Hinggakan, Muhyiddin terpaksa meminta para hadirin menepuk tangan – sekurang-kurangnya empat kali sepanjang ucapan 40 minit itu.
Ada di kalangan para hadirin terbabit, yang sebahagian besarnya merupakan para guru, diperhatikan hanya menunjukkan wajah bosan dan ada juga yang mengambil peluang melelapkan mata.
Muhyiddin memulakan ucapannya dengan membangkitkan mengenai kadar kemiskinan dalam negara yang menurutnya berjaya dikurangkan.
Tambahnya, jumlah miskin tegar itu tidak mencapai tahap dua peratus.
Bagaimanapun, para hadirin tidak menepuk tangan selepas mendengar statistik yang dikongsinya itu.
"Tak apalah jika anda tidak tepuk, biasalah,” katanya
Beliau seterusnya menyebut pula tentang sistem e-Kasih yang bertujuan untuk mengukur kadar kemiskinan dalam negara.
"Sistem ini diiktiraf oleh Pertubuhan Bangsa-bangsa Bersatu sebagai sistem paling baik di dunia untuk mengukur kadar kemiskinan,” katanya.
Kata-katanya itu bagaimanapun tetap gagal meraih tepukan.
"Ah... tolong tepuklah. Saya bercakap dengan orang pandai... Saya tidak tipu,” katanya.- mk

3pm, but Deputy Prime Minister Muhyiddin Yassin had a hard time getting a
response from a teachers' gathering there today.
Muhyiddin, delivering his speech to some 500 educationists at the Pulau Pinang UiTM campus, had to prompt them to clap at least four times during his 40-minute speech.
Observation by journalists found that some of the teachers were either sleeping or listening to Muhyiddin's speech with bored looks on their faces.
The deputy prime minister (pix below) started off his speech by commenting on the country's poverty rate which had been reduced to a low level.
"Even if there are those who are poor, they are the hardcore poor and this percentage does not reach two percent," he said.
When the audience did not clap for this, he responded: "It's okay if you don't clap, biasalah tu (that's normal)".
He then went on to comment on the government's e-Kasih system which gauges the poverty level in the country.
"The system has been recognised by the United Nations as the best system in the world to gauge the poverty level," he announced.
Realising that the audience did not clap again, he said: "Ah... please clap lah. I'm speaking to intelligent people […] I'm not lying".
Realising his gaffe, he then said: "I don't lie to others too. It's just that with teachers, I have to speak the truth," he said, eliciting laughter from the audience.
'More pay' gets bigger clap
Towards the end of his speech, he told the audience he could speak for an additional two hours and this was greeted by nervous laughter from the crowd.
"Maybe you are already bored. Well, I don't have to campaign (for the by-election) because I can see that those in front of me can be trusted to give their support to Barisan Nasional's candidate," he said.
He then added that government servants had to be loyal to the government of the day.
"And the government of the day today is Barisan Nasional. It's okay if you don't clap," he said again to the half-hearted applause that rippled weakly amongst those present.
Muhyiddin managed to garner the most spirited response when he said he believed teachers with higher qualifications deserved a higher remuneration.
"I prefer that teachers further their studies to Masters and Ph.D levels. Those who have higher qualifications should be given a higher remuneration, that's what I believe," he said to hearty clapping.
The deputy prime minister was in town to campaign for Suhaimi Sabudin, BN's candidate for the parliamentary by-election on May 7. The other three candidates are Pakatan Rakyat’s Dr Wan Azizah Wan Ismail, PRM’s Azman Shah Othman and independent Salleh Isahak. - mk

Dasar ‘Flip-flop’ tambah nilai prabayar...
Dasar ‘flip-flop’ berhubung harga tambah nilai pra-bayar berterusan dan kali ini, ia nampaknya kembali kepada status quo sebelum pelaksanaan cukai barangan dan perkhidmatan (GST).Tunggu dulu, tak jadi.
Jabatan Kastam dan Suruhanjaya Komunikasi dan Multimedia Malaysia (SKMM) nampaknya seperti tidak pernah bersapa, justeru mengeluarkan kenyataan berbeza pada hari yang sama.
Pada 29 April, The Star memetik Ketua Pengarah Kastam Khazali Ahmad sebagai berkata, syarikat telekomunikasi telah dimaklumkan agar mengembalikan harga tambah nilai sebelum pelaksanaan GST.
“Ini bermakna tambah nilai RM10 akan berharga RM10, bukannya RM10.60 termasuk GST,” katanya seperti dipetik.
Pada hari yang sama, timbalan Menteri Kewangan Ahmad Maslan menerusi laman twitter berkata, satu surat bertarikh 28 April telah diberikan kepada syarikat telekomunikasi, mengarahkan mereka mengembalikan harga tambah nilai sebelum GST bermula 1 Mei ini.
Namun petangnya, SKMM mengeluarkan kenyataan bahawa ia akan terus dijual dengan harga termasuk GST.
“Misalnya, tambah nilai RM10 akan berharga RM10.60 dengan tambahan 6 peratu GST.
“Seperti yang kami nyatakan pada 3 April, satu kajian akan dibuat oleh pembekal perkhidmatan telekomunikasi untuk menilai sama ada pelanggan memilih nilai pra-bayar yang lebih rendah dan dicaj GST. Misalnya, tambah nilai RM10 boleh berharga RM10.60 (tambahan 6 peratus GST) atau RM10 (dengan nilai RM9.43 selepas ditolak GST),” kata pengerusi SKMM Dr Halim Shafie.
Pada 30 April, Khazali seperti berubah fikiran apabila The Star memetiknya mengulas pendirian SKMM dan berkata, arahan agar harga tambah nilai kembali seperti sebelum GST ditangguhkan untuk satu tempoh yang tidak pasti.
Dalam kenyataan SKMM, Halim berkata bahawa kajian sudah hampir selesai dan keputusannya akan dibentangkan kepada pihak berkenaan minggu depan.
“Jabatan Kastam Diraja Malaysia setuju dengan pelaksanaan kajian ini sebelum apa-apa keputusan dibuat.
“(Namun) Terdapat kekeliruan di pasaran dalam soal sama ada tambah nilai prabayar akan kembali kepada kadar pra-GST bermula 1 Mei ini. Harus difahami, perkara itu adalah agak mustahil bagi pembekal-pembekal tersebut untuk melaksanakan perubahan yang dikehendaki dalam dua hari.
“Kedua, keputusan kajian tersebut masih belum dicapai dan terlalu awal untuk memutuskan apa-apa pada masa ini,” katanya lagi.
Menurut SKMM, kesukaran untuk kembali kepada harga pra-GST berikutan kerumitan dalam pengubahsuaian semula sistem oleh pembekal perkhidmatan, agen pihak ketiga seperti institusi kewangan, pembekal bayaran elekronik, pasar raya, stesen minyak dan agen jualan lain yang berjumlah 3,000.
Kesemuanya perlu menanggung kos yang agak besar bagi pengubahsuaian itu, katanya lagi.
“Kos ini perlu ditimbangkan dengan teliti sebelum keputusan muktamad dibuat.
“Memandangkan semua pihak berkaitan setuju untuk menuggu kajian selesai, SKMM menyeru aga apa-apa keputusan tentang perkara ini dibuat hanya selepas keputusan kajian dipertimbangkan, serta impikasi teknikal dan kewangan,” kata Halim.
Halim risau tentang kos yang ditanggung syarikat telekomunikasi?
Kalau begitu, mengapa susah-susah jalankan kajian, jika kos untuk kembali ke sistem lama adalah besar?
Bagaimana pula dengan kesannya kepada pengguna?
Syarikat telekomunikasi telah menyerap 6 peratus cukai perkhidmatan sejak 1998.
GST juga enam peratus. Maka mengapa mereka tidak terus menanggungnya?
Halim tidak perlu bimbangkan mereka, tetapi rakyat – yang tidak mengaut untung besar malah perlu berhadapan dengan kenaikan kos sara hidup.
Pihak-pihak bertanggungjawab ini perlu berhenti mengeluarkan kenyataan bertentangan. Sudah banyak kenyataan begitu dalam masa sebulan ini.
Pertama berhubung arahan daripada Jabatan Kastam kononnya syarikat telekomunikasi dilarang untuk menaikkan harga tambah nilai sebanyak 6 peratus selepas pelaksanaan GST.
Kementerian Perdagangan dalam Negeri, Koperasi dan Kepenggunaan juga berkata kad pra-bayar dan tambah nilai akan kekal dan menyediakan khidmat ‘hotline’ untuk pengguna membuat aduan.
Sehari selepas GST, Ahmad Maslan dilaporkan berkata syarikat telekomunikasi perlu membayar balik kepada pengguna yang dikenakan caj GST ketika membeli tambah nilai.
Beliau juga memberi amaran yang syarikat telekomunikai boleh dibawa ke mahkamah jika berkeras untuk mengenakan caj GST kepada tambah nilai.
Tidak lama kemudian, laporan menyatakan bahawa syarikat telekomunikasi dibenarkan untuk mengenakan caj GST namun memberikan masa berbual tambahan.
Kepentingan dan hak pengguna perlulah menjadi keutamaan. Mereka tidak boleh menanggung akibat daripada sikap ‘flip-flop’ kerajaan.
Keputusan awal Jabatan Kastam memihak kepada pengguna, dan keputusan itulah yang patut diteruskan. Bukankah mereka yang bertanggungjawab mengutip cukai, bukannya SKMM. - theantdaily
