No April Fool in 2015: GST is coming to town...
Prime Minister Najib Razak has ignored the appeal from the masses and introduced the much criticised goods and services tax (GST) describing it as the best form of tax for all.
GST will commence on April 1, 2015 at a whopping rate of six percent.
“More than 160 countries have already implemented GST. This clearly demonstrates that GST is proven to be a transparent, effective and fair tax system. The vast majority of nations in the world would not have implemented GST, if it is disadvantageous to the people and the country.
Most of the developed nations have long implemented GST or Value Added Tax (VAT). Even ASEAN countries such as Indonesia, the Philippines, Laos and Cambodia, as well as countries such as Burkina Faso, Burundi, Zimbabwe, Rwanda and Kenya have implemented GST,” argued Najib when tabling the Budget 2014 today.
The six percent rate is lowest rate among ASEAN countries, he added.
The introduction of GST will see an end to the Sales Tax and Services Tax that presently charges 10 and 5 percent respectively.
“I must stress that GST is not a new tax. Currently, the inflation rate is low at 2%. The Government believes that this is the best time to implement GST as the inflation rate is low and contained,” Najib clarified.
According to the Finance Minister, no GST would be imposed on basic necessities like rice, sugar, salt, flour, cooking oil, dhal, spices, salted fish, cencalok, budu and belacan and first 200 unit of monthly electricity bill.
Passport renewal, health services, education fees, transportation services, housing rental and financial services will also be exempted from GST.
Najib said GST would result in the price of goods to be cheaper. Taking an example of a carbonated drink in restaurant, Najib said consumer would only pay a single tax under GST instead of SST that charges twice.
“Put differently or explained in simple terms, with the GST system, consumers will only need to pay tax once and the price of goods should be cheaper,” he stressed.
Upon implementation of GST, a one-off payment of RM300 would be given to Bantuan Rakyat 1Malaysia recipients.
Individual tax will see a reduction from one to three points that Najib said, would see a total 300, 000 taxpayers no longer need to pay tax in 2015.
“In general, those with family earning RM4, 000 and below a month will no longer have tax burden. Existing taxpayers will see the reduction in tax payment,” he added.
To ensure a more progressive tax system, Najib said the taxable income at the maximum rate has been raised from RM100, 000 to RM400, 000.
“The maximum tax rate of 26 percent currently will be reduced to 24, 24.5 and 25 percent. All these will be in effect beginning of 2015,” he added.
“GST is all about enforcement. BN government’s record in enforcing anything has been dismal to say the least, it will be interesting to see how the government going to ensure everyone, especially the business community to adhere to GST guidelines to ensure revenue from the tax is not disrupted in anyway,” said Li Fook Gao, Harakahdaily political analyst in an immediate response.-harakahdaily
