Solidariti Anak Muda Malaysia (SAMM) Johor meminta Hospital Ampang
Puteri milik Kumpulan Perubatan Johor (KPJ) supaya menimbang semula
- mk

Ku Li: OSA conceals thousands of sins...
Former finance minister Tengku Razaleigh Hamzah has called for a review
of the Official Secrets Act (OSA) to combat corruption in the country,
saying the law "conceals thousands of sins".
The Umno veteran, popularly known as Ku Li, also wants the Financial Procedure Act 1957 (FPA) to be re-looked in order to limit the powers bestowed on the finance minister.
"Not everything must be a secret. I am not angry with the government, but these are the weaknesses in our system because we abuse the existing powers.
"I know this Act (Financial Procedure Act) because I used it when I was in the Finance Ministry," the Gua Musang MP told a forum in Kuala Lumpur today.
"There are many loopholes there. For example, direct negotiation. That is the finance minister's power. You come to my office, tell me you want to construct a bridge, and I could give you the project as the finance minister."
The Gua Musang MP said this was unethical as the government was accountable to the people, and reminded Putrajaya that the wealth it managed did not belong to their "mother and father".
"This is the people's money which we collected through tax. We can't just use it as we please. We have to use the correct methods, and the best method is through open tender."
Tengku Razaleigh said the finance minister’s post was a powerful one, and this was why not anyone could become the acting finance minister if the minister was out of the country.
The former two-term finance minister said weaknesses exist in the country's financial system.
In fact, he recommended that open tenders be implemented to ensure a solution to the country’s corruption and the financial problems.
"If we want to tackle the problem of corruption, we have to look at the FPA.
'The money spent belongs to the people'
There are many flaws, Tengku Razaleigh said, pointing out that the finance minister has the power to conduct direct negotiations.
"The responsibilities we hold for the people are great. These are the people's assets. Since alls sort of taxes are collected, the money that is spent belongs to the public, it cannot be spent carelessly," he said.
Tengku Razaleigh also said the government needed to implement open tenders for projects, where only those who qualify are eligible to apply.
"We have to conduct this in a fair and right manner," he added.
Official Secrets Act
He added that the Official Secrets Act (OSA) must also be reviewed as it has "hidden thousands of sins".
"Even reporters who discover something about the government cannot expose it. Even if you had a document in your hand, you could be jailed for seven years under the OSA.
"If the issue involved corruption, I think anyone who wants to see the country become clean should be allowed to expose it."
He said Malaysians should not have to wait for a minister or a court order to declassify documents related to public interest.
The Malaysian Anti-Corruption Commission (MACC) Act should also be be re-looked at as it missed "salient provisions" that could tackle corruption, Tengku Razaleigh said.
"I particularly want to see not only the corruptors and corrupt given the boot, but I think even the nominees and trustees should be accounted for.
"I think they (the perpetrators) must come out voluntarily to tell everyone ‘these are my nominees, these are my trustees’ and it's not necessary for the MACC to take them to court in order to get them to reveal who the nominees or trustees are."- mk/tmi
