AP di struktur semula bagi tampung mansuh duti eksais...

PKR, Rafizi Ramli hari ini berkata, demi menampung kehilangan dana kerajaan ekoran cadangan mereka untuk memansuhkan duti eksais kereta, Pakatan Rakyat (PR) bercadang untuk menstruktur semula kadar Permit Import (AP).

Rafizi ketika sidang media di Ibu Pejabat PKR di sini berkata, pemberian AP itu perlu distruktur semula kerana sistem yang ada sekarang hanya memberikan kelebihan kepada sesetengah kumpulan masyarakat dan bukannya kepada keseluruhan masyarakat Malaysia.

“Kami akan semak semula pemberian AP bagi menangani kekurangan pendapatan yang disebabkan pemansuhan duti eksais kereta.

“Kalau AP diurus dengan baik, saya percaya ada sumber kewangan yang boleh digantikan daripada kehilangan dana kerajaan akibat rombakan struktur cukai kereta itu,” katanya.

Rafizi sebelum ini mengumumkan, PR akan memansuhkan duti eksais kereta sekiranya mereka berjaya menawan Putrajaya dalam Pilihan Raya Umum ke-13 akan datang.

Mengulas berkenaan perkara itu, Rafizi turut menjelaskan, mekanisme berkenaan cadangan beliau itu telah pun dibincangkan parti.

“PKR telah membincangkan mekanisme rombakan struktur cukai secara terperinci untuk memastikan penghapusan duti eksais diganti dengan sumber pendapatan baru.

“Perkara ini juga perlu diperhalusi dengan lebih dalam supaya rakyat boleh membuat keputusan kaedah percukaian kereta yang lebih adil kepada mereka,” tambahnya.

Dewan Perniagaan Melayu Malaysia Kuala Lumpur (DPMMKL) sebelum ini menjangkakan PR akan mengenakan cukai baru untuk menampung perbelanjaan kerajaan sekiranya mereka memerintah ekoran pemansuhan duti eksais kereta ini.

Selain itu, Rafizi juga turut menjelaskan, hasil kutipan cukai daripada duti eksais kereta hanyalah RM8 bilion setiap tahun dan antara kaedah lain yang boleh dilaksanakan untuk mengurangkan perbelanjaan negara jelas beliau adalah jika Perdana Menteri Datuk Seri Najib Razak tidak berbelanja boros seperti yang dilakukannya sekarang ini.

“PKR yakin rombakan struktur cukai ke arah memastikan kereta lebih murah tidak akan membebankan negara jika keborosan perdana menteri dihentikan.”

Beliau menyatakan bahawa Najib telah membelanjakan sejumlah RM5.77 bilion sejak enam bulan pertama sebelum ini melalui pemberian luar perancangan yang meliputi Bantuan Rakyat 1 Malaysia, (BR1M), Skim Bantuan Kembali Ke Sekolah 1 Malaysia, termasuk yang terbaru pemberian bonus kepada kakitangan awam sempena sambutan Aidilfitri.

“Jumlah ini adalah gula-gula yang sewenang-wenangnya digunakan perdana menteri untuk membeli undi rakyat,” katanya.

Justeru, Rafizi berkata, melalui rombakan dalam AP dan pengurangan perbelanjaan perdana menteri dilaksanakan, ia berkemungkinan dapat mengatasi masalah kekurangan dana kerajaan akibat dariada pemansuhan duti eksais jika Pakatan Rakyat memerintah negara ini kelak.- malaysian insider



Harga Proton tetap lebih murah walau mansuh duti eksais, kata Rafizi...

PKR hari ini menegaskan harga pembuat kereta nasional tetap akan menjadi lebih murah berbanding pengeluar kereta import yang lain sekiranya cadangan memansuhkan duti eksais kereta dilaksanakan mereka.

Pengarah Strategik PKR, Rafizi Ramli ketika sidang media hari ini berkata, “sekiranya kadar cukai dirombak, dan cukai eksais dimansuhkan, harga Proton dan Perodua akan kekal menjadi paling rendah dengan kadar purata di bawah RM30,000 sebuah.”

“Hampir semua kereta dijual Proton dan Perodua hari ini dikenakan cukai sehingga 85 peratus dalam bentuk duti eksais mahupun cukai jalan; sama dengan model kereta antarabangsa.

“Jika rombakan dibuat, harga Proton dan Perodua, termasuk pengeluar antarabangsa seperti Honda, Toyota dan senagainya akan turun secara berkadar dengan cukai dikenakan selama ini,” katanya lagi.

Jelas Rafizi, harga bagi kereta import pula akan berada di paras RM50,000 sebuah secara puratanya.

“Ini mengukuhkan pendirian PKR bahawa rombakan struktur cukai ke arah memastikan kereta berada pada parasa munasabah dan adil kepada rakyat adalah penting untuk menambah 'pendapatan boleh guna' (disposible income) rakyat dan mengurangkan beban mereka,” tegasnya lagi.

Sebelum ini, Rafizi telah menyuarakan hasrat bahawa Pakatan Rakyat (PR) akan memansuhkan duti eksais kereta sekiranya pembangkang itu berjaya menawan Putrajaya dalam Pilihan Raya Umum ke-13 yang dijangka dilaksanakan tidak berapa lama lagi.

Cedangan itu telah menerima reaksi pelbagai pihak, termasuk daripada organisasi bukan kerajaan, Pertubuhan Pribumi Perkasa (Perkasa) yang menegaskan, idea berkenaan bakal menjadikan harga kereta Proton akan setara dengan model luar dan Proton juga tidak akan mampu bersaing dengan model asing.

Kaji selidik baru-baru ini mendapati mereka yang berpendapatan isi rumah sekitar RM3,000 sebulan akan membelanjakan hampir 50 peratus pendapatan mereka untuk kereta.

Para penganalisis pula berpendapat, pemansuhan duti eksais kereta ini, yang dianggarkan bernilai 105 peratus. Akan membantu pembangunan ekonomi dengan merancakkan pendapatan boleh guna rakyat, dan mengurangkan bebanan hutang mereka.

Kadar cukai yang tinggi di Malaysia adalah kerana perlindungan diberikan kepada pembuat kereta nasional, Proton sejak 1984.

Rafizi juga turut menjelaskan, cadangan berkenaan pemansuhan duti eksais ini juga akan di bawa ke dalam manifeesto PR untuk menghadapi pilihan raya akan datang.

NONEThe revamp of the controversial Aproved Permit (AP) system will be among steps taken to bring about Pakatan Rakyat's plan for cheaper cars through the abolition of excise duty, says PKR strategy director Rafizi Ramli.
"We are looking into how the APs are managed. We all know that the AP is a source of wealth for cronies.

"We will see how this source of income can balance out the revenue lost from the excise duty," Rafizi told a press conference at the PKR headquarters in Petaling Jaya this afternoon.

The entire mechanism of the plan, he said, would be announced next week by PKR supremo Anwar Ibrahim.

"In the following weeks, we will conduct sessions to explain how we will manage the AP to support the restructuring of the (car) tax system," Rafizi said, adding that this was on top of putting controls on the national budget.

Umno Youth chief Khairy Jamaluddin had criticised the plan, stating that such a move would cost the government RM4.6 billion per annum.

However, Rafizi said the actual amount was in fact RM8 billion but stressed that this was doable as Prime Minister Najib Abdul Razak spent more than that in a single year.

'PM's various unplanned expenditure'

Rafizi pointed out the various unplanned expenditure by the premier for the first six months of this year, particularly on goodies such as Bantuan Rakyat 1Malaysia, Bantuan Buku 1Malaysia, various 1Malaysia products and the Janji Ditepati campaign had amounted to a staggering RM 5.8 billion.


This was on top of the spending on operational and development expenditure by the Prime Minister’s Department - calculated on average from 2009 to this year - which spiked by RM6 billion compared to in the era of Najib’s predecessor, bringing the total to RM11.8 billion.


“All it takes is for the prime minister not to spend RM12 billion a year. If we return to the era of Abdullah Ahmad Badawi’s spending which is RM3 billion for operational and development expenditure respectively, we can easily raise RM8 billion.


Rafizi (right) added that instead of the premier showering goodies on the rakyat for votes, the money used to finance those goodies should have remained in the rakyat’s pockets to begin with.

“But now Umno imposes high taxes on us, and then when they spend the money back on us, they tell us to be grateful and boast that ‘
Janji Ditepati’ (Promises Fulfilled),” he said.

He gave an assurance that no new taxes will be introduced to finance the plan.

'Scrapping tax won't rob Proton, Perodua's edge'

Pakatan Rakyat's plan to scrap excise duty on cars should it take over Putrajaya, will not rob local car producers such as Proton and Perodua of a price edge over competitors, says PKR.

NONEPKR strategy director Rafizi Ramli today took a swipe at his Umno counterparts - who said removing the duty would spell doom for local carmakers - for failing to understand the taxes.

He said they did not know the difference between excise tax, which is applied across the board, and import tax, which only applied to foreign cars.

"There are some parties that try to paint a picture that a tax revamp will mean that Proton will be at the same price as other (imported) cars.

“That's not true. Proton and Perodua will still have their price edge in the market," Rafizi told a press conference at the PKR headquarters today.

This, he explained, was because the abolition of the excise tax would cause car prices, both local and foreign, to fall proportionately.

“So your Proton Persona or Gen 2 will be around RM27,000 or RM28,000. Similarly, if you remove the excise tax for a foreign Honda car costing RM80,000, it will come down to about RM50,000.

"So it is between buying a RM30,000 car or a RM50,000 car.

“I believe many in the lower income group want a car because they have no choice, and they would choose the cheapest and most reliable car. 

 
“They would not want to be in debt for nine to 10 years just to get a Honda Accord or Honda City," he said.

He added that the RM300 to RM400 a month each household can save when the excise tax is done away would "mean a lot" for the families.

'Non-KLites need cars too'

Under the current taxation system, Rafizi said, there was not much difference in the excise tax between high-end and ordinary vehicles.

Addressing criticism that the move would cause of a flood of vehicles on the roads, Rafizi said the matter should be viewed beyond the context of Klang Valley.

"We should not penalise the other 23 million Malaysians not living in the Klang Valley. This taxation system does not only apply in Klang Valley but to all of Malaysia.

"The situation is even more dire in Sabah and Sarawak, where the road network is poor and people need to buy four-wheel drives, which are even more costly," he said.

"If we see from the era of former prime minister Abdullah Ahmad Badawi, the BN government said it was keeping the prices of cars and petrol up to fund improvements to public transportation, but that did not happen," Rafizi said.

Even though the MRT system was in the works, it would only be completed by 2017 or 2018, during which time people in low-income groups would still require a vehicle for transport.

However, Rafizi gave his assurance that should Pakatan capture federal power, the abolition of the excise tax on cars would be carried out in tandem with improvements to the country's public transport.- malaysiakini

No new taxes after car excise duty cut, says Pakatan...

Pakatan Rakyat (PR) will not impose new taxes to compensate for any potential loss of revenue from its plan to shelve excise duties to lower the sticker price for cars if it takes power in the next general election. 

PKR’s strategy director Rafizi Ramli had on Tuesday announced that the federal opposition intends to cut the triple tax on cars — import, excise and sales tax — if it wins the coming general election.

Today, Rafizi (picture) said that there will be “no introduction of new taxes”.

Instead, he said, a PR federal government would instead cut spending and also revamp the current Approved Permit (AP) system to make up for any losses.

“I think we can look at how we manage APs. APs now... to give riches buta-buta (blindly),” he said.

“If AP is managed well, there will be a source of wealth that can balance the loss of revenue from excise duty.”

However, he said, Opposition Leader Datuk Seri Anwar Ibrahim would only announce details of PR’s mechanism for the alternative source of revenue next week.

Rafizi had previously admitted that the government could lose RM8 billion in yearly revenue if car taxes are cut. But the offer to voters will effectively boost the disposable incomes of Malaysians and reduce household debts.

Malaysians pay inordinately high prices for cars mainly because of the protection afforded to national carmaker Proton since 1984. 

The public pays import, excise and sales taxes that translate into some of the highest car prices in the region and the world. 

A recent income survey found that a household earning RM3,000 a month could spend up to 50 per cent of its income on maintaining a car.

The high taxes now have resulted in about 20 per cent of the RM581 billion total household debt in the country last year being held in cars, an asset that depreciates over time.

A cut in car duties — which currently run as high as 105 per cent — could help stimulate the economy by boosting disposable income and reducing household debt burden, analysts have also told The Malaysian Insider.
