(Penamatan peminjaman Datuk Zainal Abidin A’ala sebagai Yang Dipertua (YDP) Majlis Perbandaran Selayang (MPS) mulai semalam adalah dibuat atas cadangan kerajaan negeri Selangor sendiri.
Ketua Setiausaha Negara (KSN), Datuk Seri Dr Ali Hamsa berkata, Setiausaha Kerajaan Negeri Selangor melalui surat bertarikh 15 Oktober lepas memaklumkan bahawa Menteri Besar, Tan Sri Abdul Khalid Ibrahim memutuskan untuk menggantikan Zainal Abidin dengan pegawai lain.)- m.k.
Beliau sebaliknya berkata cadangan dikemukakan adalah untuk memilih bakal Datuk Bandar dan Yang Dipertua di negeri ini mengikut kehendaknya dan tiada kaitan dengan penamatan tugas Zainal Abidin.
“Saya hanya bercakap dengan pegawai perjawatan di Pejabat Setiausaha Kerajaan, bahawa kerajaan negeri ingin tentukan siapa yang akan jadi Datuk Bandar. Saya minta mereka senaraikan nama-nama yang boleh dicadangkan untuk jadi Datuk Bandar.
“Saya sendiri tidak tahu sama ada cadangan saya itu diluluskan atau tidak sehinggalah pengumuman (penamatan tugas Zainal Abidin) di buat oleh Ketua Setiausaha Negara (KSN) Datuk Seri Dr Ali Hamsa,” katanya kepada pemberita selepas sidang Dewan Undangan Negeri (DUN) Selangor di sini hari ini.
Ditanya pemberita sama ada beliau mengeluarkan surat penamatan berkenaan, Abdul Khalid menafikan perkara itu.
Malah beliau menjelaskan beberapa cadangan nama untuk pemilihan Datuk Bandar dan Yang Dipertua Negeri dilakukan sebelum timbulnya kontroversi pembinaan projek kondominium, Dolomite Park Avenue setinggi 29 tingkat di Batu Caves.
“Saya tidak pernah menulis surat kepada KSN supaya memberhentikan YDP. Sebagai Menteri Besar saya juga mesti melihat apa yang dipanggil ‘succession planning’ (rancangan penggantian) dapat dilakukan.
“Jika Datuk Bandar tinggal setahun (kerja) lepas itu pencen…saya tak nak tunggu hingga sehingga dia berpencen baru saya nak cari pengganti,” jelasnya.
Pada Jumaat lalu, Ali Hamsa berkata Setiausaha Kerajaan Negeri Selangor melalui surat bertarikh 15 Okt lepas memaklumkan bahawa Abdul Khalid memutuskan untuk menggantikan Zainal Abidin dengan pegawai lain.
Pertukaran Zainal Abidin ke Institut Tadbiran Awam Negara (Intan) sebelum ini menimbulkan beberapa kontroversi termasuk tuduhan yang mengatakan beliau ditukarkan dalam tempoh 24 jam atas kenyataannya berhubung pembinaan projek kondominium setinggi 29 tingkat itu.
Ali berkata kekeliruan itu timbul mungkin kerana pihak yang mengeluarkan kenyataan itu sebelum ini tidak dimaklumkan mengenai permohonan kerajaan negeri untuk menggantikan Zainal Abidin.- FMT
Kerajaan Selangor bentangkan kertas putih Talam esok...
Kerajaan Selangor berharap akan dapat menyelesaikan isu Talam dengan MCA apabila membentangkan kertas putih tentang pengstrukturan semula hutang Talam Corporation, yang didakwa MCA sebagai skandal RM1 billion.Menteri Besar Tan Sri Abdul Khalid Ibrahim akan membentangkan kertas putih tersebut ketika sidang dewan undangan negeri esok dengan berkata, dokumen tersebut akan mengeluarkan maklumat lengkap tentang perjanjian kerajaan negeri dengan syarikat bermasalah itu pada tahun 2010.
“Saya yakin rakyat akhirnya dapat melihat pembohongan mereka akan terbongkar,” katanya selepas membentangkan Bajet 2013 di dewan undangan negeri pagi ini.
Pengerusi Biro Professional Muda MCA Datuk Chua Tee Yong berkata dana rakyat yang digunakan oleh kerajaan negeri telah disalahgunakan dengan mendakwa pentadbiran Khalid telah melangsaikan hutang Talam yang bernilai RM676 juta untuk menyelesaikan hutang sebanyak RM392 juta kepada anak syarikat negeri.
Beliau kemudian mendakwa RM392 juta dalam bajet tambahan diluluskan oleh dewan undangan negeri pada November 2010 kepada MBI digunakan untuk menebus syarikat tersebut.
Tetapi Pakatan Rakyat (PR) telah menafikan dan mengatakan dakwaan Chua sebagai “tidak masuk akal”, dengan berkata mereka bukannya menebus syarikat Talam, tetapi telah menyusun semula struktur hutang syarikat tersebut supaya kesemua hutangnya dapat dikembalikan.
“Tetapi bagi saya apa yang lebih penting adalah kenapa kita perlu belajar dengan isu Talam.
“Sudah berapa kali kita menerangkan apa yang berlaku, tetapi ada sesetengah dari kita gagal untuk memahaminya, atau enggan untuk memahami.
“Apa yang lebih teruk apabila terdapat elemen cuba mengelirukan orang ramai,” kata Abdul Khalid dalam ucapannya.
“Soalannya, bagaimana perkara ini berlaku?
“Jawapan saya - ini kerana pentadbiran 50 tahun di bawah kerajaan Barisan Nasional,” katanya lagi.
Dalam jawapan balas kerajaan negeri mengenai isu ini, mereka telah menerangkan hutang Talam Corp bernilai RM392 juta kepada tiga anak syarikat negeri telah wujud semasa pentadbiran BN dan dianggap sebagai “hutang lapok” kerana tidak dituntut oleh tiga anak syarikat ini.
Talam yang kini dikenali sebagai Trinity Corporation Berhad, pada masa itu memiliki Universiti Industri Selangor (Unisel) dan Permodalan Nasional Selangor Berhad (PNSB) yang bernilai RM277 juta disamping SAP Holdings - anak syarikat kepada Kumpulan Hartanah Selangor Berhad (KHSB) bernilai RM115 juta ringgit, menjadikan jumlah RM392 juta.
Tetapi selepas kerajaan negeri jatuh ke PR pada pilihan raya 2008, hutang lapok tersebut kemudian dituntut kembali untuk mendapatkan semula hutang oleh Talam, dan bukannya menebus syarikat tersebut seperti yang didakwa oleh Chua.
Kerajaan negeri melalui dewan undangan negeri pada November 2010 telah melantik Menteri Besar Incorporated (MBI) untuk menyelesaikan kutipan hutang RM392 oleh syarikat tersebut.
Selepas berbulan-bulan perbincangan, Talam Corp akhirnya bersetuju untuk pembayaran semula bernilai RM392 juta kepada MBI dalam bentuk tunai dan aset - satu pada 12 Mac 2010 dan kedua sebulan kemudian pada 9 April.
Menurut ahli dewan undangan negeri, semua penyelesaian telah didedahkan di Bursa Malaysia dan boleh didapati di laman web bursa saham tersebut.- malaysian insider
Selangor MB says did not ask to sack MPS president...
Selangor Mentri Besar Tan Sri Khalid Ibrahim today denied that he had written a letter to Chief Secretary to the Government (KSN) Datuk Seri Dr Ali Hamsa to terminate the services of Datuk Zainal Abidin A’ala as president of the Selayang Municipal Council (MPS).Khalid said actually he had only submitted an early plan to identify the candidate to take over from Zainal Abidin before he (Zainal Abidin) retired next year.
“I had not written a letter to the KSN to terminate the services of the Selayang Municipal Council president, because as the mentri besar, I also must see that what is called ‘succession planning’ can be carried out.
“If the Datuk Bandar (mayor) has one year (of service) left before retiring... I don’t want to wait until he retires before looking for a successor,” he told reporters here.
“I only spoke to the officer at the office of the KSN that the state government wants to know who will become the Datuk Bandar... I also asked them to list the names of those who could be proposed as the Datuk Bandar.
“I don’t know whether my proposal has been approved or not until the announcement (termination of Zainal Abidin’s services) was made by the KSN,” he said.
In a statement last Friday, Ali had announced the termination of Zainal Abidin’s services had been made at the suggestion of the Selangor state government.
He said the termination of service was made by the Selangor State Secretary through a letter dated October 15, which stated that Khalid had decided to replace Zainal Abidin with another officer. — Bernama

Selangor Menteri Besar Abdul Khalid Ibrahim said today that he had recommended for a successor to Selayang Municipal Council (MPS) president Zainal Abidin A'ala to ensure a smooth transistion.
His action, he explained, was to ensure continuity in the management of human resources involving government officers who served in the state.
"As Selangor menteri besar, I must look at the succession plan. I have made some efforts for the succession plan to be carried out.
"So, if I know a mayor has only one year to serve his term before retirement, I will not wait for his retirement before finding a successor.
"I have to find the successor earlier," Khalid told a press conference at the state assembly building this afternoon, after tabling the Selangor budget for 2013.
However, he denied that he had written a letter to chief secretary to the government (KSN) Ali Hamsa to terminate Zainal Abidin's services.
“I did not discuss the matter with JPA (Public Service Department). I only raised the matter with the appointment officer in SUK (state secretary’s office).
“I told the officer that this time, the state government would like to pick the mayor, as well as the local council president."
Khalid added that during the discussion, he had asked for potential names for Zainal Abidin's replacement and after that, the matter would be brought to the JPA which will then make a report to the chief secretary of the government.
"I had not written a letter to the KSN to terminate the services of the Selayang Municipal Council president," he said.
Khalid was responding to last Friday's statement by Ali that the termination of the secondment of Zainal Abidin (above) as MPS president was made by the state government.
Ali said the termination of service was made by the Selangor state secretary through a letter dated Oct 15 which stated that Khalid had decided to replace Zainal Abidin with another officer.
Khalid: Statement confirms state's powers
The controversy arose last Wednesday when state executive councillor Ronnie Liu blamed Putrajaya for transferring Zainal out on a 24-hour notice.
Liu said the sudden transfer could be the result of Zainal's earlier statement clearing Pakatan Rakyat of approving a 29-storey condominium project next to the Batu Caves Hindu temple complex.
Both Selayang MP William Leong from PKR and MPS councillors also disputed the transfer and claimed it was initiated by Putrajaya.
Khalid also said at the press conference that Ali's statement that the transfer order came from him was further confirmation that the menteri besar and the state government have the power to choose city mayors or municipal council presidents.
"Now that he has confirmed I have the power to appoint or dismiss the municipal president or city mayor, I am very happy with this confirmation.
"As has been understood by the state government, the power to appoint the mayor is in the hands of the menteri besar and the state government," Khalid added.- malaysiakini
Selangor govt to table Talam white paper tomorrow...
The Selangor government hopes to finally settle the
score with MCA tomorrow after it tables the highly-awaited white paper
on the Talam Corporation debt restructuring agreement, a deal that MCA
once labelled a RM 1 billion bailout scandal.
“I am confident the people will finally see whose lies will be exposed,” he said in his Budget 2013 at the state assembly this morning.
MCA Young Professionals Bureau chairman Datuk Chua Tee Yong had recently alleged of funds abuse by the Selangor government, claiming that Khalid’s administration had bought over Talam Corp’s RM676 million assets to clear the firm’s outstanding debts of RM392 million to three state subsidiaries.
He further claimed that the RM392 million in the supplementary budget approved by the state assembly in November 2010 to Mentri Besar Incorporated (MBI) was used by the state government for the alleged bailout.
But in retaliation, Pakatan Rakyat (PR) lawmakers have denied this and called out Chua for his allegedly “stupid blunder”, claiming that instead of bailing out Talam Corp, the state government had only restructured the firm’s debts to ensure the monies were reclaimed in full.
“However, to me, what is more important is the lesson we should learn from this issue on Talam.
“However many times we have explained what happened, there are still those among us who failed to understand... or refused to understand.
“What more when there are malicious elements forever working to confuse the people,” Khalid said today in his speech.
“The question is – how did it come to this?” the first-term mentri besar asked.
“My answer – this is the result of 50 years under Barisan Nasional’s (BN) rule,” he said.
In the state government’s previous replies on the issue, it was explained that Talam Corp’s RM392 million debt to three state subsidiaries had originally been incurred during Barisan Nasional’s (BN) reign in the state and was considered a “hidden debt” as it was never recorded in the three firms’ books.
Talam Corp, now known as Trinity Corporation Berhad, had then owed Universiti Selangor (Unisel) and Permodalan Nasional Selangor Berhad (PNSB) RM277 million as well as SAP Holdings — a subsidiary of listed company Kumpulan Hartanah Selangor Berhad (KHSB) — RM115 million, for a total of RM392 million.
But after the state government fell to PR in Election 2008, the “hidden debts” were later “uncovered” and the state moved immediately to recover the monies owed by Talam Corp, instead of bailing out the firm as claimed by Chua.
The state government, through the state assembly, had in November 2010 appointed Mentri Besar Incorporated (MBI) to handle the collection of the RM392 million owed by the troubled property developer.
This ultimately made the MBI the point man to chase Talam Corp for the debts.
After months of negotiations, Talam Corp finally agreed to a full repayment of the RM392 million to MBI in the form of cash and assets in two tranches — one on March 12, 2010 and the second, a month later on April 9.
According to state lawmakers, all settlement deals were fully disclosed to Bursa Malaysia and made publicly available on the bourse’s website.- malaysian insider
