PKR secretary-general Rafizi Ramli today set the terms for a no-confidence vote against Prime Minister Najib Abdul Razak.
This was after former prime minister Mahathir Mohamad yesterday called for the MPs from BN and opposition to oust Najib in a vote of no-confidence.
However, Mahathir had insisted the replacement government will still be BN.
Rafizi, in a statement today, did not specify whether he was agreeable to a new government still comprising solely BN parties but focussed on the essence of what the new government must do.
The terms are as follow:
1) A transitional government is set up with a mandate of two to three years to restore the country's democracy and key institutions.
2) Reform to the electoral system and practices to ensure the 14th general election is free, fair and transparent.
3) Reforms to the economy (including abolition of the goods and services tax), law, media freedom and other matters agreed by both sides (BN and opposition).
Collectively, DAP, PKR and PAS have 87 MPs and will need 25 more MPs to achieve a simple majority to oust Najib.
Najib is being plagued by scandals including the deposits of RM2.6 billion into his personal bank account.
Put rakyat's interest above all
Rafizi said this is the first time in recent decades where a political crisis is hurting the economy and sapping the rakyat's confidence in the country's leadership.
"I am confident MPs from both the opposition parties and BN understand this sentiment.
"Which is why I still hope that there will be 25 BN MPs, with conscious and love for the rakyat, brave enough to come forward and support a no-confidence vote to change the prime minister.
"I understand they will be met with threats and offers of position and money but I also believe they are also anxious about the current development and still know right from wrong," said Rafizi, who is also Pandan MP.
Rafizi urged BN MPs to put the rakyat's interest above all else to "save Malaysia".
He also called other MPs who are prepared to support a no-confidence vote against Najib to publicly declare their stance. - mk

Bersih: We collected RM1m, yet to hit RM2.6...
Electoral watchdog Bersih has managed to collect more than RM1 million from donations and the sale of t-shirts.
The movement's chairperson Maria Chin Abdullah however joked that the donation has yet to hit the RM2.6 billion mark.
"(We collected) about RM200,000 for Bersih 2, RM400,000 to RM450,000 for Bersih 3.
"Now we have reached RM1.4 million (for Bersih 4). But it hasn't reached RM 2.6 billion," she told Malaysiakini.
This was in reference to the RM2.6 billion political donation deposited into Prime Minister Najib Abdul Razak's personal accounts ahead of the last general election.
Bersih had kicked off its fundraising campaign two weeks ago, and had collected up to RM120,000 until last Friday.
Earlier, Bersih's Mandeep Singh posted on Facebook that the total amount received until 12.26am was RM1,221,419.02.
"We would like to extend a million thanks to all those who donated. To those who haven't, please keep donating," he wrote.
Come Aug 29-30, the watchdog would hold an overnight rally, which among others, is to call for the resignation of Prime Minister Najib Abdul Razak.
BERSIH jadi jutawan, kumpul RM1.2 juta...
- mk
Group vows to bring 30,000 to counter Bersih 4...
A group which claims to be supporters of Prime Minister Najib Abdul Razak has threatened to gather tens of thousands to protest against the Bersih 4 rally come Aug 29.
Calling itself 'Gabungan NGO-NGO Malaysia', the group also said it would gather in front of Bersih chairperson Maria Chin Abdullah's house if the rally goes ahead as planned.
"They will face 30,000 people against the rally if they continue with it," said the coalition's leader Jamal Mohd Yunos (photo).
"We will also not hesitate to gather 6,000 to 7,000 people to open up stalls in front of Maria's house."
The group, which protested today at Jalan Masjid India, had brought along a cardboard cutout of Maria.
The 30 or so protesters, who wore yellow t-shirts with the words 'Kita menyokong Perdana Menteri (We support the Prime Minister)', later poured a red liquid to resemble blood on top of the cutout.
The cutout was then dumped into a rubbish bin after it was stomped on by the protesters.
Jamal said action must be taken against organisers as previous rallies had affected the country's peace and image in the eyes of tourists.
He also demanded that the Bersih rally organisers declare the details of funding they received for the rally, claiming that protesters were paid to participate in the rally.
He, however, declined to reveal the individuals involved, citing "safety concerns". - mk
MP UMNO/BN dah kena beli...
- mk
Najib out, BN stays: Dr M's formula for opposition...
Dr Mahathir Mohamad has called on the opposition to find a formula which would see BN remain in power without Najib Abdul Razak
"If the opposition is really keen to be rid of Najib, they can only do so if Najib goes but the BN government stays, led by another leader," he said in a blog posting.
The former premier said under previous BN governments, the opposition had always won seats in Parliament and beaten BN in many states.
"Najib's lack of respect for the law and constitution and his willingness to buy off politicians and civil servants may mean the end of parliamentary democracy in Malaysia.
"It can mean no opposition just like as in Umno where opposition to him has been snuffed out," he added.
His remarks come amid claims that a veteran Umno leader is seeking to form a unity government and force Najib out through a vote of no-confidence in Parliament.
Mahathir (photo) also pointed out that possible BN supporters of a no-confidence vote are being named publicly to intimidate them.
“They are being accused of working with the opposition. This is a warning to other BN members not to support the no-confidence vote.
“It may be necessary once again to give BN MPs a holiday in Taiwan,” he said, alluding to what transpired after the 2008 general election when Anwar Ibrahim claimed he had the numbers to form government on Sept 16 of that year.
Vote of confidence is necessary, and legal
Mahathir also said a vote of no-confidence has become imperative.
"A vote of non-confidence is necessary now because Najib has made BN members of Parliament beholden to him by giving them lucrative posts in the government,” he added.
However, he reiterated that the opposition does not have the numbers.
On the same note, Mahathir claimed if the demands for Najib to step down by Umno rank and file is assessed, there would be quite a number of party MPs who would also like to see Najib removed.
“They do not believe the nonsensical explanations about the disappearance of 1MDB money or the RM2.6 billion in Najib’s private accounts.
“These MPs could vote with the opposition in a non-confidence vote.
“It is of course not something BN MPs like to do. They would not like to become instrumental in bringing down a BN government,” he said, hence the need for the opposition to agree to the suggested formula.
Mahathir also slammed Najib and his supporters for trying to paint a picture that a vote of no-confidence against he prime minister is improper and illegal.
"But everyone knows that a vote of non-confidence is absolutely legal," he said.
Precedent set in Perak
The former premier reminded Najib that this was exactly what he did in Perak in 2009.
"Najib seems to have forgotten that BN overthrew the elected government of Perak by claiming it had majority support in the state assembly.
"It should have done so through a vote of no-confidence but BN was not sure that it had majority support if the state assembly.
"So it made out its case before the ruler despite there being no provision in the constitution or laws for a ruler to dismiss an elected government," he said. - mk
