PBS ditangguhkan pelaksanaannya, kata ketua pengarah pelajaran...
Sistem Pentaksiran Berasaskan Sekolah (PBS) yang menyaksikan guru-guru membuat bantahan Jumaat lepas akan ditangguhkan perlaksanaannya sehingga notis seterusnya.
Ketua Pengarah Pelajaran, Datuk Dr Khair Mohamad Yusof berkata, Jabatan Pelajaran hanya akan memaklumkan keputusan mengenai kajian mengenai PBS selepas Menteri Pelajaran, Tan Sri Muhyiddin Yassin berpuas hati dengan cadangan untuk memperkemaskannya.
Bagaimanapun beliau tidak meletakkan sebarang batas waktu berapa lama kajian itu akan memakan masa.
Perubahan itu akan mengambilkira perolehan terakhir, pandangan guru, bantahan awam termasuk dari Suara Guru Masyarakat Malaysia (SGMM), kata Khair dalam kenyataannya malam ini.
"Kementerian telah mengambil inisiatif untuk mengkaji semula pelaksanaan PBS untuk mengurangkan bebanan kerja guru yang memfokuskan kekerapan memasukkan data, termasuk memasukkan penilaian pencapaian kad laporan pelajar yang dikatakan membebankan," Bernama melaporkan malam ini.
Katanya “taskforce” yang ditubuhkan oleh kementerian baru-baru ini akan mengadakan mesyuarat mingguan untuk mengkaji dan menilai perkembangan memperkemaskan sistem itu.
"Bilik perang PBS juga telah ditubuhkan di peringkat kementerian untuk mengkaji isu yang berkaitan dengan pelaksanaan PBS secara serta merta dan berkesan termasuk menyediakan maklumbalas segera," katanya.
Katanya, kementerian juga sedang bekerja untuk memperkemaskan akses kepada sistem pengurusan PBS untuk memastikan para guru dapat memasuki sistem komputer itu lebih mudah dan berkesan.
Penerangan PBS ke seluruh negara untuk sekolah rendah dan menengah yang bermula Isnin lepas juga telah ditangguhkan dahulu untuk mengelakkan kekeliruan mengenai pelaksanaannya, katanya.
Khair berkata, perolehan dari “workshop” tentang pelaksanaan PBS yang melibatkan guru dan persatuan guru baru-baru ini akan diumumkan segera.
"Ini untuk memastikan setiap elemen dalam pelaksanaan PBS akan menyediakan penilaian holistik ke atas pelajar di samping meringankan bebanan guru dalam pelaksanaannya," katanya.

PBS telah dilaksanakan mulai 2011 bermula dengan pelajar darjah satu. Pada 2012, kementerian melaksanakan PBS untuk tingkatan satu.
Ia sebahagian dari usaha kerajaan untuk menghasilkan pelajar yang serba boleh bukan yang berjaya dalam peperiksaan semata-mata.
Tidak ada ujian tahunan di bawah PBS.
Setiap hari, guru akan menilai pelajar untuk setiap mata pelajaran dengan enam-band dari band satu untuk memahami (paling rendah) hingga band enam "terbaik" (tertinggi).
Kenyataan kementerian ini datang selepas protes yang dibuat oleh SGMM di Bandar Baru Bangi Sabtu lepas tentang PBS.
SGMM mahu PBS dimansuhkan dan sekolah kembali kepada sistem peperiksaan semula.
Ketua SGMM Mohd Nor Izzat Mohd Johari berkata, memorandum telah disiapkan dan akan diserahkan kepada Perdana Menteri Datuk Seri Najib Razak.
"Selepas tiga tahun dilaksanakan, PBS telah menyebabkan bebanan sangat tinggi untuk guru-guru hatta pada hari rehat mereka.
"Tugas guru yang utama adalah mengajar, tetapi sejak PBS dilaksanakan, kerja utama telah menjadi memasukkan data dan tugas pengkeranian bukan lagi fokus kepada silibus," katanya.
Nor Izzat berkata, guru-guru menghadapi soalan dari ibu bapa tentang pencapaian anak-anak mereka, tetapi ia sukar untuk dijelaskan.
"Kenapa guru tidak boleh memberikan penjelasan? Mudah saja, hari ini guru memberitahu ibu bapa tentang satu perkara, tetapi esok matlamat yang ditetapkan oleh pihak berkuasa sudah bertukar," katanya.
Presiden Persatuan Gerakan Kebangkitan Pendidik Kebangsaan (Pendidik) Normala Sudirman mengkritik Kementerian Pendidikan kerana menzalimi guru yang menentang sistem PBS itu.
"Guru yang berani mengkritik sistem itu telah digantung, dipindahkan beberapa kali dan juga ada yang dipecat," katanya.
"Dalam masa dua minggu lalu, Pendidik menerima kira-kira 100 laporan dari guru yang telah dikenakan tindakan disiplin oleh Kementerian Pendidikan."
Normala juga mendakwa ada kes di mana guru dipecat tanpa melalui prosedur yang sewajarnya. – tmi
Himpunan mansuh PBS, ada 'menyorok' elak media...
'Himpunan 222: Mansuh PBS' anjuran Suara Guru Masyarakat Malaysia (SGMM) berjaya diadakan di Bangi walaupun sebilangan hadirin dipercayai guru, hadir secara menyorok-nyorok untuk mengelak sebarang liputan media serta sorotan lensa dan kamera video.Bertempat di Masjid Al-Hasanah, Bandar Baru Bangi, himpunan yang diadakan bagi membantah pelaksanaan Penilaian Berasaskan Sekolah (PBS) pada asalnya dijangkakan berlangsung di perkarangan parkir masjid.
Namun, himpunan itu berlangsung di satu bilik mesyuarat masjid berkenaan dan diadakan dalam format sidang media selama dua jam bermula sekitar jam 2.30 petang.
Majlis yang menarik kehadiran kira-kira 100 orang itu diacarakan bekas guru, Mohd Zai Mustafa yang kini bergerak aktif bersama Majlis Kebajikan dan Pembangunan Pendidikan Malaysia, sebuah pertubuhan yang menurutnya menyelia kira-kira 400 buah sekolah agama rakyat.
Dakwanya, Kesatuan Perkhidmatan Perguruan Kebangsaan (NUTP) ada mengeluarkan arahan agar guru-guru tidak menyertai himpunan tersebut.
"Ada arahan daripada NUTP supaya para pendidik tidak hadir dalam perjumpaan ini," katanya.
Sebilangan hadirin wanita yang duduk di bahagian hujung dewan kelihatan memakai purdah bersama kaca mata hitam, menyukarkan wajah mereka dicam jika majlis petang tadi didokumentasikan oleh pihak kementerian pelajaran.
Pelaksanaan PBS dikritik sebahagian guru kerana didakwa mengurangkan masa pengajaran dan pembelajaran kerana guru-guru terpaksa menghabiskan banyak masa melakukan tugas memasukkan data bagi penilaian berterusan murid-murid.
Baru-baru ini, Timbalan Perdana Menteri merangkap Menteri Pelajaran, Tan Sri Muhyiddin Yassin mengumumkan pelaksanaannya ditangguhkan sehingga bulan April ini.

Teachers vow to continue demanding for abolition of school-based assessment system...
A teachers’ working group today vowed to continue their calls for an end to the school-based assessment system (SBA).Suara-Guru Masyarakat Malaysia (SGMM) chief Mohd Nor Izzat Mohd Johari said a memorandum had been drawn up and would be handed over to Prime Minister Datuk Seri Najib Razak.
"The SBA is creating a generation of Malaysian students who are passive, cannot be bothered to think, are non-competitive and have lost their creative edge," Nor Izzat said.
"It has been three years since the SBA was implemented and it has led to a greater workload for teachers, even during their personal time.
"The main job of teachers is to teach, but since the SBA was implemented, greater emphasis has been placed on data entry and clerical duties instead of focusing on the syllabus."
The group had originally planned to protest at the Education Ministry today against the system, but instead gathered at the Bandar Baru Bangi mosque to discuss the issue.
"We will push the memorandum through any avenues and channels available until it reaches the right ears because the issue needs to be resolved once and for all," Nor Izzat said.
He said the SGMM, along with 20 NGOs and seven respected academicians, would also hand over a copy of the memorandum to the Yang diPertuan Agung.
"The future of generations of Malaysian students is at stake, because the system is clearly flawed and a waste of taxpayer funds," he added.
Nor Izzat said teachers faced questions by parents about their children's performance in the school but found it hard to give an explanation.
"Why can’t teachers give an explanation? Simple, today teachers tell parents one thing, but tomorrow, the goal posts are shifted again by the authorities.
"So who will get the flak from the parents? The teachers. Therefore, how are teachers expected to explain the students’ performance to parents?"
Nor Izzat said instead of focusing on leaving a legacy behind, Putrajaya should listen to teachers and academic experts.
He suggested that the authority of Education Minister Tan Sri Muhyiddin Yassin be limited as the issue should be left to the experts instead of consultants.
Persatuan Gerakan Kebangkitan Pendidik Kebangsaan (Pendidik) president Normala Sudirman criticised the Education Ministry for victimising teachers who spoke out against the system.
"Teachers who have dared to criticise the system have been suspended, transferred numerous times and even sacked," she said.
"In the past two weeks, Pendidik has received more than 100 complaints from teachers who have been disciplined by the Education Ministry."
Normala said there had been cases where teachers were fired without the proper procedures being followed.
Nor Izzat said SGMM was not interested in overthrowing the ruling government or supporting any particular political party.
"We are fighting for the future of our children. This is an educational issue, not a political issue."
He said students loved the SBA because it meant no examinations for them, which resulted in them losing their competitive edge.
"Our children are the real victims of SBA, because they will end up not knowing anything," Nor Izzat said.
"If the SBA has problems, then the Education Ministry should be responsible instead of blaming the teachers and issuing transfer letters to vocal critics.
"Education Minister II Datuk Seri Idris Jusoh should take responsibility for the bugs and faults in the SBA and resign from his position," Nor Izzat added.
If the SBA is not abolished by April 1, SGMM will hold a protest to keep up their opposition to the system, he added.
Yesterday, Nor Izzat received a 24-hour notice of transfer to a rural school in what is seen as Putrajaya's clampdown on dissent by civil servants.
Nor Izzat, who has been called “Guru Setahun Jagung” (greenhorn teacher) by the ministry for being a vocal critic of the SBA, said his transfer was proof that the Education Ministry was exercising its powers over him.
The Malaysian Insider had previously reported that teachers and school administrators, who found it hard to cope with the SBA to track students' performances, had fallen back on examinations.
This has led to a situation where many schools have two systems. On the surface is the SBA, which is done to please officials in Putrajaya, but beneath that is the old annual examination system, SGMM revealed.
The examination system is being implemented by individual schools without the knowledge of Putrajaya but the schools are using it to track students' performances.
Using two systems, SGMM said, was putting a lot of strain on teachers and school officials.
But the schools insisted that it was necessary to satisfy the needs of both Putrajaya and the students.
The approach reflects widespread rejection by educators towards the use of the SBA as an effective system for Malaysian schools.
This is despite Putrajaya’s insistence that the SBA, which was introduced in 2011, was important in reforming the nation’s maligned education system.
Nor Izzat said that while the SBA was a good system which was used successfully in developed countries, it was poorly implemented in Malaysia and did not suit local conditions.
One of the more serious problems, said Nor Izzat, was “streaming” or the process of placing students as they progressed each year to a higher level.
Schools are told by the government that they have to collect the SBA data on a daily basis for each student, said Nor Izzat.
But when the time comes for students to graduate from one form to another, the data is not made available to schools.
“So how are schools supposed to stream students and place them in the appropriate classes?” asked Nor Izzat.
He said this was the reason many schools have reverted to the annual examination system to gauge students' performances to place them in the right classes.
There are no annual examinations under the SBA. Each day, teachers grade students on a subject based on a six-band spectrum starting from band one “understand” (the lowest) to band six “exemplary” (the highest).
The data has to be entered each day into a centralised computer system.
Another problem with the SBA, said Nor Izzat, was the effect it had on students' motivation and learning.
“In the two years that we’ve had the SBA, we’ve seen a lack of interest among students to learn. They are more laid-back because there was no incentive to do better.”
The drop in students' performances, Nor Izzat said, showed up in the 2012 Programme For International Students Assessment (PISA) rankings for Malaysia.
Among 65 countries tested, Malaysian students ranked in the bottom third, or the 52nd spot, trailing their counterparts from Singapore, China, Korea, Taiwan and Vietnam in reading, Mathematics and Science. – tmi
