Kerajaan New Zealand secara rasminya memfailkan permohonan ekstradisi untuk mengheret bekas diplomat Malaysia ke mahkamah negara itu atas tuduhan melakukan serangan seksual.

Menurut laman web New Zealand, stuff.co.nz hari ini, Kementerian Luar Negeri dan Perdagangan negara itu mengesahkan permohonan itu telah dibuat kepada pihak berkuasa Malaysia.

Muhammad Rizalman Ismail menjadi tajuk berita utama kira-kira lima bulan lalu apabila beliau ditahan atas tuduhan pecah rumah dan menyerang dengan niat untuk merogol.

Namun, beliau dibenarkan untuk dibawa pulang ke Malaysia menerusi saluran diplomatik.

Selepas kekecohan di kedua-dua belah pihak, kerajaan Malaysia setuju untuk menghantar Rizalman semula ke Wellington, tetapi tertangguh susulan dakwaan perlu melanjutkan penilaian psikiatrik. - mk

NZ files for Rizalman's return to face charges...

The New Zealand government has officially filed an extradition request for a Malaysian diplomat accused of sexual assault returned to that country to face charges.

According to New Zealand news site stuff.co.nz today, its Ministry of Foreign Affairs and Trade (MFAT) spokesperson confirmed the request has been sent to the Malaysian authorities.

Second Warrant Officer Muhammad Rizalman Ismail made headlines nearly five months ago when he was arrested for alleged burglary and assault with intent to rape but was allowed to be brought back to Malaysia after some diplomatic intrigue.

After uproars on both sides, the Malaysian government agreed to send Rizalman back to Wellington to be tried, but dragged its feet, claiming extended psychiatric evaluations on Rizalman.

The Malaysian Foreign Ministry said in a statement today that it was working with the New Zealand government on the extradition process for Rizalman.

“The process to extradite Rizalman is being undertaken in a spirit of close cooperation within the existing legal parameters in Malaysia and New Zealand,” the ministry said.

However, the ministry also pointed out that consideration should be given because there exists no extradition treaty between the two countries.

It added that both countries are “committed” to upholding the rule of law to ensure Rizalman receives a fair trial for the charges filed against him in Wellington.

Rizalman was previously posted to the Malaysian High Commission in Wellington, and upon being charged for the crimes against 22-year-old Tania Billingsley on May 9, invoked diplomatic immunity.

A miscommunication by MFAT reportedly led to Wisma Putra having the mistaken impression that its Kiwi counterpart had no objection to Rizalman returning to Malaysia to be tried under a military court.

He was flown back to Malaysia on May 22.- mk

Adakah Khalid sembunyi perjanjian air Selangor daripada kerajaan negeri baru ...

Pengumuman Menteri Besar Selangor Azmin Ali bahawa Kerajaan Negeri tidak memiliki salinan perjanjian penstrukturan semula air Selangor amat mengejutkan.

Oleh yang demikian, Kerajaan Persekutuan digesa untuk mendedahkan kandungan perjanjian tersebut, yang ditandatangani secara tergesa-gesa tiga minggu lalu sebelum Tan Sri Khalid Ibrahim melepaskan jawatan sebagai Menteri Besar.

“Adakah bekas menteri besar turut tersalah bawa perjanjian air yang penuh misteri itu ketika membungkus barang-barang peribadinya sebelum keluar dari pejabat MB?” soal Pengerusi DAP Selangor Tony Pua yang hairan bahawa salinan perjanjian tersebut turut tidak disimpan Setiausaha Kerajaan Negeri.

Dalam kenyataannya Ahli Parlimen Petaling Jaya Utara itu turut menyatakan sokongannya terhadap kenyataan Azmin supaya perjanjian penstrukturan semula dengan Kerajaan Persekutuan didedahkan kepada orang awam.

Perjanjian tersebut ditandatangani Khalid yang kehilangan sokongan majoriti Ahli Dewan Negeri pada 12 September lalu dan dokumen berkenaan tertakluk di bawah Akta Rahsia Rasmi.

“Tidak masuk akal bagaimana seluruh kerajaan negeri termasuk ahli Exco di bawah pentadbiran Khalid Ibrahim langsung tidak tahu menahu kenapa kerajaan negeri tidak memiliki salinan perjanjian tersebut.

“Kami menyeru Kerajaan Persekutuan untuk menyerahkan perjanjian tersebut dengan segera kepada Kerajaan Negeri supaya pihak negeri dapat mengetahui hak dan tanggungjawabnya,” katanya.

Jelas Pua, hanya dengan memiliki salinan tersebut kerajaan negeri boleh membuat keputusan mengenai langkah seterusnya demi melindungi kepentingan rakyat Selangor.

Menurutnya tidak ada alasan keselamatan negeri untuk tidak mendedahkan kandungan perjanjian tersebut kerana ia dikatakan hanya meliputi langkah penstrukturan semula.


Semalam, Azmin telah menyatakan hasrat Kerajaan Negeri untuk memohon kepada Kerajaan Persekutuan supaya perjanjian tersebut didedahkan kepada umum dalam masa satu minggu. – Roketkini.com

Did Khalid pack water deal with his bags...

DAP has expressed "shock" that the Selangor government reportedly does not have a copy of the water restructuring agreement signed on Sept 12, and wants Putrajaya to come clean on this.

"The question is whether the former menteri besar (Abdul Khalid Ibrahim) had not only packed his bags of his personal belongings from his office, he also mistakenly packed the mysterious water agreement with him as well, such that even the state secretary does not seem to have a copy.

"It is either that, or the federal government is showing complete disregard and disrespect to the Selangor state government by not releasing the agreement to the latter," Selangor DAP chief Tony Pua said in a statement today.

The Petaling Jaya Utara MP said witholding the document from the state, which is an equal party to the agreement "would be a severe trampling" of the state's rights.

"It is inconceivable how the entire state government, including the former executive councillors under Khalid Ibrahim, are completely clueless as to why the state doesn’t have a copy of the agreement," he said.

Yesterday, MB Azmin Ali said his administration still does not have a copy of the controversial agreement that his predecessor hurriedly signed, just before leaving office.

Azmin said he would write to Putrajaya to have the document declared public, to allow open scrutiny of its details.

Meanwhile, Pua said the speed with which the “mysterious” agreement was concluded raises strong concerns that the state may have been shortchanged.

 “While we had fully supported the Selangor water industry restructuring exercise led by the former menteri besar, we believe that the devil is in the details.

“The future burden to be carried by the consumers in the state will be heavily dependent on the exact terms agreed,” he said.

Pua then urged the federal government to release the agreement to the state government so that the the state could discover its rights and obligations.

“Only with a copy of the agreement can the new state executive council decide on the next appropriate course of action that needs to be taken to protect the rights of Selangorians.”- mk
