YB. Surendan kena tendang keluar Dewan...


Bagaimanapun, Pandikar mengarahkan Surendran keluar dewan.

Surendran yang berang dengan keputusan tersebut berkata ia membuktikan dakwaannya pada hari Isnin bahawa ini adalah Parlimen diktator".

 
Sementara itu, Bernama melaporkan insiden itu berlaku apabila Surendran bangun sebaik Speaker memanggil anggota Parlimen Libaran (Datuk Juslie Ajirol) untuk mengemukakan soalan pertama.
   
Tindakan anggota Parlimen Padang Serai itu mendapat teguran Pandikar Amin apabila menegaskan Dewan telah bersetuju sebelum ini bahawa sebarang Peraturan Mesyuarat hanya boleh dibangkitkan selepas selesai sesi soal jawab.
   
"Saya ingatkan anggota-anggota (Parlimen) baru, sebelum sesi soal jawab, tiada sesiapa dibenarkan membangkitkan Peraturan Mesyuarat.
   
"Kita dah bersetuju dan ini turut diamalkan di negara-negara lain yang mengamalkan sistem demokrasi. Kalau Yang Berhormat tidak duduk dan menganggu sesi ini, saya akan minta Yang Berhormat keluar," kata Pandikar Amin.



Bagaimanapun, Surendran tetap mempertahankan tindakannya itu dan keengganan anggota Parlimen itu untuk mematuhi arahan tersebut menyebabkan beliau diarah keluar Dewan.
   
Surendran menyifatkan keputusan Pandikar Amin itu sebagai tidak adil.
   
Pandikar Amin kemudiannya menjelaskan kepada Dewan bahawa beliau bukan tidak membenarkan Surendran berhujah, sebaliknya meminta anggota Parlimen itu menunggu sehingga selesai urusan mesyuarat terlebih dahulu.
   
"Saya bersedia menjawab Yang Berhormat berkenaan selepas sesi soal jawab. Tapi dia pilih buat macam tu. Bila kita kata sistem tidak baik, kita harus baiki diri sendiri dahulu. Kalau cara kita perbaiki tidak betul, siapa kita sebenarnya?" tegasnya.
   
Pandikar Amin juga berkata tindakan anggota Parlimen Padang Serai itu seolah-olah tidak menghormati anggota yang lebih senior sambil mengingatkan anggota lain supaya tidak terus membuat bising dan menganggu perjalanan mesyuarat, jika tidak mahu dikenakan tindakan sama.-malaysiakini



MP Surendan kicked out Parliament...

PKR vice-president N Surendran today became the first MP to be ejected from the current session of the Dewan Rakyat, when trying to raise a petition under a Standing Order.

The first-term Padang Serai MP was trying to explain his petition, querying the death in custody of P Karuna Nithi, after it was rejected by speaker Pandikar Amin Mulia before Question Time.

But Pandikar swiftly ejected Surendran, who was also subjected to catcalls and gestures from BN MPs before he left the House.

Surendran was left fuming with the decision, saying it proves his claim on Monday that this is a "dictatorial Parliament".

He also called Pandikar’s actions as stemming out of the “height of arrogance”.

“I stood up just to explain my petition, and he did not let me explain,” said Surendran.

Surendran earlier raised his petition under Standing Order 14 (F), which stipulates that such a petition must be raised before the commencement of Question Time.

“The rule states that members of public can bring in a petition so that the Dewan Rakyat listens to their complaint or grievances,” Surendran said.

Surendran cited Standing Order 14(f) to move a petition for the house to discuss the death in custody of P Karuna Nithi, whose post mortem report says he suffered 49 injury marks.

Speaker Pandikar Amin Mulia first thought that Surendran raised a point of order, but later said that the petition can be heard after the Q and A session.

Surendran, however, insisted that it should be heard immediately, which sparked a shouting match and ended with him being thrown out from the house.

Pandikar did not said the days that Surendran would be barred, hence PKR Subang MP R Sivarasa said Surendran would most probably face a two-day ban.

Speaking to reporters at the Parliament’s lobby later, Surendran said the Standing Order 14(f) allows MPs to raise a petition on behalf of the people before the question and answer session.

The PKR MP also said that he tried to explain the matter to Pandikar, but was denied a chance.


The petition was to urge the authorities to scrap the inquest into the death of Karuna Nithi, since there was already medical evidence to prove that the victim was assaulted before he died.

It is also intended to compel the Home Ministry to take action against the police personnel involved in Karuna Nithi’s death.

“What power does the Speaker have to prevent the family of a victim who died in custody to bring up a petition?

“The Speaker is appointed by Umno. This is the height of Umno’s arrogance,” said Surendran, who is also a PKR vice president.

When Kota Bharu MP Takiyuddin Hassan appealed to Pandikar to reconsider his decision, Pandikar dismissed the matter.

Explaining his decision, Pandikar said that although Surendran is entitled to raise the petition before the question and answer session, he decided to strike it out after considering its merits.

“Surendran has submitted a formal letter to me beforehand, but after going through the content of the petition and considering the government’s views that an inquest is needed to establish the reason behind Karuna Nithii’s death, I decided not to allow it to be debated,” he said.

On how long Surendran will be barred from the House, Pandikar said he has yet to decide on the matter.

Karuna Nithi’s family members were also unable to submit their petition to the House after being barred by security personnel, which resulted in Michelle Yesudas, a lawyer for the family, engaging in a shouting match with guards in the Parliament.

Michelle claimed that one of the security personnel had shoved her a couple of times, resulting in unhappiness from her and the family members.

“Is this how you treat the rakyat? Can you lay your hands on a woman?” she was heard shouting at a guard.

The family were later ordered out of the Parliament lobby before they could talk to reporters. - malaysiakini/fmt
