Guru akan adakan bantahan program penilaian pelajar...
Kumpulan pendesak guru merancang untuk mengadakan bantahan di Kementerian Pendidikan Malaysia (KPM) pada hujung bulan ini bagi mendesak Putrajaya menghentikan program penilaian tiga tahun pelajar.
Bantahan yang jarang diadakan dari bidang perguruan itu menunjukkan rasa tidak puas hati warga pendidik yang semakin tinggi terhadap sistem Pentaksiran Berasaskan Sekolah (SBA), kata jurucakap Suara Guru Masyarakat Malaysia (SGMM).
Himpunan ini dirancang juga biar pun berulang kali jaminan diberikan Putrajaya bahawa SBA satu keperluan kepada pembaharuan sistem pendidikan kebangsaan dan penambahbaikan kepada sistem akan diselesaikan April ini.
"Kami mengadakannya pada Sabtu bagi memberi lebih banyak guru peluang menyertainya dan tidak lupa menjalankan tanggungjawab ini," katanya yang merupakan seorang guru di sebuah sekolah menengah di Pahang. – tmi
Aku tak salahkan cikgu2 ni,memang depa kerja kuat kecuali 2/3 ekoq baloq liat. PPD dan JPN pula dok asyik bagi macam info...buat itu dan ini, sampai kadang2 cikgu pun tak tau apa yang dia buat. Di pihak KPM pula,depa asyik mesyuarat...mesyuarat3 dan tiap kali mesyuarat idea berubah2,apatah lagi kalu pegawai2 yang terlibat pun bertukar,Ketua Sektor dan KPPM pula pencen,maka perancangan terpaksa bertukar mengikut selera pegawai baru yang mengambil alih. Jadi tak hairan kalau dari dulu lagi Kementerian Pelajaran Malaysia ini digelar "mad house" dan memang gila pun...t/sekole
Teachers to hold protest against school-based assessment...
A teachers’ pressure group is planning to hold a protest at the Education Ministry at the end of this month to demand that Putrajaya end its ambitious three-year-old pupil assessment programme.
The protest, a rarity for the profession, reflects growing discontent among teachers with Putrajaya’s implementation of the school-based assessment (SBA) system, said a spokesman from Suara Guru-Masyarakat Malaysia (SGMM).
This is despite repeated assurances from Putrajaya that the SBA was necessary as part of reforms to the national education system and that kinks in the system would be worked out by April.
SGMM working group chief Mohd Nor Izzat Mohd Johari said the protest, dubbed #himpunan222kpmputrajaya, would be held on February 22 in front of the ministry in Putrajaya.
“We are holding it on Saturday to give more teachers the opportunity to make it there and also not to take time away during the weekdays from our responsibilities,” said Mohd Nor Izzat, who teaches at a secondary school in Pahang.
“We are targetting about 200 teachers, although we expect only about 50 to show up," he told The Malaysian Insider, adding that the act of teachers protesting was already a powerful symbol.
Being civil servants, teachers rarely take to the streets to vent their anger against the government for fear of reprisal.
Mohd Nor Izzat said the group’s other demand was that the ministry reopen files on teachers who they claimed have been unfairly reprimanded.
The SBA was implemented in 2011 starting with Form 1 students. It is part of the government’s efforts to produce more well-rounded students instead of those who purely excel in studies.
There are no annual exams under SBA. Each day, teachers grade pupils on a subject based on a six-band spectrum starting from band one “understand” (the lowest) to band six “exemplary” (the highest).
The data has to be entered each day into a centralised computer system.
Though SGMM admitted that the SBA was an ideal system that has been successfully used the world over, it was difficult to practise in Malaysia.
Problems include a high pupil-to-teacher ratio and a vague tracking system for individual pupil performance.
SGMM also claimed that weaknesses in Malaysia’s SBA had led many schools to fall back on the old annual exam to track pupil performance.
This is while teachers and school administrators agree to use SBA superficially to please officials in Putrajaya. It was reported that teachers are also frustrated with inadequate computer resources for storing SBA data, stemming from network congestion.
This led many to waking up at 3am to input data when traffic is lower.
Mohd Nor Izzat claimed that some teachers who had attended briefings by the ministry recently said that past SBA data would not be used to track the performance of Form 3 students this year.
This, he said, contradicted an earlier directive by the ministry for teachers to collect SBA data on Form 1 students starting from 2012. This data would then be used to track those same students when they reached Form 3 this year.
“Before they said the data would be used. Now they said it won’t. So what have we been doing all these years then? What is the data for?” asked Mohd Nor Izzat.
Education Minister II Datuk Seri Mohd Idris Jusoh had previously assured teachers and school administrators that the SBA’s shortcomings would be fixed by April.
He said the ministry’s officers were going to the ground to brief teachers, parents and school administrators on the SBA and to gain feedback to rectify its weaknesses.
“At the end of the day, this is a system that Malaysian society wants. It is a departure from the old system that was just based on exams.
“We do not just want students who are only good in exams but who are well rounded,” Mohd Idris had said.- tmi
PRK Kajang: Mengundi Ahad 23 Mac, penamaan calon Rabu 11 Mac...
Suruhanjaya Pilihan Raya (SPR) hari ini mengumumkan tarikh Pilihan Raya Kecil (PRK) Dewan Undangan Negeri (DUN) Kajang pada 23 Mac 2014, manakala hari penamaan calon akan diadakan pada 11 Mac 2014.
Pengerusinya, Tan Sri Abdul Aziz Mohd Yusof berkata hari pengundian awal akan dijalankan pada 19 Mac 2014, membabitkan 1,977 pengundi.
"Seramai 673 petugas SPR akan mengendalikan pilihan raya kali ini, manakala kos anggarannya ialah RM1.6 juta.
"Daftar pemilih yang digunakan adalah bagi tahun 2012 sehingga suku ketiga 2013 yang dikemaskini sehingga 26 Januari 2014," katanya dalam satu sidang media di Ibu Pejabat SPR di Putrajaya hari ini.
PRK Kajang diadakan berikutan penyandang kerusi itu, Lee Chin Cheh meletakkan jawatan bagi memberi laluan kepada ketua pembangkang, Datuk Seri Anwar Ibrahim yang dikatakan akan mengambil alih jawatan menteri besar Selangor.
Lee, 42, adalah seorang peguam dan bekas ahli parti Gerakan selama 10 tahun.
Dalam PRU13, Lee mendapat 19,571 undi, berbanding calon BN, Lee Ban Seng yang mendapat 12,747 undi.
Abdul Aziz berkata sebanyak 18 pusat mengundi akan dibuka, iaitu tiga pusat mengundi awal dan 15 pusat mengundi biasa dengan menggunakan Kompleks Sukan Majlis Perbandaran Kajang (MPKJ) Seksyen 15, Bandar Baru Bangi sebagai pusat penamaan calon dan penjumlahan undi rasmi.
Katanya, seramai 39,278 pemilih berdaftar yang terdiri daripada 38,055 pengundi biasa akan mengundi dalam PRK kali ini, melibatkan 19,612 pengundi lelaki dan 19,666 pengundi wanita.
“Bagi memastikan proses pelaksanaan PRK ini berjalan lancar, semua pihak diminta mematuhi arahan pihak polis yang bertanggungjawab menjaga ketenteraman awam dan keselamatan urusan pilihan raya.
“Pemimpin parti politik, calon, petugas, penyokong parti, pertubuhan badan bukan kerajaan (NGO) dan mana-mana individu lain yang terlibat hendaklah mematuhi undang-undang dan tata etika semasa tempoh rasmi berkempen,” katanya.
Ketika ditanya mengapa SPR mengambil masa yang agak lama bagi mengadakan PRK berkenaan, Abdul Aziz berkata banyak persiapan yang perlu dilakukan seperti menyediakan daftar pemilih bersih dan tempat mengundi yang baik.
Katanya, bagaimanapun tempoh yang diambil SPR masih dalam garis masa yang ditetapkan undang-undang, iaitu 60 hari selepas seseorang wakil rakyat itu meletakkan jawatan.
“Kita banyak persediaan. SPR tidak menjangka langsung ada PRK ini. Kita menumpukan perhatian kepada urusan lain. Apabila ada yang meletak jawatan, kita perlu ubah 'gear' dan buat persediaan.
“Untuk mengadakan PRK bukan satu perkara mudah. Kita mesti menyediakan daftar pemilih yang lengkap seberapa bersih yang mungkin, tempat mengundi, penamaan calon dan pengiraan undi yang baik. Mesti dipersetujui pihak empunya bangunan itu,” katanya.
Abdul Aziz berkata SPR tidak mahu terburu-buru dalam menjalankan PRK, kerana bimbang kesalahan dalam proses pilihan raya yang pernah berlaku sebelum ini berulang.
Katanya, SPR juga memerlukan sedikit masa bagi menjalankan PRK berkenaan bagi menyediakan dakwat kekal yang perlu diimport dari luar negara.
“Kita tak mahu terburu-buru supaya tidak berlaku kesilapan. Tarikhnya tidaklah terlalu lewat atau terlalu awal.
“Kita perlu mengurus dakwat kekal kerana ia diperoleh dari luar negara yang perlu diuruskan untuk dibawa balik. Begitu juga latihan, kita tidak mahu kesilapan seperti mengisi Borang 13 dan Borang 14,” katanya.
Beliau berkata bagi tujuan mengawal keselamatan kempen pilihan raya, pelbagai inisiatif telah diambil, antaranya bekerjasama dengan pihak Tenaga Nasional Berhad (TNB) dan pihak polis agar segala perkara tidak diingini dapat dielakkan.
Katanya, SPR hanya diberi kuasa memantau perjalanan pilihan raya selepas proses penamaan calon sehingga calon yang menang diumumkan.
“SPR di bawah undang-undang hanya diberi kuasa untuk memantau kempen selepas penamaan calon sekiranya ada pertandingan, sehingga pengumuman rasmi siapa yang menang.
“Saya harap yang dapat membantu SPR adalah pihak polis yang menjaga ketenteraman awam dan keselamatan. Mereka faham dan pakar tentang hal itu. Kami akan berbincang dengan mereka.
“Kami sentiasa bersedia supaya tidak berlaku terputus bekalan elektrik. Ia tidak berlaku memenangkan parti tertentu. Dalam post mortem yang kita buat, ia tidak berlaku. Kami sediakan penjana kuasa. Tenaga Nasional Berhad bersedia,” katanya.-tmi

Kajang by-election set for March 23...
The Election Commission (EC) has set March 23 as the date for the Kajang state by-election, with nominations to be filed on March 11.
This provides a 12-day campaign period for the first by-election of the year.
Advance voting will be conducted on March 19, EC chairperson Abdul Aziz Mohd Yusof told a press conference at the EC headquarters today.
He said 18 polling stations will be opened for the 39,278 voters eligible to cast their ballots, based on the electoral roll gazetted late last year.
The by-election will involve expenditure of about RM1.6 million, said Abdul Aziz, adding that the EC has tried to keep the cost as low as possible.
The Kajang Municipal Council's sports complex in Bandar Baru Bangi will be both the nomination and polling centre.
Malays make up 48.5 percent of the voters in the constituency, followed by Chinese (40.28 percent) and Indians (10.29 percent).
PKR de facto leader Anwar Ibrahim will contest the polls in a bid to enter the Selangor state assembly held by Pakatan Rakyat.
The Kajang seat was vacated by PKR's Lee Chin Cheh on Jan 27 in a move engineered by the party to propel Anwar into a more active role within the state government.
The move is seen as paving the way for Anwar to eventually take over from Abdul Khalid Ibrahim as Selangor menteri besar.
This 'Kajang Move' is also a step toward using Selangor as the launchpad in Pakatan’s quest for federal power and to end the feud between Khalid and PKR deputy president Azmin Ali.
The BN has yet to decide on its candidate for the seat, which has traditionally been contested by the MCA. However, Umno is eyeing the seat this time around.
This will be the third by-election in the eight months since the 13th general election concluded on May 5 last year.
It was preceded by the Kuala Besut state by-election in Terengganu and the Sungai Limau by-election in Kedah. BN and PAS each won a seat in these by-elections.
The Kajang by-election is the first since the 13th general election to be caused by voluntary resignation. The other were caused by the death of the representatives.- malaysiakini
