Ujar Kit Siang, RCI Sabah sepatutnya menjadi laporan paling tebal dan paling banyak jilid berbanding laporan RCI lain, malangnya hanya setebal 368 muka surat.
“Dimana semua memorandum, nota-nota keterangan, akuan-akuan bersumpah dan eksibit dikemukakan kepada RCI?
“Saya difahamkan ia melebihi 5,000 mukasurat, yang merupakan bahagian penting laporan tersebut,’ kata Kit Siang dalam forum mengenai RCI Sabah di Hotel Palace, Kota Kinabalu semalam.
Beliau membandingkan Laporan RCI video skandal peguam Lingam yang mempunyai empat jilid dengan yang pertama berjumlah 191 mukasurat, nota-nota keterangan berjumlah 1,187 muka surat (Jilid 2), 513 mukasurat bagi Akuan Bersumpah (Jilid 3) dan 474 mukasurat eksibit (Jilid 4) dengan jumlah keseluruhan 2,365 mukasurat.
Manakala RCI Sabah menerima 361 memorandum dan 177 eksibit, mengadakan pendengaran awam bermula 14 Januari sehingga September 2013 dengan 211 saksi.
Justeru itu Kit Siang hairan apabila kerajaan mengeluarkan kurang 10 peratus daripada laporan sebenar RCI Sabah, sedangkan RCI video skandal Lingam mengandungi lebih 2,300 mukasurat dengan mengemukakan semua nota-nota keterangan, akuan bersumpah dan eksibit.
“Ini seharusnya menjadi tugas pertama (pengerusi) jawatankuasa kerja RCI Sabah (Tan Seri) Joseph Pairin.
“Adakah Pairin bersedia menyatakan pendirian bahawa keseluruhan laporan RCII Sabah setebal lebih 5,000 mukasurat itu mesti didedahkan segera kepada orang ramai? soal Kit Siang.
Dalam pada itu kata Kit Siang, beliau hairan apabila status ‘Diraja’ RCII Sabah digugurkan, kerana muka hadapan buku laporan tersebut sekadar menyatakan ‘Laporan Suruhanjaya Siasatan Pendatang Asing di Sabah’.
“Kenapa tiba-tiba kerajaan membuang status ‘Diraja’ laporan RCI Sabah dan tidak mencetaknya dengan jelas di kulit naskah laporan itu bahawa ia adalah laporan Suruhanjaya Siasatan Diraja Pendatang Asing di Sabah?
“Tambahan, kenapa tidak ada tandatangan para pesuruhjaya pada laporan itu, malah tidak ada kata-kata aluan pun oleh pengerusi RCI Tan Sri Steve Shim Lip Kiong, sedangkan ada pendahuluan oleh pengerusi RCI (penambahbaikan) Polis oleh Tun Dzaiddin di laporan RCI-nya? soal Kit Siang.
Tambahnya sehingga hari ini Dewan Undangan Negeri Sabah belum mengadakan sidang tergempar untuk membahaskan hasil laporan RCI sekiranya benar-benar serius mahu menyelesaikan masalah 40 tahun pendatang tanpa izin di negeri ini.
Malah, Perdana Menteri Datuk Seri Najib Razak yang sepatutnya berada di Kota Kinabalu bagi melancarkan laporan RCI untuk menunjukkan beliau serius terhadap hasil laporan tersebut.
“Malangnya Najib menghilangkan diri dan memberikan tugas itu kepada Ketua Setiausaha Negara, Tan Sri Ali Hamsa dan Peguam Negara Tan Sri Abdul Gani Patail,” ujar Kit Siang. – Roketkini.com.
Lim: Where are Sabah RCI '5,000 missing' pages...
At 376 pages, the Sabah report released last week is less than 10 percent report of the RCI on the Lingam video tape scandal on the integrity of the judiciary which was more than 2,300 pages.
The Sabah report also did not include exhibits, statutory declarations and testimonies, different to the Lingam RCI which had to be published in four volumes to include such material.
"I call on Najib to immediately release the missing pages. The (Sabah RCI report) should be thickest and most voluminous of all RCI reports in the nation’s history but it is only 367 pages," he said.
In fact, he said, this should be the first task of Deputy Chief Minister Joseph Pairin Kitingan (right) who is chairing the working committee on immigrants in Sabah.
Lim said this in his speech at a forum on the RCI report in Kota Kinabalu last night, circulated to media later this afternoon.
According to Lim, the appendices should exceed 5,000 pages but are not made public.
This includes the 361 memorandums, 177 exhibits and testimonies of 211 witnesses in its public hearings from Jan to September 2013.
"Is Pairin prepared to take a stand that the full report of over 5,000 pages… should be immediately made public?" he asked.
'Najib should've been there'
He also questioned why the word ‘royal’ was dropped from the cover of the RCI report, and no preface by chairperson Steven Shim as per previous RCI reports.
The prime minister should have also launched the report himself, and not the chief secretary, given the gravity of the problem which has plagued Sabah for the past forty years, he said.
Instead, he said, chief secretary Ali Hamsa and attorney-general Abdul Gani Patail had “clouded the occasion” by giving “misleading accounts” of the problem.
To a question at the launch, Ali had said that the illegal mass issuance of identity cards – ‘Project IC’ was financially-motivated and not politically-motivated.
Gani also told media that there is negligible impact on past election results as those who obtained ICs illegally and are registered as voters have been removed from the electoral roll.
“(This is) baseless and untrue,” Lim said.
He also refuted commissioner Kamarulzaman Ambon who told The Star that the commission could not make a stronger conclusion on ‘Project IC’ as there was no “smoking gun”.
“But going through the (Sabah RCI report), I find many smoking guns.
“It is most shocking that the Commissioners cannot see these “smoking guns” and have gravely failed Sabahans.
“This is why Sabahans find the (Sabah RCI) report completely unsatisfactory,” Lim (right) said.
In the report, the commissioners said the testimonies implicating politicians in Project IC is not conclusive as the witnesses were never cross-examined.
The witnesses, former Internal Security Act detainees who were nabbed for issuing IC’s illegally, said they did so to affect the electoral roll. - mk

Secara terus terang, seorang pemimpin
Umno Pulau Pinang berkata parti itu mempunyai ramai kaki bodek' yang
tidak berani mempersoalkan pemimpin mereka.
Memetik kes pemecatan Datuk Seri Anwar Ibrahim pada tahun 1998, Datuk
Khairuddin Abu Hassan berkata ia mencerminkan pendirian tidak
berkompromi Umno.
Naib Ketua Umno Bahagian Batu Kawan itu berkata ada pihak dalam Umno
yang tidak mahu mempertahankan apa yang betul, termasuk mempersoalkan
keputusan pemimpin mereka.
Daripada membodek, tegasnya, ahli perlu lebih pro-aktif dan
mempersoalkan apa yang betul dan salah serta apa yang memberi manfaat
kepada rakyat.
Khairuddin memberitahu pemberita demikian selepas membuat laporan
terhadap 1Malaysia Development Berhad (1MDB) di Ibu Pejabat Polis Dang
Wangi petang tadi.
Beliau juga mendakwa bahawa Umno bahagian Batu Kawan bimbang bahawa
beliau akan membangkitkan kemelut IMDB semasa perhimpunan agung tahunan
parti itu dan oleh itu tidak mencalonkannya untuk berucap kepada para
perwakilan.
Khairuddin berkata, dia diberitahu oleh perwakilan lain supaya tidak
menyuarakan perkara itu dan mendakwa jawatankuasa pengurusan tidak
membenarkannya membahaskan tentang 1MDB.
Menjangkakan tindak balas dari Umno ekoran laporan polis yang dibuatnya, Khairuddin bagaimanapun, tidak bimbang mengenainya.
Menurutnya, ramai ahli Umno yang tidak mahu beliau membuat laporan
sedemikian, terutama apabila ia melibatkan syarikat yang berkait rapat
dengan Umno.
Bagaimanapun, kataya, beliau mahu menjelaskan kepada beberapa pemimpin Umno bahawa inilah pendekatan yang Umno harus ambil.
Menurutnya, persepsi awam tentang Umno perlu berubah dan rakyat mesti
merasakan bahawa Umno bertanggungjawab untuk semua rakyat Malaysia dan
perlu menjadi popular semula.
Khairuddin, yang dikenali sebagai penyokong kuat Tun Dr Mahathir
Mohamad, juga berkata bahawa tidak adil bagi Umno mengambil tindakan
tatatertib terhadapnya.
Katanya, beliau bersedia untuk mendengarkan apa yang Majlis Tertinggi
Umno dan jawatankuasa disiplin mahu katakan (tentang laporan polis itu).
Sambil bertanya atas asas apa mereka mahu mengambil tindakan
terhadapnya, Khairuddin berkata, beliau membuat laporan itu terhadap
sebuah syarikat dan bukan terhadap Umno atau pemimpinnya.
Sebelum ini, Dr Mahathir telah menyatakan kekecewaannya kerana isu 1MDB
yang tidak dibangkitkan semasa perhimpunan agung Umno itu.

Stop apple polishing, Umno man tells members...
Citing the expulsion of Anwar Ibrahim in 1998, Khairuddin Abu Hassan said it reflected Umno’s uncompromising stand.
The Batu Kawan Umno division vice-chief said there are those in Umno who were unwilling to stand up for what is right, including questioning the decision of their leaders.
“Instead of apple polishing, members should be more pro-active and question what is right and wrong as well as what benefits the people,” he said.
Khairuddin was speaking to reporters after lodging a report against Prime Minister Najib Abdul Razak's debt-ridden brainchild 1Malaysia Development Berhad (1MDB) at the Dang Wangi police headquarters this afternoon.
He also alleged that the Batu Kawan Umno division feared that he would raise the IMDB imbroglio during the party annual general assembly and therefore did not nominate him to address the delegates.
Khairuddin said that he was told by other delegates not to voice out this matter and alleged that the management committee did not permit him to debate on 1MDB.
Disciplinary action
Expecting a backlash from Umno over his report, the party leader, however, remains unfazed.
"A lot of them (Umno members) did not want me to make such a report, especially when it concerns a company which is closely linked with Umno.
"I want to make it clear to a few Umno leaders that this is the approach that Umno should take.
"The public's perception of Umno should change and the people must feel that Umno is responsible for all Malaysians and must become popular again," he said.
Khairuddin, who was known as a staunch support of former premier Dr Mahathir Mohamad, also said that it would be unfair for Umno to take disciplinary action against him.
"I am prepared to hear what the Umno supreme council and disciplinary committee have to say (about the police report).
"On what basis would they want to take any action on me? I made a report against a company and not Umno or its leaders," he added.
Khairuddin's report comes on the heels of Mahathir expressing disappointment that the 1MDB issue was not raised at the Umno meet.
This has led to speculation that the blades have been sharpened for Najib, who has been under tremendous pressure since the last general election.
The 1MDB has also come under intense criticsim and scrutiny from the opposition, which has dubbed it as the “mother of all scandals”.
In an email to Malaysiakini later, 1MDB said it is confident that the police report is baseless.
"We are confident that it will have no legal basis. We welcome any investigation into our affairs and the opportunity to rebut malicious allegations," it said. - mk
