PKR hari ini mendakwa Barisan Nasional (BN) bakal berpecah belah sekiranya Perdana Menteri Datuk Seri Najib Razak menyokong rang undang-undang persendirian yang bakal diusulkan PAS di Parlimen, berkenaan hudud Kelantan.
Setiausaha agungnya Rafizi Ramli berkata, situasi itu juga akan menyebabkan parti politik yang kecil di Sabah dan Sarawak terpaksa bersatu dengan parti di peringkat nasional, menjadikan apa yang dibayangkan veteran DAP Lim Kit Siang satu kenyataan.
Lim pernah membayangkan sebelum ini penyatuan parti antara Pakatan Rakyat (PR) dan BN.
"Kalau Najib bermain-main dalam isu ini untuk pecahkan Pakatan Rakyat (PR), BN sudah pasti akan berpecah," kata ahli Parlimen Pandan itu mengulangi pandangannya sebelum ini yang Umno hanya bersandiwara menyokong PAS dalam isu hudud.
"Saya masih menunggu kenyataan perdana menteri dan timbalan perdana menteri mengenai rang undang-undang persendirian mengenai kuasa mahkamah syariah ini," katanya.
Bagaimanapun, mengulas spekulasi yang rang undang-undang itu hanya dapat dibentangkan dengan kebenaran perdana menteri, Rafizi berkata beliau yakin Najib tidak akan bersetuju dengannya.
"Saya yakin rang undang-undang itu tidak akan dibawa ke Parlimen kerana ia tidak mendapat kelulusan Najib," katanya di lobi Parlimen hari ini.
Presiden PAS Datuk Seri Abdul Hadi Awang yang dijangka membentangkan usul rang undang-undang persendirian itu sebelum ini berkata, keputusan sama ada ia dapat dibentangkan pada sidang Dewan Rakyat yang berlangsung sekarang atau tidak bergantung kepada budi bicara Speaker Tan Sri Pandikar Amin Mulia.
Katanya, mengikut Peraturan Mesyuarat, rang undang-undang persendirian hendaklah diusulkan dan perlu mendapat keizinan daripada seorang menteri terlebih dahulu sebelum boleh dibentangkan.
Rafizi semalam mencabar komponen BN membubarkan parti mereka sekiranya masih gagal mendapatkan satu pendirian rasmi daripada Najib sebagai pengerusi BN atau timbalannya Tan Sri Muhyiddin Yassin berhubung hudud.
Katanya, sandiwara Umno berterusan melalui media di bawah kawalannya yang menyokong penuh pelaksanaan hudud tetapi ia adalah sandiwara Umno untuk memecahkan PR.
Sementara itu, Setiausaha Organisasi Kebangsaan DAP, Anthony Loke berkata, Najib seharusnya tidak lagi terus membisu seperti yang sering dilakukannya dan segera menyatakan pendirian berkenaan hudud.
"Najib sentiasa mendiamkan diri, kami mahu Najib bersuara, nyatakan pendirian, Umno dan BN," katanya.
Loke berkata, cadangan Lim berkenaan gabungan bersama antara parti BN dan PR itu adalah bersifat peribadi.
"Sudah pasti cadangan Kit Siang itu peribadi, saya tidak rasa ia akan dibincangkan dalam mesyuarat majlis pimpinan pusat DAP malam ini, ini cadangan yang baharu.
"Kalau Najib setuju sokong rang undang-undang itu, parti komponen akan nyatakan pendirian mereka, adakah parti-parti ini bertahan dalam BN?" soalnya.
Pemimpin PAS, Datuk Dr Mujahid Yusof Rawa bagaimanapun menolak pendapat Rafizi, sebaliknya berkata terlalu awal untuk pemimpin muda PKR itu membuat andaian sedemikian rupa.
"Terlalu awak (andaian Rafizi), saya tidak rasa ia akan berlaku, perlu beri lebih peluang demokrasi.
"Perkara itu boleh dibahaskan, namun setakat ini ia (hudud) belum dibahaskan secara sihat lagi," kata ahli Parlimen Parit Buntar itu, ketika ditemui pemberita di Parlimen. – tmi
Najib's stand on hudud remains elusive...
Last Thursday, Najib met leaders of 12 BN component parties after the Kelantan state assembly passed a bill to amend the Kelantan Syariah Criminal Code II Enactment 1993.
According to sources familiar with the "emergency meeting" requested by the party leaders, the component parties expressed their objection on grounds that introducing hudud in Malaysia was against the Federal Constitution, to which Najib promised to issue a statement on Saturday to clarify matters.
MCA president Liow Tiong Lai had said after the meeting that the prime minister would make his stand known the next day.
News reports following the cabinet meeting on Friday also indicated that Najib was supposed to have issued a statement after hearing objections from his ministers.
However, the Prime Minister's Office has until now remained ambivalent on the Kelantan government's hudud aim which could potentially alter the course of Malaysia's criminal justice system.
UMNO's position unclear
When the vote was called at the Kelantan state assembly on Thursday, the amendments to the Syariah Criminal Code II Enactment 1993 was passed with the support of 12 state assemblypersons from Umno.
It is unclear if the actions of the 12 reflected that of Umno and its president, although several second tier party leaders have expressed an inclination towards implementing hudud law.
However, Umno vice-president Shafie Apdal claimed that party ministers had agreed with the 12.
Immediately after the amendments were passed, PAS president Abdul Hadi Awang, as the MP of Marang, notified the Dewan Rakyat speaker that he seeks to table a Private Member's Bill to amend the Syariah Courts (Criminal Jurisdiction) Act 1965.
This law currently limits punishments imposed by the syariah court to no more than three years imprisonment, a fine of up to RM5,000 and six strokes of the rotan for certain offences.
Removing the limits would allow the syariah court to mete out punishments according to Kelantan's hudud legislation, which among others, includes stoning to death and crucifixion.
Game of chicken
Analyst have opined that the premier is, unwittingly or by design, now engaged in a high stakes game of chicken with PAS.
PAS seems bent on holding its course with the hope of endearing itself to conservative Muslims, but Umno's end game appears to be directed at causing a split in Pakatan Rakyat.
Currently, fissures in Pakatan are already widening, with DAP leaders repeatedly lobbing salvos at PAS for breaching the coalition's common policy framework.
The latest attack saw DAP publicising minutes of a Pakatan meeting in February where Hadi had promised to show the coalition the private member's bill before bringing it to Parliament.
Despite the urgency expressed by the BN component parties, watching the escalating intra-Pakatan fued is perhaps why Najib can afford to remain silent on the matter for a little longer. - mk
Hudud - Sandiwara UMNO perangkap PAS...
Sandiwara yang dimainkan Umno untuk memerangkap PAS mengenai isu hudud semakin menjadi-jadi walaupun Enakmen Kanun Jenayah Shariah Kelantan diluluskan pada 19 Mac 2015 yang lalu.
Dalam mesyuarat jemaah menteri yang dipengerusikan oleh Perdana Menteri, Datuk Seri Najib Razak minggu lalu, laporan mengenai keputusan mesyuarat itu berbeza-beza mengikut sumbernya.
Presiden MCA, Datuk Seri Liow Tiong Lai dilaporkan menyatakan bahawa Najib menentang rang undang-undang persendirian (kuasa mahkamah syariah) yang bakal dibawa oleh presiden PAS tidak lama lagi.
Malah, Liow Tiong Lai berkata perdana menteri akan mengeluarkan kenyataan mengenai perkara itu secepat mungkin.
Sehingga kini, tidak ada satu pun kenyataan yang dikeluarkan Najib mengenai pendirian beliau dan Umno apabila rang undang-undang persendirian itu dibentangkan.
Malah, tidak ada pengesahan pun bahawa rang undang-undang persendirian itu boleh dibentangkan dalam sidang kali ini.
Menteri di Jabatan Perdana Menteri, Datuk Nancy Shukri yang bertanggungjawab menyusun rang undang-undang yang dibentangkan di Parlimen menyatakan semalam bahawa besar kemungkinan rang undang-undang persendirian yang mahu dibawa presiden PAS itu tidak sempat untuk dibentangkan kerana agenda parlimen kali ini telah sarat dengan rang undang-undang yang dibawa kerajaan.
Sandiwara ini berterusan lagi di media yang rapat dengan Umno dan BN. Akhbar Sinar Harian memuatkan di muka depan bagaimana Umno menyokong penuh pelaksanaan hudud dengan tajuk “BN Sokong Hudud”.
Pendirian berubah-ubah
Pada hari yang sama, saya dimaklumkan akhbar Sinchew Daily memuatkan laporan di muka hadapan bagaimana Najib menolak pelaksanaan hudud.
Pendirian Umno berubah-ubah mengikut pengundi sasaran mereka.
Ini adalah rentetan sandiwara demi sandiwara Umno untuk memecahkan Pakatan Rakyat dengan menggunakan isu hudud.
Rang undang-undang persendirian (kuasa mahkamah syariah) yang ingin dibawa presiden PAS itu hanya boleh dibentangkan dengan persetujuan Najib.
Malah, dengan semua parti selain Umno di Parlimen telah menyatakan pendirian masing-masing mengenai rang undang-undang persendirian tersebut, jika ia dibenarkan dibawa rang undang-undang persendirian (kuasa mahkamah syariah) itu hanya akan lulus jika semua 88 ahli Parlimen Umno mengundi untuk menyokongnya.
Sebab itu saya cabar presiden-presiden parti-parti komponen BN (MCA, MIC, Gerakan, PBB, PBS, UPKO, SUPP, PRS, SPDP, PPP dan LDP) yang telah menyatakan bangkangan kepada rang undang-undang persendirian itu untuk mendapatkan pendirian Najib Razak dan timbalan beliau Tan Sri Muhyiddin Yassin dalam bentuk bertulis secepat mungkin.
Jika kesemua presiden-presiden parti-parti komponen BN ini gagal mendapatkan pendirian Najib dan Umno menjelang Selasa ini, lebih bermaruah jika mereka membubarkan sahaja parti masing-masing kerana jelas telah dibuli dan diperlekehkan oleh Umno dalam permainan sandiwara mengenai hudud.
Jelas parti-parti mereka tidak bernilai jika dibandingkan dengan kerjasama di antara Umno dan PAS dalam perkara ini. - Rafizi Ramli,mk
PKR dares BN component parties to disband...
PKR Vice President Rafizi Ramli noted despite the contradicting statements made by component party presidents like MCA chief Liow Tiong Lai and others, Najib has not said anything on the issue yet.
“If all the presidents of the BN component parties fail in getting Najib’s and Umno’s stand by Tuesday, it would be more honorable if they disband their respective parties because it is evident that they have been bullied and sidelined by Umno in this hudud masquerade.
“I challenge all the component party presidents to state their objection to the private members bill and get a written stand from Najib (left) or Muhyiddin as soon as possible” Rafizi said in a statement today.
Rafizi also suggested that Umno’s silence on the issue also shows that the BN component parties “no longer hold value” especially when compared to the cooperation between Umno and PAS on the hudud matter.
He also criticised Umno for using the hudud to split Pakatan by simply prolonging the issue.
“This is the farce used by Umno. The private members bill that the PAS president wants to bring up can only be tabled with the agreement of Najib. Even if the bill is brought to Parliament, it can only be passed if all 88 Umno MPs vote for it,” Rafizi explained.
The PAS-led Kelantan government ruled in favour of implementing hudud laws there on Thursday.

Hudud or not, BN parties will sing UMNO tune
Growing Political Crisis in Malaysia...
The government may have thought that jailing Anwar would bring stability. If so, it was mistaken.
The jailing of Malaysian opposition leader Anwar Ibrahim in February, though called “politically motivated proceedings under an abusive and archaic law” by Human Rights Watch, appeared to some Malaysian politicians and observers like a challenge to the country’s political opposition.
With no one leader ready to completely replace Anwar, the opposition alliance, which has deep internal divisions over social and economic policy, seemed poised to fracture before the next election. In addition, supporters of the ruling coalition hoped Anwar’s jailing would help usher in a period of political stability.
Malaysia has been buffeted since the May 2013 national elections, by increasing partisanship, in-fighting within the ruling coalition’s dominant United Malays National Organization (UMNO) party, a series of arrests of opposition activists, and revelations of potential scandals in the country’s 1MDB state fund, which allegedly has lost staggering amounts of money.
In addition, of course, state carrier Malaysia Airlines suffered two immense tragedies after one of its planes vanished shortly after leaving Malaysia and another plane was apparently shot down over Ukraine.
The stability has not arrived, and the opposition does not (yet) seem to be disintegrating. Last week, about ten thousand Malaysians rallied in the streets of Kuala Lumpur to protest the verdict against Anwar and, more generally, to register their dissatisfaction with the government.
The five year sentence may actually have made Anwar into a martyr, and helped opposition politicians put aside their divisions for now.
What’s more, rather than ushering in a period of stability for the ruling coalition, the post-Anwar era has only brought continued turmoil in Malaysia. As more and more information has leaked out about the 1MDB fund and it alleged problems, the state fund’s management has been challenged even more by opposition politicians, investors, journalists, and some in the ruling coalition.
Malaysia’s Auditor General’s office has begun a probe into the 1MDB fund. Bloomberg recently reported that the fund, which has received a cash infusion from one of Malaysia’s wealthiest tycoons, still may have trouble servicing its debts.
Meanwhile, Prime Minister Najib Razak(above) appears to be battling to maintain his job against supporters in UMNO who are still loyal to former Prime Minister Mahathir Mohamad, a man whom, though retired, retains enormous influence within the ruling coalition. Mahathir has turned harshly critical of Najib.
At a recent party meeting designed to show support for Najib, a group of influential party leaders—including Mahathir’s son, chief minister of the state of Kedah—simply did not show up.
Now, this week, the Malaysian government has taken its tough tactics toward the opposition one step farther. On Monday, authorities arrested Anwar’s daughter, Nurul Izzah Anwar, on charges of sedition.
Nurul Izzah Anwar, an MP in her own right and a potential future leader of the opposition alliance, was hit with the charges after she gave a speech in Malaysia’s parliament criticizing her father’s case and questioning the independence of the Malaysian judiciary, according to a report in Time. (According to Malaysian law, politicians are supposed to have immunity from prosecution over anything they say in parliament, but this law seems to have been ignored in Nurul’s case.)
Since the disputed May 2013 national elections, the government of Malaysia has increasingly used sedition laws to arrest opposition politicians and civil society activists. Although Nurul has been freed on bail, it remains unclear whether the charges against her will be pressed, leading to a trial.
At a press conference after being released, Nurul claimed that her arrest “is a clear sign that the government is desperate” and thus is targeting a broader range of opposition politicians beyond Anwar.
She may be right that the government is desperate—although the desperation may not necessarily stem from the opposition’s activities but rather from fracturing within UMNO. Najib has been mostly silent about the Nurul arrest.
