Tangisan dalam senyuman 
- Norma baru?...

Bermula dari Amanat Hadi Awang itulah, PAS mula terjerumus dengan sikap berdolak dalik  dan berbohong seolah - olah mereka tidak pernah melakukan sebarang kesilapan atau kesalahan; justeru sehingga saat ini Hadi tidak pernah menarik balik tuduhan liar dan jahatnya terhadap UMNO apatah lagi meminta maaf secara terbuka.

Mereka terus menikus dengan harapan UMNO akan terlupa atau melupakan atau memaafkan saja PAS terhadap Amanat tersebut. Perangai mereka tak ubah seperti 'Burung Kasawari Menyembunyikan  Kepala Dalam Tanah'.

PAS khususnya pemimpin - pemimpin mereka terus memperalat Agama bagi mendapat sokongan dan menguatkan kedudukan. Jubah dan Serban mereka adalah 'perisai' terbaik bagi menonjolkan imaj kealiman yang boleh dipercayai; sesiapa saja Ahli yang tidak sehaluan atau berani mempersoalkan tindak tanduk pemimpin, akan di serang dan dikutuk habis - habisan.

Sejak 'berjinak dan berfoya' dengan musuh tradisi mereka, UMNO apatah lagi kini berada didalam kerajaan pintu belakang atau bak kata Hadi kerajaan tebuk atap, isu Menjadikan Malaysia Negara Islam , Penyalahangunaan Kuasa dan Rasuah, Hudud dan RUU355 , LGBT, Pesta Arak Oktoberfest dan Seruan Penutupan Kilang - Kilang Arak dan Kedai - Kedai Menjual Arak dan Judi termasuk Kasino Genting Highland tidak lagi merupakan agenda perjuangan PAS - mulut mereka terkunci seolah - olah sudah disumbat dengan 'dedak' oleh UMNO dan Muhyiddin.

Satu lagi contoh , apabila Presiden MCA sebuah parti komponan BN yang hanya mempunyai 2 orang MP dan seorang saja wakil dalam Kabinet memberi amaran agar isu menjadikan Negara ini sebagai Negara Islam tidak membangkitkan lagi, PAS yang mempunyai 18 Ahli Parlimen dan 3 orang Menteri tiba - tiba sahaja lidah mereka terkelu tidak berkata2 - bak kata anak - anak muda zaman sekarang , mereka kecut dan tidak ada teloq; begitu juga mereka langsung tak bersuara apabila Kerajaan PN dengan senang hati memberi sumbangan RM58 juta kepada Universiti Tunku Abdul Rahman kepunyaan MCA.

Asalkan dapat jawatan dan boleh mengekalkannya dan mendapat imbuhan lumayan , pemimpin - pemimpin mereka sanggup berbuat apa sahaja termasuk menjilat ludah dan kahak mereka sendiri. Oleh kerana takut tidak dapat cium pintu Syurga, Ahli - Ahli PAS terpaksa terus memuja, memuji, dan tidak berani menyoal apatah lagi mengkritik pemimpin mereka yang digambarkan sebagai Ulamak Perwaris Nabi yang Suci dan Maksum.

Tidak keterlaluan apabila satu ketika dahulu Ahmad Said, Menteri Besar Terengganu menyifatkan PAS sebagai Parti Amalan Sesat dan kini ada pula yang melabelkan PAS, Parti Angkut Sampah. Apabila pada hari Isnin 13hb Julai 2020 lepas kesemua 18 Ahli Parlimen PAS menyokong pemecatan Tan Sri Mohamad Ariff Md Yusoff dari jawatan Speaker Dewan Rakyat.

Salah seorang 'lebai' PAS cuba menunjukkan 'kepintaran' menyokong tindakan tersebut dan menyokong Speaker baru. Sudahkah Hadi dan 17 Ahli Parlimen PAS mengkaji terlebih dahulu 'manusia' yang disokong sebagai Speaker sedangkan pendirian Azhar terlalu jelas bertentangan dengan dasar PAS dan Islam, atau demi kepentingan diri dan jawatan mereka tidak peduli itu semua. 

Mengikut Tan Sri Ariff penyingkiran beliau tanpa sebab tertentu atau tanpa alasan logik sebagai Speaker tidak pernah berlaku sejak 'Sistem Parlimen ala Wesminster' itu diperkenalkan 800 tahun dahulu. - Tamrin Tun Ghafar

“Malaysians are ashamed of the antics displayed by these MPs that had desecrated the august House likening it to a wet market where shouting and the use of abusive language is the norm.

“They simply ignored the fact that they are lawmakers, some bearing honorific titles, and supposedly imbued with the intellect to conduct themselves with decorum, dignity and full respect of the august House,” said Patriot president Brigadier-General (Rtd) Mohamed Arshad Raji in a statement today.

“How could they be called Yang Berhormat when their behaviour does not reflect a person that is well-tutored, learned and with intellect?

“Their uncouth behaviour shown in Parliament is reflective they have none of the prerequisite traits of an MP; hence they do not deserve to be called Yang Berhormat and to be respected,” decried Arshad.

“If our MPs are unable to learn manners and good behaviour as demanded of them during parliamentary sessions, then they ought to resign, quit politics and cease wasting public money,” he added.

“Malaysians deserve progressive, intellectual, honourable and well-mannered MPs; certainly not the like of those MPs who caused a ruckus during the Monday parliamentary session,” added Arshad.

 Dr.M, not Bersatu, caused the fall 

of the Harapan government...

Former Prime Minister Dr Mahathir Mohamad has exonerated himself from causing the collapse of the Pakatan Harapan coalition government through his sudden resignation. He also claimed that he had remained loyal to Harapan and rejected the formation of the all-Malay coalition of Umno-PAS-Bersatu to take over the reins of government from Harapan.

In a brief article titled “My resignation as prime minister” published by Malaysiakini on July 17, he said, I quote: “Strictly speaking, when Bersatu left Harapan, the coalition ceased to be the government. This meant that all members of the cabinet lost their ministerial positions. This included me. I had lost my position as prime minister. Resigning was only a formality.”

So, according to Mahathir, the Harapan government automatically collapsed the moment Bersatu withdrew from the coalition, and his resignation as PM was immaterial to the fall of Harapan. Is this correct? No, it is not. And the answer is provided in a nutshell in Article 43(4) of the Federal Constitution, which I quote in full:

“If the Prime Minister ceases to command the confidence of the majority of the members of the House of Representatives, then, unless at his request the Yang di-Pertuan Agong dissolves Parliament, the Prime Minister shall tender the resignation of the Cabinet.”

It is seen from this article that the government collapses only when the PM loses the support of the majority of members of Parliament and not on the departure of a component party of the coalition. Harapan was still the majority government 

But how do we ascertain that the PM has lost majority parliamentary support? It can only be ascertained through a motion of 'no confidence' on the PM or the failure to pass a critical motion that signifies the PM’s loss of majority support in Parliament. This is particularly the case, considering the recent Malaysian political scenario where hordes of MPs have been hopping like frogs crisscrossing the floor of Parliament without much fanfare. One can never be certain of the numbers unless a vote is called in the House.

In the particular case when Muhyiddin Yassin announced the withdrawal of Bersatu from Harapan, immediately after (not before as claimed) Mahathir’s resignation as PM was announced on Feb 24, Muhyiddin did not have the majority of MPs backing him then.

This was verified from the razor-thin majority with which Muhyiddin’s motion to remove former Dewan Rakyat speaker Mohamad Ariff Md Yusof (photo) was passed in Parliament on July 13, despite many MPs having crossed over to support him since he was sworn in as PM on March 1.

And that means that Harapan was still a majority government when Mahathir suddenly resigned on Feb 24, and he certainly had no legitimate reason to quit except that known only to himself. In any case, Mahathir resigned before, and not after Muhyiddin pulled out as falsely claimed by Mahathir.

And even as Mahathir resigned then, he had no justification to request the resignation of his cabinet. Such necessity only arises if the PM had lost majority support in Parliament (and not otherwise) as stipulated in Article 43(4).

This was amply illustrated in the many precedents of a mid-term transition of power, the more recent ones being the replacements of Mahathir by Abdullah (2003) and Abdullah by Najib (2009) – there was no resignation of the cabinet, only the PM's resignation.

In retrospect, what Mahathir should have done at the moment of his resignation was to propose Harapan’s de facto leader Anwar Ibrahim succeed him as PM while leaving the cabinet intact as happened in all previous such transitions if his claim of unfailing loyalty to Harapan is true.

If Mahathir had done that, Harapan would still be ruling today with Anwar leading the reform movement to transform the country as pledged to the electorate. Hence, for Harapan’s fall from power and the chaotic political situation today, Mahathir cannot possibly absolve himself from blame. Mahathir had betrayed Harapan

As for his claim that he had played no role in the plot of the Umno-PAS-Bersatu takeover from Harapan and that he had remained loyal to Harapan, this is contrary to the facts.

Through words and deeds, he had always ostracised Anwar, and he had also consistently thwarted the implementation of Harapan’s institutional reform agenda. And recent revelations of secret audio recordings and insider articles all point to Mahathir being the prime mover of an all-Malay coalition of Bersatu-Umno-PAS to get rid of Anwar and DAP.

This lasted until the Bersatu meeting on Feb 23 when he suddenly pulled back, prompted, most probably, by the Harapan meeting on Feb 21 which entrusted Mahathir to decide when he should hand over power to Anwar. However, what happened then is the past, and we now have to look at the present and the future.

Looking at the current political scenario where the Umno-PAS partnership (known as Muafakat Nasional) may soon become the dominant ruling power, the top urgency is not to allocate blame but to stop this alliance of racist kleptocrats and Islamic fundamentalists from wreaking havoc on the nation.

In this respect, Mahathir, despite his past wrongdoings, can still contribute positively by joining hands with Harapan to recoup the mandate given by the electorate in GE14. If he would do that, his contribution would mark a finer moment in his long political career. - Kim Quek,mk

The government is currently working details, mandating wearing of face masks in public places including toughening penalty for those who breach SOPs. PM Din sounded a timely reminder to Malaysians not to be lax. Continue to wear masks, observe social distancing and avoid confined and crowded places. Daily new cases are back up, he’s worried with emergence of new clusters. If situation worsens, he may need to reinstate MCO. Don’t make the same mistake that  some countries made after relaxation of rules saw an upsurge in COVID19 cases. This is not the time to take it easy, the pandemic is not over yet...

Uneasy lies the head 

that wears the crown...

We have a very interesting political situation in Malaysia; interesting but unstable. And that’s not good for us the citizens. Prime Minister Muhyiddin Yassin has a narrow majority of two – going by the seating of MPs at the recent opening session of Parliament.

One reason, some say the main reason, he did not allow the Dewan Rakyat to debate the Yang di-Pertuan Agong’s address or to get parliamentary approval for his Covid-19 stimulus expenditure was fear that he would lose a vote of confidence against him planned by the opposition, and therefore his prime ministership.

Muhyiddin’s small party PPBM is split, with Dr Mahathir Mohamad against him. The mutiny has badly damaged the party and the PPBM president is fighting tooth and claw to keep it afloat. A cloud hangs over the very survival of the party, and none can say with certainty if it will continue to sail the seas after the next general election or end up in the ship graveyard.

As the unofficial leader of the loose coalition known as Perikatan Nasional, Muhyiddin is a man floundering in a sea of political turmoil, desperately trying to manoeuvre his ship with the aid of crew members who would seize control of the ship if given a chance.

Muhyiddin’s survival depends on support from Umno and PAS and GPS of Sarawak. If one of these parties decides to withhold support, his government will collapse, even if he were to put off parliamentary meetings indefinitely.

Certainly a veteran politician like Muhyiddin would know that Umno and PAS and GPS support him not because they like him or his captainship but that it’s to further their own interests. For Umno, it is a way of returning to power, and all the perks power affords, after being rejected by the majority of voters in the last general election. For PAS, it is a way of getting a foothold in government at the federal level and to enjoying power and its accoutrements. For GPS, it is a way of having a say in the federal government and extracting as much funds, projects and positions as possible for Sarawak.

The informal coalition of Perikatan Nasional is, therefore, essentially a marriage of convenience. Nothing more, nothing less. I am reminded of a song composed by the maestro AR Rahman and a line in the lyrics that goes like this: “The only ship that doesn’t sink is friendship.” Muhyiddin needs all the temporary friends he can get. Temporary because we all know, and our politicians prove it over and over again, that there are no permanent friends and no permanent enemies in politics.

How long will PPBM last? It could last till the 15th general election. However, it is possible that it may collapse earlier if any of the coalition partners quits or if enough MPs support the opposition’s no-confidence move when a parliamentary meeting is held. Or if enough MPs from PN lose their seats due to criminal convictions and PH and the public apply pressure. As Mahathir has noted, six MPs aligned to Muhyiddin are facing trial for various offences.

Muhyiddin’s position is definitely precarious. He’ll have to strengthen his position by bringing over MPs aligned to Mahathir and PH. This may not be too difficult as a good number of our politicians are known for their hopping skills, provided those inviting them are persuasive enough.

Importantly, he has to ensure the support of all coalition partners and the MPs who back him now; which means he has to accommodate the demands of coalition partners and ambitious MPs. He will also have to deal with MPs who just wish to, say, buy Birkin handbags for their wives.

How much can he give in without putting his own party’s future at risk, without making PPBM irrelevant? Even if he is able to keep his coalition partners and ambitious politicians satisfied for now, he still has to deal with an opposition that is waiting and working to topple him.

It is bad enough that Pakatan Harapan led by Anwar Ibrahim wants to get back the power it lost due to the machinations of some people within itself, including Mahathir and Muhyiddin and Azmin Ali, but Muhyiddin now has to contend with a bitter Mahathir.

He, of all people, should know that Mahathir does not forgive political friends who he feels have betrayed him or who have angered him. One just has to look at what happened to Anwar when he was deputy prime minister, and former prime ministers Abdullah Ahmad Badawi and Najib Razak. ‘Mahathir’ is, after all, another word for ‘pertinacity’. Muhyiddin is facing a wounded lion, not just any ordinary lion.

On top of all this, Muhyiddin, as captain of “The Malaysia”, has to ensure that the nation ship sails smoothly. While piloting through the political morass, he has to also navigate a world sinking in a quagmire of economic uncertainties. To his credit, despite the rough seas, he has managed to handle the Covid-19 pandemic very well. We have to applaud him for that. Those who say the health services did it should remember that allowing the professionals to take charge shows wisdom.

But as far as the nation is concerned, this is certainly not the best time for political games. The test for Muhyiddin will be whether he will pander to short-term political goals or focus on nation-building and the interest of ordinary Malaysians in this difficult period. But given the waves that threaten to swallow him, will he have time or the inclination to think long-term? I don’t envy him. But then again, isn’t he one of the main architects who precipitated the present predicament in which the nation is mired? - A. Kathirasen

Syukur PN yang perintah, dapat tahu sapa yg menipu sebenaqnya...

Hampir 2 Tahun , Para agamawan, Asatizah dok sebarkan fitnah kepada Dr Mujahid dalam group2 Whatsapp, termasuk Group Whatsapp taman hatta Group Masjid.. Jangan kata Group Whatsapp, hatta dalam Kuliah dan Khutbah Jumaat pun yang mana depa fitnah Dr Mujahid jual aset Tabung Haji..Jual Aset Ummat Islam, apalagi kata jual kat Cina..Tujuan mereka menyemai kebencian kepada Dr Mujahid dan Kerajaan PH..

Pengstrukturan Tabung Haji yang dilaksanakanoleh kerajaan PH tempoh hari bukan saja berjaya, tetapi menakjubkan.. Jual beli aset berupa saham, perladangan mahupun hartanah adalah perkara biasa bagi sebuah syarikat pelaburan seperti tabung Haji, begitu juga yang dilakukan KWSP dan Khazanah.. apa yang penting Aset dan keuntungannya bertambah.. 

Dengaq kata Ostad Dusuki syukur sebab dapat tahu TH untung.. Patutnya bukan kena syukur.. kena mohon maaf, bertaubat sebab mengfitnah Dr Mujahid tak henti2 dalam Kuliah2nya.Takda rasa bersalah langsung.Apa dia ingat dia pegang kunci Syurga dan Neraka sampai takdak Dosa langsung... - f/bk

Ketika YB Saifuddin Nasution ulas pasai kerugian,defisit dan penipuan untung TH,Azeez Mamak yang muka gelap tu tak berani mencelah langsung,senyap sunyi seperti tikus. Sepatutnya dia boleh bantah kenyataan pasai dia Chairman TH. Bermakna dia setujulah 101% apa yang YB Saifuddin hujahkan itu bahawa TH rugi waktu dia jadi pengerusi dan menipu keuntungan sambil bertanggung jawab atas defisit RM 4 bilion duit TH yang lesap entah ke mana...

Di samping tu bila Saifuddin Nasution bangkitkan pasal Tabung Haji..Senyap sunyi PAS..selalu depa ni dok provok dan menyebar berbagai fitnah...

The crook, together with former CEOs Ismee Ismail and Johan Abdullah, happily plundered the Hajj pilgrims’ money. Azeez was working hand in glove with Najib when Tabung Haji’s money was used to bail out 1MDB.

In 2019, according to Singapore “The Sunday Times”, the hard-earned savings fund for Muslims to perform the mandatory hajj pilgrimage should have RM64 billion in assets, but had been found to be short of RM4 billion in deposits in 2016. Known as the “King of Mamak Gang”, Azeez was so powerful and corrupt that even the MACC (Malaysian Anti-Corruption Commission) was in his pocket. - FT

Dewan Rakyat Speaker 

set a world precedent...

By his razor thin victory in the Dewan Rakyat yesterday, Muhyiddin has brought Malaysia back to the Dark Ages (476 AD - 1453). For an unexplained reason, other than wanting his own candidate as the Dewan Rakyat Speaker, the son of the ulama took a gamble and plunged the country further into discord.

I might add to Mohamad Ariff's statement that never in the history of the country that the appointment of a House Speaker had been so divisive. Muhyiddin might have succeeded in getting rid of a highly respected Speaker, who was a former Appeal Court judge, and installing a lawyer as his anointed Speaker but he now has to defend him as well.

With such a narrow victory margin - two votes in a 222-strong House - the new Speaker, Azhar Harun aka Art Harun, could find it tough to gain respect of members and establish his credibility. A fellow lawyer even suggested in his Facebook post yesterday that Azhar should acknowledge that it was Umno and Pas MPs who fought hard to create the vacancy so that he could slide in.

The days and months ahead could prove to be challenging as the 109-members who did not support the removal of his predecessor might give him a hard time. Interestingly, by sacking Mohamad Ariff, Muhyiddin now knows the kind of support he enjoys in the Dewan Rakyat. With 111 vs 109 Muhyiddin's future continues to hang by a thread...- A.Kadir Jasin

Too close for comfort...

The 111 “ayes” the prime minister obtained in Parliament might be enough to replace Tan Sri Mohamad Ariff Mohd Yusof and Nga Kor Ming as Speaker and Deputy Speaker respectively. And Tan Sri Muhyiddin Yassin has proven that he has the support of the Dewan Rakyat.

However 111 is not a simple majority in Parliament, the magic number being 112. But had Datuk Seri Maximus Ongkili been present, his vote would surely have gone to the “ayes”, giving Muhyiddin the simple majority. He is after all the Perikatan Nasional MP for Kota Marudu.

Ongkili was absent on medical grounds from the Dewan Rakyat when it reconvened on Monday July 13. Even without his vote, the government motion to replace Ariff and Nga tabled by the prime minister won by two votes. Deputy Speaker Datuk Rashid Hasnon did not vote as he was presiding. For the record, 109 MPs were against the motion. Taking into account that Ongkili and Rashid are from Perikatan Nasional, the government has 113 MPs in the House while the opposition has 109.

Some observers opine that the no confidence motion against Muhyiddin put up by former prime minister Tun Dr Mahathir Mohamad has now been rendered irrelevant assuming that the same voting behaviour takes place, which will see the motion defeated albeit with the slimmest of margins.

Still nothing can be taken for granted. The big question is whether the new Speaker will allow the no confidence motion to be tabled. The motion was accepted and put into the Dewan Rakyat agenda by former Speaker Ariff. Anyway, Muhyiddin will have to ensure full attendance of Perikatan Nasional MPs during subsequent voting, whatever motions might be tabled.

For now, discussions among the opposition on whether they can oust Muhyiddin and form a new government can be put to a rest. Nevertheless, a Pakatan Harapan leader says the Muhyiddin administration “can collapse anytime” given its wafer thin majority. 

Says DAP leader Dr Aziz Bari: “Muhyiddin is not out of the woods yet, especially the survival of his administration.” Umno’s voice, he anticipates, will now become louder as Muhyiddin owes his survival to its support. 

As if on cue, Umno Youth chief Datuk Asyraf Wajdi Dusuki questioned whether the Perikatan Nasional government can survive after the narrow win in Parliament. In an immediate response, Asyraf tweeted: “Can the PN government last?” The question refers to whether the government bloc can retain enough support until the next general election which is due in 2023, as the 14th general election was held only two years ago.

A day before the motion was tabled by Muhyiddin, the Umno Youth leader had suggested that Parliament be dissolved should the motion fail. Umno leaders have been clamouring for a snap election even before the motion was tabled. The party is seen to want to contest the election as Muafakat Nasional together with PAS and not under the Perikatan Nasional banner.

Perikatan Nasional is not an officially registered entity and Umno is not keen to see it registered. It is no secret that Umno wants to be a dominant force at election time. The party is no big fan of Bersatu and many of its leaders have called for the party led by Muhyiddin to be disbanded.

Muhyiddin has the option of waiting it out, trying to fix the division in Bersatu and perhaps strengthen it with new recruits. Umno does not want that as it sees itself as the only party for the Malays.

While Muhyiddin ponders his next move, the words of the Umno youth chief - “will PN last?” - must be ringing in his ears.  Meanwhile, talk of a snap election is picking up momentum once again. - Mohsin Abdullah,mysinchew

Historic Parliament Session 

Begins 13th July...

The sitting of the Dewan Rakyat (the House of Representatives) of the Malaysian Parliament starting tomorrow is a momentous occasion – a history in its own right. Two “extraordinary” items fire the imagination of the public. One concerns the position of the Speaker and the other of the Prime Minister himself.

And there might be a third – a new voting bloc. The former Prime Minister (twice), Dr Mahathir Mohamad, had announced that six “Bersatu” MPs are aligning themselves with nine Warisan and a single UPKO members to form a new voting bloc.

As had been widely reported, the Prime Minister, Muhyiddin Mohd Yassin, had submitted a motion seeking the removal of the highly regardless Speaker, Tan Sri Mohamad Ariff Md Yusof, while Dr Mahathir would continue with his motion to have Muhyiddin removed.

Since being sworn in on March 2, Muhyiddin had adopted a slash and burn policy of firing appointees of the Pakatan Harapan (PH) government, most of whom were professionals, and replacing them with his people, the majority of whom are politicians. It’s his way of buying support.

Mohamad Ariff, a former Appeal Court judge was appointed in July 17, 2018 upon the victory of the PH in the May 9 General Elections. Also to be removed is one of the two Deputy Speakers, Nga Kor Ming, the PH (DAP) Member of Parliament for Teluk Intan, Perak. The other, Mohd Rashid Hasnon, the PH (PKR) MP for Batu Pahat, Johor, appears to be unaffected.

It has been widely reported that Muhyiddin has nominated the former Chairman of the Election Commission, lawyer Azhar Harun, as the candidate for the Speaker post and the BN (Umno) MP for Pengerang, Johor, Azalina Othman Said, as Nga’s replacement.

Azhar, who is better known by his non de plume Art Harun, resigned from the EC on June 29. He was nominated to the EC post by the PH government of which Muhyiddin was a senior member. It appears that he is being nominated in order to continue to give a semblance of independence to the Chair. But it raises eyebrows because only four months ago Muhyiddin had nominated his elder brother, Idrus Harun, as Attorney General.

Two things are to be considered. Firstly, it has been widely reported that this is the first time in the country’s history that the Prime Minister is seeking the removal of the Speaker. Secondly, the motion could be used to show confidence in the Prime Minister or as an indirect no-confidence vote against him depending on the “yea” and “nay” from members.

Do bear in mind that Muhyiddin himself had admitted, during his March 27 television broadcast, that “this isn’t the government you voted for.” His Muafakat Nasional (MN) ally, Pas President Abdul Hadi Awang was even more candid when he described Muhyiddin’s Perikatan Nasional (PN) government as one that came in through the roof.

Abdul Hadi, who is the MP for Marang, had since been appointed Muhyiddin’s Special Envoy to the Middle East with ministerial status and understandably had stopped complaining about the legitimacy of the PN’s government.

No-Confidence Motion

According to media report, Dr Mahathir had successfully submitted a no-confidence motion against Muhyiddin. It was supposed to have been moved in the last session. But Muhyiddin succeeded in stifling it by limiting the session to one day - May 18 - and confining the nominal sitting to just the King’s speech.

And now it’s being widely speculated that Muhyiddin is seeking Mohd Ariff’s removal because he (Mohd Ariff) accepted Dr Mahathir’s motion. If he remains in the Chair, he might facilitate the tabling of the “usul”.

Muhyiddin could be betting on a more thoughtful and kinder treatment from a new Speaker in whose appointment he has a hand. But it might not be as easy as that. He could face resistance from House members. They might not agree with his attempt to remove Mohd Ariff and appoint Azhar.

If this happens, his standing as the Prime Minister will be hurt because such an outcome could be interpreted as an indirect no-confidence vote against him. Conversely, if he succeeds in having Mohd Ariff removed and Azhar appointed, his position becomes stronger and Dr Mahathir’s no-confidence motion could see a tougher passage.

But whatever the outcome maybe, the final objective must still be for the good of the country and the people more so as we enter the recovery phase of the Covid-19 pandemic and are rebuilding of the economy. - A.Kadir Jasin

What if Muhyiddin fails 
to remove Ariff?...

Prime Minister Muhyiddin Yassin has made a move to remove the parliamentary speaker Mohamad Ariff Md Yusof against the staunch objection by civil society and the opposition. 

But what if a miracle happens that the motion - unprecedented for the Parliament - is narrowly defeated? Talk about unintended consequences in politics.

Would that backfire on Muhyiddin that a failed removal of the speaker, in turn, shortens his premiership or at least forces him into a snap poll, much like how Dr Mahathir Mohamad’s machination to derail Anwar Ibrahim’s succession ended in terminating his own?

Legislative defeat does not amount to a loss of confidence. Just like the rejection of Budget (supply bill), a legislative defeat was once treated as an informal vote of no-confidence, necessitating the prime minister to resign or seek fresh election.

In fact, the first prime ministerial resignation in Britain happened in 1742 when Britain’s first PM Robert Walpole lost a House of Common’s vote on the validity of a by-election. A year before that, the first-ever formal motion of no-confidence was tabled against Walpole but he survived. 

In 1944, Winston Churchill forced the Parliament to vote on an amendment bill as a vote of confidence on his premiership and won the gamble.  As politics get more fragmented and government backbenchers more rebellious, it makes no sense for contemporary governments to resign over every legislative defeat. A case in point: Theresa May resigned only after her fourth humiliating defeat in the House over Brexit, which would affect Britons for generations. 

Hence, if Muhyiddin fails to remove the speaker, he needs not to be seen as losing the Parliament’s confidence, although it would look good for him to table and win a vote of confidence to silence his detractors. In fact, as pointed out by PKR parliamentarian Hassan Karim, Muhyiddin even has a convenient precedent left by Mahathir, the first PM who lost on a constitutional amendment. Much ado over nothing in changing speaker?

On the other hand, how much advantage would Muhyiddin gain by successfully removing Ariff (below)? If Muhyiddin’s motivation to remove Ariff is an act of vengeance on the speaker’s decision to accept Mahathir’s motion of no-confidence on the original agenda for the May 18 parliamentary session, then it makes perfect sense.

Apa terjadi jika Muhyiddin gagal singkir Ariff?

After all, Ariff is the first federal speaker that defies sitting prime ministers, a bad example that must be removed if you want a rubber stamp Parliament. However, if changing of the speaker is driven by a cool-headed calculation to keep Muhyiddin in office, I am afraid that the PM may have been ill-advised.

The opposition has two ways to unseat a government. A formal motion of no-confidence can be suppressed by pushing it down to the bottom of the agenda with government businesses – Mahathir’s motion of no-confidence is now the 27th item – and a partisan speaker is useful to avoid any fast track of such motions.

However, the second way – the defeat of the Budget – cannot be avoided by even the most partisan speaker in the world. Every year, when the Budget is being tabled, technically the government’s head is on the Parliament’s chopping board.

When the Budget is passed, the Parliament’s axe stays in the air and the government’s head passes through the chopping board in one piece. No speaker can stop the axe from falling down. What keeps the axe in the air is the government’s majority.

So, if Muhyiddin loses his majority, his government will end latest by early December when his budget must be put to vote. If the opposition has a majority, they can slowly humiliate the government by voting down every motion in the seven-week process right after Budget Day (Nov 6).

Strategically speaking, dishing out cabinet and government-linked company (GLC) positions to ensure the loyalty of government MPs is indeed the rational move in that “scheme of things”, not changing the speaker. And if the government does have the majority, defeating the opposition’s motion of no-confidence will procedurally legitimise its power and stealing the latter’s thunder.

Where extending government’s lifeline is concerned, changing the speaker may be a placebo rather than a magic pill. Government’s little gain, democracy’s big loss?

Some readers will now ask, how can it be possible that a little gain for the government turns to be a big loss for democracy that civil society and the opposition make a huge protest? The answer is simply this: Parliament is more than just the electoral college of the prime minister.

Other than retaining/revoking confidence government and approving budgets (supply bills) – the so-called “confidence and supply” matter, we pay Parliament (RM145 million in 2019, of which RM44 million alone for MPs’ monthly allowance) to make laws and scrutinise the government.

Our Dewan Rakyat needs a speaker who is both impartial and visionary to unite the MPs from across the different parties and to continue parliamentary reform: more parliamentary committees, slots for non-government business, balloting for private members’ bills, recognition for shadow cabinet and a parliamentary service commission. 

A partisan speaker alone can make the august House a rubber stamp by silencing the opposition and vocal government backbenchers. We have seen enough of Ariff’s predecessors in Dewan Rakyat as well as speakers in state assemblies who block lawmakers from questioning the government even suspend them just to protect the executive from embarrassment. Standing up to the executive is, therefore, the first quality that we must look for in parliamentary speakers.

When Charles I entered the English Parliament in 1642 with soldiers to arrest five MPs, England’s greatest parliamentary speaker William Lenthall famously defied the king by saying: “May it please your majesty, I have neither eyes to see nor tongue to speak in this place but as this house is pleased to direct me whose servant I am here; and humbly beg your majesty’s pardon that I cannot give any other answer than this is to what your majesty is pleased to demand of me.” 

Ariff is the closest we have to Lenthall. He defied two prime ministers. Before defying Muhyiddin in May by accepting Mahathir’s motion, he defied Mahathir’s request to convene a special session on March 2. Had he conceded to Mahathir, who made him the speaker, Muhyiddin may not be PM today. Hence, Ariff is not a loyalist to Mahathir or Pakatan Harapan. He is a loyalist to parliamentary democracy. 

Not many speakers get to be tested twice to demonstrate the independence of Parliament from PM. In passing both tests, Ariff not only can hold his head high in history, but he also made a new page in history for our Parliament. And what is the reason to remove Ariff now? The motion offers nothing except that “terdapat pencalonan lain” (there is now another candidate).

This is an insult to Ariff, the new nominee Azhar Harun (above) and the office of the speaker. The speaker is not a spectacular chandelier in a white elephant building which costs RM145 million in annual maintenance that you simply replace one with another.

I am an admirer for Azhar’s vision, competence and integrity. He can certainly be a great speaker, possibly no less than Ariff, in any other circumstance, and definitely a great president of the Senate. It is tragic now that Azhar is made to fill in the shoes of a giant who must be sacked for having passed the providence’s test to defy two prime ministers.

Is a surprise defeat possible? If all 222 MPs give full attendance and abide by party lines, it would be a slim majority of 113 to 109. But the final numbers may be different. Any opposition MPs who are absent may raise suspicion that they will soon join the government’s bench.

On the other hand, government MPs who are absent for whatever reason – food poisoning, coughs, fever or some non-medical circumstance – will help to keep a good speaker while reminding the PM of their own values. If they have not got any GLC appointment, they would likely get it before the Parliament is adjourned in August.

Jadi cara terbaik baginya adalah tubuh blok ke 3,blok bebas sebagai alasan licik untuk sedapkan pembangkang konon nak lawan PN..tapi hakikat dia gitu frust ankatnya tercicir dlm percaturan politik negara... 

Mahathir menyatakan blok Bebas beliau itu tetap akan menentang kerajaan PN. Tidak pelik kerana beliau amat berdendam dengan Muhyidin yang telah memecatnya secara begitu mengaibkan dengan hanya sekeping surat dari SUK parti. 

Ini amat memalukan Mahathir sebab itu beliau mahu juga menjadi PM walaupun selama 6 bulan iaitu satu tempuh yang menjadi bahan ketawa seluruh dunia. Tempuh itu hanya sesuai untuk latihan rekrut tentera di Port Dickson sahaja bukannya seorang PM, tetapi cukup untuk Mahathir melepaskan dendamnya kepada Muhyidin. Itu sahaja nawaitu beliau, bukan untuk kepentingan rakyat pun.


Di dalam pertarungan Mahathir - Anwar kali ini ternyata Mahathir tewas sehingga terpaksa akui Anwar bukannya seperti sesetengah pemimpin yang kemaruk kepada kuasa dan jawatan. Maruah tidak boleh digadaikan degan tawaran jawatan.- f/bk

Patriotic or pathetic, fearless or fawning?...

Malaysians like to remind others that Dr Mahathir Mohamad is the architect of many of the things that have gone wrong. We have always known that, so, perhaps these people should ask themselves two other questions which relate to the Mahathir factor.

First. Why did successive Umno-Baru leaders and senior politicians fail to reverse Mahathir's policies, especially as these men and women who held cabinet posts or positions of power during his tenure? Simply put, they did nothing to correct what Mahathir did. Focus on this.

The same question can be asked of the high-ranking civil servants. Their answers would be a cross between "self-preservation" and selfish self-interest. In the distant future, will Malaysians find a new group of former top civil servants who "suddenly" see the light, but take 30 years to gather the courage to speak out?

Second. Why did a majority of the rakyat still vote for Umno-Baru/BN despite knowing the government's failings? Admittedly, there was a lot of vote fixing and vote-buying in previous decades. Our mindset also needs changing.

In the last Chini by-election, the rural folk enjoyed the entertainment provided by disgraced Najib Abdul Razak, in the hustings. In the doom and gloom of the coronavirus pandemic, Najib brought them light relief. The court gave Najib time off from his corruption trial. The wrong message was sent to the public, but the residents of Chini cannot escape criticism.

Malaysia went from hero to zero in 22 months, and for the moment, nothing can reverse the horror into which the nation has plunged. Umno-Baru, or its reincarnation, Perikatan Nasional (PN), hangs around like a bad smell.

Since May 2018, seasoned politicians have been unable to control their junior aides, stop bickering among themselves or refrain from trading insults with one another. With their eye off the ball, the power vacuum was easily filled. Don't blame the rakyat for mistrusting the political class.

Politics in Malaysia has been reduced to childish tit-for-tat banter. We make comparisons about Mahathir and Anwar Ibrahim (above) as if nobody else is better qualified. In reality, those two are the least qualified to lead the nation. One is too old and failed at his second chance. The other has not demonstrated his leadership. He has only whined that he wants to be PM.

When our politicians are backed into a corner, one of the parties will threaten to release sex videos, compromising data and reveal conversations about offers of money to jump; but that is a mere threat because nothing normally comes of it.

When politicians are really desperate, out comes the list of riches that their rivals' children amassed during their tenure. If the politician who released the data was really concerned about corruption, the data would have been released much earlier, and not when he was backed into a corner.

The last four months showed us that we have not learnt our lessons. Every trick in the book - social, religious, financial, parliamentary and judicial, has been used to frustrate the democratic will of Malaysians.

Writing without fear or favour in Malaysia is a challenge. Recently, journalists and activists who are known to ask probing questions were hauled up for questioning. Why? They were only doing their jobs. One does not have to go to a war zone to face the metaphorical bullets. Writing without fear of favour depends very much on your personality. Are you prepared to grill those in power to get answers?

The politicians have developed a thick skin and learnt to deflect probing questions. Some of them will order the police or security guards, to remove the irritating reporter from the premises. If they wield enough influence, they will charge the reporter for obstruction. Politicians with real power can deport journalists.

Poor Najib was given a mild grilling by Mary Anne-Jolley of Al-Jazeera in October 2018. He was nonplussed and could only run away. This showed his spineless character.

Writing without fear of favour can be tricky if you are an employer and have many breadwinners on the payroll. You will probably feel that you are on a knife-edge. At times, you wonder if the "Thought Police" will one day become a reality. Perhaps, they are already in operation.

On the other hand, there are some media personalities who crave attention and who ingratiate themselves. They take sides and use inappropriate language.

During the Malaysia Petang Ini programme aired on Bernama TV on Monday, the host, Herleena Pahlavy, labelled Al-Jazeera as Al Jahiliyah (the ignorant) and told the news channel to "shut up".

She was referring to Al-Jazeera's contentious documentary on the alleged mistreatment of undocumented migrants in the country during the coronavirus pandemic.

Herleena (above) alleged that Al-Jazeera's report was unethical and without basis. Later, when asked how she was bearing up with the controversy she had created, she tweeted “I’m definitely not sad.” Her personal comments about Al-Jazeera smack of the arrogance of Ketuanan Melayu.

Her outburst was very unprofessional. Making derogatory remarks about a rival media on air has added to Malaysia's bad reputation. The national news agency, Bernama, is supposed to be neutral. The newscaster said she was patriotic. She sounded pathetic. She said she was fearless. No! She was fawning and feckless.
