Pada sidang media di ibu pejabat PKR, Pengarah Strategi parti itu mendakwa, tiga syarikat yang diberi tender topi ada kaitan dengan Mohamed Salleh Mohd Ali yang juga pembekal 'kontroversi' dakwat kekal.
"Melalui semakan di Suruhanjaya Syarikat Malaysia (SSM), tiga syarikat itu ada hubung kait secara langsung dengan Mohamed Salleh, individu yang menerima kontrak pembekalan dakwat kekal," katanya.
Rafizi berkata, tiga syarikat itu ialah Nash Ventures Sdn Bhd, Ayumi Resources Sdn Bhd dan Bumi Textiles Sdn Bhd, ketiga-tiganya mendapat kontrak menerusi rundingan terus.
"Tiga syarikat ini menerima kontrak secara rundingan terus untuk membekalkan topi," kata Ahli Parlimen Pandan itu.
Rafizi kemudiaan mempersoalkan keperluan SPR menganugerahkan tender tersebut secara rundingan terus dan mencurigai apabila ketiga-tiga syarikat tersebut dikawal oleh individu sama yang juga membekalkan dakwat kekal.
"Malah, proses rundingan terus yang akhirnya menganugerahkan tiga kontrak pembekalan topi kepada tiga syarikat yang dikawal oleh orang sama menimbulkan persoalan kenapa SPR tidak bersikap telus dan menganugerahkannya terus kepada satu syarikat sahaja (memandangkan ia dikawal oleh orang sama)," tegas Rafizi.
Menurut Rafizi lagi, tender membekalkan topi secara rundingan terus adalah tidak memenuhi syarat-syarat mengikut Pekeliling Perbendaharaan yang dikeluarkan oleh kerajaan.
"Bagi kontrak ini, tidak ada satu pun syarat-syarat di dalam Perbendaharaan itu yang boleh digunapakai untuk mengecualikan tender terbuka.
"Tender pembekalan topi bukan satu keperluan mendesak, ia boleh diseragamkan melalui pelbagai pembekal menerusi spesifikasi yang diberikan SPR, ia tidak melibatkan paten atau francais dan ia bukanlah barang-barang keselamatan strategik," ujar Rafizi lagi.
Memandangkan syarat-syarat tersebut tidak dipenuhi SPR dalam memberi tender topi, Rafizi berkata secara logiknya tidak mungkin tender tersebut diberikan kepada seseorang yang tidak dikenali seperti yang dikatakan oleh pemimpin tertinggi SPR.
"Sebab itu saya menyatakan bahawa perkara ini boleh berlaku hanya jika Mohamad Salleh ini mempunyai hubungan istimewa dengan kepimpinan SPR.
"Persoalan ini sehingga sekarang masih belum dijawab," tegasnya lagi.
Apabila ditanya tentang penafian oleh Pengerusi SPR, Tan Sri Abdul Aziz Mohd Yusuf dan timbalannya, Datuk Wan Ahmad Wan Omar, Rafizi mempertahankan pendedahannya mempunyai kebenaran kerana sehingga kini tidak ada penafian daripada kerajaan dan sehingga kini tiada sebarang tindakan disiplin diambil ke atas dirinya di Parlimen.
"Kerajaan tidak pernah menafikan di dalam Parlimen dan saya juga sehingga kini tidak dihadapkan ke jawatankuasa hak dan keistimewaan Parlimen... secara logiknya, kalau saya salah pasti saya sudah digantung di dalam Parlimen," tegas Rafizi lagi.
Beliau turut membidas Abdul Aziz dan Wan Ahmad sebagai seorang individu yang tidak mengambil berat tentang integriti dan kredibiliti badan pilihan raya tersebut kerana sehingga kini gagal membuat penjelasan kepada umum tentang pendedahan awalnya di Dewan Rakyat lalu.
"Bagaimana rakyat mahu dapat keyakinan dan kepercayaan?" soal Rafizi.
Rafizi sebelum ini di Dewan Rakyat mendedahkan pembekal dakwat kekal adalah "rakan rapat" kepada pemimpin tertinggi SPR dan mendakwa kontrak berkenaan diberikan secara rundingan terus.
Pakatan Rakyat (PR) sebelum ini juga mengemukakan saman ke atas Abdul Aziz dan Wan Ahmad kerana membuat kenyataan palsu berhubung dakwat kekal serta kandungan nitrat perak dalam dakwat berkenaan.
Menteri di Jabatan Perdana Menteri, Datuk Seri Shahidan Kassim turut bertegas SPR tidak bercadang untuk mendedahkan syarikat pembekal dakwat kekal.-malaysian insider
Rafizi: EC's caps contracts breached procurement rules...
PKR director of strategy Rafizi Ramli today said that the Election Commission (EC) had breached procurement guidelines when it engaged in direct negotiations for the contract of caps.
More seriously, Rafizi said, all three cap contracts were given to three separate companies that are linked back to the same person.
“The contract of caps did not fulfil any of the procurement guidelines that allow an exemption for open tender,” he told a press conference at the PKR headquarters this morning.
According to a Treasury circular, among the criteria that permits direct negotiations are, urgent need, need for uniformity, only one source of supply, involving security.
Even for a fifth criteria for engaging bumiputera companies, a special tender must be done, said Rafizi.
“The reason of urgency cannot apply. Caps can be stocked in inventory much earlier and periodically even if the general election date is not known.
“Using that reason would be just an excuse for direct negotiation,” said the Pandan MP.
He estimated the contracts to be worth around RM6 million based on the assumption that each cap is worth RM20 and were provided to 280,000 EC workers and personnel.
‘Same person’
Elaborating on the matter, Rafizi said all three EC cap suppliers named by Minister in the Prime Minister’s Department Shahidan Kassim in Parliament were in fact linked to Mohamed Salleh Mohamed Alli, the same individual Rafizi fingered as the defective indelible ink supplier.
The three companies named by Shahidan were Nash Ventures Sdn Bhd, Ayumi Resources Sdn Bhd and Bumi Textiles Sdn Bhd (now known as Bumi Services Sdn Bhd).
Rafizi said Mohamed Salleh and his accounting clerk Norsiah Yusoff are directors and shareholders in Bumi Services, while the latter is also a director in Ayumi Resources.
Furthermore, Rafizi said Shamsia Mansoor is a director of Nash Ventures.
Rafizi explained that Shamsia has the same home address with Mohamed Salleh and are both permanent residents from Singapore with the code ‘66' in their identity cards, leading him to believe that they are husband and wife.
“The EC’s decision to grant all three cap contracts to three companies that on the surface look different but are actually controlled by the same person gives the picture that they have something to hide.
“The question arises on why the EC is not transparent by awarding the contact directly to one company if it intends to give it to the same person,” he said.
He reiterated his claim that Mohamed Salleh had close links to the EC top leadership and therefore had received the contracts.
The EC top leadership has denied this claim, but did not elaborate on the contracts.

Now it's EC's turn to show integrity, says PKR...
PKR director of strategy Rafizi Ramli said it is now the Election Commission's turn to demonstrate integrity by coming clean on its indelible ink contract.

parliamentary immunity."I think integrity is extremely important and I took the risk and repeated my claim outside the house so many times.
"If the EC put a similar premium on integrity and credibility, they should attend to the crux of the matter," said the Pandan MP.
Rafizi had claimed that the contracts for the defective indelible ink used by the EC in the general election were given to companies whose owner had close links to the commission's leadership.
He had fingered Integrated Challenger (M) Sdn Bhd and its owner Mohamed Salleh Mohamed Alli but Minister in the Prime Minister's Department Shahidan Kassim declined to confirm this.
EC chairperson Abdul Aziz Mohd Yusof and deputy chairperson Wan Ahmad Wan Omar have denied having any such links, but did not elaborate on the contract.
Wan Ahmad had also said the EC is mulling a lawsuit against Rafizi.
Malaysiakini has made repeated attempts to contact Mohamed Salleh including visiting his company’s office, but has yet to obtain a response.
‘Not backing down’
Rafizi was steadfast about his claim about the identity of the indelible ink supplier and its link to the EC.
“I raised the matter in Parliament and this was never denied by the government or BN backbenchers.
“I was not referred to the committee of rights and privileges for misleading Parliament so I take it that Integrated Challenger (M) Sdn Bhd is the supplier,” he said.
Rafizi, who was speaking during a press conference at PKR headquarters today, also revealed three more contracts involving caps also linking to the same individual, and said the EC must explain itself.
“If the EC can’t even procure caps or indelible ink in a honest and transparent manner, how is the EC leadership going to be responsible for free and fair elections?
“I take credibility and integrity issues very seriously and I would like to see the EC seriously reciprocate that,” he said.-malaysiakini
