di-Pertuan Agong’s repeated advice for MPs to give full support to the Budget 2021 and to heal the economy in the midst of the 'once-in-a-century' Covid-19 epidemic," Lim said in a statement.

The Iskandar Puteri MP said Zafrul's action was the "height of irresponsibility".

"Yesterday, Zafrul even went to the extent of warning that salaries for civil servants, health workers, and cash handouts would be stalled unless Budget 2021 was approved.

"I agree with the opposition leader Anwar Ibrahim that Zafrul's statement is an unacceptable threat and an attempt to ignore or sidestep valid and legitimate criticisms regarding Budget 2021, which had not been considered and approved by the cabinet," he said.

Lim said it was "not good enough" that Zafrul earlier met with the opposition but did not eventually incorporate their proposals when Budget 2021 was tabled in the Dewan Rakyat. Lim called for another meeting with Zafrul for him to properly consider the opposition's proposals.

"As there had been a week of debate on Budget 2021, he should now meet with the opposition leaders on how he is going to incorporate their views and suggestions so that the Budget 2021 is truly a 'unity' budget," Lim said.

He said voting on Budget 2021 is expected to start on Nov 25 when the last speaker winds up the debate. He questioned if the budget bill can pass a vote in Parliament based on the current trajectory of how things were going.

"There will then be a vote on the second reading of the Budget 2021.

"If the Budget 2021 is defeated in the second reading policy debate, then there is no need for Parliament to continue with the committee stage of the budget to examine each ministry’s budget," he said. - mk

Risks of Budget 2021 being voted down...

The country's largest-ever budget, at RM322.5 billion, has been tabled. It is no coincidence the unprecedented proposed mega-spending comes at one of the most critical junctures in the country's history. The Covid-19 pandemic, and the trail of economic turmoil it left behind, has necessitated fiscal and monetary interventions unlike any we have ever seen before, whether in quantum or approach.

In healthcare alone, a whopping RM31.9 billion has been allocated. This will go into buying some of the most critical items in the fight for Covid-19, whether personal protection equipment (PPEs) for frontliners or kits to test for the coronavirus, just to state a few.

For cash aid to the B40 group, some 8.1 million Malaysians stand to benefit from the RM6.5 billion allocated under the Batuan Prihatin Rakyat (BRR) programme. This is up from the 4.3 million beneficiaries under the Bantuan Sara Hidup (BSH), the predecessor to the BPR.

In terms of jobs creation, the Human Resources Ministry has been allocated RM4.134 billion for a social safety net, skills training and recruitment incentives. With unemployment rate climbing, these measures are set to provide relief to tens if not hundreds of thousands fired or retrenched due to the Covid-19 pandemic.

The list of people-centric initiatives under Budget 2021 goes on and on. From jobs to healthcare to welfare and women's and entrepreneurship development, just about everyone gains from it, whether directly or indirectly through the spillover effect.

Be that as it may, it is not a given that Budget 2021 will enjoy a smooth passage through the legislature. Already, there are threats to vote down the bill unless amendments are made, such as redirecting the proposed RM85 million allocation for the Special Affairs Department (Jasa) to other more critical agencies.

Zafrul statement sounded like a threat...

Regardless of whether tweaks are made in the bill before it is put forward to a vote, here are some of the things that would happen if Budget 2021 fails to be passed:

a. Federal civil servants will not be paid salaries come January, including for many of the frontliners battling Covid-19

b. The various cash aid allocated to the B40 and M40 groups would be withheld, robbing them of an economic lifeline during such hard times

c. Vulnerable groups such as the handicapped and single mothers would be deprived of aid promised in Budget 2021

d. Retraining and re-skilling programmes to help Malaysians who lost their jobs would be put on hold

e. The cabinet would need to resign

f. A snap general election may be held, significantly elevating the risk of Covid-19 transmission, going by the Sabah polls experience

g. Capital flight as jittery investors, including foreign fund managers, look for more politically stable markets

h. The stock market will nose-dive, exacerbating the already weary economy

Are the above necessary, especially at a time when we need to rally around efforts to put the country's economy back on track? Do we really want to see the intended beneficiaries being deprived of the economic and social lifelines? Are we so heartless to let politics cloud our morality?

Much of the grouses on social media on Budget 2021 surround the allocation for Jasa. Of the RM322.5 billion in Budget 2021, the RM85 million allocation for the department is only 0.026 per cent. How would you feel if you are fired because of a 0.026 per cent deficiency in your KPI?

By all means, tweak the budget before it is put forward to a vote because that's what the legislature is there for. But there is really no need to cut our nose to spite our face just because we fail to see the big picture in what the most critical budget in recent times entails. - Julian Chia,mk

Sejak saya menjadi ahli Parlimen,maaf kata,  more often than not, saya amat jarang mendengar perbahasan yang awesome dari YB yang popular dengan "Kong Ka li Kong" ini dan juga Yb Arau. Oleh itu, bila YB ini menyatakan sesuatu , yang  bagi saya, amat tidak wajar kepada " wira atau hero frontliners negara", bagi saya, maaf kata lah, itulah, malangnya , kualiti perbahasan  YB ni. Cuma kali ini saya anggap YB ni telah melepasi garis merah. Beliau telah " encroached a forbidden zone! ". 

Jika Arau nampaknya pertahankan YB "Kong ka li kong" ini, saya menanti YAB PM Tebuk Atap yang Khianat Mandat Rakyat ini juga untuk pertahankan kenyataan YB tersebut ! Ada beran? YB sorang ini nampaknya tidak puas hati kenapa our superb DG ini dikatakan hanya "sibuk" mengadakan sidang media harian mengenai status wabak Covid-19 di Malaysia. Ya, idealnya YB Menteri Kesihatan atau YB timbalannya yang sewajarnya mengadakan sidang akhbar harian tu.  TAPI.. 

Be honest. Adakah YB rasa rakyat boleh yakin seyakin yakinnya, jika yang buat sidang akhbar harian isu Covid ini misalnya Menteri Kesihatan yang anjur orang minum air suam dan timbalannya yang didakwa kerana langgar PKP yang buat sidang akhbar harian isu Covid ini?  

Adakah YB yakin rakyat  tak akan dilanda sindrom kemurungan /depression jika Menteri Kesihatan atau timbalannya yang buat sidang akhbar harian ttg covid ini ?

Manusia macam YB or your kind mungkin sukar untuk menilai kejayaan atau kecemerlangan DG yang kami anggap wira atau hero Frontliners di negara ini. Akan tetapi perlukah ayat " takut mati" yang sangat berciri accusatory itu dilafazkan in the first place? 

Saya tidak ada di dalam dewan ketika YB ini berkata benda " jijik" tu. Jika diandaikan saya ada di dewan pada waktu itu, jujurnya saya tak pasti apa yang saya akan lakukan. No cover for frontline chief 

under malicious attack...

It is always supposed to be a serene affair with interjections of humour and wit when lawmakers exchange views on all matters which affect the welfare and well-being of the people for the benefit of all Malaysians.  The affairs are usually conducted in a civilised manner. When accusations are made, they are substantiated with facts and figures. It has and never will be the platform for individuals to vent their anger or settle personal scores against anyone inside or outside the confines of the august House.

If vitriol of words is poured on someone inside the House, there’s an opportunity for rebuttal which has happened several times. The repartee is sometimes a friendly banter but, in most cases, it has been exchanges of not-so-nice words. What transpired in the Dewan Rakyat on Wednesday was a full-frontal attack on Health director-general Dr Noor Hisham Abdullah. It breached all protocols, etiquette and conventions. 

While previously, MPs watched helplessly in an air of expectedness from the usual suspects, this time, it came from someone whose voice was hardly heard in the past. Bintulu MP Tiong King Sing announced his presence with acidic remarks. Although they were not peppered with unparliamentary language, the sting was in the content of the speech he delivered.

Debating the Supply Bill 2021, Tiong made a series of charges including claiming that Noor Hisham is “afraid to die”. He also wrongly assumed that he did not come down personally to Sabah to monitor the Covid-19 situation. And to underscore his so-called negative perception on the doctor, he said: “I heard he (Noor Hisham) now wants his own project, to be the World Health Organisation's secretary-general.”

Where he obtained such information is for Malaysians to explore but that is not the issue. While the backbench remained silent to the unscrupulous attack, it was left to opposition MPs to take up cudgels to defend Noor Hisham. In the process, the Jelutong MP got evicted from the House.

But why didn’t any member of the cabinet stand up to Tiong’s sacrilege and defend Noor Hisham? What happened to the health minister and his two deputies? Where are they in the House? Someone sarcastically remarked that they were “busy promoting the air suam (warm water) cure” to their counterparts in “499 other countries” which the minister previously claimed he had conferred with.

It is no use lighting up Putrajaya in blue to honour frontliners when the country’s Number One in the frontline is being “flogged” publicly in Parliament. The silence of the front bench is telling indeed. How do they instil and cultivate the confidence of civil servants with such elegant silence?

Tiong never retracted his remarks despite being given an opportunity and hence they remain in the Hansard. He later issued a statement claiming to have expressed a “reflection of frustrations of frontliners facing Covid-19 virus pandemic challenges”. “My statement was not malicious. We all know that civil servants do not have it easy. They are all working hard for the country and its people but shortcomings must be identified and improved,” he said in a statement.

He has not apologised nor expressed regret but maintains it is his right to put matters of public interest on the table. Agreed, but why the personal attacks? So, if you know that civil servants are working hard, then why single out Noor Hisham? Isn’t he a civil servant too?

It appears that Tiong is making these remarks as an afterthought, perhaps he got his facts wrong or realising that he had stepped on someone’s foot or has been ticked off by members of the cabinet. Let us not forget he is a special envoy to China with ministerial status. While he should be projecting our image abroad, he seems to be running down officials of his own country.

The damage had already been done and Noor Hisham responded in his usual cool and calm manner to call on Tiong’s bluff. Short of saying that Tiong lied in Parliament, Noor Hisham said that he and his team had gone to the ground in Sabah at the end of August to check on the management and preparations prior to the Sabah state elections. Deputy director-general for public health Dr Chong Chee Keong and the prime minister's special adviser on public health Dr Jemilah Mahmood were in Sabah two weeks ago.

His riposte was a class act: “What is important is for us to do our duty. Our purpose is to break the chain of infection in the country. We can have our differences, but what is important is to break the chain of infection so that we can save the country from an increase of cases and the death rate.” While the Perikatan Nasional leaders’ silence was deafening, a loud dissenting voice was heard from across the seas. 

Sarawak’s State Tourism, Culture and Arts Minister Abdul Karim Rahman Hamzah rebuked Tiong and said: “Honestly I was shocked. I didn’t expect it from him, I feel ashamed as well, as it came from a fellow Sarawakian.  "We should acknowledge what the frontliners have been doing in this difficult time.”

On Tiong’s insistence that he would not retract the remarks and merely wanted to reflect the frustration of some frontliners, Abdul Karim said Tiong was being overzealous and rude, especially in his position as an MP.

Can we hear more such voices from the government bench to denounce this MP? Is the silence because he is on the same side? Doesn’t anyone see the need to protect the integrity of the frontliners? - R.Nadeswaran,mk

JASA under Puad flopped, 

why use public funds to revive it?...

The Special Affairs Department (Jasa) became a flop despite millions of ringgit spent on propaganda purposes, as evident in BN's ouster from power in 2018, DAP central committee member Lim Kit Siang said today. "The question now is, why should Malaysian public monies be used by Jasa to manufacture and spread lies and falsehoods?" Lim asked in a statement.

He was responding to claims by Umno supreme council member and former Jasa director-general Mohd Puad Zarkashi, who claimed that DAP was "afraid" of the soon-to-be revived government agency. Then prime minister Najib Abdul Razak appointed Puad as Jasa head in March 2015. However, Puad quit in a huff in April 2018 after he was not fielded as a BN candidate.

After it was revealed that the Perikatan Nasional government wants to revive Jasa with an RM85.5 million budget for 2021, Puad said the amount was eye-opening, since BN only allocated RM30 million for the agency for 2018.

Puad claimed that one of Jasa's duties at the time was to respond to DAP's "lies on social media". For Lim, Puad was wrong to assert that DAP "feared" Jasa. "Why should Puad's Jasa be feared when it was such a great flop - or Najib would still be the prime minister and would not be convicted of corruption, abuse of power and money-laundering," he said.

In contrast, Lim said the "hundreds of millions" used to fund "Umno cyber operations" to paint DAP as anti-Malay, anti-Islam, anti-royalty and communist were most successful after Jasa was disbanded. 

Jasa had its roots in the Special Affairs Division. The defunct Jasa is a secretive government agency that had its roots in the 1960s when it was then called the Special Affairs Division (Cawangan Hal Ehwal Khas, Chek) under the government's Information Ministry, which has since been renamed as the Communications and Multimedia Ministry.

According to the 2019 list of government positions, Jasa had 229 full-time staff across the country before it was disbanded in January 2020. However, Jasa was widely believed to have employed contract staff with a monthly allowance of RM900 to oversee 222 parliamentary and 576 state constituencies, bringing the overall salaried staff to slightly over 1,000.

In 2017, a gathering of 942 Jasa staff was held in Alor Gajah, Malacca, themed "Ke Arah Memenangi Majoriti 2/3 Pilihan Raya Umum (PRU) Ke-14" (Towards winning a two-thirds majority in the 14th general election).

At that time, Puad had revealed that the contract staff were renewed annually. He proposed that the contracts should last for at least two years and that contract staff who had served for more than 15 years be eligible for an RM300 monthly bonus. - LKS,mk

RSN Rayer,MP Jelutong membela Dr Noor Hisham apabila dituduh sebagai takut mati oleh King Sing MP Bintulu kerana Ketua Pengarah KKM,Dr.Noor Hisham itu tidak turun ke Sabah untuk menangani sendiri Covid-19 di negeri itu sebalik hanya hantar pegawainya sahaja.

Ketika berlaku pertikaman lidah antara kedua anggota Parlimen itu,Tim.Speaker, Azalina Othman Said bertindak menghalau RSN Rayer selepas menasihati RSN Rayer duduk tetapi dia enggan. Yang berlaku biadap terhadap Dr Noor Hisham itu bukan anggota pembangkang tetapi MP Bintulu,anggota gomen pintu belakang. Ini norma baru gomen pintu belakang kot?

Stupid MP Bintulu should have pointed the guns to Menteri Kesihatan and 2 deputies who were not seen to assist the DG and always disappear from the radar. Health DG a 'classless' act...

I don’t think I have ever taken offence at the words or actions of Bintulu MP Tiong King Sing deemed ‘abnormal’ in the past. Tiong is not a minister; he is only a government backbencher. Even if his appointment as Special Envoy to China came with ministerial rank, he is not in charge of a ministry. (We can recall how he rejected his initial appointment as a deputy minister in the Peritakan Nasional government as he felt slighted by the junior post.)

I’m not sure how many of us really know the functions and duties of a special envoy and whether that position is necessary or functional. What I’m driving at is that I do not consider Tiong a political heavyweight as he does not make major decisions in the government.

Thus, what he says or does, even if wrong, callous and out of sync, is forgettable and forgivable. I found them tolerable all along. However, this was not the case yesterday. This time, I wish to register my offence at his tirade against Health director-general Dr Noor Hisham Abdullah in Parliament, which was totally unnecessary in the first place.

To say that Noor Hisham "is afraid to die" for not coming down personally to Sabah to monitor the Covid-19 situation is not just an ordinary remark to me, but a downright insult. (Tiong should also question what the health minister (what’s his name again?) has been doing all these while. If the minister has gone to Sabah, it would probably be to campaign during the recent elections.) And that was not all.

Tiong also implied that the Health DG was on a publicity blitz and that Noor Hisham was also eyeing the post of director-general at the World Health Organisation (WHO). I take that to mean the DG is on a campaign too.

Goodness gracious! I find it difficult to believe that Tiong actually uttered those cruel and insensitive words in Parliament. It was a classless act, Mr Tiong. As a fellow Sarawakian, I am ashamed of you. Your words were uncouth, thuggish and boorish.

Taking wild and ugly potshots at Noor Hisham, arguably the most respected, dignified and much-loved civil servant in the country today, has probably placed you among the most vilified politicians in Malaysia today.

If certain people have complained to Tiong about the DG, the MP could easily bring up the matter with Noor Hisham instead of launching the vicious and meaningless attacks in the august House. Carrying out duties with dignity, grace...

To me and many Malaysians, Noor Hisham is a class above, certainly above politicians, including ministers who are not fit to be in the cabinet. Noor Hisham carries out his duties and responsibilities with dignity, charm and grace. I don’t believe anyone will enjoy giving daily press briefings on the pandemic and updating the nation on the latest situation. This was for the past nine months in a row. That’s a heck of a job! 

If critics think that the DG is after publicity, I believe Noor Hisham is more than happy to take a break. Perhaps Tiong can take over if he thinks he is qualified to do so. After all, the MP is a politician and needs media coverage. Noor Hisham does not.

I have heard the DG’s daily briefings several times. Noor Hisham speaks distinctively and is eloquent in English and Bahasa. For sure, ‘kong kali kong’ (conspiring) is not in his vocabulary. As for the allegation that the DG is campaigning for the WHO’s top post, we should be proud if a Malaysian is elected to head the world body.

In fact, I think that the government should support such a campaign, if there is really one. Noor Hisham will carry the Malaysian flag high in the WHO and we should all be proud of him. I am glad that the DG has responded to the Bintulu MP’s tirade, saying it in his usual calm, dignified and diplomatic manner.

"As a Muslim, I have accepted that death can happen anywhere. What is important for us is our intention, which is to carry out our duties and break the chain of infection," Noor Hisham said. And that is how a man with class talks.

In April, in the early stage of the Covid-19 lockdown, I also came to the defence of the DG and registered my disgust that Noor Hisham and his team at the forefront to keep us safe and save lives have been viciously attacked for being incompetent and “out of touch”.

Seven months later, we have another salvo fired at a good man and a competent leader. As I had quoted in April: “To everything, there is a season… a time to speak and a time to be silent.”

That is my message to Tiong. As an MP, be a man of class. Think carefully before you speak and avoid creating blunders. I think an apology to Noor Hisham is in order. - Francis Paul Seah,mk

While Najib roams free, 

rakyat are imprisoned by MCO...

Are the Malaysian taxpayers aware that their hard earned money and their taxes are used to fund the luxury lifestyle of the convicted criminal Najib Abdul Razak? Each time the rakyat think that the felon, Najib, has gone too far in insulting the nation, we observe that he is capable of going one step further.

Last week, it was reported that police outriders escort Najib when he was on the road, and yesterday the Speaker of the Parliament allowed him to speak on Budget 2021 for a full 90 minutes.What is going on here?

In November 2019, the police said that Najib would not be allowed any police motorcycle escorts, but one year later we were told by PN's special functions minister Mohd Redzuan Md Yusof that "there is no requirement for privileges such as bodyguards, police outriders and allowances to be withdrawn, despite the former premiers being convicted of criminal offenses".

This is ridiculous! What is stopping MPs from making a provision in the law to address the issue of a criminal conviction by a former premier? So, is Najib a felon who was sentenced to 12 years in jail and fined RM210 million in July for his role in the multi-billion 1MDB scandal in which he stole the rakyat's money?

Or is he as innocent as a newborn baby? People are innocent until proven guilty. Najib has been proven guilty! If Najib wants to use police outriders and have bodyguards round the clock to protect him, why can't he use his own money to pay for this luxury?

It is alleged that Najib and some members of his family have not paid income tax on their illegal incomes. When we owe the Inland Revenue Department a few hundred ringgits, the authorities will come down hard on us. Why is Najib allowed to escape scot-free?

Just in case anyone needs reminding, the High Court found Najib guilty of seven charges of abuse of power, criminal breach of trust and money laundering involving RM42 million from SRC International Sdn Bhd.

How can Speaker allow a convicted felon, Najib Razak, be allowed 

to sit in the Dewan and allow him to speak in this August house?

Justice Mohd Nazlan Mohd Ghazali said the criminal acts committed in the SRC scandal had been proven beyond reasonable doubt and that Najib's defense team had failed to rebut the prosecution's case. So why is the PN administration of Muhyiddin Yassin afraid to stop Najib from making a mockery of the law?

Najib gloats about his freedom. He may not say it out loud but he shows that he is a free man, with photos on social media showing he can swan around the countryside giving speeches, canvassing in various by-elections, inviting people to visit him at his home and flying to Sabah to take part in the Umno-Baru hustings in the recent state election.

Meanwhile, Malaysians can only vent their anger and frustrations online, or in letters to the editors of various newspapers when they complain that Najib mocks Malaysian justice. Do other convicted criminals get special treatment like Najib?

Yesterday, Najib gave a lengthy speech in Parliament as if he had done nothing wrong. Did the Speaker, whose appointment was controversial, forget that Najib is a felon? Malaysians cannot forget that the Speaker interfered with the judiciary last year by writing a letter demanding Najib's court case be concluded early, so that he could address the Parliament.

A businessman said, "Allowing a convicted felon to address Parliament has dragged down the reputation of this August House in which laws are made. "Najib has cheapened, undermined, compromised and made irrelevant the sacred functions of an institution which represents the people.

"The Speaker should not have accorded Najib such a privilege. It cheapens our criminal justice policy, if the rule of law is applied unevenly and selectively." Muhyiddin and the Speaker Azhar Harun may think that Najib can do no harm, but they are wrong. Najib acts like a man who is innocent of all the crimes that have dominated the headlines of local and international newspapers for many years.

His trial had been a rollercoaster ride in which he used every trick in the book to delay the proceedings. He was often ill, his lawyer's sick leave, his late arrivals at court, falling asleep whist the trial was under way, even wandering off during his trial; but the court showed him leniency. Why? Would the court be as lenient with a normal Malaysian if he or she were to mock the court in the same way as Najib?

Najib's insult to the rule of law, Parliament and the judicial system may be the final nail in PN's coffin. Najib is not just a common thief who stole the rakyat's money, he is also a liar and a desperate one who is still trying to convince his gullible supporters that he is innocent of all the charges. You may recall that some Malay women sold their jewelry to pay his bail.

When he was allowed to speak in Parliament, Najib gave a confusing message to the rakyat that they need not bother with rules or laws. Najib is proof that crime does pay. The young learn that it is alright to plunder, steal and lie.

Now that Najib has been convicted, why can't the authorities treat him as a convict and stop being lenient with him? He continues to cause harm outside prison. He should be sent to jail whilst his appeal process goes through. There he will be able to reflect on his misdeeds.

When Najib sits in his mansion, is protected by police guards, and escorted by police outriders, it sends the wrong message to the rakyat. It breeds dissatisfaction with the authorities. Worse still, it promotes anarchy. - Mariam Mokhtar
